In our previous article in the August 13th 2011 issue, we went over LASIK Basics. LASIK is a LASER-based outpatient procedure intended to re-duce a person’s dependency on glass-es or contact lenses. This article will go into more details about LASIK and what you need to know about the latest technology as well as post op-erative care. How does the Laser work? Many patients ask, “How can a la-ser correct my vision?” The laser removes tissue from the center of the cornea (in the case of myopia) to flatten its curvature and correct nearsightedness. In the case of far-sightedness, the tissue is removed from the periphery of the cornea to steepen its curvature. The laser es-sentially reshapes the cornea’s front surface, so that rays of light that enter the eye are focused clearly onto the retina. Many types of lasers are used in laser eye surgery. The EXCIMER LASER is a gentle, cold-beam laser uniquely suited to the task of refractive corneal surgery. It produces a cool, ultravio-let beam of light (193 nanometers in length) that literally vaporises the tissue as it breaks carbon-to-carbon bonds. The tissue is removed in a precise fashion on a microscopic level, leaving the adjacent tissues unharmed. This vaporizing process is called photoablation. The excimer laser is also a “cool” laser, and does not generate heat in the cornea.

How is shortsight corrected?Patients with nearsightedness have corneas that are too steep for the length of their eyes. The excimer laser is used to flatten the cornea so that the light rays that pass through it come to a point of focus on the retina, rather than in front of it.

Longsight correction Patients with hyperopia have corneas that are too flat for the length of their eye. The excimer laser is used to steepen the cornea so that light rays are focused on the retina, rather than behind it.Post LASIK care: Dos and Don’tsDOs Use eye drops according to the prescription. Clean your eye lid margins from the day after your treatment with sterile tissues. Have your normal food. Blink your eyes gently and fre-quently on the day of treatment. Watch TV, read books, from the

day after your treatment. Work on computers from the 3rd day of your treatment. Wipe and clean your face away from the eye. Use sunglasses when you go out and apply plastic shields while sleeping for 2 weeks.DON’Ts Do not expose your eyes to dust. Do not touch or rub your eyes. Do not take head bath or splash water into the eye and face for 2 weeks. Do not keep your eyes open for long duration. Do not clean the eye on the day of your treatment. Do not swim for one month. Jayanagar Shikshana Samithi (JSS), which arranges free coaching classes for the class X students, organised a paper presentation competition on 17th and 18th August 2011 for teachers to commemorate the World Teacher’s Day.

The function was inaugurated by Prof G Ramesh of IIM Bangalore, Vijaya Computers Dean Sesh Murthy

and Dr T V Raju, member of JSS.

B N Vijayakumar, MLA was the chief guest at the valedictory function. The sessions were judged by Ambrani (Department of English, Vijaya College), Srinivas Murthy and Gopanna from JSS. Around 130 teachers from various schools participated.

Topics included “What is the role

of the teacher in prioritising sports over lessons in primary education?” and “What is the role of the teacher in developing values among the students of secondary school?”. Modern School, JP Nagar I Phase, has bagged the rolling trophy.

Lata Eswaran is a teacher at Mirambika School, JP NAgar 1st phase.

More than a hundred residents of JP Nagar who had turned up at night at Bangalore One centre in 1st Phase JP Nagar on 22 August, to enrol for Aadhaar or Unique Identification (UID) cards went home frustrated and angry. The night centre at JP Nagar which is open from 10 pm to 6 am is one among five opened in Bangalore to give better access for citizens, who are not free during the day.

Shukla Chand, 52, a school teacher was turned away as the operator at the centre told her that they had stopped issuing tokens and was asked to come back on 26th August. “I didn’t know about the token process. They are not even giving application forms. I am not sure if I want to come back again,” she said. Only 30 people, who had taken the tokens on previous days, remained to complete the enrolment procedure.

