Widgen SECTION A: GENERAL This survey area extends from Reference Point 99 at the south side of the west end of the bridge over Black Narrows on Route 175, continuing around the shoreline of all islands and land area east of this point in a counter clockwise direction continuing on the south side of route 2113 and south of a line drawn from the beginning of Route 2113 on Assateague Island east to the Atlantic Ocean to reference point 101 adjacent to the old Assateague Beach Coast Guard Station, including Black Narrows, Chincoteague Channel, The Canal, Chincoteague Inlet, Fowling Gut, Andrews Landing Gut, Black Point Drain, Assateague Channel, Sheepshead Creek, Smalley Drain, Black Duck Creek, Tom’s Cove, Little Tom’s Cove, Eel Creek, and all of their tributaries. Due to the number of dwellings in this area, this report encompasses only half of the Chincoteague and Assateague Islands – the remainder of the islands are surveyed under the designation Growing Area # 102 “Assateague Channel and Oyster Bay”. The topography in this area is generally low and marshy, with maximum elevations of 5’ on Chincoteague Island and 10’ on Assateague Island. Occasional flooding occurs in the low lying and poorly drained areas during storms and unusually high tides. During this survey period, frequency of ponding of storm water in residential areas was high. Chincoteague Island is densely populated with significant seasonal variation due to a large number of dwellings used as vacation homes. The population increases dramatically during the summer months, reaching peak levels during the July pony penning event. Conversely, Assateague Island is sparsely populated, as the majority of the land mass is occupied by the Assateague Island National Seashore Park. A high level of tourist traffic visits the park during summer months to access the beach and pony-viewing areas. While the economy of both islands is based primarily on tourism, Chincoteague has a growing shellfish aquaculture industry as well as other seafood harvesting and processing operations. Lot development and enhancement is continuous on Chincoteague; at the time of this writing, 20 Land Disturb permit applications have been filed with the county offices since January 7, 2010. Meteorological data from NASA Wallops Island indicate the area received a total rainfall of 9.61”, 44.20”, 62.72”, and 2.90” during the survey period in 2007, 2008, 2009, and 2010 respectively. The 2009 year was exceedingly wet - storm surges and high rainfall events

caused large portions of land on Chincoteague Island to remain under standing water for days at a time. Yards in the lowest regions remained flooded for weeks. A monthly breakdown of precipitation is as follows ŧ:

Sewage disposal systems serving residential and commercial properties on Chincoteague Island are cesspools, septic tanks with drain fields, or approved alternative systems, such as mounds and sand filtration systems. As cesspools age and experience increased seasonal demand, they are frequently being replaced with alternative systems that are better suited to low ground. Even so, a significant proportion of existing dwellings continue to rely on cesspools and drywells. Cesspools and septic tanks are periodically pumped by private contractors and the sludge removed to a mainland location (currently located in Maryland). Assateague Island uses portable and vault privies for its sewage disposal. There are three sewage treatment facilities in this survey, one each serving Sunset Bay Village, the US Coast Guard Station, and the Island

Marina, all of which are located along the Chincoteague Channel to the West of south Main Street. Boating activity around Chincoteague Island is variably heavy, with maximum activity occurring during the summer months, especially when the pony herd is being swum across the Assateague Channel in July. Recreational boaters and commercial watermen alike make maximum use of the waters during the June-August time frame, with heavy concentrations of recreational boaters at the southeast tip of Chincoteague (including Chincoteague Channel and The Canal) and near Black Point in Assateague Channel. Animal activity is unusually high on both islands. A herd of semi-wild ponies ranges free across Assateague Island, with the Virginia herd being separated into two distinct bands, one Northern and one Southern. Only the Southern herd, with approximately 70 animals, impacts this survey. Assateague is also home to large populations of deer, waterfowl, and shorebirds. An estimate of wild waterfowl population densities (obtained from the US Fish & Wildlife Service) follows. Domestic dogs are not allowed on the Virginia portion of Assateague Island. Chincoteague Island is home to a number of privately-owned horses and ponies, unusual for such a populated area, and a moderate influx of domestic dogs accompanies summer visitors. It is noteworthy that a large flock of semi-domesticated ducks ranges free through the town, with groups of more than 50 not uncommon in certain yards. Feeding of the flock by local residents increases concentrations of bird waste in those areas, most notably along the Chincoteague Channel.

