Abstract
It is not easy to say that global issues can
be tackled thoroughly as they are.
However, MDGs achievements show a
significant pace of the United Nations. But
the question is to know whether a current
relationship between China and United
States can at least help the United Nations
to effectively address the issues which the
international society is labouring with.
These issues include spread of deadly
technologies, nuclear weapons
proliferation, wars on terror, mass
atrocities, economic upheavals from
climate change and outbreak of Ebola
Virus Disease.
The mutual relationship between China
and United States known as Sino-U.S.
relations underpins different domains in
which these countries cooperate. This
relationship entails mutual political,
economic, and security interests. In
addition, both countries have the same
regard in the prevention of international
terrorism and nuclear weapons
proliferation however there are few
elements that can raise tensions between
these two countries.
With that cooperation, global community
expects to get enormous benefits and
power that can effectively impact the
challenges that it is undergoing. Both
China and U.S. are expected to intensify
the international cooperation at regional
and continental level to ensure the
promotion of human rights. In addition, as
long as both countries are members of the
P5, they are expected to strengthen good
governance and human dignity and law
enforcement to guarantee fair justice
systems ensuring the rule of law, though
the world burdens should not fall under
their shoulders alone.
Therefore, the primacy and leadership of
China and U.S. over other countries is
expected to help international institutions
in many aspects. For example; through
guaranteeing complementarity in
international system and global
governance which is vital and through
mobilizing political will with better
policies which are required to effectively
tackle global issues.
Introduction
Currently, a great power relationship between China and U.S. known as Sino-US relations or
Sino-American is taking a significant step although it never existed in the history of
international relations.1 The Sino-U.S. relations connect in important ways across the global
levels of international society.2 Both countries have mutual political, economic, and security
interests at present. Moreover, they have the same regard in the prevention of international
terrorism and nuclear weapons proliferation.3 In addition, MDGs reports highlight China and
U.S.’s respective contributions in implementing policies. The Beijing workshop can take
readers through various areas in which China and U.S. have international responsibilities and
roles.
A work at hand starts at the rise of China vis-à-vis the U.S. and goes with the Sino-U.S.
relations which never existed before 1970s. Clearly, it highlights universal problems
including climate change that affects food and agriculture systems, spread of deadly
technologies, nuclear weapons proliferation, and current wars on terror, mass atrocities and
economic upheavals. In addition, the work addresses outbreak of Ebola Virus Disease as
another contemporary systemic issue which the international society is experiencing. It
further stresses a required collaboration between UN and both China and U.S. to effectively
address the global issues.
The rise of China vis-à-vis the U.S.
China is a charter member of the United Nations by 1945. It is one of the five permanent
members of the UN Security Council (P5). This Republic sent a big number of military
personnel to various United Nations peacekeeping operations.4 According to International
Monetary Fund, China is the current World Superpower. Its economy has overtaken that of
United States in Gross Domestic Product (GDP) on one hand and the latter has the world’s

dominant military to the Chinese on the other hand.5 China has seen significant growth while
the U.S. manipulative trade policies have inflicted a trade deficit.6 Technologically, China is
approaching the U.S. however most of it comes from the U.S. firms head overseas for cheap
labor costs.7
Undoubtedly, the rise of China per se has enormous implications for how the world is
governed.8 Obviously, to ensure the world order, in any case rebellious power is likely to
knock over the world order, China has become responsible member of most international
regimes, from the Nuclear Nonproliferation Treaty (NPT).9 In addition, when it comes to
national sovereignty and non-intervention, China has come into sight as a more conventional
power than the United States.10
Then, the Beijing consensus focused that it is not only the rise
of China but also that of the other countries of BRIC11
assured the change of the world order.
Hence, “China’s rise should not be seen as threatening because the old power politics is a
thing of the past, this vision reflects a globalization view of international society”12
.
The relationship between China and U.S./ Sino-U.S. relations

