Alderman Tunney requested the amount a firefighter is paid for working on a holiday.

Per Section 7.2.C of the labor contract for Chicago Fire Fighters Union Local 2, “Platoon

employees who work as regularly scheduled on any of the thirteen (13) recognized holidays shall

be paid double time for all hours worked (i.e. straight-time hourly rate of pay for all hours worked

plus regular pay). For platoon employees, only such employees who work the shift beginning at

8:00am on the day the holiday is observed shall be considered as working on the holiday.”

A firefighter is on a platoon schedule, and therefore one shift is 24-hours. If a firefighter worked

on a holiday, then they would get paid for their regular salary plus one full shift at their regular

hourly rate. An example of a holiday payment is outlined below.

Alderman Reilly requested the potential savings as a result of Office of Public Safety

Administration.

The Chicago Fire Department will see savings through the increased finance and information

technology resources provided by the Office of Public Safety Administration. The Office of Public

Safety Administration will augment CFD payroll/timekeeping processing to improve platoon

members swiping, consolidate procurement processes and contracts to eliminate redundancy, and

create efficient and uniformed methods of capital management to maximize the use of the City’s

assets. In addition, the Office of Public Safety Administration extends information technology

resources to CFD that were previously compartmentalized in OEMC and CPD. For instance,

additional civilian field support will be available to CFD as well as increased data analytics which

will help consult CFD on overtime reduction strategies. While the exact dollar amount for savings

is to be determined, these additional resources will create new efficiencies that will inevitably

result in cost savings for the City.

Aided Dispatch (CAD) system, an OEMC Communication Operator will dispatch the appropriate

resources, either Fire Suppression and/or EMS, if an incident is deemed an emergency. Once CFD

members arrive on scene, they assess the situation and respond accordingly. However, if the

incident is deescalated to a non-emergency, there is no mechanism to update the initial incident

report.

Grant funds are used for several activities, including but not limited to the following:

• Designing, scheduling, and conducting Homeland Security and Exercise and Evaluation

(HSEEP)-compliant training curriculums and exercises with CPD and OEMC; and

GRANT NAME: Urban Area Security Initiative (UASI)

GRANT OVERVIEW: The Urban Areas Security Initiative (UASI) Program assists high-threat,

high-density Urban Areas in efforts to build and sustain the capabilities to prevent, protect against,

mitigate, respond to, and recover from acts of terrorism. The UASI program addresses the unique

multi-discipline planning, organization, equipment, training, and exercise needs of high-threat,

high-density Urban Areas.

FUNDING YEAR, FUNDING AMOUNT AND PERIOD OF PERFORMANCE:

• 2017 UASI: ($5,703,800) Current – 07/31/20

• 2018 UASI: ($5,979,501) Current – 07/31/21

• 2019 UASI: ($6,005,502) Current – 07/31/22

FUNDED INITIATIVES (Highlights):

1) CFD ACTIVE THREAT PLANNING, TRAINING AND EXERCISE PROGRAM

Since 2016, over 10,500 CFD /CPD members participated in the UASI-funded Active

Threat Planning, Training, and Exercise Program. In 2019, the CFD Homeland Security

Division:

• Initiated, developed, and vetted (3) new CFD/CPD standard operating procedures

(SOPs): Active Threat Response; Unattended and Suspicious Package; and Post Blast

Response.

• Designed, scheduled, and instructed (33) 6-hour Workshops training over 1,600 CFD,

CPD, OEMC, CTA Command/Exempt members and 25 suburban fire and police

members.

• Led the design, instruction, and conduct of multi-agency drills at City venues,

providing an opportunity for CFD and CPD front line and command members to train

side-by-side with their counterparts and with private sector venue security and medical

teams.

• In 2020, grant funds will be used to support ongoing active threat drills throughout the

City and CFD/CPD tactical training classes for front-line fire companies and police

officers.

2) CFD SPECIAL OPERATIONS TRAINING AND CERTIFICATION PROGRAM

The CFD Homeland Security Division directly supports the CFD Bureau of Operations. In

2019 alone, ~1,800 special operations team members attended (19) grant-funded

certification classes:

• CFD Squad Companies: certified to handle highly technical rescues such as building

collapses, confined space entries, trench and high-angle rescues, tunnel incidents,

extrications, etc.

