Campaign for High School Equity (CHSE) hosted, in a webinar on Tuesday, February 7, 2012, to discuss the State of Illinois's Elementary and Secondary Education Act (ESEA) February waiver application and engagement process. State Education Superintendent Dr. Christopher Koch and Dr. Monique Chism Division Administrator of Innovation and Improvement participated on behalf of the Illinois State Board of Education. During this Webinar, state and local advocates and community activists representing communities of color: Reviewed what Illinois plans to submit as part of its ESEA waiver application Explored the role state and local civil rights advocates should play in the state’s ESEA application process, as required by federal guidelines; and Discussed with the Illinois state superintendent how the civil rights community has been engaged in the waiver application and share recommendations for how to continue this engagement throughout the entire process.TRANSCRIPT

IL State Superintendent Christopher Koch
Christopher A. Koch, PhD is the Illinois State Superintendent of Education.
Since his appointment in 2006, Dr. Koch has led efforts to bring coherence between state standards, curriculum, assessments, and college entry requirements in Illinois.
He is currently working to establish a P-20 longitudinal data system that links pre-K -12th grade student achievement to postsecondary education and careers.
Dr. Koch has been with the Illinois State Board of Education since 1994, serving in a variety of administrative capacities, including Director of Special Education.
Monique ChismDivision Administrator of Innovation and Improvement
Monique Chism, PhD brings more than 14 years of experience as a teacher, administrator, trainer, and consultant to the Illinois State Board of Education.
Dr. Chism’s expertise includes federal and state initiatives, grants, and programs that shape the education terrain.
She currently oversees the division that includes Title I, Title II Part A, 21st Century Community Learning Centers, Response to Intervention and the 1003(g) School Improvement Grants.
