    3. A.draft directive making necessary provisions for thesurvey is enclosed. If all members of.the Intelligence AdvisoryBoard concur in the draft without substantial change, ameeting will not be necessary. It is recommended that thedraft be approved and that each member of the IntelligenceAdvisory Board arrange for necessary implementation by hisdepartmer.
