overall, it tries to achieve the objective by realizing four broad components.

for the PS to maintain a comprehensive crime record for any given person.

of human errors associated with record writing and manual searching.
� VCNB and INDEX registers are records of accused mentioned in FIR, and don’t reflect
the arrest of persons under various heads including preventive actions. Such
preventive arrest information, though traditionally not forming a part of criminal
record, is an important one to have it.
� Since physical record of preventive arrest at the PS is not available in alphabetical
sequence (only available date wise unlike the index register), it becomes difficult to
check previous preventive actions against any person.
� At present no mechanism available to disseminate information of accused/ convict
released from jail.
� Solution: These problems can be addressed to a large extent if there is a common
software platform across all PS for storing crime related information. Such platform
will create an online database and be accessible to all. CIS is one such platform. It is
running successfully across all police stations of Police Commissionerate Jodhpur.

� As soon as any entry is made, instant alert appears on the screen of the PS where the
said person resides and in the case of jail release, alert appears on the screens of both
residence PS and case related PS. However, the user has an option to view all arrests
and all jail releases irrespective of the residence, by clicking general alert on main
screen.
� Alerts seize to blink only when read. Alert receiving PS has an option to communicate
back to the sender PS for that particular alert. This response also generates an alert.
� Update option available to update the post investigation decision in any FIR. E.g.
CS/FR/No offence. User can also edit the entries here.
� Search: Record search can be done by all parameters that are available at the time of
entry i.e. by name, father’s name, residence PS etc.
� Wider search: Apart from exact search, wider search also displays the text variations for
the search item. It helps a lot, given the variations in data entered due to human
limitations.
� Utility: Using this option, user can find out persons having ‘n’ number or more records
in any time span. (‘n’ is any digit)
� Summary generation: User can view alerts generated in the past 24 hours relevant to
his/her PS. Summary of entries received and entries made, for any period of interval,
can also be generated.

1) Generally, it is believed that a history sheet file or a RAJPASA (Rajasthan prevention of
anti social activities act) istagasa would contain all the cases against that person. But
CIS could find 5 new chargesheeted cases against a RAJPASA candidate Kishansingh.
These 5 cases registered at other PS were not known to the concerned residence PS;
reason being the accused had given a different residence address in these cases.
Similarly, by using CIS’S wider search feature, one or two new cases could be found
against many HS.
2) CIS identified 129 persons resident of the Jodhpur commissionerate area having 10 or
more cases against them. Out of these, only 39 had history sheet files opened against
them. List was circulated for preventive actions, surveillance and opening HS files
against them.
3) Criminals basically resident of nearby districts commit crime repeatedly in
commissionerate area. But because they are basically residents of other districts, their
comprehensive crime record is not available here and hence they don’t come into
notice when it comes to preventive actions, surveillance etc. CIS identified 90 such
persons having 5 or more cases against them in commissionerate area, and suitable
action was initiated against them.
4) CIS was presented before the Honorable DGP Rajasthan and other officers at the PHQ
on 28/4/16. All officers appreciated it.
5) BPR&D as part of its National Police Mission conducted the national level meeting of its
micro mission: 03 (IT initiatives) at Forensic Sciences University, Gandhinagar
(Gujarat) on 30/8/16. DCP Jodhpur east was invited to take part in the meeting and
present CIS. Upon presentation and deliberations on CIS, all respected officers
including DG BPR&D appreciated and acknowledged the work done in CIS.
