1. Opening of meeting The Division Director, Dr. Jennifer Veitch, welcomed everyone to the meeting.

2. Approval of agenda The agenda was approved by consensus.

5. Division membership changes - welcome new members

The Division welcomed its new National Committee representative since the Paris Meeting in April 2013: Dr. Uri Doman (NC IL) and Engr. Simeon Isibor (Observer Member, NG). Both Dr. Doman and Mr. Isibor were not participating in the WebEx meeting.

6. Review Action items from 2013, Paris meeting DD went through the action item list of the Paris meeting in 2013, the reviewed action item list can be found in Annex 1.

Additional to Action item 12: DD discussed with BA if NC should present a report at the General Assembly meeting. NC reports are not required, and if presented, only during the annual Division Meeting, not at the General Assembly meeting.

Additional to Action item 16: DE indicated that he contacted CB to point out that the publications list is not in logical order. The reformatting will be done after the redesign of the website, which is on hold.

The action item list of the Paris meeting did not include an action item for the working group to draw up a first proposal for an expert symposium expert symposium on research activities and behavioural science methods. This will be discussed at a later stage of the meeting (under § 12).

DD thanked everyone involved, it was a big year of following through on things identified in Paris.

There were no comments of the meeting participants on the action item list.

7. Division Director and Associate Directors’ reports The DD, AD/D and AD/E reports are uploaded on the Coll Tool. DD, AD/D and AD/E gave a short summary of their reports within the WebEx meeting.

DD stated that is slightly disappointing that there are no LinkedIn discussions beyond the ones specifically posted to be used for preparation of this WebEx, and limited participation even in those discussions.

8. Technical Committee Updates

Progress reports of the majority of TCs are available on the Coll Toll. The TC reports for TC 3-52 and TC 3-55 were not sent in (remark of DS after the meeting: no report for TC 3-39 available as well). The progress of TCs was not discussed in detail, unless action required. DD stated that questions with respect to the content of TC reports can be send to the DD and DS to allow for an email or Coll Tool discussion. LinkedIn should not be used for internal CIE / TC work.

A number of motions related to Technical Committee work were brought forward (and were sent around on May 28, 2014, before the WebEx meeting).

For a number of TCs a new deadline for a Working Draft was set. DD briefly explained the process. Having a Working Draft by December 31, 2014 allows for a Working Draft ballot within the TC in early 2015. There might be a few WD ballots until unanimity is reached, but the goal is to move all of these TCs to the Committee Draft stage (which is managed by the CB), before the Division meeting in July 2015.

TC 3-39 Discomfort Glare from Daylight in Buildings

DD read the motion and asked if there is any discussion on this motion. DD contacted Dr. Kevin van Wymelenberg, being then a new member of the TC, having expertise in the area, to take up the task of editing the report and fill in some blanks. Prof. Osterhaus has not heard from Dr. van Wymelenberg, DD will contact him.

DD briefly explained the voting procedure in WebEx and that only NC representatives can vote.

TC 3-50 Review of Lighting Quality Measures for Interior Lighting with LED Lighting Systems DD thanked the TC 3-50 authors for their work. Motion 6: Close TC 3-50 Review of Lighting Quality Measures for Interior Lighting with LED Lighting Systems Moved (Veitch/Koga): that TC 3-50 be closed. The Technical Report was published in 2013.