Also worthy of note is the devastation of Assateague Beach during the survey period. Repeated severe storms and coastal flooding washed away the majority of the beach area, particularly between the end of Beach Access Road and the Assateague Island Coast Guard Station. As the sea broke over the narrowest portion of the island, heavy loads of eroded soils were washed into the cove beyond, resulting in obvious changes in the seafloor topography of Tom’s Cove. When the storms subsided, the USFWS began the project of rebuilding the beach, with heavy equipment bringing in clay and sand. Ground disturbance was significant during this process. Significant changes from the previous survey, completed in 2000, include:

Two new sewage treatment facilities, serving Sunset Bay Village and the Island Marina, were added.

Smaller residential treatment facilities have been documented accordingly as STF’s. The number of animal pollution sources increased from 8 to 15; with 9 of the 15 being

‘DIRECT’ contributors of pollution to shellfish waters.

The blue vinyl-sided structure located on pilings in the water of Tom’s Cove will no longer be considered a contributor of pollution. This structure has been unused for 10 years (owner communication), as is evident by the use of the structure by wildlife (large osprey nests cover much of the roof). Shellfish Sanitation employees view this property during monthly water sampling runs, and have seen no evidence of occupation since the previous survey. Should the structure be used in future, a portable marine sanitation device is available for use, with pump-out onshore. However, owner has no plans to use the facility at this time; therefore, this structure provides no pollution to area waters.

Copies of Bacteriological, Hydrographic, and Shellfish Closure data are available at the area office for review. Copies of the current condemnation notices and maps are available via the internet at http://www.vdh.virginia.gov/EnvironmentalHealth/shellfish/. Information in this report is gathered by and primarily for use of the Division of Shellfish Sanitation, Virginia Department of Health, in order to fulfill its responsibilities of shellfish growing area supervision and classification. However, the data are made available to various agencies participating in shellfish program coordinated activities or other interested parties. The Engineering Appendix is available by request from the Richmond Office of the Division of Shellfish Sanitation. Report copies are provided to the local health department for corrective action of deficiencies listed on the summary page in Sections B.2. and B.3. and to the Department of Environmental Quality for their information. The Division of Soil and Water Conservation is provided information on possible sources of animal pollution found in Section E. This report lists only those properties which have a sanitary deficiency or have other environmental significance. "DIRECT" indicates that the significant activity or deficiency has a direct impact on shellfish waters. Individual field forms with full information on properties listed in this report are on file in the Richmond Office of the Division of Shellfish Sanitation and are available for reference until superseded by a subsequent resurvey of the area.

SECTION B: SEWAGE POLLUTION SOURCES

SEWAGE TREATMENT FACILITIES 8. DIRECT – U.S. Coast Guard Station, Location: 3823 Main Street, Chincoteague 23336.

Owner: 5th Coast Guard District, 431 Crawford Street, Portsmouth, 23705. VPDES permit # VA0087327. Facility has a maximum treatment capacity of 6000 GPD. Chlorine (Cl) units are used for disinfection. Final effluent is discharged to Chincoteague Channel.

9. DIRECT – Island Marina (Taylor Landing), Location: 3801 Main Street, Chincoteague

23336. Owner: George Taylor. VPDES permit # VA0091677. Sewage treatment facility is in place but was not active at time of inspection.

112. DIRECT – Location: 3312 Dodd Street, Chincoteague. VPDES permit # VAG403036.

Dwelling – 1.5 story tan vinyl with burgundy shutters. Sand filtration system discharging to tidal creek, which appears to flow into under-street storm water drains, with outfall to Chincoteague Channel. Nearby residents complain of sewage odor in creek and at outfall during wet weather. Accomack County Health Dept notified 12-June-2009.

