Welcome to the Saugus Union School District Child Development Program! We appreciate the opportunity to partner with you in meeting your child's needs at our 15 school sites. This booklet is designed to provide you with information about our program. Please feel free to contact a Site Supervisor if we can be of further assistance. Philosophy The Saugus Union School District Child Development Before & After School Program provides children in transitional kindergarten/kindergarten through sixth grade with a safe, enriched, age-appropriate environment before and after school. We provide a high quality program that strives for excellence through enrichment activities planned and implemented by knowledgeable staff educated in the field of Child Development. The Child Development Program (CDP) staff communicates and works with administration, elementary school staff, and parents to provide each child with a social, emotional, and academically supportive environment. The CDP staff is valued and works in an environment that allows them to be creative, gain knowledge, and make meaningful contributions to the program, children, parents, and community. Purpose of this Handbook This handbook has been compiled to provide each family with information regarding the Child Development Program’s Before & After School Program. Please take the time to familiarize yourself with the contents of this handbook. If you require additional information, the Site Supervisor of your program will assist you. It is your responsibility to read and follow the policies outlined and to ask your Site Supervisor for help or explanation if needed. Administration and Staff The CDP Before & After School Program is administered by the Saugus Union School District Board of Trustees. Each CDP center is staffed by a Site Supervisor, Assistant Site Supervisor (based on enrollment), and Activity Leaders. Each Site Supervisor holds a Site Supervisor Permit issued by the State of California Commission on Teacher Credentialing. Assistant Site Supervisors and Activity Leaders meet necessary District requirements for education and experience pertaining to before and after school programs. The Child Development Program Coordinator is responsible for the direct supervision of the program. Activities Children choose from a variety of activities offered daily in the Child Development Program. Both indoor and outdoor learning experiences are provided with time for active play as well as time to relax, read, complete homework, and participate in quiet activities. Learning opportunities may focus on the cultural and ethnic backgrounds of the children in the program as well as other groups. All children have the opportunity to learn and grow through experiences such as:

Creative use of materials in arts and crafts.

Science, language arts, visual and performing arts, and social science activities.

Recreational and organized sports and games, nature walks, and playground activities.

Admission Policies The CDP Before & After School Program is provided to students in grades TK/Kindergarten through Sixth, subject to availability, at their school of attendance. Additionally, enrollment is open to any child, providing:

The child can independently care for their toileting needs.

The child will benefit from the program, and the center is able to meet the individual needs of the child.

There will be no adverse effect upon the other children enrolled.

The child will not require additional staff time normally given to the group. Enrollment will be granted without discrimination in regard to sex, race, color, creed, political belief, religion, physical disabilities, medical needs, or national origin. The CDP Before & After School Program reserves the right to discontinue services at any time. Registration and Admission Procedures Priority Registration

Priority Registration is for families with a child currently enrolled in the before and after school program, and for siblings who will be entering TK and Kindergarten the next school year.

Open Registration

Open registration, space permitting, is for any family with a child registered at a Saugus Union School District school for the upcoming school year.

Early Bird Registration

Early Bird Registration is for any family who registers prior to July 1st of the current school year (space permitting).

If your registration contract is approved prior to July 1st of the current school year, the registration fee is $75.00.

If your registration contract is approved on or after July 1st of the current school year, the registration fee is $100.00.

Priority/Early Bird, and Open Registration will be conducted online. An electronic payment method will be required to pay the annual non-refundable registration fee for each child enrolled, upon approval of the registration contract. If the non-refundable registration fee is not paid upon approval of your contract, your child’s enrollment will not be secured, and may be subject to the open registration fee, if not received prior to June 30th.

An annual registration fee will be paid upon contract approval of each new child. Re-enrollment of a child who has withdrawn from the program during the school year will require payment of a new registration fee.

The philosophy, goals, and policies of the school and general information regarding the program will be shared with the parent/guardian prior to the child's entry.

It is the intent of this program to provide a community service. Once a CDP Before & After School Program site is full, your registration contract will be placed on a wait list and approved on a space available basis in the order it was received.

Tax Information Saugus Union School District’s Tax I.D. number is 95-6002879. It is the parent’s responsibility to keep track of child care tuition payments. Monthly Tuition Monthly tuition is based on the annual Saugus Union School District Calendar and divided equally over 10 months (August – May, excluding breaks). The monthly tuition billing runs from the 15th of each month through the 14th of the following month. Tuition invoices will be emailed around the 8th of each month. Tuition is due on the 15th day of the month and is non-refundable. Invoices are sent as a convenience and payment must be made even if no invoice is received. If no invoice is received, contact the CDP Accounting Department at 661-294-5300. Should your child (ren) start the program in the middle of a billing cycle, tuition will be adjusted based on the first day of your child’s attendance. (Not applicable to the Cedarcreek ASES Program). For your convenience, we offer the following payment options for submitting your monthly tuition:

Auto Payments Auto Pay is a convenient way to automatically pay your monthly invoice on the 15th of each month by setting this option up during the registration process, when entering a payment method or any time thereafter.

