• Government-wide policy programme has been translated into nearly 200 actions.

• Some have been in place for a while, others should be regarded as new policy proposals

Actions government-wide policy programme circular economy, per circularity strategy

Degree of circularity of the economy

The distinction between formative and growth phase makes it possible to monitor the progress made in the transition process before the intended effects are seen in terms of reduced resource use and environmental pressure (e.g. CO2 emissions) and socio-economic progress (e.g. value added)

The monitoring system is a growth model (developing through the years)

The monitoring results should illustrate whether the transition process and its effects on resource

use, environmental pressure and the economy are progressing as planned

Insights regarding our national monitoring system

o The Dutch policy makers aim for a broad, firm foundation for the systematic monitoring of both the transition process and its effects.

o It is already possible to measure the progress being made regarding the actions of the government-wide policy programme.

o Effect monitoring is also possible to some extent at the national scale level

o For the most circular strategies there are as yet no good indicators

o There is currently little information available in a form suitable for transition dynamics monitoring.

* Economic and environmental benefits if e.g. all compostable waste from households is being collected separately.

*Economic and environmental benefits if e.g. 70,000 new build houses are being developed using circular strategies.

CONSTRUCTION OF THE MONITORING FRAMEWORK ON A LOCAL SCALE

• Primary indicators provide insight on the raw material use of a region

• Dashboard indicators cover issues such as recycling, energy and biodiversity

• Transition indicators reflect the degree of institutional renewal of this system
