Minutes of SC A3 Meeting, August 25, 2010, Paris

1 Welcome

The Chairman Mark Waldron welcomed all Members, Conveners, Representatives and Guests to the meeting of CIGRE Study Committee A3 in Paris. For the participations and apologies see the list of participants.

2 Approval of agenda

The Draft Agenda was approved without changes.

3 Approval of minutes of last meeting of SC A3, 200 9

The minutes of the last SC meeting 2009 in Cape Town were approved without any changes.

4 Membership

The membership of the SC has changed for the period 2010-2012. The complete list of members, conveners and representatives is attached in the Annex. A membership list with all contact data will be placed in the SC A3 web page/members area. Each new participant introduced himself. The Chairman emphasized the responsibility of each SC member to represent his country in an active way and wished the new members a good start to be involved in the SC activities. Membership in the WGs is highly welcomed, not only for the SC members but also for other experts from the countries. For interest in this the Conveners can be contacted directly.

5 CIGRE Technical Committee Report

Some important issues which have been discussed on the last TC meeting were reported by the Chairman: o Due to the fact that more and more contributions come in for publication and for the

session, a system change is under discussion. A key proposal is that the Chairmen will get more power to reject national papers which are up to now selected by the NCs.

o The CO informed that the financial situation of Cigre is very well at the moment, so that CO is able to assist NCs for technical events.

o The Secretary General Jean Kowal will retire this year. His successor will be François MESLIER

o The borders between SC A3 und B3 have been discussed and will be clarified by the Chairmen of these committees.

Concerning the SC A3 group discussion, Schmitt stated that 66 contributions had been too much again and asked for possibilities to change the procedure for the session. The chairman will discuss the matter in the next TC meeting and indicated that generally there is the possibility for poster sessions.

6 Strategic plan, action plan

The Cigre Strategic Plan has been finalized and will be placed in the A3 web site.

The Strategic Plan of SC A3 has to be revised until April 2010. The content should be shorter and sharper. The responsibility for the SP had been taken over by Franz Heil. All members are asked to have a look on our Strategic Plan and send the comments to Heil.

7 SC A3 web page – news, comments

The Secretary explained shortly access to the members´ area. The next update will be done with the results and minutes of this meeting. It was stated from the floor that the WG sites were very limited in size and hard to handle; these sites are useless was stated from some WGs.

8 Report of Working Groups

The reports of the WGs were presented on the base of the WG Activity Reports, distributed before the meeting (see Annex List of SC A3 documents).. All new WG members presented during the meeting have been approved by the SC. It shall be assured that the NCs are informed about the memberships. The list of WGs and of WG-members are attached in the annex. For the presentations of SC A3 meeting see the files distributed in parallel to the minutes.

8.1 WG A3.06 - Reliability of HV equipment

Sölver presented his Activity Report (see presentations). The data base is in a very final stage and the analysis is starting within task forces which are focused on specific equipment. A draft report on the first results is planned for the end of 2010 to be circulated within SC A3. Furthermore the time is ready not only for publication but also for tutorials. Because of his retirement before the end of the WG-activities, Sölver suggested to hand over his convenership to Magne Runde, Norway. No objections came from the Chairman and the floor. It was commented as a good choice.

8.2 WG A3.15 - NCIT

A Draft TB has been send in to the chairman for approval. He is working on the final editorial matters in the text. Tantin announced to finalize the draft for the Electra summary within September 2010. It was stated that an Electra article is necessary for any publication and without any output a disbanding of the WG is not possible!

8.3 WG A3.17 – Surge Arrester

Richter reported that the draft TB and Electra paper will be finalized within the next weeks and ready for distribution within the SC in September. The Chairman stated that all should be ready for handover to CO at least in December. This WG also cannot be disbanded without any output.

8.4 WG A3.21 – Non-ceramic insulators

Martini reported on behalf of De Nigris that the WG is effectively closed. The revised TB and an Electra article has been send to the Chairman. He has still to clarify some questions with De Nigris and than the publications will be send to CO within the next weeks.

