Amanie-CIMA half day seminar on Sukuk (Islamic bond) issuance

This Islamic Finance (IF) seminar will focus on the practical application of technical IF principles and will highlight working examples of sovereign and corporate Sukuk issuances, which are a growing feature of the global financial landscape. The seminar panel will comprise experts on domestic finance, international authorities on IF and leading IF educators who will explore banking and corporate finance opportunities, including the latest developments in the Sukuk market.

In tandem with the Irish government’s positioning of the IFSC as a Western hub for the provision of wholesale IF services, education is of critical importance. In this context, CIMA is leading the way with the launch on the Irish market of the Advanced Diploma in Islamic Finance which with its practical focus is designed to build upon CIMA’s existing Diploma in Islamic Finance.

This seminar will be led by Dr. Mohd Daud Bakar who is one of the world’s top Shari’ah finance scholars. He is also the founder and group chairman of Amanie Advisors with offices in Kuala Lumpur, Dubai, Luxembourg, Cairo and Almaty.

The seminar team will also include:

• Baiza Bain - Islamic Capital Market Consultant, Amanie Advisors of Kuala Lumpur.

• Mark Smyth - Managing Director, Amanie Advisors of Luxembourg.

• Neil Ryan - Assistant Secretary to Department of Finance.

Programme content

• Overview of IF developments in Ireland. Neil Ryan will speak on the IF landscape in Ireland, in particular the developments that are in hand to help progress the Irish government’s objective of positioning the IFSC as a Western hub for the delivery of wholesale IF services.

• Principles of IF and standards. Dr Bakar will provide an overview of the general principles underlying the IF industry with an analysis of the most effective structures used to facilitate transactions, with special focus on various Sukuk structures in the market.

• Sukuk: appeal of and challenges to sovereign issuance. Dr Bakar and Baiza Bain will reflect upon the latest market statistics of this growing part of the global financial landscape and explain the basic structures, appeal and latest developments in the sovereign, quasi-sovereign and corporate Sukuk market. They will also discuss the current investment climate and how it is impacting on Sukuk issuance.

• Practical case study examples of sovereign and corporate Sukuk issuances. Baiza Bain and Mark Smyth will provide an overview of a number of recent and significant sovereign and corporate Sukuk issuances and provide an analysis of the key drivers behind the deals. Emphasis will be given to the regulatory and investor considerations at play.

• Education in IF. John Willsdon will launch CIMA’s new Advanced Diploma in Islamic Finance highlighting the structured approach that CIMA is adopting to advance the IF skills of participants and those wishing to participate in this dynamic sector.

Speaker biographies

Dr. Mohd Daud Bakar, Group Chairman of the Amanie Advisors, an Islamic Finance practice with offices in Dubai, Kuala Lumpur, Almaty, Cairo, and Luxembourg. He is also the Chairman of the Central Shari’ah Advisory Council of the Central Bank of Malaysia and the Securities Commission of Malaysia and a member of Accounting and Auditing Organisation for Islamic Financial Institutions (AAOIFI), a global Shari’ah standard setting body which is based in Bahrain.

Dr. Bakar received his first degree in Shari’ah from University of Kuwait in 1988 and obtained his PhD from University of St. Andrews, United Kingdom in 1993. In 2002, he completed his external Bachelor of Jurisprudence at University of Malaya, Malaysia. He has published a number of articles in various academic journals and books and presented many papers at global industry conferences.

Dr Mohd Daud is also a member of Shari’ah board of the International Islamic Financial Market (IIFM) (Bahrain), Dow Jones Islamic Market Index (USA), Oasis Asset Management (South Africa), Guidance Financial (USA), BNP Paribas (Bahrain), Morgan Stanley (Dubai), Jadwa-Russell Islamic Fund (Kingdom of Saudi Arabia), Bank of London and Middle East (London), Noor Islamic Bank (Dubai), Islamic Bank of Asia (Singapore) and in other financial institutions across the globe.

