    Nurturing talent through apprenticeships

    In 2014, we launched our Finance Apprenticeship Scheme, an innovative training programme for young people. It enables employers to cultivate new talent within their organisations while the apprentices gain invaluable on-the-job experience as they study for their professional accountancy quali cation.

    CIPFA manages all recruitment, selection, HR and payroll matters, leaving employers to focus on growing thenext generation of public nance managers.

    Best practice initiative for academies

    With the increasing expansion and maturity of the academies sector, good governance and nancial stewardship is more important than ever. In 2014, we launched a one-stop-shop resource for governing bodiesand nance of cers working in academies.

    Known as the Academies Hub and delivered via the CIPFA website, it brings together all the guidance, support and training academies need to tackle the nancial management, business and governance issues they face.

    The information provided by the Hub will help ensure that academies are nancially accountable and sustainable and that they remain well-managed and nancially viable.

    Creating a counter fraud profession

    Public services fraud currently costs the taxpayer an estimated 21bn a year. Protecting the public pursethrough the prevention, detection and recovery of fraud is a constant and ever growing challenge.

    To lead and co-ordinate the ght against fraud and corruption across the public services, we launched the CIPFA Counter Fraud Centre (CCFC) in 2014 and have developed two new specialist quali cations the CIPFA Accredited Counter Fraud Specialist (CACFS) and the CIPFA Accredited Counter Fraud Technician (CACFT).

    The quali cations focus on economic crime and are accredited by the University of Portsmouths Counter Fraud Professional Accreditation Board. They demonstrate our commitment to strengthening the public services capacity for combatting fraud and corruption at all levels.

    CIPFA Professional Qualifi cation

    Our Professional Quali cation is the global gold standard accountancy quali cation. It is designed for public nance practitioners starting out in their careers, as well as those already working in leadership positions worldwide, enabling them to gain CPFA status (Chartered Public Finance Accountant) and becomeaCIPFAmember.

    The CIPFA Professional Quali cation goes beyond technical accounting skills to include business, strategyand leadership, making it globally renowned. On completion, you will have the skills to effectively lead andcontribute towards macro decisions. Youll also have the knowledge and insight to perform as an all roundstrategic business partner.

    Course structure and contentThe CIPFA Professional Quali cation has three stages with twelve modules. It is assessed through exams andaprogramme of relevant workplace experience. You can enter the quali cation at various points depending on your existing skills and quali cations.

    The three stages:

    1. Professional Certifi cate the fundamentals of accounting, nancial reporting and auditing and an introduction to the key role that nance professionals play in enabling business decisions.

    2. Professional Diploma the knowledge and commercial skills needed by nance professionals to be effective business partners and innovators, covering a wide range of disciplines.

    3. Strategic level the leadership role of nance professionals in relation to public service strategy and nancial management, emphasising the range of approaches to public services integration andcollaboration.

    Who is the qualifi cation aimed at?It is suitable for those with a range of quali cations, from graduates, AAT quali eds, part and fully quali ed accountants and mature entrants.

    Course durationYou can qualify in as little as six months if you are already ACCA, CIMA, ICAEW, ICAS or ICAI quali ed. If you are not quali ed, it typically takes two to three years to complete.

    CIPFA International Public Financial Management (IPFM)

    The CIPFA International Public Financial Management (IPFM) suite of quali cations focuses on the wide rangeof commercial skills needed by public nance practitioners.

    Completion of the IPFM quali cations leads to Chartered Public Finance Accountant (CPFA) status and demonstrates your global nance skills across both public service and private sector roles.

    Course structure and contentThe CIPFA International Public Financial Management (IPFM) suite consists of four quali cations:

    Certifi cate in International Public Financial Management (Cert IPFM) 2 modules*An introduction to the fundamentals of PFM, nancial accounting and management accounting and provides skills to prepare accounting records according to international standards.

    Diploma in International Public Financial Management (Dip IPFM) 4 modules*Learning is focused on audit and assurance, public sector nancial reporting, managing nance and managing organisations in a public sector context and the skills acquired are valued in organisationalsettings.

    Advanced Diploma in International Public Financial Management (Adv Dip IPFM) 4 modules* Explores what governance means for a public sector organisation, how it relates to public policy, and drives PFM, where government gets its money from, and ways in which strategy in the public sector differs from theprivate sector.

    Professional Qualifi cation in International Public Financial Management (PQ IPFM) 2 modules* This stage is based on testing the knowledge and skills gained up to this point, focused on the application andunderstanding of knowledge gained.

    *Each module is assessed by a written exam in June and December.

    Who are the qualifi cations aimed at?The CIPFA global suite of quali cations is ideal for:

    people who want work in or currently work in public sector nance to gain relevant skills and knowledge, aswell as global recognition as a Chartered Public Finance Accountant

    CIPFA Public Audit Qualifi cation (PAQ)

    The CIPFA Public Audit Quali cation (PAQ) is a route to CIPFA membership (CPFA) with distinct public audittraining.

    Completion of the quali cation will demonstrate that you have achieved the dedicated skills, knowledge and supervised public audit experience, as required by the Local Audit and AccountabilityAct 2014 (LAAA 2014).

    Course structure and contentDue to signi cant differences between company audit and public sector audit the LAAA 2014 recognises that individuals need specialist training from a recognised qualifying body (RQB) speci cally in public sectoraudit.

    As the experts in public sector nance, CIPFA was granted RQB status by the Financial Reporting Council. Thismeans that, as a professional body, we can award the appropriate public audit quali cation to individuals that have met both the examination and practical training requirements, as set out in the LAAA 2014.

    You will need to pass 13 modules assessed by examinations and gain work experience with an accredited CIPFA Audit Training Employer (CATE) although exemptions are available for modules due to past quali cations including AAT, CAAB and nance and accountancy degrees.
