EVA Air to join Star Alliance in June

acceptance as a future member of

the world's largest airline

network. Star Alliance CEO

Mark Schwab attended the

signing ceremony.

Star Alliance, SkyTeam

Alliance and Oneworld are the

three largest passenger airline

strategic alliances in the world.

Taiwan's biggest air carrier

China Airlines (CAL) officially

joined SkyTeam Alliance in

September 2011, becoming its

15th member.

The forging of an airline

strategic alliance aims to provide

passengers bigger and better air

services, more flexible flight

planning and convenient transit

services. This could also allow

airlines to cut operating costs

through resources sharing.

Star Alliance was established

in May 1997 and has been

aggressively expanding its

network in the Asia Pacific

region in recent years. It is

expected to have eight member

airlines in the region, including

EVA Air.

EVA Air, Taiwan's second

biggest carrier, has a global

destination network that stretches

from Asia to Europe, North

America and Oceania, linking

more than 60 cities.

After it joins Star Alliance, a

network of 30 airlines

comprising 26 current and four

future members, EVA Air will be

able to offer its customers access

to 1,345 destinations in 191

Taipei, April 30 (CNA) Taiwan's

gross domestic product (GDP) for the

first quarter of 2013 rose 1.54 percent

from a year earlier, much lower than

an earlier government estimate of

3.26 percent, the Directorate General

of Budget, Accounting and Statistics

(DGBAS) said Tuesday.

Jasmine Mei, a specialist at the

DGBAS's census department,

attributed the worse-than-expected

growth to the gloomy global

economy and weak domestic

consumption.

China, Singapore and Europe all

posted "lower-than-expected" growth

during the same period, Mei noted at

a news briefing.

First-quarter economic growth in

China, Taiwan's major trade partner,

reached 7.7 percent, lower than an

earlier forecast of 8.2 percent by

Global Insight, a worldwide

economic institute, she said.

The same situation also

happened in Singapore and Europe,

she added, with Singapore's

first-quarter economic growth sliding

1.1 percentage points to negative 0.6

percent and Europe's also falling 0.3

percentage points to negative 0.7

percent.

Amid a stagnant global economy,

Taiwan's exports during the

January-March period totaled

US$72.64 billion, up only 2.4 percent

from the same period in 2012, failing

to meet the government's forecast of

4.71 percent growth, government

figures indicate.

Looking at the situation by

quarters, Taiwan's economy for the

first three months contracted, with

seasonally adjusted growth down

0.81 percent from the previous

quarter, and a seasonally adjusted

annual rate of minus 3.21 percent.

Asked if the negative figure

signals a turning point after seeing

stronger growth in the last two

quarters of 2012, Mei downplayed

the significance, saying it will take a

longer time, at least one more quarter,

to determine if there's a trend.

Although the 1.72

percentage-point difference will

affect the annual projection for

economic growth, Mei said: "We

don't see the economic growth for the

whole year would be below 2

percent."

The statistics body declined to

offer an annual forecast, saying the

official projection will be released in

May.

optimism toward Taiwan's economic

outlook.

"We are still on the track of

recovery, slow but steady," he told

reporters, adding that the island will

see better performance in the

following quarters, as the United

States and Europe are seeing stable

The 41st International Exhibition

of Inventions of Geneva took place

from April 10-14, 2013 in Geneva,

Switzerland. With 789 exhibitors

from 46 countries and 1,000

inventions on display by companies,

inventors, universities, institutes, and

state organizations, the International

Exhibition of Inventions of Geneva

once again presented the most

important and special event for

inventors around the world. The

event attracted over 60,000 visitors.

The Taiwan Invention

Association organized a delegation

with 74 members and 101 works to

participate in the annual event. They

won a total of 30 gold medals, 53

silver medals and 14 bronzes this

year. In addition, Taiwan won six

special prizes at the awards ceremony

The 13th Taiwan-India Joint

Business Councils Meeting was held

on January 9 in Taipei. The meeting

was co-chaired by Mr. C. Y. Wang

Chairman of CIECA and Mr. K. K.

Modi, former president of FICCI.

More than 150 government officials,

industrial experts and business

leaders from both sides participate in

the conference.

CIECA, in cooperation with the

to visit Rome, Italy on March 3-6

and Greece on March 6-10.

El Salvador, CIECA Chairman, C.Y.

Wang led a business delegation to

visit these 4 countries from April 2 to

19, 2013. During this trip, CIECA

Councils Meeting with our

counterparts in the respective

country.

PRONicaragua, visited Taiwan for

the second time from April 8 to 12 on

Poland’s intention to implement

a feed-in tariff has been put on the

back burner with new plans to cut

subsidies for solar PV.

Deputy economy minister Jerzy

Pietrewicz has said he is updating

proposals to set out a renewable

energy draft law in October this year

with a particular emphasis on wind

and biomass while halting plans for

solar PV.

