CHRONOLOGY STATUS REPORT
SPR POLYTECHNIC COLLEG, BAGHSARA (E), SOBHASAR, RAJASTHAN
1. The above institute applied for starting New Institute for running Diploma Engineering
Programmes namely Electrical Engineering, Civil Engineering and Mechanical Engineering
with Intake of 60 seats each in the 1st Shift under application id no. 1-2095415011.
2. Scrutiny Committee dated 06/03/2014 reported deficiencies. Re-Scrutiny Committee dated
08/03/2014 recommended for EVC.
3. EVC dated 11/03/2014 reported deficiencies. Region Committee in its Meeting dated
28/05/2014 “NOT RECOMMENDED” the application.
4. Accordingly EC rejected the application and LOR dated 25/03/2014 was issued with a list of
deficiencies reported by EVC and the institute was requested to appear before the SAC on
31/03/2014 alongwith documents / evidence in original in support of the deficiencies reported
by EVC.
5. SAC dated 31-03-2014 after perusing the documents/photographs etc submitted by the
Institute and after hearing the submissions of the representatives of the Institute Rejected the
Application.
6. The recommendation of the SAC dated 31-03-2014 was approved in the 88th
EC Meeting
dated 22-04-2014. Final Letter of Rejection was issued vide letter No. North-West/2014/ 1-
2095415011/LOR dated 30-04-2014 giving list of deficiencies existed with the Institute.

Chronology Status Report
SCT Institute of Technology, Bangalore
1. The Council has received a complaint dated 04-06-2010 from Shri K.S. Nataraj, President, SCT IT Student Welfare Association, Bangalore.
2. The aforesaid complaint was placed before Standing Complaint Scrutiny Committee on 16-04-2013 by DD(CC)/AICTE and the committee recommended “surprise visit.”
3. The EVC was conducted on 05-08-2013 which noted several deficiencies.
4. The Council had issued a show cause notice on 16-09-2013 to the institute intimating the deficiencies noted by the EVC dated 05-08-2013.
5. The Standing Complaint Committee was conducted on 25-09-2013 and recommended that “The institute representatives have sought time to produce the documentary proof. The institute may be permitted thirty days time to produce pertinent documents.”
6. The Council had received a representation of SCT IT students Welfare Association regarding withdrawal of their complaint.
7. The case was placed before the Standing Appellate Committee held on 11-12-2013 and recommended that “Before considering approval for the Academic Year 2014-15, a EVC may be conducted for verifying the infrastructure and faculty.”
8. The EVC was conducted on 29-05-2014 which noted several deficiencies mentioned here under:-

9. The institute was asked to appear before the SAC to present its case in regard to the aforesaid deficiencies in its meeting held on 09-06-2014.
10. The Standing Appellate Committee having regard to the facts and circumstances of the case and also submissions made and documents produced by the institute in support of their contentions, recommended that “Based on the deficiencies reported, EOA for AY 2014-2015 is not recommended.”
11. Consequently, on the basis of the aforesaid recommendations of the Standing Appellate Committee dated 09-06-2014, the Council has decided to put your institute under No EOA category for the AY 2014-15.

16.01.2008 Letter issued to the Trust intimating the following
deficiencies:-
“Trust Deed Papers are not clear, the Certificate of
Regn. stated that the papers are in the name of
Kanbai Lalbai Lohana Kanyashala and Balika Grah
Trust whereas the application Trust name is
different, Land Papers submitted are not clear w.r.t.
the ownership of the Applicant of the Trust and
Resolution does not mentioned the quantum of
Exclusive land.”

Reply submitted by the Trust on the above deficiencies
alongwith relevant documents.
17.03.2008 Letter issued to the Trust inviting them to appear before
the Hearing Committee meeting on 28.03.2008.
28.03.2008 Letter issued to the Trust that the proposal not found
suitable by the Council for the issue of Letter of
Intent (LOI) on the grounds that,
(i) Original land documents not produced for
verification at the time of hearing and
(ii) latest Land Use Certificate (LUC) be
submitted.
The Trust was also advised that in terms of the
provisions contained in APH, 2006, they can avail an
opportunity of reconsideration of their proposal after
rectification of deficiencies alongwith fee of Rs.

21.04.2008 The Trust submitted letter for reconsideration of their
proposal which was received thro’ Regional on
02.05.2008.
07.05.2008 Letter issued to the Trust inviting them to appear before
the Hearing Committee meeting on 12.05.2008.
12.05.2008 Hearing Committee considered the matter for
establishment of new Institution for the Block Period of
2008-2011 (Reconsideration case for issue of LOI). The
Committee recommended the proposal as under:-
“Recommended for the academic year 2008-09
subject to submission of allocation of land for the
proposed Institution and LUC.”
The proposal for issue of LOI approved by the
then Competent Authority on 12.05.2008.
(As per then the prevalent practice, the final LOI in such
case were issued only after submission of the
compliance report on the deficiencies noted by the
Hearing Committee. It seems that the LOI could not be
issued for want of the said compliance in the above
case.)

Status report in respect of the proposal for establishment of 10 new Polytechnics under
public private partnership mode in the State of MP
State Government of Madhya Pradesh applied to AICTE on setting up of 10 polytechnics in
PPP Mode in State Government of Madhya Pradesh under Submission on Polytechnic scheme.
It is informed that the project of setting up of polytechnics in PPP Mode was being operated
by Ministry of HRD and later transferred to AICTE.
Subsequent to this, AICTE invited applications for setting up polytechnics in PPP Mode and
received 103 applications which were processed and the status of the same is attached herewith.
It is informed that all the 10 proposals received from Madhya Pradesh were rejected since
they did not meet the parameters prescribed by Ministry of HRD specifically related to Industry
Partnership in the first instance. The details are as enclosed as at Annexure ‘A’.
