OBJECTIVE

THE OBJECTIVE OF THIS BUILDING PROGRAM IS TO ESTABLISH PROJECT PROGRAMMING FOR THE PROPOSED CITY HALL FACILITY TO BE LOCATED AT CITIZENS TOWER IN DOWNTOWN LUBBOCK, TEXAS. IT IS EXPECTED THAT THIS BUILDING PROGRAM WILL BE USED TO INFORM PLANNING OF THE BUILDING IN THE SUBSEQUENT PHASES OF DESIGN.

IT WAS DETERMINED THAT THE OVERARCHING GOALS FOR THE SUCCESS OF THIS PROJECT ARE TO:

• CONSOLIDATE CITY DEPARTMENTS INTO ONE LOCATION• RENOVATE CITIZENS TOWER INTO AN ASSET FOR THE CITY OF LUBBOCK• SERVE THE PUBLIC MORE EFFICIENTLY• RENOVATE CITIZENS TOWER FOR CITY HALL AND CURRENT CITY HALL FOR POLICE DEPARTMENT

PROGRAM METHODOLOGYPERKINS+WILL MET WITH REPRESENTATIVES OF THE CITY OF LUBBOCK ADMINISTRATION AND STAFF ON MULTIPLE DATES BETWEEN JULY AND OCTOBER OF 2015 TO UNDERSTAND CURRENT CITY OF LUBBOCK STAFFING, SPACE NEEDS, AND GROWTH PROJECTIONS, AND TO ESTABLISH PARAMETERS FOR FUTURE BUILDING SPACE NEEDS AND ADJACENCY REQUIREMENTS. THE PARTICIPANTS ALSO TOURED THE EXISTING CITY HALL AND ASSOCIATED BUILDINGS TO OBSERVE CURRENT CONDITIONS.

THE FOLLOWING SECTIONS DESCRIBE EACH PROGRAM AREA SUCH AS PERSONNEL COUNTS, SHARED SPACES, AND ADJACENCIES, AND PROVIDE PRELIMI-NARY “BLOCKING AND STACKING” DIAGRAMS TO BE USED AS A BASIS FOR THE SCHEMATIC DESIGN PHASE.

One Accounting Supervisor is over Accts Rec, Credit Cards and the Accountant 1. Another Acct Supervisor is over Payroll, Acct Payable and Grants.

The Vital Statistics Office will need to be located on a separate floor. Ideally, on the first floor for easy-access for clientele need-ing death and birth certificates. Once the Office of the City Secretary has received the designation as a passport acceptance facility, the Vital Statistics Office will conduct the program. The documents needed will need to be housed in Vital Statistics, for security reasons, and not housed on the same floor with other City Secretary staff and departments.