• CFD Hazardous Materials Team: certified to handle Chemical, Biological,

Radiological, Nuclear, and Explosive (CBRNE) materials, and/or Weapons of Mass

Destruction related incidents

• CFD Air & Sea Rescue Unit: a FEMA Type II state deployable team, certified to

handle all incidents within the waterway footprint

• Joint Hazards Assessment Team (JHAT): certified to deploy to high-threat venues in

order to provide rapid on-scene assessments and immediate response intelligence for

CBRNE releases

3) KEY EQUIPMENT PURCHASES

• Unified Command Van ($1.2M)

• Hazmat detection equipment end-of-life replacement and upgrades ($1.7M)

GRANT NAME: Securing the Cities (STC)-Chicago

GRANT OVERVIEW: The Securing the Cities (STC) – Chicago Cooperative Agreement is

managed and led by the Chicago Fire Department (CFD) Homeland Security Division, in

coordination with the Chicago Police Department, and other Principal Partners (the Chicago Office

of Emergency Management and Communications, the Cook County Sheriff’s Office, Illinois State

Police and Illinois Emergency Management Agency). The purpose of the Program is to build

capabilities of front-line members to detect potential radiological and/or nuclear (R/N) materials

along roadway, light and heavy rail, and maritime pathways. Specifically, the STC-Chicago

Program funds the development of policy and standard operating procedures; purchase and

inventory management of detection equipment, and tactical and operational training for Principal

Partner front-line members.

• Developed (6) operational plans: Regional Strategic Plan; Regional Equipment

Inventory and Management Plan; CFD R/N Detection SOP; Regional R/N ConOps

Plan; Regional Fusion Center Intel and Info Exchange Plan; and Program Sustainment

Plan.

2) TACTICAL MULTI-AGENCY TRAINING

• Conducted (15) 5-hr R/N detection classes for 600 CFD, CPD, CCSO, ISP, IEMA

members

• Surge training for approximately (4,000) CFD members; (12,000) front line CPD

members; (5,600) CCSO members; (1,600) ISP members; and (25) IEMA members

with expansion to Chicago’s collar county fire and law enforcement departments.

3) DETECTION EQUIPMENT

• Purchased, inventoried, and deployed 1,648 pieces of detection equipment for 5

agencies.

• Ongoing purchase of R/N detection equipment for all front-line members from 5

agencies.

GRANT NAME: Port Security Grant Program

GRANT OVERVIEW: The CFD serves as the primary agency for the Mass Search and Rescue

Operations, Emergency Medical Services, Fire Suppression, and Threats and Hazard Identification

and Underwater Recovery capabilities for any type of marine emergency - natural, accidental, or

intentional, including immediate CBRNE terrorism incident response. To respond to threats to the

water system and to restore waterways back to normal, the CFD, whether they are part of the Air

and Sea Rescue Unit, Special Operations Team, Hazardous Materials Team, or Emergency

Medical Services (EMS), members must maintain the highest level of preparedness and must be

trained, certified, and equipped to perform specialized rescue operations, both in the Chicago River

and Lake Michigan, to ensure that CFD’s core mission of saving lives is fulfilled. The Port

Security Grant Program focuses on building response capabilities by supporting effective

planning, training, equipment and exercises for CFD’s marine unit.

FUNDING YEAR, FUNDING AMOUNT AND PERIOD OF PERFORMANCE:

• 2017 Port: ($ 275,339) Current – 09/30/20

• 2018 Port: ($1,000,825) Current – 09/30/21

• 2019 Port: ($1,105,000) Current – 09/30/22

FUNDED INITIATIVES (Highlights):

1) FAST BOAT

Funds will be used for the design and construct of a CBRN detection-equipped Rapid

Response Fireboat to be used for a response incident within the Chicago River waterway

– and specifically the portion of the Chicago River that runs through Chicago’s Central

Business District.

2) PERSONAL PROTECTIVE EQUIPMENT

Funds will be used to purchase and replace diver personal protective equipment for

members of the CFD Air and Sea Rescue Unit.