“We don’t plan a retreat from

support, but we see that progress in

technology allows us to reduce rates

proposed earlier,” Pietrewicz said in

his first interview on renewables

since taking office in February,

reports Bloomberg.

Proposals put forward in October

2012 were in reaction to calls from

the European Union for the country

to adopt renewables targets by 2020.

The government aims to expand its

renewable energy capacity from 2%

to 15% by 2020.

As it currently stands, Poland

will offer FiTs to PV projects up to

100kW and green certificates for

installations between 100kW and

2MW. The FiT offered is US$0.337

for 15 years, which is higher than that

in Germany.

However, the government claims

the cost of state support for

renewables will further increase the

country’s budget deficit. The

government estimates that state

Poland to cut renewables subsidies

support for renewables will rise to

10.8 billion zloty (US$3.4 billion) in

2020 from 5.5 billion zloty in 2014.

The government budget deficit in the

first quarter widened to 25 billion

zloty, the most in a decade, states

Bloomberg.

A final draft is expected by

Pietrewicz this half of 2013 which is

expected to lock in payments for

smaller projects, establish a tradable

green energy certificate system and

set up a stabilisation fund to maintain

the value of those securities.

2013 is expected to be a pivotal

year for the Turkish solar industry, as

the country’s Energy Market

Regulatory Authority gears up to

distribute PV production licenses for

projects larger than 1 MW.

Meanwhile, cumulative capacity is

expected to surpass 4 GW by 2017.

Turkey’s Energy Market

Regulatory Authority (EMRA) is

expected to begin distributing

photovoltaic production licenses for

projects larger than 1 MW this June.

A total of 600 MW worth of licenses

are planned to be awarded by the end

of the year.

While this presents many

opportunities for the industry, the

most positive prospects are expected

to be found in the small-scale market,

since projects under 1 MW are not

required to obtain a production

license. A total of 70 MW of new

photovoltaic capacity is projected to

be added this year via such projects.

Turkey’s Renewable Energy Law

(Law #5346) "Law on Utilization of

Renewable Energy Sources For the

Purpose of Generating Electrical

Energy", which allows electricity

consumers to offset their electricity

bills through the installation of a

photovoltaic system smaller than 1

MW, is said to have garnered

"significant attention."

This is due both to high tariff

rates paid by large electricity

consumers – those that consume

more than 25,000 kWh annually –

and decreasing installation costs:

commercial-scale systems can now

be installed for under $2.00/W, says

ClearSky Advisors.

Turkey: 2013 a critical year for solar

energy development

Overall, the Canada-based

research company forecasts that

Turkey will surpass 4 GW of

installed photovoltaic capacity in

2017 – up from the around 6.5 to 7

MW currently installed. "Recent

decreases in installed costs and high

electricity prices paid by large

electricity customers will drive PV

demand without the need for

additional incentives," it states.

Last year, the International

Energy Agency found that Turkey

installed approximately 2 MW.

Meanwhile, this April, Seiso Energy,

Inc. and Japan’s Panasonic unveiled

plans to build a 500 kW photovoltaic

plant. When complete, it is expected

to be the largest plant of its kind in

the country.

The need for solar

High economic growth and

soaring energy demand has forced

Turkey to heavily rely on imported

conventional energy sources, in

particular, natural gas and coal,

which has created a significant

energy security problem.

At the same time, electricity

consumption in the country is said to

have increased by 8% annually over

the last 10 years, thus making the

country the third largest electricity

consumer in the Middle East.

As such, the Turkish

government is eager to exploit the

country’s renewable energy

potential. Under Law #5346,

introduced in 2005, it has been

guaranteed that all generated

photovoltaic energy will be bought

for US$0.133/kWh for a 10 year

period, up until 2015. Further

incentives have been offered, in

order to encourage the local

manufacture of products.

Audi’s LED headlights are

reported to be recognized by The

European Union as an energy

efficient technology that can help

cars reduce fuel consumption and

carbon emissions.

According to a press release from

Audi (media credentials required),

LED headlights can achieve this

greater fuel efficiency because they

use less power– a little more than

half what traditional halogen lights

on low beam setting would use.

The EU Commission found in its

studies of the technology that LED

headlight-equipped vehicles emit

1.61 fewer grams of carbon dioxide

per mile than cars equipped with

halogen lights only. What kind of

fuel efficiency increase that equates

to, exactly, was not spelled out in the

release.

Since first introducing LED

headlights on 2004 on the A8 W12

sedan and then rolling the technology

into new models from 2008 onward,

Audi’s idea has caught on with other

manufacturers. In recent memory,

we’ve had no fewer than five test

cars ranging from a GMC Acadia to a

Lexus LS460 F-SPORT that featured

at least LED daytime running lamps

(DRLs) as part of the headlight

design. We have to wonder what kind

of fuel savings a vehicle like the

GMC Acadia– which, like all General

Motors vehicles, would have been

quipped with DRLs with or without

LEDs,– might be seeing from using

LED DRLs instead of halogen DRLs.