Online Payment Option Parents may make a payment online by accessing your account dashboard.

Check or Money Order. Please make checks or money orders payable to SUSD and include your child’s name on the information section of the check. You may pay directly in the designated tuition payment box at the CDP site where your child is enrolled; or mail your check or money order to the SUSD CDP Accounting Department located at 24930 Avenue Stanford, Santa Clarita, California, 91355.

Personal Online Bill Pay. Checks should be mailed to the SUSD CDP Accounting Department at 24930 Avenue Stanford, Santa Clarita, California, 91355. Please include your child’s name and CDP site on the information section of the check. Make checks payable to SUSD. SUSD is not responsible for payments that are late or have been lost in the mail.

Payments received after the 20th of the month will be assessed a $25 late fee. No grace period will be given for weekends, holidays, and breaks. Should your payment come from a third party, with the exception of CCRC, you are still responsible for the entire tuition and any late fees incurred due to payment arriving after the 20th of the month. Your child will not be allowed to attend the program if your account is not at a zero balance by the last day of the month. They may return to the program when the entirety of the overdue balance is paid in full, including all delinquent fees. All payments are non-refundable. Refunds or adjustments will not be made for changes to or withdrawal from the program, absences, illnesses, holidays, vacations, non-school days, or suspensions.

Should any payment not clear the bank, a $30.00 Service Fee will be assessed. The outstanding balance (including applicable fee) must be paid via money order by specified deadline. Upon three (3) returned payments within six (6) months, you will be required to pay all fees by money order or cashier’s check. If your tuition account is consistently in good standing for six (6) months, the ability to write checks will be re-evaluated. All unpaid accounts are subject to collections after three (3) months of lack of payment, inactivity or abandonment from the Child Development Program. If an account is assigned to a collection agency, the account holder will be responsible for all collection agency and/or court fees. Program Changes and Withdrawals Should you need to change your child’s program, please contact your Site Supervisor. A $10.00 Administrative Fee is charged for all program changes. Changes or withdrawals must be requested by the last day of the current month for the change to take effect at the next billing cycle (15th of the following month). If you fail to submit your request by the specified date, you will be responsible for the entire tuition. Program changes requested on or after the last day of the month are subject to review and approval. If you change to the Minimum Days/Breaks Only program and do not pay your $10.00 Administrative Fee within 7 days, your child(ren) will be dis-enrolled from the program. Upon registration, if you choose to change your child’s program that you initially requested, placement will be based on program availability. If the desired program is not available, your child (ren) will be placed on the wait list in the order received. Hours of Operation The CDP Before & After School Program operates between the hours of 6:30 AM and 6:00 PM Monday through Friday. All CDP centers will be closed on holidays observed by the Saugus Union School District. Arrival and Pick-Up Each child must be either manually (full signature) or electronically signed/clocked in and out of the CDP Before & After School Program on a daily basis by an authorized adult. Failure to sign/clock a child in or out can result in termination from the program. Should you choose to have your child released to another adult, you are required to send written authorization. This adult is required to show picture identification. Parents/authorized adults must enter the exact time of arrival and departure of their child in the sign-in book/computer. Parents or other authorized adults must accompany the child to and from the CDP building. The center cannot accept responsibility for children left at the gate or outside the building or who have not been signed/clocked in. A parent may be called in the event a child was not signed/clocked in or out and asked to return to complete the arrival/dismissal procedures. Closing time is 6:00 PM. Should a child be picked up after closing time, the parent or guardian is assessed a Late Pick-Up Fee of $1.00 per minute, per family. Payment is due within one week of the charges, or by the end of the month, whichever comes first. After 6:00 PM, if your child has not been picked up, and a parent has failed to contact the site, a responsible party from your emergency list will be contacted, and asked to pick up your child. After 7:00 PM, if program staff is still unsuccessful in contacting a parent(s) or authorized responsible party, the Department of Children’s Services will be called to pick up your child.