3) REFURBISHMENT OF ENGINE 2

Funds will be used for the refurbishment and life extension of Engine 2, CFD’s Air and

Sea Fire and Rescue Vessel. Engine 2 was originally acquired in 2011 for $8,551,742.54

under the 2007 Port Security Grant. (An estimated replacement cost is between $9.6M and

$10.2M).

4) AIR & SEA RESCUE UNIT TRAINING

Funds will be used to train all CFD Air and Sea Rescue Unit divers in the following courses.

• Enhanced Vessel Operator’s Course: provides students with the skills to operate vessel

at high speeds, assess risks in the maritime domain, and protect vessel, crew, and

citizens;

• Boat Operator for Search and Rescue Course: provides students with skills to be more

proficient in search and rescue capabilities in a marine environment, to include boat

characteristics, handling, piloting, navigation; rescue; and towing and salvage;

• Tactical Operator Course: provides students with skills to identify threats to high-value

assets and critical infrastructure, react to threats in a maritime community, and properly

use defensive and protective boat tactics; and

• Fire Boat Small Coarse: ensures students are proficient with tactics, techniques, and

procedures from emergency operations from small fire boat.

GRANT NAME: Assistance to Firefighters Grant

GRANT OVERVIEW: The Assistance to Firefighters (AFG) Grant, the most completive fire

service grant, provides funds directly to local fire departments and Emergency Medical Services

(EMS) organizations to address a variety of equipment, training, and other firefighter-related and

EMS needs.

Below is an excerpt from CFD’s general order in reference to the lay-up process.

“An employee may be scheduled to report to the Medical Division on any weekday, excluding

holidays, between the hours of 0800 and 1600. It is provided, however, that no employee will be

required to report to the Medical Division more than six (6) times within each 30-day period or

more than two (2) times in a calendar week within the first 90 days of medical status, and no more

than four (4) times within each 30-day period or more than two (2) times in a calendar week after

the first 90 days of medical status. Exceptions to this provision can be made in cases of unusual

circumstances for medical reasons deemed necessary by the Chicago Fire Department Medical

Division physician. However, if an employee is required to report to the Medical Division more

frequently than stated above, that employee shall be paid at the overtime rate for the actual time

spent at the Medical Division or for two (2) hours, whichever is greater.”

The attached information below is in response to the question posed at our department’s hearing

on October 30, 2019 to discuss the proposed 2020 budget.

Alderman Sigcho Lopez requested a report on gas station inspections as well as a list of gas stations

that passed/failed the inspection.

In response to Alderman Sigcho Lopez’s request, please see below for the following joint response

from the Chicago Department of Public Health (CDPH) and the Chicago Fire Department (CFD).

In 2019, CDPH took over gas station inspections. CDPH designates a group of inspection staff to

manage - in conjunction with the Office of the State Fire Marshall – the compliance investigations

of Underground Storage Tank (UST) Systems in Chicago. CFD’s only involvement in gas stations

is inspecting fire extinguishers.

Based on the Illinois Administrative Code (41 Ill. Adm. Code Part 174-177) established by the

OSFM Petroleum and Chemical Safety Division, these city inspectors carry out staggered, biennial

Certification Audits of every UST system in Chicago. Successful outcomes of these Audits come

in the form of Certificates of Compliance issued as Green Decals which are displayed either on

marketer’s front-facing windows, or on non-marketer’s equipment.

In order to remain open and allowed to receive refueling shipments, all UST systems require that

Green Decal. In the event a biennial Certification Audit reveals compliance issues, the UST

System’s owner is issued a Notice of Violation. The owner is then granted a 60-day window to

conduct the required corrective actions to restore compliance. If the subsequent Certification Audit

determines any previously-issued violations have not been corrected, the UST System is locked –

or “Red Tagged” – and no refueling shipments are allowed. These “Red Tagged” systems are

unlocked and certified complaint once all violations have been resolved.

To that end, this compliance audit process does not allow for UST Systems to “fail” long term and

remain in business as a petroleum marketer. Any UST System currently operating in Chicago is

therefore either certified compliant based on their biennial Audit or operating in a 60-day violation

correction window.
