2017-2019HighlightsComparativeandInternationalEducationSociety2017SymposiumThesecondannualSymposiumoftheComparativeandInternationalEducationSociety(CIES)washeldfromOctober26-27,2017 inArlington,VAandwashostedbytheCenterforInternationalEducation,theGenderandEducationStandingCommitteeofCIES,andtheSouthAsiaSpecialInterestGroupofCIES.Thethemeofthesymposiumwas, Interrogatingand InnovatingCIEResearch. Distinguishedplenarysessions,concurrent

papers sessions, and onsite meals providedopportunities for students, junior and seniorscholars, practitioners, and policymakers toexamineandchallengeexistingpractices,andlearnanddevelopnewwaysofthinkingaboutdoingCIEresearch. Over 200 researchers, professors,leaders, and graduate students reflected on thefoundationof comparisonunderlyingCIEover thepast fifty years that hasmoved from a sole focusonmeasurement,whichseekstorefinemetricstoengage in sound evidence-based findings, torecognition of the importance of qualitativeunderstandingsofcontextandmeaning.Fiftyproposalsandthreepanelpresentationswere

submittedforreview.Thesymposiumhostedfourmoderatedplenarydebates,12concurrentpresentationswith 37 papers presented. CIE Director, Beverly Shaklee, CIES President, Noah Sobe andmembers of theorganizingcommitteemadeopeningremarks.AlegislativeupdatesessionwithYolandeMiller-GrandvauxofUSAID and Blake Souter, Legislative Aide to US Senator, Tim Kaine was also held. Interviews wereconducted with the four keynote speakers for the FreshEd podcast with Will Brehm(https://cehd.gmu.edu/2017symposium/podcasts-videos). Plenary sessions were live tweeted by theSymposium team throughout the two-day event and participants were invited to join the conversationonline throughTwitter andFacebookusing thehash tags #I2I and#interrogate2innovate.All fourplenarysessionswerelivestreamedviaFacebookLive.LaunchoftheInternationalEducation/EducationLeadershipHybridPh.D.LaunchoftheIEELSpecialization.TheinauguralclassoftheInternational Education/Education Leadership PhDspecializationlaunchedduringSummer2018.Thistrailblazinggroup of educators and school administrators embraced arigorous five-week schedule of courses and study. Classeslasted four to six hours with students cycling throughreading, discussion, writing, and feedback every single day.The program began its online portion of the program withthestartoftheFall2018semester.Gearedtowardseducatorsinterested in international school leadership and research,theIE/ELprogramisdesignedtoofferstudentschancetocompleteallcourseworkoverthreesummersatMasonandsixsemestersonlineduringthefallandspring.Dissertationcompletionwillfollowcoursework.

