ORDERED CHAOS?

The emotional white reaction to the Hammanskraal decision of Ihe $AC.C. shows in II greatmeasure that lhe u'lderlying conviction of thewhites (and their government) is the myth that thepresent system, "the policy or separate development" in South Africa. is accepted as divinelyordained or at least divinely sanctioned. Consequently it is also claimed that it is God's will thaIthe existing dispensation, the status quo. must bedefended by violence if needs be even unto dllalh.

If the structure 01 society were indeed II permanent, well-nigh etemal, God-given structure.one would naturally have the highest reverence torit and would Ptlrhaps owe it II responsibility callingfor Its derence to the very utmost.

Social structures, political orders and politicalpolicies. are however mere man-made things of avariable nature. towards whiCh the Christiancannot maintain a passive. idolatrous attitude:nevertheless he must accept responsibility for il.

It false sentiment is removed from the stflJctureof SA society. once it is debunked. the fanaticalidolizing of the political ideology and the claimsthat it ShOlfld be defended to theulmost wOlfld alsodisappear, The government and the great majorityof whites allhe moment demand a support for theideology of apartheid which is fundamentally unChristian and unjust and which was establishedwithout any part being played bylhegreatmajorityof the people of South Africa, Such action in anySimilar sitlfation WOuld arouse serious opposition

Of lhose Christians who accept the Gospel as thenorm of life in all spheres, The Christians of theancient world were not satisfied with the PaxRomana (the Peace of the Roman Empire). butwitnessed to and worked for lhe Pax Christi (thePeace of Christ), The early Christians at thaI timerefused to undergo military training or to take partin military action

in South Africa likewise Christians are notsatisfied with the "peace" of "apartheid SouthAf,ica" based as it is on discrimination on thegrounds of race. but they witness to and work towards the establishment of the peace of Christbased on justice and love in the political sphere aswell. This should be aChieved by rejection of institutional or reactionary violence.

Whitst realizing that there are many mailerswhIch requireadjustmenl. the whites argue that thepresent dispensation at least ensures order in theland and obviates chaotic conditions, and thaI inthis situation the Gospel can continue to be proclaimed in Soulh Africa

The blacks. however. say that they nOW liveunder a system which has a disrupling effect Ontheir lives insofar as the presenl system 01migratory labour, discrimination. lack of politicalrights. poverty etc" are concerned.

Thus one. the while man. says there isOrder: theother. the black man, says lhere is Chaos. Issuch aconcurrence of opposites feasible--OrderedChaos?

Mr van Wyk places the S,A.C.C.in a fal,e position with his question, He puts it insuch a way as to suggest that there arc but twoalternatives, vi •. be!"'een that of the existingunjust order, and that of the unnamed militaryauackers.

The decision of the S.A.C.C. in fact impJi.. a thirdchoice which we also support, namely that of agovernment in which Ihe black communityreceives effective representation and i1ll God-givenhuman righn such as the whites enjoy. Such asystem would neutrali.e the threat of a milita')'confrontation on our borders (and also within Ourcountry's borders) and would ensure a peaceful, orderly. political development enjoying thesupport of the overwhelming majority of the:poputation of the country. If such a governmentdevelops or propagateS an unju.1 or inhumanpolicy. eyery responsible Council of Churcheswhich tak.. the Gospd seriously, would react inprecisely the same way.

I am goi"8 10 argue that the tim. has com. for thewithdrawal of foreign missionaries from many parts ofthe 'Third World; lhal Churches 01 the 'Third World'mllst be allowed 10 find their own idemity and thalille

continuation of the present .nissionary movemenl is ahindrance to this selfhood of the Church,

The answcr to our present problems can only besolved if all missionaries can be wilhdrawn in onler 10allow a period of not Ie... Ihan five years for each side tore-think and fonnulale what is going to be the futurerelationship.

In December. 1966. after the All Africa ConferenceofChurches' goodwill mission to Sudan. the leader of thedeiegation. Dr. Akanu lbiam of Nigeria, wrote:

~During our vi.il. the goodwill mi ...ion WH' assuredhy the Sudanese Government that it would "'eleomeAfrican Christian missionaries in preferen<:e to themissionaries from other eon!inenlS, 10 undertakeevangelistic work in the Sudan, Furthermore, theGovernment e~prcssed the hope lhat il would bepossible for Sudanese Chrislians to be trained in thetheological colleges in Africa.~

I pcrs<lnally believe that this ualement characteri..sthe ferment in many parts of the Third World in relationto the presence of mi.sionaries from foreign countries, especially in Africa. It is time that we looked at what wehave first-small or linl. as il may be-before we beginto stretch a begging hand to olher nations. This is notonly politically sound bu.in.,.s bUI also Iheologicallysound.

For, if my reading of the New TeSlament meansany~thing to me, it is precisely this that Our Lord was sayingto his disciples when the hungry crowds flocked to themfor food. He said ~Giv. them food your$Clves~

(Mk.6:35_3S).

Dr. lbiam thought it was hopeless in such siluations forthe Church in Africa, faced with its finan<:ial problems.to begin talking about ..nding Afriean missionaries toSudan; bUI he also noled l!tal ~it is a happy confrontation which tl>c churches in Africa could well meelin faith".

Bisllop Stephen Neill, in his book 'The UnfinishedTask', sec, the role ofmissionaries as helpers in the areasof administration. treasurers. accountanlS, theologicalleaehers etc. The question one would like toad is, whatadministration? Whal accounlancy and whal lheological training? I am sure I can mention Churches inAfrica that ha'.. almost all ofthe<c posts catered for byAfricans.

But where Illis i. nol yci possible. it is precisely for Ihisreason that we mUSt ask missionaries 10 lea"e in orderthat African. can take over these jobs or alternatively. ifthey do notlhink they are important enough, formulatesome new methods and ilruCiures that would suit bolhtheir budsetary capacity and personnel.
