GENERAL OVERVIEW
The PHIVIDEC Industrial Authority (PIA) was created in 1974 through Presidential Decree No, 538,
as amended, has been in the business as an industrial estate developer for more than thirty eight (38)
years. All these years, it embarked on several programs and projects meant to generate investment’s
socio economic recovery programs and to attain the goals of industrialization.
PD 538 gave PIA both proprietary and governmental powers to facilitate effective development of the
industrial estate. It was vested with such authorities like collection of real property taxes, port
operation, operation of power system, water system, and others which dictated the course of action
PIA should take in order to implement full control of the development of the industrial area. In
collaboration with appropriate agencies, the Authority shall ensure environmentally and socially
acceptable development of industrial areas in the Estate. Thus, it was expected to encourage, promote
and sustain the economic and social growth of the country and the establishment of well-planned
industrial area.

Basically, it was made to pursue the following goals:
1. To act as a catalyst for socio-economic development;
2. To pursue the government’s policy of industry
dispersal in the countryside;
3. To develop well-planned industrial areas with
appropriate infrastructure facilities which will
encourage establishment of industrial areas, and,
4. To harness the full potential and capabilities of
veterans and AFP Retirees so that they could
participate fully in the enhancement of the economic
development of the country.

PIA’s first challenge was to develop the 3,000 hectares PHIVIDEC Industrial Estate in
Misamis Oriental (PIE-MO) covering 13 barangays in Tagoloan and Villanueva
Municipalities. It is bounded on the west by Macajalar Bay, on the North by Tag-anga Creek,
on the East by Kiamo and Kirahon Plateaux and on the South by Alae Rivers. It covers a
stretch of 9 km. shoreline and with deep harbors of almost 25 meters deep. Peace and order
condition is relatively stable.
PIE-MO has its natural advantages are complemented by fiscal incentives aimed to ease the
burden of prospective locator industries, such as:
1. Exemption from tariff, custom duties and internal revenue taxes for imported raw
materials, supplies, articles, equipment, machineries, spare parts, and wares of every
description brought in PIE-MO and utilized in the production, storing, packing, and
shipment of goods meant for the foreign market.

2. Exemption from local taxes and licenses of the municipality, however, real property
taxes shall be collected by PIA.
3. Simplified import / export procedures;
4. Exemption from payment of wharfage dues if pier or wharf is constructed from
importer’s private funds;
5. Employment of foreign nationals on technical and management levels;
6. Admission of fully owned foreign enterprises in selected industries;
7. Competitive land lease rates;
8. Option to buy on a designated areas, and
9. Accessibility.
