Swimming PoolsOver the past 12 months there have been four incidents involving
children under the age of four within temporary swimming pools in SFA gardens. One incident very tragically resulted in a fatality, one child remains hospitalised and the remaining two cases were near misses, which so easily could have been much more serious. In all of the cases, post-incident de-briefi ng indicates that parents were fully aware of the dangers of pools and their own parenting responsibilities, but for whatever reasons were distracted and not in sight of their child - it is within those few minutes that a tragedy can occur. Two of the incidents involved the child entering the pool using an object other than the original pool ladder, while the others involved infants already in the pool and being supervised. Lessons should be drawn from all incidents and the underlying theme is that parents and guardians of young children not old enough to swim and not old enough to comprehend the dangers of a pool must be the most vigilant.
A pool might be a good way to cool down in the heat of summer, however as highlighted, temporary pools can be dangerous. Every station has watersports centres that are free or charge a small fee. Ask yourself the question, do I really need a temporary swimming pool and its associated costs? If you feel you do, then follow these pool safety guidelines.
Pool Safety Guidelines• Educate your children on the dangers associated with pools. • When a pool is in use, appropriate, constant and vigilant supervision needs to be provided by a responsible person. • Prevent unauthorised access by using safety devices such as railings or netting (available commercially) when not in use. • Buoyancy aids should be worn if an individual is not a competent swimmer, but should not be relied upon as a primary safety measure. • Th e pool owner should ensure that any cover used is suitably secure and robust enough to prevent access (standard pool covers are normally only to provide weather barriers). • Avoid over exposure to the sun when in the pool and take regular breaks in the shade. • Empty the pool when not in use for long periods of time, collapse and store in safe place (to avoid fi lling by rain water).
If you choose to own a pool it is your responsibility to ensure that unauthorised access cannot occur, especially for children under four.
Th is list of guidelines is not exhaustive and is provided for guidance without prejudice - owners should make their own risk assessment when considering purchasing and locating a temporary swimming pool. In addition, all BFC/SBAA personnel who currently own a temporary swimming pool, or purchase one in the future, are to ensure it is registered with the local HCSO. At the time of registration you will receive written guidance on pool safety and a copy of the HQ BFC policy on temporary swimming pools. Pools must be fi lled by a licensed water supplier and not via mains water. Details of licensed water suppliers, pool providers and swimming pool safety information are available at your local HIVE.

AFF would like to recognise their resilience, imagination and dedication. So if your Unit Welfare team has gone the extra mile, come up with innovative ideas or kept their sense of humour against all odds, why not nominate them for the Unit Welfare Award?