8.5 WG A3.22 – UHV-Equipment

The draft of the second TB including Electra article were already revised and send to the Chairman for approval. They will be handed over to CO soon.

8.6 WG A3.23 – Guidelines and selection of FCL

Schmitt presented his activity report. The work of the WG is on a good way and publications are planned for the next year. The close relationship with IEEE was noted. A member of the WG is Convener of an IEEE WG, preparing a guide with the topic “How to test FCL”. The number of the IEEE draft is PC37.302 (when approved it will be C37.302). New fields of activities will be shown next year.

8.7 WG A3.24 – Simulating internal arcs and current withstand testing

Smeets explained the change of Convenership from Kriegel to Nenad Uzelac. This was supported by a lot of positive feedback by email before the meeting so that it was stated that there are no objections. The work of the WG is on a good way.

8.8 WG A3.25 – MO varistors and surge arresters for emerging system conditions

Richter presented his activity report. The work of the WG is on a good way. Maheshrawi mentioned that the issue “Ageing of SA” will be interesting for his new WG and information exchange will be helpful.

8.9 WG A3.26 – Capacitor bank switching and impact on equipment

Due to a business trip Bosma apologized shortly before the meeting not to come. The Chairman informed that the scope was modified slightly to include series reactors and now the WG activities are on a good way.

8.10 WG A3.27 – The impact of the application of va cuum switchgear at transmission voltages

Smeets presented his activity report and explained some changes in membership. Inoue has moved from Japan to China and wants to be nominated now by the NC of China. Dr. Fan, SC member from China, agreed to this procedure. The work of the WG is on a good way.

8.11 New: WG A3.28 – Switching phenomena and testin g requirements for UHV & EHV equipment

Convener Ito presented his list of members for this new WG. The kick-off meeting was held the day after the SC meeting.

8.12 Shortly approved WGs

Two new groups have been approved recently by the TC: WG A3.29 Detoriation of ageing substation equipmen t and possible mitigation

techniques , Convener Ankur Maheshwari, Australia

WG A3.30 Impact of overstressing of substation equ ipment ,

Convener Antonio Carvalho, Brazil The call for experts for both groups is still running. The SC members were invited to join the groups or to look for interested experts in their country. For any interests contact the Conveners.

WG publications

Concerning publications of the WGs, the TC have suggested that each SC should have a communication officer, who can take a lead role in ensuring that SC publications are of the required standard. Aspects such as clarity of communication, editorial standards and, maybe, layout should be addressed. Since nobody wanted to take over this task the chairman and Secretary will keep this item in mind. It was emphasized that WG Convenors have the responsibility to ensure that their output is of a publishable standard and that all SC Members have an important responsibility to read and comment upon drafts which are circulated. This is a key aspects of SC membership. A comment from the floor was that the rules for e.g. TBs are not really clear and sufficient. The Chairman agreed to try and identify examples of “good” technical brochures that could be used as reference.

9 Report of Advisory Groups

9.1 AG A3.01 - Strategic Planning

For the new members the Chairman explained in short the tasks of AG A3.01 which meets once a year in between the SC meetings. The WG-Convenors and some ex-members are active in this group.

9.2 AG A3.04 - Tutorials

Peelo reported that about two tutorials per year have been organized. Popular topics of high interest are : Surge Arresters, Reliability and UHV-matters. For the future, tutorials will be offered in combination with the CIRED-Conference in Frankfurt, Germany (June 2011) and the Cigre-Symposium in Bologna, Spain (September 2011).

10 Information upon other Groups/Organizations

10.1 SC B3 activities

Kopejtkova reported upon the structure and news from SC B3 (see presentation). Special attention should be paid on possible overlap between A3 and B3 and in some topics a close cooperation is necessary.

10.2 IEC SC 17A

Dufournet presented the activities and stage of revised and new standards in IEC 17A, related to the work of SC A3, mainly A3.22 concerning the UHV-topics (see presentations).

10.3 CIRED

Kirchesch reported in short about the organization and field of activities of CIRED. He announced the Conference next year in Frankfurt, Germany (June 6-9).