2017-2019Highlights(cont.)OpenGATELaunchandMidpointMilestonesTheOpenGATEpartnership,sponsoredbytheNorwegianCenterforInternationalCooperationinEducation,hassupportedtwelvenoviceandexperiencedresearchersfromtheUnitedStatesandNorwayinconductingresearch on a range of topics from an international perspective. Early childhood education, scienceeducation, minority education, computer-based learning design, ethics in education, and newcomereducationwithafocusonrefugeesarejustafewoftheareasthathavebeenexplored.Thesefellowshipshave resulted in article publications, new curriculum design, professional training for positions withinacademia,internationalexposureofcampusresourcesandprogramofferings,andpresentationofresearchto internationalcolleagues. Recipientsofthisfellowshiphaveexpressedenthusiasmandgratitudefortheopportunity to explore, contemplate, and discuss alternate educational approaches, immerse within adifferent culture to help internationalize their perspective, and form enriching, productive, professionalrelationships.OpenGATEwillofferthisopportunityintothe2020-2021academicyear.HighlightingFacultyResearchandPublicationsCIEfacultyhaveenjoyedaveryproductiveandsuccessfultwoyears.Severalfacultywerehonoredfortheirworkwithprestigiousawards.Duringthereportingperiod,Drs.AprilMattix-FosterandJoanShinreceivedtheUniversityTeachingExcellenceAwardsfromtheStearnsCenterforTeachingandLearning.Alumnus,Dr.KimberlyDaly,alsoreceivedanAdjunctTeachingExcellenceAwardin2019.Dr.MarjorieHallHaleyreceivedthe AERA Multicultural/Multiethnic Lifetime Scholarship award. Dr. Shelley Wong co-edited Teachers asAllies:TransformationalPracticesforTeachingDREAMers&UndocumentedStudents.Dr.BeverlyShaklee,PrincipalInvestigatorofProjectExCELandinpartnershipwithDr.AnneHorak,successfullyimplementedanidentificationprogramforhigh-abilitychildrenwithinunderrepresentedpopulationssupportedbytheJacobK. Javits grant. Dr. Kathy Ramos was awarded the faculty Open GATE Residentship and formed aninternationalpartnershipwithDr.KristinSkinstadvanderKooijofOsloMetropolitanUniversitytodesignin-service teacher training that promotes a critical global perspective. Dr. Supriya Baily was also the 2019speakerfortheJoelBarkanMemorialLectureattheUniversityofIowa,ahighlightoftheProvost’sGlobalForum. We congratulate our faculty on jobs well done andwe look forward to sharing their wonderfulaccomplishmentsinthefuture.HighlightingStudentAccomplishmentsInternational Educationdoctoral students are doing anoutstanding job in the productionof scholarship in avarietyofareasfromaroundtheworld.MelissaHauber-OzerpublishedseveralarticlesincludingapieceaboutschoolingchallengesforSyrianrefugeesinTurkeyinForcedMigrationReview.TamiCarsilloinvestigatedglobalcitizenship education in South Sudan, co-writing and publishing her work in theBritish Journal of EducationStudies. KelleyWebbexploredstudyabroadexperiencesforpre-serviceelementaryteachersandco-wroteachapterforaresearchhandbookonstudyabroadprograms.RebeccaEisenbergwasawardedtheprestigiousGlobalLearningFellowshipadministeredbytheNEAFoundation.Throughthisfellowshipshewillconnectherclassroom to the larger global context, and travel to Peru to conduct a field study. Closer to home, BetsyScotto-Lavinoco-wroteachapterwithDr.BailyandDr.Call-Cummingsexaminingmethodologicalinnovationtodecolonizecomparativeandinternationaleducationresearch.