The centre at JP Nagar is supposed to have three counters to perform the enrolments but instead only one counter was open when

Citizen Matters visited the centre. Ravi Kumar, central co-ordinator from Integra Micro Software Services, which is handling the enrolment process said, “There are some teething problems.Two of the enrolment operators have not turned up.” A notice was stuck on the door announcing that tokens for appointments till 25th have been issued and citizens had to come on

26th to get tokens.

Even those who had the token did not heave a sigh of relief till they finished the enrolling process. Raksha M H and Rajatha M H, 26 and 18, had waited for three and half hours on 18th August to get the tokens. While Raksha is studying medicine, Rajatha is a pre-university student.

Kumar added that one operator can process 30 applications in a night and with three, they could process 90. Kumar addressed the concerns of anxious citizens and assured that there would be no confusion from 26th when fresh tokens would be issued.

The anti-corruption movement and Anna Hazare’s struggle for Jan Lokpal Bill evoked local support in BTM Layout and JP Nagar as several protests were organised by resident groups.

A group from JP Nagar citizens’ Association (JPNCA), mostly senior citizens, went to Freedom Park on 24th August to express their support for the Jan Lokpal Bill movement. One of them was Ramesh Y N, 69, a retired banker. When asked if Hazare should wait till the standing committee completes its work and proposes changes to the Government’s Bill, Ramesh said that the fast could be called off if the committee assures that it will include Team Anna’s demands.

Students from Vidya Jyothi School in BTM Layout too visited the Park on Sunday. “We are ready to give up our Sunday for Anna Hazare,” they said.

A 12-hour fast was organised by Federation of 7th and 8th Phase JP Nagar Resident Welfare Association (RWA) on 21st August to support Anna Hazare. The fast went on from 7 am in the morning till 7 pm in the evening. More than 20 residents of the locality fasted at a stage setup near Brigade Millennium. G Jagadish, 46, President of the RWA said that apart from the symbolic fast, the RWA is looking at setting up an anti-corruption

squad comprising of 25 people by the end of August, the suggestion for which was given by Justice Santhosh Hegde.

At 6.30 pm on the same day, a candle light march was organised by RWA of BTM Layout. More than 500 people participated in the candle light march which began at IWWA Hall, 2nd Stage, went on till Jayadeva Hospital and back. A Vidyashankar, President of the RWA said that they felt it was important to support Anna Hazare’s movement and spread awareness about the Bill in the locality.

H K Muthappa, leader of BJP’s Bangalore Slum Morcha group of BTM Layout led a group of around 300 people at 7 pm, 19th August around Mico Layout Nandanavana park. When asked about allegations of corruption against BJP in the state, Muthappa said, “One person does not represent the entire party. Whoever has committed a crime has to face the consequences. There are other people in the party working honestly. The issue of Jan Lokpal Bill should transcend all political lines and people should unite to get rid of corruption.”

T Venkatesh, Inspector of Mico Layout police station was felicitated by Kuvempu Nagar Residents Welfare Association (RWA) at IWWA Hall in BTM Layout on Thursday, 25th August. The 49 year old was selected for the President’s Police Medal for meritorious service on 15th August this year.

Venkatesh, a B.Com graduate, joined the police service in 1990 and served in police jurisdictions across the city. He served as Inspector in the Corps of Detectives (CoD) for five years before joining the Traffic division. After serving in Madivala limits for more than three years, he was posted to Mico Layout station in June, earlier this year. “I joined police force quite accidentally but it is an honour to be receiving this medal appreciating my service,” he says.

If landmarks could talk, then the Post Office at 4th Block can reveal volumes about life in the 50s in Bangalore.

This was the era in which people across the country were dependent on the Post office for their personal and professional communications.

The purchase of the pale blue in-land letters, envelopes and stamps promoting a social issue, be it a small family or breast feeding, was part of their daily activities for most.

The charm of writing a letter and posting it in the circular red coloured post box is now becoming

Rising petrol prices are pushing up sales of electric bikes in the city. The fact that one category of e-bikes don’t require driver’s license, it is quite popular among those below 18 years. These low speed bikes, with maximum speed of 25 km/hr are not categorised as motor vehicles and so do not need a driver’s license, registration or insurance. Like any retail product, they can be purchased and used directly.