The above words of Stewart Patrick and Farah strictly respond to the question of whether the
relationship between China and U.S. can impact the international community in tackling
global issues. Truthfully, either China or the U.S. regards each other as a potential adversary

as well as a strategic partner. This diplomatic relations has been described by world leaders
and doctrinaires as the world's most important bilateral relationship of the century.14
Obviously, the relations have generally been stable with some periods of open conflict
notably the Korean and Vietnam Wars.15
China has been devastating the U.S. for a long time
in economic war but it is transforming geopolitical realities on these issues that lasted for
long time.16
Between March 15th
and 17th
, 2010, a workshop held in Beijing-China met together China
and U.S. with intent to identify advantage of Sino-American deviation and potentiality of
bilateral relationship in addressing an overwhelming global agenda and updating the existing
design of multilateral relationship. It also discussed the China’s rise and its evolving world
order.17
The workshop highlighted a great and upward interdependence between the United
States and China. Certainly, given to their universal impact, Sino-American bilateral relations
have become global relations.18
With this relationship which did not exist before 1970s, we can learn the interdependence or
mutual complementarity of both countries in different fields with aspirations of integrating
with other countries of the globe. In the context of tackling the global issues, and the created
major power, the United Nations can work with these two superpowers as long as their
respective responsibilities and roles in the international community are prominent. What's
more, both countries have permanent seats in the United Nations Security Council (UNSC).
Contemporary global issues with which the international community is labouring
Although several Millennium Development Goals (MDGs) targets have been met19
and
substantial progress has been attained in the most areas20
, much more efforts are still needed

to reach the set targets.21
Evidently, with globalization most domains are taking significant
changes. All of these changes have humanitarian impacts, some of them contribute a lot to
the improvement of life conditions and others make life more deadly.22
Contemporary, the
world is facinga spread of deadly technologies, nuclear weapons proliferation, wars on terror,
mass atrocities, economic upheavals (poverty) from different grounds including outbreak of
Ebola Virus Disease and climate change.23
These formidable challenges are mostly raised by
the abuse of fundamental rights and duties of states.24
However, there are others which are
beyond human beings; an example is the outbreak of Ebola Virus Disease and climate change
to some extent.
Currently, the theatre of war is changing dramatically. The threats introduced by the
technological means and methods of warfare are victimizing the entire society. Visibly, the
further spread of terrorism, open opposition to Western values, globalization of terrorist
networks known as cyber-attacks are advancing.25
Additionally, the international public
opinion realizes the urgency of addressing indirect threats caused by the disintegrated
statessuch as Somalia and Guinea Bissau and persistent inter-ethnic wars in Darfur26
, the
continuation of crises that could go forward in different ways.27
More to the point,
proliferation of nuclear weapons is advancing to devastate the entire globe if there are not
adequate measures. For instance, nuclear programs of North Korea and Iran are changing
face. To come up with a solution, the UN Security Council, leaded by China and U.S., should
remain the overarching body of governance for tomorrow’s security.28

Besides, although the proportion of urban slum dwellers declined significantly29
, the pace of
poverty eradication should be kept forward. The slow pace of poverty eradication is
unacceptable since it has a multidimensionality character to humanity.30
With regard to this
systemic issue, the partnership between China and US will play a vital role to ensure progress
towards poverty eradication. Thus, the partnership can improve the 'cold chain' that could
help reduce global hunger and lessen the effects of climate change.31
Precisely, West Africa is suffering the worst-ever epidemic of Ebola Virus Disease (EVD)
as one of grounds of economic upheavals. Economically, this outbreak is turning down West
African countries such as Liberia, Guinea and Sierra Leone. The World Bank’s estimation
showed that the fall in GDP in 2014 could range from 2.1 percent (Guinea) to 3.3 percent
(Sierra Leone) and 3.4 percent (Liberia).32
The outbreak does not only bring a threat to the
economy of Western Countries but also to economic activities and public health in the
Democratic Republic of the Congo, Nigeria and Senegal. It turns down gross domestic
output, to food security, unemployment and livelihoods, and declines in foreign investment.33
To move forward, although globalization has rapidly boosted the economic, social and
technological fields, it lift up many problems in which climate change is the most serious
environmental challenge humanity undergoes.34
Acceleration of climate change provokes
massive migrations of entire populations and a decline in social and economic conditions in
most developing states. 35
Climate change is threatening the well-being of the next