Ten late pick-ups per year will result in termination from the program. After seven late pick-ups, a parent will receive a warning letter prior to their child being dropped from the program. If a child is dropped from the program, he/she is ineligible to re-enroll for a period of six months. After two six-month periods of ineligibility, a child may not be eligible to enroll again. The only persons allowed to pick up a child are those whose names you listed as an authorized pick up. We are only able to release children to adults who can properly identify themselves. When the staff is not familiar with whom the person is picking up your child, they will ask to see a picture ID and check to make sure this person is listed as an authorized pick up. Children will not be released until the adult picking them up shows proof of identification. This practice applies to parents, family members, and friends. Please keep emergency contact and authorized pick-up person information current. We will not release children to any adult who appears to be under the influence of alcohol or other substances. Appropriate measures will be taken to protect children at all times. Lunches On non-school days, minimum days, and breaks, children attending the CDP Before & After School Program will need to bring a sack lunch. A nutritious afternoon snack will be provided. Absences

If a child is absent, a parent must notify the CDP staff that day and each day the child will not be in attendance. Failure to notify the staff of a child's absence could lead to termination of services.

If a parent chooses to withdraw a child for any reason, the withdrawal will be considered a termination, and in order to re-enter the program (if space is available), both a new registration fee and the first month's tuition must be paid.

If a child is absent from school, the child may not attend the CDP center that afternoon. This also includes children who have been suspended from school.

Behavior Expectations The purpose of the Child Development Before & After School Program behavioral expectations is to impart to all students attending the program specific qualities of positive and age-appropriate behavior and social interactions. Additionally, it is the responsibility of any and all staff to provide an environment that assures each child’s maximum safety at all times. It is every student's right to be given the opportunity to have a positive experience while attending our program. In addition, every student also has the responsibility to abide by a code of behavior that promotes the social, emotional, and creative development of all students in the program. With these purposes and goals as a guide, the CDP Before & After School Program follows the Six Pillars of Character: Trustworthiness, Respect, Responsibility, Fairness, Caring, and Citizenship. The behavioral expectations are based on positive reinforcement and praise, coupled with consequences for misbehavior. These behavioral expectations parallel those at our SUSD school sites:

All students will speak and act in a manner that demonstrates respect for school staff and each other.

All students will behave in a caring manner that does not bring physical harm to themselves or others.

All students will show respect for school property and personal property of others.

All students will abide by school and Child Development Program rules and act in a responsible manner.

Students in the CDP Before & After School Program are accountable for their actions and behavior at all times. Parent meetings may be held to discuss student conduct and other strategies to improve behavior. Severe first offenses or repeated inappropriate and/or aggressive behavior may result in removal from an activity or the group to regain self-control or may be denied a privilege. Any form of discipline that would impair a student's self-respect is avoided. In the event a child's behavior endangers another child's welfare, is destructive to property, or disrespectful to authority, a student behavior report form will be completed. Copies will be disseminated to the parent or guardian, Coordinator of the CDP Programs, and placed in the child's file. Three student behavior reports or a serious incident may result in the child being suspended from the program. A fourth discipline referral may result in dismissal. This is followed by a six-month period of ineligibility to enroll in the Saugus Union School District CDP Before & After School Program. Two dismissals may result in permanent ineligibility to enroll in the program. In the case of serious behavior issues, a parent may be called to immediately pick up their child. No credits or allowances will be given for students suspended from school or the CDP Before and After School Program. Field Trips If a child attends any field trip during which their behavior jeopardizes the safety of him/herself or others, the parent/guardian will be asked to pick up their child from the field trip location. Any child with previous/known behavioral issues may be ineligible to attend specific field trips that may impact the safety of the child or other children attending the trip. Health Requirements/Medication Forms The CDP Before & After School Program is sensitive to the physical and emotional well-being of each child. For each child's protection, the following guidelines are in effect:

It is the parent's responsibility to verify that their child's daily health is adequate for participation in the program before bringing the child to the center. A child who shows signs of illness should be kept at home.

If a medical concern or emergency arises, the Child Development Program staff will first attempt to contact the parent. If the emergency requires immediate medical attention, the Child Development Program staff will contact local paramedics for emergency care.

The program and staff will not be liable for student injuries, and are not responsible for costs incurred for injuries requiring medical treatment.

If a child is exposed to a communicable disease, the parent must immediately notify the center so that incubation dates may be verified and the health of all children concerned may be protected.

If a child needs to receive medication, California Education Code of Regulations (CCR) Title 5, 18170 and California Education Code (CCR) 49423 states that the CDP Before & After School Program must receive: 1) written physician authorization detailing the method, amount, and time schedule for administering medication, 2) written parent/guardian authorization, and 3)

medication provided in the original container with the original pharmacy label. (See Site Supervisor for the medication forms).

Emergencies In the event of an emergency or natural disaster, such as earthquake, fire, or flood, the following procedures will be in effect:

During the school day all children will follow the school site disaster plan. After school hours or during breaks, each center will follow their center disaster plan.

Before or after the regular school day or during holiday sessions, all children will be kept at the center until they are picked up by the parent or other authorized person. A person authorized by the parent to pick up a child will be requested to present their identification before the child will be released.

Should it be necessary to evacuate children from a center, the evacuation site will be posted on the center door and every effort will be made to contact parents and guardians.