Not yet 18 but can ride a bike

Jayanagar-based Kushal Pabbi, 16, owns iStar, a 25 km/hr electric bike. A Ist PUC student in St Joseph’s PU College on Richmond Road, he uses the bike mainly to travel to college and back home. “I can get driving license on turning 18 only, hence I opted for an e-bike. It takes me more than an hour to go to college by bus, so the bike is convenient. It does not need fuel and is priced lower than regular bikes,” Pabbi says. iStar is manufactured by a Bangalore-based company, iBIKE.

He says that e-bikes are becoming more common in campus.

Low speed e-bikes suit those who want to travel short distances. They are available at the price of Rs 27,000 onwards.

Sandeep Dama, Co-founder of iBIKE, says, “Teenagers form about 10-15% of buyers, most of them are girls. People staying in apartment complexes or layouts buy e-bikes to travel within the complex. Businesses that have door delivery services are also buying, but they prefer e-bikes with higher power as speed matters for them.” iBIKE’s first model iStar started

selling in Bangalore last October; it has sold over 200 bikes so far.

Fuel price hike boosts e-bike sales

Rising petrol prices have boosted sales for many companies. Dileep Kumar T K, Operations Manager at Future Techno Designs, a dealer for Ampere electric bikes in the city, says that sales in his Koramangala outlet have been highest in the last three months, after the petrol price hike. “In the last two years we had sold 500 units. Of these, more than 100 were sold only in the last three months,” he says. Coimbatore-based Ampere bikes sell low speed, high speed and disabled-friendly models in Bangalore.

Cost effective

It takes 6-8 hours to fully charge the bike’s battery, which would consume about one unit of electricity (a unit costs between Rs 3 and Rs 5). A full charge would give mileage of 50-60 kms.

The only major cost for the buyer is for replacing the battery, which gets exhausted after 18,000 kms.

A commercial building located between Fortis Hospital and Apollo Hospital along Bannerghatta road is being demolished by BBMP. The building, ‘Amalodhbhala Tower’, is located in one part of a 2 acre 32 guntas government land which was encroached by the complex’s owner, Shantharaju.

This encroachment was mentioned in the report of V Balasubramanian (IAS, Retd.), Chairman of the Task Force for Recovery and Protection of Public Lands, which was published in June. (You can read his interview in print issue dt 13 Aug).

The demolition is being done by BBMP on the orders of the Deputy Commissioner (DC), Bangalore Urban district. The DC is the top official of the state government’s revenue department in the district. The initial order for demolition was passed in 2009 by Tahsildar, Bangalore South taluk, but both the church and Shantharaju got stays on demolition many times by filing cases in different courts since then. The Karnataka Appellate Tribunal (KAT) gave the demolition order recently, based on which the DC ordered BBMP to remove the building, as Palike has the machinery for this.

The building had more than 20 shops including outlets of Daily Bread, HDFC Bank and Barista. The BBMP has placed a board in the area saying that

the entire land belongs to it now. However, the land still belongs to the state government, and has been handed over to BBMP for protection.

How the land was grabbed

The land was part of the 7 acre 32 gunta government land of survey no. 154/11 of Bilekahalli. Of this, the state government had granted 5 acres for building a cancer hospital (and was later repackaged illegally to Apollo Hospital, see print issue dt 13 Aug ), and the remaining 2 acre 32 gunta was granted to a central government organisation in 1991. The organisation later declined the land, causing the 2 acre 32g land to remain unclaimed.

Infothe right to be responsible for your medical treatment

In principle, your rights evolve from the principles of equity and justice, the principle of respecting your autonomy, your dignity, and right to your privacy and confidentiality.

Rights of a patient

You have the right to be informed of your disease as diagnosed by the doctor, proposed medical care and the risks involved in treatment whether medical or surgical. You cannot be discriminated against on the basis of your caste, creed, religion or race. You are entitled to respect for privacy and confidentiality of your identity and your medical condition. You have the right to refuse any treatment which may

be advised to you. You have the right not to be placed on any treatment which may be in trial stage, without your consent.