generation. Moreover, it is always associated with hunger which became persistent and
affecting over 900 million of human beings worldwide.36
This has been stressed by Ban Ki-moon, Secretary-General of the United Nations in the
following words; “one in eight people worldwide remain hungry. ...of which one billion
continue to practice open defecation, a major health and environmental hazard. Our
resource base is in serious decline, with continuing losses of forests, species and fish stocks,
in a world already experiencing the impacts of climate change.”37
In addition, pursuant to Millennium Development Goals Report of 2013, world population
which was 7.2 billion is projected to grow up to 9.6 billion in 2050. This growth is connected
with unprecedented challenges to food and agriculture systems because the natural
resources supporting global food and non-food production are not growing38
while agriculture
has important role to the international society in solving global issues. In other words, it is the
livestock of many people worldwide. 39
Despite the improvements, the entire community is undergoing several issues related to
climate change. For example, hunger and malnutrition are taking advance although some
debates were mostly highlighting the ways to eradicate them. The United Nations Conference
on Environment and Development had stated different strategies to get at the point.40
These
strategies include encouragement of economic policies conducive to sustainable development
through making trade and environment mutually supportive basis for action in social and
economic dimensions, conservation and management of resources for development and
strengthening the role of major groups.41

Collaboration of United Nations with China and U.S. to address global issues
Above all, it is necessary to first think about a reality of the addressing global issues through
partnership. Can really the cooperation between UN and both superpowers countries of P5 be
the best way to tackle global issues? Undoubtedly, the answer is yes. Pursuant to the
responsibilities and role both China and U.S. have in international society, and as long as they
are stronger and secure, working with United Nations, they are able to overcome challenges
which the international community is facing. To achieve that, both countries must pursue a
strategy of global leadership, build and integrate the capabilities that can advance not only
their interest but also that of other countries of the globe. Notably, the armed forces of both
countries are cornerstone of the world security although they must be complimented. In
addition, they must strengthen good governance and human dignity and law enforcement in
all corners of the globe to guarantee the fair justice systems ensuring the rule of law.42
However, the world burdens should not fall under their shoulders alone.
Undoubtedly, the rise of China indicates the international expectations for Chinese leadership
on global governance issues.43
So, in the UN systems of ensuring the promotion of human
rights, China in partnership with the U.S. would advocate for and advance the fundamental
human rights. Both countries are expected to expand international cooperation at regional and
continental levels to ensure the promotion of human rights. As a result, a strong
contributionis expected in the implementation of human rights which are codified in different
conventions, treaties and protocols. In addition, all countries would understand all categories
of human rights taking into account the rights of third generation. The exercise of other
fundamental rights which is restricted in various corners of the world, thanks to culture and
beliefs, would be ensured because all human rights are all equal, inalienable, interrelated and
interdependent.44
The Department of Economic and Social Affairs of the United Nations Secretariat (DESA),
China and US would be working hand in hand in line with global policies in the economic,
social and environmental spheres and national action. These two countries permanent
members of the UN Security Council would be helping DESA in recommending interested