But darned if we have the resources

to commission a government study

Nantou, Taiwan, April 23

(CNA) Taiwan's Asustek

Computer Inc. launched an

integrated navigation system for

Toyota electric cars Tuesday as

part of a government pilot

program to build a low-carbon

tourism environment.

The cloud-based navigation

system has been installed in 35

Toyota electric cars that will be

available for rental from April 25

in the scenic Sun Moon Lake area

of central Taiwan, according to

Asustek.

Co-developed with UniMax

Electronics Inc., an Asustek unit,

the company said the tablet-like

device combines functions such

as voice navigation, sightseeing

guidance for scenic spots around

the lake, weather forecast

updates, and the locations of

nearby charging centers for the

Asustek, Toyota launch smart car

navigation system

Kent Chien, general manager

of multimedia business at

Asustek and president of UniMax,

described the cooperation with

Toyota and its Taiwanese sales

agent, Hotai Motor Co., as "a big

breakthrough" for Asustek's

business expansion.

"The case proves that

UniMax will be able to help

Asustek expand its applications

from the current 3C (computer,

communication and consumer

electronics) sector to cloud

technology and car electronics,"

Chien said at a press conference.

Other local partners of the

smart car pilot program include

switching power supplier Delta

Electronics Inc., wireless

provider Chunghwa Telecom Co.

and car rental operator Hotai

Leasing Corp., according to the

Ministry of Economic Affairs.

Deputy Economics Minister

Duh Tyzz-jiun said at the press

conference that the program is

expected to help visitors to the

lake understand the importance

of a low-carbon tourism

environment.

He said the government is

also promoting electric cars in

Taipei, Taichung and Tainan,

with a total of 221 electric cars

and 400 charging stations

currently available.

Hotai executives said the

smart car pilot program is

expected to create output value

of NT$230 million (US$7.7

million) in the near term for the

tourism sector in the Sun Moon

Lake area.

The project will be able to

generate another NT$800 million

in output value for the entire

tourism industry in Taiwan if the

rental business model can be

successfully copied to other

scenic spots around the country,

the executives predicted.

Taiwan, EU to cooperate on smart

industry, IOT

smart industry and the Internet of

Things (IOT) technology, eyeing

the growing global market,

representatives from both sides

said Friday.

Research institutes,

companies and associations from

both sides have formed an

alliance that will allow the two

economies to forge greater

collaboration and work jointly on

innovation and integration in

those fields, the organizers said.

The alliance includes

Taiwan's Institute for

Information Industry (III),

Advantech Co., and Advanced

Semiconductor Engineering Inc.,

while the EU is represented by

IoT European Research Cluster

(IERC) and IOT Forums.

"Based on a letter of intent

signed last year and the alliance

launched Friday, we would like

to deepen bilateral industrial

cooperation in smart

technologies, especially in the

IOT," said Wang Ko-yang,

executive vice president of the

Taipei-based III, at the launch.

The IOT is defined as a world

that links physical objects to

virtual data and environments,

which interact with each other in

real time and thus can lead to a

"smart" living, Wang explained.

There will be research

exchanges, workshops, projects

and innovation programs between

the two sides, with the aim of

forging a technological chain, he

said.

"Taiwan can definitely serve

as a gateway to China and Asia,

with its cultural uniqueness and

its technological strengths,"

Wang added.

Peter Friess, head of the

IERC, echoed Wang's views at

the ceremony, saying that such

collaboration is a starting point

and will require everyone's

effort.

The IOT market is so big that

everybody can win, Friess said.

With its strengths in information

and communications technology,

Taiwan's can seize those business

Germany’s Federal Economics

Minister and Free Democratic Party

(FDP) leader has said he wants to

reduce the country’s photovoltaic FIT

to just €0.10/kWh. In his view,

investment could thus be encouraged

in storage systems.

At a regional dialogue in Gera,

Thuringia, Philipp Rösler has called

for a photovoltaic subsidy totaling

just €0.10/kWh, reports German

newspaper Ostthüringischen Zeitung.

"This increases the incentive to

deliver [energy according] to the

market situation and also promotes

investment in energy storage," he

reportedly said.

In his statement, Rösler has once

again spoken out against Germany’s

renewable energy law (EEG); and

underlined his belief that specified

tariffs should be abolished. In his

opinion, the EEG is a planned

economic system to promote

renewable energies, which only leads

to high prices.

With a nod to Germany’s ailing

solar industry, Rösler added that it is

a mistake to focus just on the

installation of new photovoltaic

systems, which mainly see Chinese

manufacturers benefit. Germany has

invested too little into research, he