TC 3-52 Energy Performance of Buildings – Energy Requirements for Lighting DD summarized the activities around ISO TC 274. One outcome of the renewal of memorandum of understanding between ISO and CIE: most technical committees that deal with application related standards will be led by ISO or will be ISO / CIE Joint Working Groups. Technical committees dealing with fundamental standards will

still be led by CIE (typical Division 2, Division 1 and Division 6). An ISO TC 274/CIE Coordinating Committee will manage these activities. Within Division 3, TC 3-52 and TC 3-53 are affected by this. Administratively this will mean the closure of these existing TCs and the subsequent creation of new joint working groups (with little or no change in scope). DD explained that as it happens, Mr. Thorns will be the ISO TC 274 Liaison to CIE, and in that role will be part of the ISO/CIE Coordinating Committee. Mr. McGowan asked for a list of members of the ISO/CIE Coordinating Committee. A final member list is not available yet. DD stated that she expects a proper balance between CIE and ISO participants. Mr. Thorns stated that the latest document listed following members: ISO TC Secretary, ISO TC Liaison Officer to CIE [himself], CIE VP Standards, CIE Liaison to ISO, one representative representing the relative IEC TCs (when similar agreements are reached with IEC), advisors upon invitation and chairperson of ISO TC 274 (which is the CIE GS). Secretariat will be held at DIN in Germany. As there is an interest within ISO for the topic TC 3-52 is dealing with, a proposal for a working item within ISO TC 274 was drawn up (Energy Requirements for Lighting in Buildings). Mr. Dehoff asked about the involvement of TCC 3-52, Mr. Moghtader. DD stated that he will chair the new group as well. There will be a creation motion (according to CIE GS) in due time, which will be send around within CIE, likely within Division 3. This discussion was followed up by a motion to close TC 3-52. Motion 7: Close TC 3-52 Energy Performance of Buildings – Energy Requirements for Lighting Moved (Veitch/Knoop): In order to facilitate the creation of a Joint Working Group with ISO TC 274 on the topic of Energy Requirements for Lighting in Buildings, that the current TC 3-52 be closed, and its material transferred to a new Joint Technical Committee (Energy Requirements for Lighting in Buildings), to be chaired by Sohéil Moghtader (DE). Terms of Reference for the JTC would be those established by the CIE-ISO TC 274 Coordinating Committee following the creation of the parallel working group in ISO TC 274.

TC 3-53 Revision of CIE S 008 Joint ISO*CIE Standard: Lighting of Work Places - Part 1: Indoor DD discussed the required steps for TC 3-53 with CIE GS (also TCC of ISO TC 274) The CIE GS advises to hold off the closure of TC 3-53. The structure for this TC needs to be in place first, resulting in a proposal for a TC 274 working item dealing with this topic. DD indicated that she expects to have more information within 3 to 6 months online, which will be shared per email, when action is required.

New JTC on Discomfort caused by glare from luminaires with a non-uniform source luminance DD pointed out that Motion 9 on the agenda is Motion 8 on the list of motions.

DD summarized the starting up activities of a TC on discomfort glare from luminaires with non-uniform source luminance. An email ballot was closed a few months ago. After sending it to the CB, the TC details were send around through the other Divisions. Division 1 indicated interest in starting up a Joint Technical Committee. The process for setting up a JTC started and concluded in the last few months.

Dr. Vissenberg indicated that the ToR seem to be modified. DD stated that changes are a result of discussion with Prof. Hara, DD1, DD3 and Prof. Ayama (The item “To identify possible underlying causes of discomfort glare and to conclude whether the definition of a new glare rating formula based on these insights is necessary” was removed).

The proposal for a new JTC needed to be voted on.

10. D3 Lighting Research Advisory Task Group

AD/D gave a short summary of the LRATG report and pointed out that the 2013 topics, as drawn up during the CIE meeting in Paris, are still relevant. The 2013 document was re-used for the meeting, with some modifications. The document is uploaded at the Coll Tool and – in parts – posted on the LinkedIn Discussion Group.

DD stated that it might be of use to have the document split up and post each topic as an individual discussion on LinkedIn

Action 16: AD/D to post LRATG topics as a series of single discussion items on

LinkedIn

DS stated that we seem to cover the majority of topics brought up by the LRATG in the Division 3 TCs, but questioned if we cover the LRATG issues within these TCs. DS brought up that some of the topics are out of the scope of Division 3 and might be of interest for other Divisions (mainly Division 4 and 6, see item 5, 6 and 7 of Electric Lighting)

Action 17: DD to share LRATG topics not relevant for Division 3 with Division 4 or

Division 6, as appropriate.

