How a Business Improvement District (BID) works

ActivitiesinLiverpoolCityCentralBIDhavehadaclearimpactsinceitsinceptionin2005.ThiswillcontinueoverthenextfiveyeartermbycontinuouslydrivingthestandardsandCityCentralBIDbrandingsufficientlysothatitcanbothcompeteeffectivelywith,anddrawbenefitsfrom,anymajorcitycentredevelopments.

BIDswereestablishedundertheLocalGovernmentFinanceAct(2003)andarefinancedbyalevy,collectedthroughthebusinessrate,topayforadditionalservices,overandabovethosecurrentlyprovidedbythepublicsector.

BIDsarebasedonasuccessfulcitycentremanagementmodeladoptedthroughoutNorthAmerica,wherebusinesseshaveamoredirect‘say’inhowthecitycentreismanagedandpromoted.

Anagreementtomaintainorimproveuponexistinglevelsofserviceisapre-requisiteforanyBIDandguaranteestheadditionalityofanyservicesprovidedandpaidforthroughtheBIDlevy.

AratepayerwillbeentitledtovoteforaBIDduringaballotif,onthedateLiverpoolCityCouncil(LCC)publishesthenoticeofballotonbehalfoftheBIDCompany,theratepayerfallswithintheclassofnon-domesticratepayertobeliablefortheBIDlevy.Inthecaseofanemptyhereditament(rateableproperty)thepropertyownerorcurrentleaseholderwillbeliabletovote. BIDsarefundamentallyafairandequitablewaytodeliverthekeyadditionalservicesthatbusinesseswant.AllbusinessesintheCityCentralBIDarea,exceptthosewitharateablevaluebelow£10,000p.a.,willpaythesame1.2%oftheirrateablevaluetoprovidethecoreBIDlevyfundingtodeliverthebusinessplan.

Putting Liverpool City Central BID into context

LiverpoolCityCentralBIDisoneofalmost100BIDsacrossthecountry–withBIDsbecomingincreasinglythepreferredmodelofmanagementforUKtownsandcities.

TheLiverpoolCityRegionhasthefastestgrowingeconomyinthecountry(outsideofLondon)andincludesbluechipcompaniessuchasJaguar/LandRover,Littlewoods,GrosvenorandPeel.Liverpool´sannualeconomyisnowworthalmost£9bnandMerseyside£20bn,andcontinuestogrow.Liverpool’sGVAperheadhasrisenrecentlyby14.4%,andnowstandsat99%oftheUKaverage,whileMerseyside’sisat73%(2009datafromONS).DespitetheEuropeanrecession,earlyindicationsshowthatLiverpool’seconomyiscontractingataslowerratethantheUKaverage–andwasthemostrobustoftheUK’scorecitiesprovidingconfidenceitwillbeabletomaintainitspositionfortheforeseeablefuture.

With88%ofCityCentralBIDmembersintheretailandleisuresector,majorcompetitorsincludetheTraffordCentre,Manchestercitycentre,NewMerseyRetailPark,Chester,CheshireOaksDesignerOutletandGeminiRetailPark.

ThismeansLiverpoolCityCentralBIDmustcontinuetoofferdistinctUniqueSellingPointstoattractthemobileconsumer,clearlyestablishingboththechoiceandexperiencemessagesintheirmindsanddeliveringtoahighstandardinreality.

Liverpool has undergone a huge transformation over the past decade, none more so than in the retail landscape. The arrival of Liverpool ONE, Arena and Convention Centre (ACC) Liverpool, Cruise Terminal, the Museum of Liverpool and the overall renaissance of the waterfront has made a huge impact on the dynamics of the city centre – as well as its regional, national and international appeal.

TheseopportunitiesandchallengestheCityCentralBIDManagementTeamhaverisentobyadoptinganewsenseofcollaborativeworking–withmuchsuccess.

Partnershipsarestrongerthanever.InthepastfiveyearsCityCentralBIDhasledintheopeningofa‘CopShop’andShopmobility inSt JohnsShoppingCentre,a freecruise linercourtesybus,a city centre retailmap, theexpansionof Christmas Lights in theBID area, instigating Liverpool’s first joint retail Christmasprogramme,signinguptoACCdelegatecardwhichiscirculatedtoallattendeesattheACC,andembracingthe“#itsliverpool”campaign.Thelistgoeson.

InaneraofdrasticgovernmentcutsLiverpoolCityCouncilfacestheunenviabletaskofbalancingashrinkingbudgettodeliverfront-lineservicesthatmeettheneedsofnotjustthemostvulnerable,butthedemandsofathrivingcitywhichhasrediscovereditsverve.

ForCityCentralBID,publicsectorcutshavealreadyimpacted,andwillcontinuetoimpact,onservicesintheBIDarea.Consequently,theBIDManagementTeamhaveapproachedage-old issuessuchaspolicingandenvironmentalblightthroughacollegiateapproachtofundingwithotherpartners.Itwasthis‘smarter’wayofthinkingwhichledtothecreationoftheUK’sfirstjointfunded‘CopShop’whichhashelpedmakethecitycentreoneofthesafest,winningnationalaswellasinternationalawards.CollaborativeworkinghasalsoledtoCityCentralBIDbecomingKeepBritainTidy’sfirstprivatesector-ledambassador.

Otherchallengesinthecitycentreincludethenumberofvacantretailunits.CityCentralBIDManagementTeamis lookingatwaysof improvingtheareaby introducingapop-upshopstrategy,whichalsoaimstoimprovethewholelookofthearea.