Patient’s responsibilities

Keep the doctor informed of your medical conditions, allergies, and history of adverse reactions to any drugs Follow the advice of doctor on taking of medicines, dietary restrictions, and suggested changes in lifestyle. While under treatment of a doctor, unless referred, it is not correct to take any other doctor’s treatment. So, the secret of getting best out of treatment, is to be aware of your rights, and discharge your responsibility as a patient.

A new state government notification issued last month places huge penalties on owners/occupiers of unsafe high rise buildings above 15m in height (above 5 stories). It also mandates co-ordination between BBMP and the state’s Fire and Emergency Services department.

Existing Norms for high rises

• To get plan sanction, builder should submit an NOC from fire department to BBMP

• After construction, fire department will inspect the building and give a Clearance Certificate (CC). BBMP will give Occupancy Certificate (OC) for building only after the CC is issued.

New Norms for high rises

• Fire Officers (FOs) of the rank of District Fire Officer or above will inspect buildings once every two years, along with a representative of residents/tenants, and give a report. The residents’ representative will be notified seven days before inspection.

• FO will issue a Fire Safety Certificate

which should be presented to BBMP for permission renewal once in two years.

• Residents should also have their

buildings inspected by agencies empanelled by fire department. This inspection report along with an affidavit on condition of fire safety system should be submitted to BBMP and fire dept once every two years.

• Additionally, there will be surprise inspections

Steep penalties

• On violations, Fire Officer will send a notice to residents giving them three months’ time to comply. If they do not comply or respond, FO can ask BESCOM to disconnect power supply.

• FO can also seal the building and

ask BBMP to suspend the building’s OC. After this entry and exit to the building would be allowed only for completing the works

• On completing work, residents can intimate FO. If satisfied on re-inspection, he can ask BESCOM to restore power and allow entry/exit into building. But residents will have to get fresh OC from BBMP by producing Fire Safety

Certificate.

• Builders who violate norms after getting the initial NOC can be criminally prosecuted under Fire Services Act, 1964

• Existing high rises that do not have NOC and BBMP’s Commencement Certificate (issued before construction starts) will be cleared only if there are no violations. Even then they have to pay four times the current government fee as penalty.

• Non-complying buildings will not be entitled to Sakrama regularisation.

tourNameNt raises FuNds For caNcer treatmeNtYouth International Sports Academy (YISA) has organised a 'Cricket for Cancer' tournament, to raise money for the cause of Cancer. The proceeds of the tournament and lucky draw will go to Kidwai Memorial Institute of Oncology. Srinivas R, coach of YISA and JPCA said they have already donated Rs 15,000 to Kidwai.

The tourney began on Sunday, 15th August with a match between AV Education Society in JP Nagar and JP Nagar Cricket Academy (JPCA). The match was won by JPCA. Five teams are participating in the tournament which will go on for the next few weeks.

This Sunday, August 28th, Citizen Matters and Garden City Farmers Trust, Bengaluru bring you 'Oota from your thota' where you can learn about organic kitchen gardening. On World Kitchen Garden day, initiated by Kitchen Gardener's International the event aims to create awareness on how to ‘grow and eat organic vegetables' in your own homes.

The participants and invitees at 'Oota from your thota' includes a well balanced mix of practitioners, vendors, and enthusiasts; promising an interesting, informative and hands-on experience for all visitors.

You are sure to head back not just eager, but also adequately geared to start your own little home kitchen garden. And if you already have one, you'll find a whole range of new possibilities for expanding your patch of green.

The event opens with a brief talk by Nayarana Reddy, the internationally known organic farming/gardening pioneer, at 10.15 am. Dr B N Viswanath of garden city farmers trust will be sharing tips and giving a demo on home kitchen gardening (11 am, 1 pm). Other 30 minute sessions include composting (12 pm), healthy eating for kids by Health Smart Kids (11.30 am, 1.30 pm) and organic recipes.