DD pointed out that the daylighting section includes a topic on Daylighting systems and occupant behavior characterization, which might be topic for future Division 3 activities. Dr. Isoardi confirmed the need for this working item, and would support the work.

DS wondered whether new tasks will be picked up voluntarily when most active Division members and friends are involved in other TCs. DD agreed, and stated that TCs need to be wrapped up before the Division 3 takes up new tasks, nonetheless hopes that with the new deadlines set for a large number of TCs to free up capacity in 2015.

Action 18: DD to thank experts contributing to the LRATG

11. Review of Division 3 publications DE informed the participants that an analysis of the Division 3 was sent to the CB end of 2013. DE stated that some reports are dealt with, others need to be considered in the coming years.

DE indicates that two topics seem to have priority:

Following an action item of the Paris meeting (although not listed in the action item list), the DD briefly summarized the ideas of organizing a CIE symposium on behavioural science research methods. Such a symposium is a stand-alone activity and would typically last 2 days, likely organized in cooperation with Division 1 and 6. Expected timing: Spring 2016.

Mr. McGowan wondered if the venue is already fixed. DD indicated that it is not fixed, but discussed within the organising committee. Mr. McGowan brought up that it might be linked to a US lighting research activity, indicating at the same time, that the possibilities of course need to be checked. DD indicated that there is a lengthy list of activities in Spring 2016 in the US, which would make it difficult to fit the event in. The same timing issues might be the problem for other countries.

As any CIE-branded activity has to be approved by the BA, some time is needed to get the approval before starting the organisation.

Motion 12: Symposium on Research Methods

If passed, this proposal will be forwarded to CB / BA (with cc to proposed Chair) for (a) consideration by other Divisions for joint sponsorship; and (b) approval.

Division 3 proposes to organize (possibly jointly with other Divisions) a CIE Expert Symposium on Research Methods for the Effects of Lighting. The application scope would include visual and non-visual effects of light and lighting on humans. Topic areas are likely to include:

• design of laboratory and field investigations for causal inference;

• operationalization, reliability, and validity of behavioural measurements;

• practical photometry and colorimetry;

• research ethics;

• statistical analysis;

• reporting standards.

Consistent with other CIE Expert Symposia, we propose a 2-day event with most or all speakers being invited, supplemented by an open poster session. Date and location are to be determined. Consideration will be given to combining the symposium with some other suitable event, such as a doctoral workshop or international meeting. A Proceedings volume will be produced, which could possibly serve as a textbook for the conduct of excellent lighting research.

CIE Division 3, Interior Environment and Lighting Design

Division Director’s Report – May2014

This will be our second Webex meeting of the Division. As those of you who read the minutes of the

2013 Paris meeting will know, we took the decision there to meet via Webex in the even-numbered

years. I am proud that we took this decision; although I value face-to-face meetings, I think that this

decision is a step forward in making CIE involvement more accessible to more people. Travel is

expensive, in both time and money; and it also has considerable environmental consequences.

Moreover, I expect that we will have greater participation in our meetings when we do not have to

use aircraft to gather. Moving to biannual face-to-face meetings strikes a balance, in my view,

between accessibility and the undeniable benefits of being in the same room at one time.

During the past year, in the role of Division Director, I have of course participated in various Board of

Administration (BA) activities, including…

Planning for the International Year of Light. The Board of Administration voted at its meeting

in April in Kuala Lumpur to become an official member of the IYL 2015 consortium. Webex

meetings with interested National Members of CIE will be held in May to further develop the

CIE activities.