Dr Bakar and his team has been involved in writing all Islamic finance modules for CIMA.

Baiza Bain is a graduate of Monash University, Australia with a degree in business studies double majoring in accounting and economics and is an Islamic capital market consultant with 12 years experience in various fields within the IF industry.

Prior to joining Amanie, Baiza was attached to Guidance Financial Group LLC, an international Islamic financial services company based in Washington D.C. where he was part of the investment team that structured a Islamic home financing program for consumers in the U.S market, an innovative mortgage-based Islamic fixed income security with Freddie Mac, and a Pan-European Islamic Real Estate fund with ING International amongst others.

Baiza’s area of specialisation is the structuring of Islamic capital market products such as Islamic funds, Sukuk and Shari’ah structured products. He is also very competent in the Shari’ah screening of equity and fixed income securities.

Mark Smyth began his financial career in 1992 with the Bank of Montreal’s Harris Trust and Savings Bank, gaining experience in lending, mortgage banking, and sales management. He later became a partner with The International Investor of Kuwait, managing one of the firm’s direct investments in New York before becoming involved with the firm’s acquisition strategy from their Kuwait City office.

Since 2006 Mr. Smyth has managed the high-profile Amanie affiliate, Failaka Advisors, a firm he co-founded in 1996.

Joining Amanie in 2009, he now manages the firm’s European business and remains active in the GCC. Mr. Smyth holds a B.S. in Business Management and an M.B.A. in International Finance from DePaul University in Chicago.

Neil Ryan is the Assistant Secretary in the Banking Division of the Department of Finance reporting to the head of banking, John Moran. Neil leads a team responsible for financial stability and intervention in the restructured banking division.

Neil was previously executive director at UBS Investment Bank in London, CEO at Wells Fargo Bank International and joint managing director at Naspa Dublin. Neil graduated in 1988 from Trinity College Dublin (LL.B.), in 1989 from London School of Economics (LL.M.) and from London Business School in 1996 (M.B.A.). Neil has lectured at the Quinn School of Business (undergraduate) and Smurfit School of Business (postgraduate) at University College Dublin. Naspa Dublin is the Irish subsidiary of Nassauische Sparkasse (Naspa), Germany’s fourth largest public savings bank. It is headquartered in Wiesbaden, the state capital of Hesse.

Robert G Jelly, FCMA, CGMA, is the executive director for CIMA education and is responsible for leading a permanent rolling review of the CIMA qualification to ensure that it remains the premier international qualification of choice for business.

Robert studied accounting and economics at the University of Strathclyde Glasgow, was admitted as a member of the Institute of Chartered Accountants of Scotland in 1975 and was awarded an MBA from the University of Edinburgh in 1989.

Following on from his role as a management accountant with ICI, Robert established a long career in higher education. Before joining CIMA, Robert was head of Dundee Business School.

In 2007 he was awarded an honorary doctorate from the University of Kingston, London for his ‘outstanding contribution to management and accounting education’. Today Robert serves on the Business School Advisory Boards of Sheffield University, Kingston London, BPP University College and Deakin University, Melbourne Australia, and in December 2011 was admitted as a Fellow of CIMA, the Chartered Institute of Management Accountants.

John Willsdon is CIMA project manager for Islamic finance. John is a learning and development specialist within the Chartered Institute of Management Accountant’s Centre of Excellence. Prior to this he was a senior lecturer with the University of Abertay Dundee.

He received his first degree in accountancy and finance from Heriot Watt University in 1978. He qualified as a chartered accountant with the Institute of Chartered Accountants of Scotland in 1981. He obtained a Masters in Entrepreneurship in 1999.

Mr Willsdon joined the Chartered Institute of Management Accountants (CIMA) in 2006 whereupon he undertook the role of project manager on the creation of CIMA’s new Certificate in Islamic Finance. In the subsequent four years he has overseen the development and launch of the Diploma and Advanced Diploma in Islamic Finance.