The grant covered two states, three school districts, and nineschools.TheCenterprovidesprofessionaldevelopmentforteachersandschoolleaders,developsPBLcurriculumunits,anddisseminatesprojectdataandfindings.The Collaboration for Faculty Excellence in Teaching and Research (2015-2018). The CFETR grant fosteredcollaborationandstrengthenedperson-to-persontiesbetweentheU.S.andPakistanthroughfacultyexchanges,jointresearchandscholarlyworktofurtherthecollectiveunderstandingofeffectivepedagogicalpracticesandexpandedresearchcompetencies.Throughthisinitiative,FacultyFellowsfromtheUniversityofManagementandTechnology(UMT)inLahore,Pakistan,participatedinacademicseminarsdevelopedatGeorgeMasonUniversityandengaged in research initiativeswithMason faculty in their fields.Theseactivitiesweredesignedtoexpandacademiccapacityandinfusecross-culturalknowledgeandinternationalmindednessintoeducationalpractice.AhighlightofthecollaborationwasaUMTResearchConferenceforCFETRFacultyFellowsinSpring2017inLahore,whereFellowsandotherfacultyparticipantsfromthetwouniversitiessharedtheresultsoftheirwork.The Fulbright Gateway Orientation (2017-2018) was hosted by the Center for incoming Fulbright graduatestudents. The program helped incoming Fulbright Scholars to adjust to both the general and the academicculture of the United States, provided them tools to be successful in their programs, as well as assisted inwelcoming them and integrating them into the Fulbright network. These objectives were achieved throughseminars onU.S. politics, intercultural relations, leadership, and academic expectations, aswell as networkingopportunitiesorganizedbytheCenter.DefenseLanguageandNationalSecurityEducationOffice(2017-2019) isathree-yearrenewablegrantfromtheInstituteofInternationalEducationfortheU.S.DepartmentofDefense,DLNSEOLanguageTrainingCenter2016called the Mason Center for Advanced Proficiency in English (https://cape.gmu.edu/); to administer onlineprogramsforDepartmentofDefenseemployeeswithpartnerinstitution,theCenterforAppliedLinguistics;serveas Principal Investigator and Project Director; oversee design and implementation of online English languageprofessional training for DoD personnel to improve their cultural and linguistic competence as writers ofprofessionalEnglish;workcollaborativelywithleadershipfromtheCenterforAppliedLinguistics.TheTeachingExcellenceandAchievementAward (TEA)Program (2012-2018)providedU.S.-basedprofessionaldevelopment forsecondary-school teachers fromEurope,CentralandSouthAsia,SouthEastAsia,Sub-SaharanAfrica,NearEastandWesternHemisphere.Eachyear, theTEAProgramengagedacohortofapproximately20teachersperyearin6weeksofacademicprogrammingonMason’scampus,fieldvisitstolocalpublicschoolsandcultural excursions. The academic component of the program included seminars on pedagogy, practice andleadership;content-specificcoursesonESLandsocialsciencemethods,assessmentandcurriculum;andacourseoninstructionaltechnology.OpenGATE (OpenGlobal Awareness in Teacher Education) (2017-2021). Fundedby theNorwegianCenter forInternationalCooperationinEducation(SIU),thepartnershipbetweenGMUandOsloMetropolitanUniversitywillfocus on the importance of global competency for teacher education. The goals of the project are tointernationalizeandenhanceteachereducationatmultiplelevels,centeredonbuildingstrongcollaborationsfornoviceandexperiencedresearchersandpractitioners.GlobalOnline Courses andMassiveOpenOnline Courses Project (2018).Thisonlineprofessionaldevelopmentprogrampreparesmasterteachers,promotespublicscholarshipthroughopeneducationalresources(OER),andfosters equity in education through accessible online learning technologies. In Year 1 of this program, CIEwilloffer approximately 275 English language teachers around the world a GOC calledTeaching English to YoungLearners(TEYL). Inyear2ofthisprogram,CIEwilldevelopand implementan instructedMOOCandon-demandMOOC,alsoaboutTEYL.TheAEE-TeacherTEYLGOCandTEYLMOOCsintroduceEnglishteachingprofessionalsaroundtheworldtothemostcurrentmethodsandevidence-basedapproachestoteachingyounglearners(3-10yearsold)EnglishasaSecondorForeignLanguage(ESL/EFL).