Contributions to the planning of the CIE 2014 Lighting Quality and Energy Efficiency

conference in Kuala Lumpur, Malaysia. Our principal D3 representative on the International

Scientific Committee was Prof. Edward Ng, of Hong Kong, and we owe a great thanks to him

for his service. Thanks are due also to those who presented invited addresses and workshops

for D3: Dr. Martine Knoop, Dr. Gilles Vissenberg, and Prof. Naoya Hara.

Discussions with the other DDs and with the GS, concerning the procedures for standards-

writing activities in connection with the creation of ISO TC 274. Through the careful attention

of many people but most particularly the GS, it seems that a good structure has been created

that, if fully acted upon by CIE, should result in our having clearer connections to relevant

parts of ISO where we have struggled to maintain liaisons.

Within D3 we have undertaken some new initiatives that will, I believe, bear fruit in the not-too-

distant future:

We have established a LinkedIn group for open discussion of potential work items and other

non-confidential matters. It is my hope that this will provide a useful forum for idea-

generation leading to new work items in the Division.

We have established a reporting template for TCs to use for their annual summaries to the

Division. You will see this in the reports for this meeting, although as this is the first use of

them there will no doubt be some variation from one TC to the other.

We are in the beginning stages of using the SMART goals system to set targets for ourselves –

as TCs and TCCs, and as DOs, to stay on top of Division work while not taking on more than

we can realistically commit to do. The SMART (specific, measurable, achievable, realistic and

time-targeted) goals should appear in the TC reports, and below you will find mine for the

coming months.

As you all know, 2015 is the year of the next CIE Quadrennial Session, and at that meeting all the

terms of officers come to a close. By September 2014, Divisions are to notify the Central Bureau of

their nomination for Division Director for the term 2015-2019, and the Board of Administration will

make its decision by January 2015. It is my privilege to serve you in the role of Division Director during

the current quadrennium. By the time of our Webex meeting in June 2014, I will inform the Division

of my intentions for the coming quadrennium.

Associate Director’s Report – Daylighting

CIE Division 3 Meeting, June 2014

During the past year, in the role of ADD for Daylighting, I have followed the progress of the TCs that are active in the area of Daylighting:

TC 3-34 – Protocols for describing lighting o The approval draft of the final document will be completed and sent for vote in June 2014.

TC 3-39 – Discomfort glare from daylight in buildings o The final draft of the report is still to be completed. Talks with the TCC are under way to

establish how to bring the TC to its completion.

TC 3-46 – Research roadmap for healthful interior lighting applications o The TC is progressing and a Working Draft should be completed for the end of September

2014

TC 3-47 – Climate based daylight modelling o A PhD student has been appointed to support the work of the TC. After confirming active

members and recruiting new ones the TC is going to resume the activity

TC 3-51 – CIE Standard General Sky Guide o The final report is following the voting process

TC 3-54 - Revision of CIE 16-1970. Daylight

CIE Division 3: Interior Environment and Lighting Design

Associate Director's Report - Electric Lighting

Some TCs in the domain of electric lighting are going to the finalizing phase. TC3-34 has resolved the

conflict over the Working Draft, and a ballot on the Enquiry Draft was closed in April 2014. TC3-45 sent

WD to the Central Bureau but got requests for modification. The modification should have been done

by now. TC3-48 has circulated the final document for approval in the TC.

TC3-44 and TC3-49 are moving forward little by little to finish Working Drafts. TC3-44 has reinforced

the membership. Both TCs should need a little more time to reach the final stage.

There is no obvious activity in two TCs working on standards, TC3-52 and TC3-53, after the Paris

meetings in 2013. TC3-52 on energy requirement for lighting will change its status in relation to

ISO/TC274 Light and Lighting. TC3-53 on lighting of indoor work places might go through a similar

procedure in certain circumstances, but it is unforeseeable at the present time.

The proposal for a new TC on glare from LED luminaires was reconsidered and another proposal has

been made to set up a JTC on discomfort caused by glare from luminaires with a non-uniform source

luminance.