10.4 Current Zero Club

Smeets reported upon the organization and activities of the Current Zero Club (see presentation) and noted the growing interest correlating with the increase of membership. Information exchange is given by himself and Falkingham, especially in respect to the activities of WG A3.27.

11 New work items

NCIT: A draft TOR has been written by Tantin, titled “Instrument Transformers with digital output”. The subject was taken out from the original task of WG A3.15. Farnoosh Rahmatian, active in the WG on NCIT and well known in this technical field, was proposed, and agreed, to take over the convenership. A possible overlap with B3 in this subject will be clarified in parallel to the circulation of the draft TOR within the SC. Delayed zero Amon proposed a new work on short-circuit currents with delayed zero, titled “Requirements for Interruption of Short-Circuit Currents with Delayed Zeros”. It was discussed whether this subject is within the scope of SC A3 or better in the network modeling area. Because the outcome will be directly related to circuit-breakers and therefore of high interest for the equipment side the Chairman decided that Amon and Janssen should prepare a draft TOR. DC-Equipment Question came up whether it is the right time to start work on DC equipment. Interest is there already for DC circuit-breaker and the measurement of DC current and voltage will be also a topic.

DC related questions are generally treated in SC B4. It was decided to postpone this subject, wait for a formal question, collect information and discuss it at the next meeting again. The Chairman will discuss the topic directly with the Chairman of SCB4. Transformer limited fault There is not enough information today, more should come from SC A2. Within A3.28 it can be clarified what A2 is doing in that direction. Exploding current transformers Some recent events have raised the question whether this is a topic for future work. The information concerning explosions vary from weekly to never however diagnostic techniques such as gas in oil analysis are available. WG A3.06 has no indication of increasing failure rates. The subject will be put into the backlog. Further ideas for new works o Voltage above rated voltage (will be covered in A3.30) o Network-topologies with the keywords: TRV, radial or meshed, cable and lines ,

transients in networks, o VFT in respect of transformers, calculation and measurement o VFTO from AIS disconnectors (rare occurrence) SC D1 information on nanocomposite materials Professor Tanaka from SC D1 presented information upon application of nanocomposite materials with reference to a new SC D1 Technical brochure (on the way to publication).

12 Future Events

12.1 SC A3 meeting 2011

The Chairman thanked very much for the invitations concerning the meeting in 2012 which came in upon his request. Due to the fact that it was desirable to hold the meeting in Europe, and that the Austrian NC wished to promote greater engagement with CIGRE, the invitation from Austria has been chosen (No objections from the floor). Widl explained that the Austrian NC is very interested in international activities and would be glad to host a SC A3 meeting and a tutorial. From the floor the question concerning a colloquium came up and it was decided to hold a colloquium of minimum half a day. A team for the organization was nominated: Widl, Maheshrawi, Janssen, Fernandez, Peelo and Brain Cheung ( a UK NGN member) As preliminary date for the event September 07-09, 2011 was fixed.

12.2 Preferential Subjects for 2012

Out of a brainstorming the following preliminary Preferential Subjects have been formulated:

• Equipment design to facilitate network developments – Design & testing of equipment for HVDC

overstressing – Role of condition monitoring & condition assessment

• Environmental suitability of high voltage equipment – Designs to minimise environmental impact – Design & testing for extreme of ambient conditions (temperature, seismic

levels, pollution . . .) – Design for offshore/marine environments

13 Miscellaneous

13.1 New TORs

For information: All TORs of new WG´s are sent by CO Paris to the NCs. The distribution within the countries is in the responsibility of the NCs.

13.2 Body of knowledge

Maheshwari presented the idea of preparing a knowledge base concerning the topics related to SC A3 by listing of publications (Technical Brochures, Electra-papers, other papers under our scope). The beginning of the list is included in the presentation of the idea (see presentations). Additions to the listing are expected from the SC members. Aim of the knowledge base is to find topics and titles in the list from the SC A3 web site and order them from the Cigre book-store.

13.3 Chinese UHV activities

Fan, as the new Chinese member in the SC presented information concerning the Chinese UHV power grid and activities concerning a UHVDC GIL development (see presentations).
