Costed Options
• Option1 - do minimum to ensure structural integrity, safe access to the public and working drainage, cost estimate £180k.
• Option2 - as option 1, with the addition of new surface finishes, lighting and mirrors, cost estimate £250k.
• Option 3 - as option 2, with the addition of enhanced lighting and parapet reconstruction to DMRB standards - cost estimate £460k.
Atkins Recommendation
• The structural engineering consultant
recommended that the Council pursue option
2 and refurbish the subway at an estimated
cost of £250k.
• In additional a technical note was produced
which clarified why a surface crossing would
not be recommended due to the issues with
congestion, site lines and location.

Summary
• Option 2 – Not Safe
• Option 3 – Safe Location, to far from the
pedestrian desire line (30m +30m) and will
result in traffic delays with a 30 second
pedestrian wait
Recommendation
Following the results of the various assessments the
Highway Authority would recommends that the Council
refurbish the subway to ensure structural integrity, safe
access to the public, new surface finishes, lighting and
mirrors, cost estimate £250k.
In addition to this budget should be made available for a
CCTV camera and the communication link (£15K) and the
option for a pumped drainage system (£50k)
Total recommended budget £315k