114. DIRECT – Location: 3297 Dodd Street, Chincoteague. VPDES permit # VAG403035. Dwelling – one story brown vinyl shakes with green shutters. Sand filtration system, shared with 3311 Dodd Street, discharges to tidal creek and into the Chincoteague Channel. Nearby residents complain of sewage odor in creek and at outfall during wet weather. No evidence of septic system failure detected at inspection. Accomack County Health Dept notified 12-June-2009.

196. DIRECT – Location: 6465 Myrtle Lane, Chincoteague. VPDES permit # VAG403031.

Dwelling – no description available. Sand filtration system, shared with adjoining lot. Final effluent discharges to Fowling Gut with outfall to Chincoteague Channel. No Sanitary Notice written.

Note: STF site(s) is located within fenced enclosure straddling a property line and is shared in use by properties at both 6465 Myrtle Lane and 6448 Arbor Lane.

197. DIRECT – Location: 6448 Arbor Lane, Chincoteague. VPDES permit # VAG403030.

Dwelling – two story beige with garage and dark shutters. Sand filtration system, shared with vacant adjoining lot. Final effluent discharges to man-made canal into Fowling Gut with outfall to Chincoteague Channel. No Sanitary Notice written.

198. DIRECT – Sunset Bay Condominiums (Utilities South), Location: 3855 Main Street,

Chincoteague 23336. VPDES permit # VA0054003. Facility has a maximum treatment capacity of 20,000 GPD. Chlorine (Cl) units are used for disinfection. Final effluent is discharged to Chincoteague Channel.

Note: These two package treatment units, VPDES permit # VA0054003 and # VA0091049, have one central discharge point into Chincoteague Channel, but at the present configuration DEQ samples them as separate discharges.

199. DIRECT – Sunset Bay Condominiums (Utilities North), Location: 3855 Main Street,

Chincoteague 23336. VPDES permit # VA0091049. Facility has a maximum treatment capacity of 25,000 GPD. Chlorine (Cl) units are used for disinfection. Final effluent is discharged to Chincoteague Channel.

ON-SITE SEWAGE DEFICIENCIES

5. CONTRIBUTES POLLUTION – Location: 6262 Marlin Street, Chincoteague. Restaurant –

Chincoteague Inn, 1.5 story white vinyl and lattice with dock. No contact. Portable toilet in parking area is soiled, with waste material spilled across seat. Odor evident. Floor covered in garbage that is blowing into the parking area. Sanitary notice issued to Field # 16.

NOTE: All significant properties at Inlet View Campground and Bunker Hill Campground were

contact. A two inch pipe of unknown origin exits ground at the sidewalk. Evidence of water discharge. Many homes in this area use sump pumps to remove ponding water from low-lying areas; such water is pumped to the sidewalk, where it joins the flow of stormwater from the street. Sites of discharge are evident as there are prominent rust stains present on the sidewalks.

110. Location: 4068 Main Street, Chincoteague. Municipal restrooms – one story white T1-11

with black shutters. Pump station alarm is non-functional. Town offices notified 17-April-2009.

dumpsters and one grease dump poorly maintained, with garbage on the ground blowing into the parking area, and grease spread across the ground. No contact, restaurant closed.

193. Occupant: Bateman Visitor Center, Beach Road, Assateague. Single large dumpster in

service area of Visitor Center. These grounds are very well maintained and monitored, with the dumpster in very good condition, and located on higher ground. A berm exists behind the dumpster such that drainage will be diverted away from wetlands, and flood waters will be held back from dumpster area.