Governments on the ways and means of translating policy frameworks developed in United
Nations conferences and summits into domestic programmes and helping them to build
national capacities through technical assistance.45
Special measures in environmental approach would be brought about because the amount of
cultivable, productive land is decreasing at shocking rates. The most causes of this problem
are overgrazing and deforestation among other human activities that have degraded the
quality and productivity of soil which is the basis of livestock of the globe inhabitants.46
To
tackle this issue, U.S. together with China would continue to spur on their agriculture
sustainability systems all over the world and the international accepted norms or standards
are to be rendered worthwhile to support agriculture and food security development.
For the issue of mass atrocities, the special responsibilities of both taking action to prevent
and stop mass atrocities are on shoulders of all the five permanent members of the UN
Security Council (P5) including China and United States. Moreover, the UN Security Council
is crucial and its response to genocide and mass atrocities must be made more effective.47
Civil society in P5 must be engaged with an important role to play. The U.S. should play a
leading role in making the agreement of Responsibility Not To Veto (RN2V) a reality.48
Obama Administration must adopt the findings of U.S. Secretaries and work on the Genocide
Prevention Task Force to engage in strong diplomatic efforts to secure an agreement with the
P4. In addition, the paragraph 139 of the UN Charter provides the responsibility of taking
actions to the world governments through the Security Council in case any state is found to
be manifestly failing to protect their populations from four core crimes.49
Furthermore, the
UN member states would help each other to exercise a responsibility to protect although a
demographic, economic, diplomatic and military rise of China offers new opportunities to the
international community.50

In line with MDGs, the process of defining a post-2015 United Nations development agenda
should build on the principles of the Millennium Declaration and the experience with the
MDG framework be it successes or areas for improvement.51
Furthermore, UN in cooperation
with China and U.S. would take account on new challenges emerged in addition to the old
ones to avoid their left over in order to move the international development agenda forward.52
Besides, United Nations’ mobilization system on the post-2015 UN development agenda is
an important tool to get the consultation from all relevant stakeholders where the Sino-U.S.
relations will play a vital role to ensure progress since both countries have stepped over other
countries of the globe. In addition, pursuant to China and U.S. responsibilities and roles, they
would be backing UNDP and UN Mission for Ebola Emergency Response (UNMEER)
which work on providing concrete evidence that will help to accelerate recovery efforts in
order to eradicate the Ebola health crisis which become complex for West Africa and other
regions.53
The representation in the Security Council is another important strategy for these states that
feel unrepresented and disregard the council’s binding laws with impunity.54
However, many
debates on the issues recommend the reform of the Security Council although it will need to
bring more explicitly the rule of law within the United Nations.55
In addition, principles of
impartiality of law, accountability and equality among member states, that are foundations of
rule of law in the international system, would be well enhanced, China and U.S. being the
leaders.
Before getting to the conclusion, however the Sino-U.S. Relations impugn more to the
international society, it does not preclude the two countries’ differences. Both countries do
not look alike on the issues of democracy and human rights.56
Even, different doctrinaires
have highlighted some elements that can raise tensions between them.

In this regard, Barry Buzan argued that; “There are three main elements that define the
tensions into play. First, that China has depended on the US-led international order to provide
the stability that it needs for its development. Second, that China wants to avoid being drawn
into conflict with the United States as earlier non-democratic rising powers have been. And
third, that China resents, and up to a point opposes, U.S. hegemony and the unipolar power
structure.”57
Conclusion
“More than at any point in human history, the interests of nations and

on mutual interest and mutual respect, and our work must begin now.”58
This statement of President Barack Obama indicates a real collaboration that would be among
nations. Henceforth, if China respects and reacts on two demands of the U.S., acting in
accordance with international rules and undertaking greater and more international
responsibilities, as they are among missions of the UN, there will be a stable mutual
relationship that leads to complemantarity in tackling global issues. Moreover, the
interdependence of the global market acceptable in political and security terms influenced by
China and United States reflects a stable force to tackle various insecurities mostly raised by
politics. Both countries would have the primacy and leadership worldwide to help
international institutions to effectively ensure complementarity in international system and
global governance.
In addition, as the Beijing consensus addresses responsibilities and roles of both countries at
the international arena, UN would be in collaboration with these two superpowers to shape
the world which more individuals and nations could determine their own destiny, and live the
peace and dignity that they deserve. These two countries would take initiative in seeking
solutions to the global issues. They would intensify the UN organs to address the dangers
from international terrorism, spread of deadly technologies, mass atrocities, economic
upheavals from climate change and various outbreaks including Ebola Virus Disease.
Undoubtedly, both countries’ military might, economic competitiveness, moral leadership,