Study Abroad. In 2018, Dr.Kathleen Ramos and Dr. Andrew Gilbertdeveloped a STEM and Language Acquisitionteaching experience calledGlobal Classroom: Costa Rica,whichwas supported by a grant from the GMU Global

Education Office (approx. $ 23,500). This initial projecttook eight English as a Second Language (ESOL) pre-service teachers and seven primary pre-service teacherstoCostaRicatorunaweek-longsummerSTEMcampwithCostaRicanchildrenfrompre-Ktogradeseven.Thegoalwas to engage children in STEM as ameans to developlanguageskillsinarealworldsetting.Thesecondopportunityspansafour-yearperiodthroughOpenGATE. ThegrantfundsexchangesbetweenMasonandOsloMetropolitanUniversitystudentstospenduptofourweeks intheother institution. In2018fourstudentstraveled from the US to Norway and five studentstraveledfromNorwaytotheUS.Thesestudentsincluded:TamiFrancesCarsillo,SusanPoland,HilaryJohnson,AprilMaute Ege from Mason and Merethe Skårås, Hedda

Hembre,KarinaStorengIkhsani,SanaChishti,andLinneaLijemarkKallgren.Theyattendclasses,travel locallytovisitschoolsandotherareasofeducational interest,aswellasattendspecial lectures,andmeetwithotherstudents.Forinstance, Tami Carsillo and Merethe Skårås have been able topublishonearticle togetherandwrote twodiscussionpapers forUNICEF. AprilMaute Ege had the opportunity to not only attendPhD courses at OsloMet and present her research to otherstudents but was also able to usethe opportunity to furtherdevelopherownresearchagenda.Theprogramalsofundsfacultyresearchopportunities. Dr.KathyRamos traveled to Oslo in 2017 and began work with KristinSkinstadvanderKooij ofOsloMet.Together theyhave createdamini-unit to foster in-service and preservice teachers’ globalcompetence and prompt their thinking around infusing a criticalglobalperspectiveinK-12schoolcurricula.In2019,Dr.JeniceViewparticipated in the program in 2019, and is in the early stages offurtheringherownresearchbasedonherexperience.Finallyoneteacherexchangetookplace in2018;LauraConleyfromOaktonHighSchool sharedherexperienceswithstaff inartanddesignat theDepartment forEarlyChildhoodEducationandCareaswellasprimaryeducation.Book Talks and Special Guests. Dr. CynthiaMiller-Idriss, Professor of Education and Sociology and director of theInternational Training and Education Program at American University, presented her book, The Extreme GoneMainstream: Commercialization and Far Right Youth Culture in Germany at the April 10, 2018 CIE meeting.Dr. IlhamNassersharedapresentation,ReconceptualizingEducationReforminMuslimSocieties–thatfocusedonherworkattheInternational Instituteof IslamicThought.She isexaminingthecontributionofsocio-emotional learning toacademicachievement. Wycliff Tusiime of Oslo Metropolitan University via Kyambogo University, Uganda presented hisresearchontechnologyintegrationinteachereducationinMay2019.The Center also hosted aBook Launch for the faculty-editedbook,Teachers as Allies: Transformative Practices forDREAMers&Undocumented Students. Edited byDr. ShelleyWong,Dr. Elaisa SánchezGosnell (Retired) ofGeorgeMasonUniversity,AnneMarieFoersterLuuandLoriDodson,TeachersasAlliesprovideseducatorswiththeinformationand tools they need to involve immigrant students and their American-born siblings and peers in inclusive andtransformativeclassroomexperiences.

CIE research is interdisciplinary, cross-cutting and timely. In November of 2017, Dr. Supriya Baily wasfeatured in La Scienze, the Italian edition of Scientific American on the global challenges facing girls’education.Dr.BailyandDr.CallCummingswereawardedtheOutstandingContributionAwardWinnerattheLiteratiNetworkAwards forExcellence in2017 for theirwork in“Reframing thecenter:Newdirections inqualitativemethodologyininternationalandcomparativeeducation”fortheAnnualReviewofComparativeandInternationalEducation.

TheCenterforInternationalEducationsupportsacademicprogramsatMasonthatofferdegree,licensure,andcertificatecredentialsdirectlyassociatedwithinternationaleducation.TheTeachingCulturally,LinguisticallyDiverseandExceptionalLearnersprogram(TCLDEL)Created in 1990 in conjunction with the Department of State, Office of Overseas Schools and VirginiaDepartmentofEducation,theTCLDELprogram(formerlyFASTTRAIN)preparesteachersfor licensureandmaster’sdegreesinElementaryandEnglishforSpeakersofOtherLanguages(ESOL)educationwhointendtoteachininternationalPK-12schools.Inaddition,weofferprogramsinspecialeducation(launched2005)andInternationalBaccalaureate(IB).Asof2019over1,400studentshavegraduatedwitheitherlicensureormaster’sdegreesfromCEHDandareservinginoverfortycountries.InternationalBaccalaureatePartnershipIn 2007, we became the first university in North American to form a partnership with the InternationalBaccalaureate (IB)toofferapost-graduateprogramfor teachereducation.WecurrentlyofferagraduatecertificateprograminAdvancedIBStudiestoprepareteacherstoworkinIBschoolsworldwide.Successfulcompletionoftheprogramprovidesourstudentswithan IBCertificate inTeachingandLearning.In2008,we also created the Advanced Studies in IB graduate initiative with ASTL to provide candidates theopportunitytocompleteadvancedmaster’sdegreeworkandearntheIBAdvancedCertificate inTeachingand Learning Research. Since 2010, we have offered the IB certificate program online to provideinternational educators the opportunity to study with MASON while maintaining their positions ininternationalschoolsacrosstheglobe.WecontinuetobeapartofinternationaleducationdiscussionsandarelinkedviatheIBwebsiteatwww.ibo.orgworldwide,andin2016,wereceivedthehighestcommendationof our program during our reauthorization.Additionally,our faculty have been sought out by the IB todevelop continuing education courses for IB World Schools, such asTeaching for InternationalMindednessandTransforming School Culture through Intercultural Competency. Again, we believe thisrecognitionofourworkininternationalschoolswillbenefitourresearchandprogramsworldwide.InternationalEducationPhD.Program/InternationalEducationLeadershipProgram(IEEL)Asof2017wehave29candidatesworkingtowardthedoctoraldegreeemphasisininternationaleducationandotherswho have identified international education as a secondary area of study.