Staff members will remain with the children until they are released to the parent or authorized person.

Each school is equipped with sufficient supplies to accommodate children in the event of an emergency.

In the event of unforeseen circumstances (fires, power outages, etc.), a parent may be called to pick up their child early.

Please keep emergency information cards current to assist the CDP School Age staff in the event of an emergency.

Personal Articles Children should not bring toys, sporting equipment, or electronics to school unless prior permission has been given by the CDP staff. CDP staff is not responsible for loss, damage, or theft of student property. Clothing Please send your child in play clothes and sturdy shoes suitable for the types of activities they will be involved in during the school day and in the after-school program, including painting and other messy activities that could stain clothing. The CDP program follows the SUSD dress code. Breaks Care is offered during the Fall, Winter, and Spring Breaks to currently enrolled families for an additional cost. A separate request is required to be completed prior to each break. In order for your child to participate, you must receive a contract approval. Accounts must be current before registration will be accepted. Minimum Days/Early Release Wednesdays/Non-School Days Care will be available on Minimum Days, Early Release Wednesdays, and Non-School Days. Children enrolled in the AM Only Program or the Minimum Days/ Breaks Only Program may participate in Minimum Days, Early Release Wednesdays, or Non-School Days for an additional fee. AM Care (Single Use) Care is offered before school (6:30 AM to 1st Bell) at a single day rate.

Additional Services Services not covered under the monthly tuition (AM Care, Minimum Day, Full Day care, etc.) are offered based on availability and payment is due at the time services are rendered. Summer Fun Program The Summer Fun Program is open to all incoming TK/Kindergarten through incoming sixth grade children. Registration for the Summer Fun Program is separate from the Before & After School Program registration. The Summer Fun Program offers a variety of camp activities in which a child may participate. These include: crafts, games, science experiments, physical fitness, and other enrichment activities based around weekly themes. Field trips are available at an additional cost. Summer Fun T-shirts must be worn on all field trips. Please register your children only for the summer weeks they will be attending. Parent Custody/Court Orders We realize that custody situations can be very complex and stressful. Please be respectful of all children and staff in the CDP Before & After School Program when managing custody matters by keeping all custody disputes away from the school and CDP environment. CDP staff has been directed not to discuss personal family situations with parents and guardians. All custody court orders must be authentic (court seals), up-to-date, and a copy on file in the CDP building in order for staff to comply with the mandates listed within the documents. Staff will only follow orders within the court documents. Under no circumstances may staff accept any alteration of court orders. For example, a parent with custody writes a note to a CDP staff member indicating the other parent may pick up the child on a day not specified on the court documentation. These types of requests will not be honored. Any changes must be court ordered. Parent/Staff Communication Monthly newsletters are provided to keep you informed about important CDP program information. The parent bulletin board also contains special announcements. Please refer to it frequently. Parents are welcome to visit the center, and are encouraged to participate in special activities. Positive Before and After School Climate One of our core values is respect. We are committed to providing a positive environment where students can learn, and we expect that all students, staff, parents, guardians, and visitors on campus will use appropriate language and demonstrate behavior conducive to promoting a caring, safe atmosphere. Any parent, guardian, or other person who disrupts, insults, or abuses any staff member in the presence of other school personnel or children at a place which is on school premises or public sidewalks, streets, or other public situations in connection with assigned program activities is guilty of a misdemeanor. Any conduct by a parent toward staff or a child, which is deemed unacceptable, may result in permanent termination from the CDP Before & After School Program.

Complaint Procedure The SUSD Child Development Program staff believes that the quality of the Before & After School Program can improve when the staff listens to complaints, considers differences of opinion, and resolves disagreements through an established process. We encourage parents to resolve problems early and informally whenever possible. Any concerns should be directed to the Site Supervisor or Assistant Site Supervisor. If problems are not resolved, they should be directed to the Coordinator of the CDP Program. Subsidized Care The Saugus Union School District is an authorized child care provider contracted with CCRC (Child Care Resource Center). Parents/Guardians that choose SUSD to provide child care must register their children and pay all registration fees prior to starting. Parents/guardians must adhere to the days/hours approval authorized by the subsidizing agency. Not adhering to the approval may result in out of pocket fees that the parent/guardian is responsible for and/or termination from the program. Should your child(ren) begin care prior to our office receiving an approval, parents/guardians will be responsible for tuition. Parents/guardians are responsible for the tuition amount that exceeds the Regional Market Rate (RMR) set by the California Department of Education. These fees known as co-pays, must be paid by the end of each month to avoid disruption in care. Parents/guardians must sign in/out on a daily basis. In addition, parents/guardians are responsible to complete and sign their child’s monthly time sheet by the fifth day of the month.