SECTION D: BOATING ACTIVITY

MARINAS 2. Public boat ramp, 4026 Main Street, Chincoteague. No moorings, parking for ~20 vehicles.

and large space available for dry storage. Available are one male and one female restroom, trash receptacles, boat ramps, water and electric services, ice, and gas. At inspection were:

178. Eastside Rentals, 7462 Eastside Road, Chincoteague. Commercial marina with 36

seasonal moorings. Present at inspection were 5 pleasure craft ≤ 26’. Services offered include water, electricity, trash receptacles, fuel, and restrooms.

OTHER PLACES WHERE BOATS ARE MOORED

1. Edgerton Fish Company, 4043 Main Street, Chincoteague. Business – scallop harvesting,

seafood industry. Commercial boat loading, unloading, and mooring for 6 up to large vessels. At inspection, 2 boats were present. Recent restrictions on scallop harvesting may reduce the number of vessels using this facility. Boating services available include a restroom, fuel, solid waste receptacles, and water. There were no boat pump-out, pump-out holding tanks, or portable toilet dump stations provided at this location.

8. United States Coast Guard Station, 5th Coast Guard District, 3813 Main Street,

Chincoteague. Offices and dormitories with 8 boat slips plus additional mooring and dry storage sites. Restricted access; available are diesel and gasoline fuels, electricity, and a boat ramp. Present at inspection were 2 boats < 26ft.

10. Anchor Inn, 3791 Main Street, Chincoteague. Business – motel with 16 boat slips. Boating

services available include boat ramp, trash receptacles, and water. Present at inspection was one boat of < 26 ft.

11. The Landing at Water’s Edge, Water’s Edge Drive, Chincoteague. Dwellings – three story

beige vinyl shakes with white trim, townhomes. Provided are 36 private boat slips for home owners. No boating services provided. No boats were present at the time of inspection; however, this is a recent construction.

12. Waterside Inn, 3761 Main Street, Chincoteague. Business – motel with 16 boat slips and

numerous additional mooring sites. Trash receptacles provided. Present at inspection were 3 boats of < 26ft.

13. Chincoteague Cruises and Nature Tours, Main Street, Chincoteague. Business – next door

to 3709 Main Street. Dwelling –1 story wood frame on piers. Two short docks and a boat ramp. Electricity provided; no other boating services apparent. Present at inspection were 2 kayaks, 2 boats < 26 ft, 1 boat > 26 ft, and 1 catamaran, all in dry storage.

14. Barnacle Bill’s, 3691 Main Street, Chincoteague. Business – bait and tackle store. Pier

with 27 boat slips and numerous mooring sites. At inspection in October were 7 boats < 26 ft, 2 > 26ft, and 1 > 40ft. Boating services provided include restroom facilities, dump station, water, and trash receptacles.

17. Daisey’s Dockside Pontoon Cruises, 3335 Main Street, Chincoteague. Business – marine

scenic tours. 1-story dock house with grey wood siding. Dock with 5 boat slips. Services available could not be determined at inspection. Septic line runs along under the dock, crossing under the road. Present at inspection were 1 monitor < 26 ft, and 2 boats < 26ft, all wet stored.

32. Inlet View Campground. Boat ramp located at southern tip of the island. No boating

services offered at ramp. Numerous boat mooring sites present along the edge of the Chincoteague Channel. Mooring sites are created by stringing a rope between sets of poles, with boats tied off to the ropes. Estimate potential capacity of approximately 100 boats if moored in this fashion. At inspection, 4 boats < 26ft were so moored, with 37 boats of < 26 ft dry stored throughout the campground. At this time of year, the campground has minimal population; Inlet View Campground experiences a significant increase in boat traffic during the tourist season.

133. Tom’s Cove Park. Boat ramp with ~60 mooring sites. Present at inspection were 1 boat of

< 26ft. Restrooms, dump station, trash receptacles, water, and electricity are provided. 172. Clark’s Outboard Service (C. Clark), 7684 East Side Drive, Chincoteague. Private mooring

72-room motel with pasture for ponies. Seven ponies present at inspection, with pasture sharing fence line with ditch and marsh that drains to Assateague Channel. Facility is well maintained and manure disposal is natural.
