Experience of UNDP-project “Municipal Governance and Sustainable Development Programme”

• Purpose of the project – to support active involvement of the local communities into solving the local development problems of cities

• Due to project activities, municipal units for supporting community initiatives were created in 29 cities and started systemic work on mobilising the citizens for creation and capacity development of the community-based organisations

• Communities are regularly provided with trainings, receive consultations and technical support in implementation of the micro-projects related with improvement of the quality of their lives (over 270 projects for the total amount of about 4 mln. USD for 2004-2010)

• Decree of the Cabinet of Ministers of Ukraine dated 4 March 2004 N 265 «On approval of the Programme of Solid Waste Management»

At local level an effective local programme on solid waste management has to be developed, level of public awareness must be raised, relative mechanisms and procedures (systems) of separate waste collection in housing and commercial sectors must be elaborated and introduced, as well as conditions created for development of technological chains and reliable suppliers of quality services.

• Decree of the Cabinet of Ministers of Ukraine dated 25 May 2011 N 541 «On introducing changes to the Rules of service provision on waste removal»

Owners or balancekeepers of houses, land lots sign agreements with the entity defined by the service provider on domestic waste removal, and ensure

separate collection of wastes.

Citizen engagement into implementation of city-level projects

• Case1. Project “Introduction of separate collection, sorting, removal and disposal of waste in Ivano-Frankivsk municipality” under financial support of EU and technical support of UNDP/MGSDP, 2007. Main project ideaMain project idea:

to introduce in the city the system of separate collection, sorting, transportation (removal), recycling and disposal of solid wastes, as well as reduce its harmful influence on environment and people’s health through wide involvement of the population and citizens’ organisations into this activity

Project successfully realised, also due to active participation of the communities which had the previous experience of social mobilisation and realisation of their own micro-projects under support of UNDP/MGSDPBy principle of mobilising human resources and cost-sharing, in Ivano-Frankivsk 118 projects were implemented with 90% financing from city budget and UNDP, and 10% of community funds amounting 15 mln. UAH (nearly 2 mln. USD)

• Main tasks of awareness and education activities : 1. Formation of the conscious motivation of every member of society to

contribute to waste reduction2. Clarification of the need and possible ways to reduce solid waste3. Demonstration of a deep relationship between solid wastes and the condition

of environment4. Convincing local population in the fact that wastes are a significant resource,

unused sources of raw materials and energy

Development of thematic educational hour for schools

Focus on promotion of environmentally oriented children's motivation (a combination of lectures, debates, quizzes, contests, games, etc.).. Sample topics: “Waste: garbage or wealth," "Thoughts about trash", "Packaging and the environment" ...

Development and informational supervision of the city-level actions

Ability to attract different groups (children, young people, experts, respected community members). May take the form of theatrical performances, mini concerts, exhibitions with the press conference and distribution of information leaflets. Toolkit for action on environmental advocacy, on the basic principles of environmental protection, as well as methods of outreach in the context of this problem.

Developing topics for discussion at the school parents' meetings

As a means of improving the quality of the educational process, thematic meetings, devoted to the problem of environmentally sound waste management, can motivate parents to join their children’s efforts on proper treatment of MSW. Sample topics: "Modern methods of reducing waste," "Do not rush to throw out“, “Second life of things", "Solving the problem depends on everybody", "Let us respect ourselves ..."

Developing leaflets, booklets for ZhEKs and Condominiums

A short set of tips and advice with illustrations / photos of how to carry out sorting of waste, how and why to reduce it in volume. Disseminate them among residents of apartments and houses with the help of ZhEKs and condominiums

Training for school teachers and leaders of environmental groups

Familiarisation with the possible forms and methods of work on this topic. Preparation of information and teaching materials and transfer them to the teachers on CD. DesPro video film

Creation of informational and educational commixes (for secondary schools) and colorings for primary school

Commixes and coloring books contain simple advice, formulated so that even elementary school students could follow them. In the commixes characters can be present whose actions show students the consequences of ignoring the waste problem and provide solutions to issues raised in the game (situational) form.

National project “Separate collection - a step ahead”

Rule “Separate the waste”

Accumulate and dispose plastic, paper, glass, metal wastes separately. Collect and dispose organic and food waste separately. Do not mix food waste with resource-valuable components!

Rule “Press on the waste”

Containers installed in our yards are almost 50% filled with air, although they seem to be full of garbage and it no longer fits in there. This happens because there are a lot of things within waste that have a large volume, such as bottles, boxes and wrapping. - How to reduce the level of waste container twice? - Very simple – Press on the waste! Squeeze PET-bottle or package of juice: unscrew the lid, press the bottle (package) with your arm or leg, squeeze as much air as possible. The volume of compressed bottle is 7 times less than the uncompressed! By pressing the package, you not only save space in the waste container, but also significantly reduce the amount of filling the containers. This allows you to export less waste and, hence, reduce fuel consumption and emissions related to the transport

• Improving the collection, removal and disposal of solid waste in the city of Kakhovka by introducing mechanisms of citizen participation in city management (2005)

• Introduction of the system of garbage collection and removal from the territory of individual houses in the city Novohrad-Volynsky (2005)

• Creation and introduction of sorting, collection, removal and recycling of MSW in Korosten (2005), Yaremcha (2006)

• Organising the sociological surveys of public opinion (Is the population ready to separately collect the wastes? Are the citizens satisfied by the situation in the area of SME in the city/district?)

• Activities aimed at reduction of waste generation (trainings, information and analytical, practical)

• Activities aimed at ensuring the separate collection of solid waste :- raising the level of public information on the benefits of separate

collection and educating the culture of solid waste management (projects may support)

- motivating population for separate waste collection (must be developed by the local authorities)

It is offered to elaborate in groups the action plan on working with the population in framework of the project in Tulchyn district
