INTRODUcrlONThe State of Chuuk in the Federated States of Micronesia is

comprised of low-lying volcanic islands, some with mini-mountains

and other with flat lands. These islands, as experienced by the people

who live here, are occasionally exposed to disaster threats from

natural and manmade disasters and emergencies. Therefore, the state

Government must be able to prepare and respond to these

unanticipated events or threats in that lives and resources may be

spread from the effects of these natural and man-made catastrophes.

This Plan addresses these threats and provides an organizational

structure in the government that will coordinate assistance and efforts

during the course of these emergency situations and catastrophes.

Furthennore, this Plan defines the roles of emergency personnel to

ensure smooth operations and management response and recovery.

AUTHORITY

This plan has been created pursuant to Section 12A of Article

VI of the Chunk State Constitution and in accordance with Section VI,

subsection 1 (a) of FSM PL No. 6-38, and Executive Order No.

PURPOSEThe purpose of this plan is to provide a management

mechanism and structure under the umbrella of the State DCa office

to deal with disaster and emergency situations and provide leadership

role to ensure continuity and public safety in the sate government as

well as the local governments.

Declaration of an Emergency/Governor Authority

In a situation where it is required to preserve public peace

health and safety, at a time of extreme emergency caused by disaster,

the Governor of Chuuk State may declare a state of emergency in

accordance with law. The Legislature of Chuuk State is hereby

required to annually appropriate a fIXed amount of funds not to exceed

$200.000.00 to be used strictly for recovery effort that will include

food and water assistance, medical supplies, temporary shelters and

transportation.

When a declaration of emergency is made, the chairman shallorder the state disaster coordinating office to notify all members of theState Emergency Committee to activate this plan.

Following the notification of such hihjackingt the airport manager shall establish the VIProom at the terminal as the Emergency Operation Center. The Center is off limit to all~ns except the airport manager or his assistant, two ~ntatives from thedepartment of Public Safety. the manager of the affected air carrier, and the Director ofTransportation. Needed security personnel shall assist the Emergency Operation Center

in all aspects of emergency operations.

It shall be the responsibility of the air carrier to provide passengers manifest and otheruseful infonnation to the authorities including the Police. A perimeter around terminal

and aircraft shall be established to keep out unauthorized persons or agencies includingthe Press. Communication lines to the Governor's conference Room shall be establish atthe EOC. Such room shall be used for press briefing of the incident. Family members ofpassengers on the flight may be permitted into the departure area if the danger is not

Any Swat team if any may utilize the arrival areas for preparation prior to any plannedaction against the highjacker(s). The Swat team or police may use the airport manager'soffice as the hostage negotiation room. Incident command will rest with the senior airportofficial until the arrival of senior police officials or the SW AT team. V. OIL SPILL:

In case of an oil spill in the Oluuk Lagoon or at the Baker Dock the Captain of such

vessel involved in the spill shall be required to inform the State Governor who shall

request assistance from outside agencies including the Coast Guard and the National

Government Meanwhile, the Governor will activate penonnel of appropriate department

and agency and the State BP A to use available l<x:al Icsourccs and mea..-ns of containment