Despitethesechallenges,Liverpoolcitycentrecontinuestoattracthugeinvestmentinitsinfrastructurefromboththeprivatesectorandthepublicsector– i.e.CentralVillage,Forever21andtheredevelopmentofCentralStation.Thesethreedevelopmentsalonerepresenta£200mboosttotheheartofCityCentralBID.

Muchhasbeenachievedalready,butthereisanexcitingfutureawaitingus,aslongasweallworktogetherinpartnershiptokeepLiverpoolcitycentreattheverytopoftheperformanceladder.

4Executive Summary

The UK retail sector remains in a state of great flux. Famous high street brands such as Woolworths, Peacocks, Ethel Austin, JJB Sports and Clinton Cards have all been victims of the economic downturn. In Liverpool the ownership of Metquarter, St Johns and Cavern Walks have all changed hands in the past 12 months. Consequently, it is now more important than ever that we embrace partnership working.

ForCityCentralBID, itspartnershipsare itsgreatest strengthand thenextfiveyears representagoldenopportunitytoforgenewrelationshipstofurtherenhanceLiverpoolcitycentre’sappeal.

ThecreationoftheStGeorge’sQuarterwillhaveahugeimpactontheLimeStreetgatewayofthecitycentre.CityCentralhas takena leadrole toensuretheBIDvoice isheardandensureaconnectionwithCentralVillageandhowitsanimation,cleansingandpromotionalactivitiescancomplementandenhancethewiderarea.MuchthesamecanbesaidoftheroleCityCentralBIDplaysintheCavernQuarterandBoldStreetSteeringGroups.

AkeyCityCentralpartner isthenewly-formedCommercialDistrictBIDandwewillseektomaximisethepotentialofthehugecustomerbaseinthisarea,whichhasover750businessesandcontainsanestimated60,000workforce,bydevelopingab2bandb2cstrategiesbetweenmembersofbothBIDsandtheiremployees.

Aswe forgepartnerships,buildonopportunitiesandfindnewwaysofworkingwemustnot ignore theimmenseimpactthattheinternethasbroughttothehighstreet.By2015,itisestimated65%oftheUKadultpopulationwillownamobilephone,whileinternetshoppingwillcommanda40%shareofallretailspend.

ForCityCentralBIDthisrepresentsanopportunityastheintroductionofthe4Gnetworkanddevelopmentofmobileapptechnologyarenowatthestagewheretheycanbeappliedandintegratedintotheconventional‘reallife’shoppingexperience.CityCentralBIDhasbeenaskedtotakealeadroleonimplementiningamajorwi-fiprogrammeforthecitycentreandwewillensuremembersarewellplacedtotakefulladvantage.

However,despitethedigitalrevolutioninshoppingitisincreasinglyclearfromnumerousstudiesthatthemajorityofpeoplestillwanttomaketheirpurchaseinashopsotheattractivenessofthehighstreet,i.e.itscleanliness,lighting,easeofaccessetc,remainfundamentalblocksincreatinganappealtoconsumers.

TomeetthedemandsoftheconsumerandcompetewithotherretaildestinationsitisvitaltheCityCentralBIDManagementTeamworkswithourmemberstodeliverthekeyaimsoutlinedinthisBusinessPlan.

Makingabettercitycentreisinallourinterests.Itisabigchallengeandonethatcanonlybeachievedbyworkingtogether.

6Vision, Aims and Objectives

Vision City Central BID will continue to work in partnership with key partners to improve the environment in the retail and leisure heart of Liverpool city centre by making it a safer and more welcoming place for visitors and businesses to invest, work and play in – both day and night. City Central BID will also act as an agent for change to create new opportunities for growth and employment and help sustain the city centre as a major engine of the Liverpool economy.

Aims1. TomaintainLiverpoolcitycentre’spositionasaretaildestinationofchoiceandpromoteLiverpoolasa

premierEuropeancity.2. ToprovideavoiceforallourmemberswithinCityCentralBID;toensurethatCityCentralBIDisakey

partofthestrategic,decision-makingprocessesaffectingthecitycentre.3. Toworkinpartnershiptoensurethattheretailandleisureoffermatchesthedemandsofyourcustomers

andthattheinfrastructureofthecitycentremakesvisitoraccessandmovementaseasyaspossible.

ObjectivesThis City Central BID vision is supported by six over-arching objectives which will be delivered from 1November2013to31October2018:

1. TocontinuetopromotethecitycentreasoneofthepremierretailandleisuredestinationsintheUK.2. TosupporttheeconomicstrategyforLiverpoolbyassistingwiththe implementationanddeliveryof

the10-yearmasterplanfortheMainRetailArea,outlinedintheStrategicInvestmentFramework(SIF).3. To develop strategic partnerships that will invest in and support the animation, enhancement and

marketingoftheretailandleisureenvironmentbasedonamatch-fundingstrategy.4. TomaintainLiverpoolasoneofthesafestandmostattractivecitiesinEurope.5. Tomaximiseopportunities for thefinancialbenefitofCityCentralBIDmembersthroughadynamic,

seasonaleventsstrategy.6. Toexploitthegrowthofe-commerce,webtechnologyandsocialmediatothebenefitofmembers,their

employeesandcustomers.

Recommendations for 2013 – 2018 You said:

TheCityCentralBIDbusinessplanhasbeenreviewedbybusinessestoensureitmeetsyourbusinessneeds.

Basedonconsultationandyourrecommendations,asaminimum,theBIDhasbeenaskedbyyoutocontinuetodeliveranddevelopthefollowingkeyservices:

– Provisionofcitycentre‘CopShop’. – FullypaidmembershipratesforRadioAlertforBIDmembers. – ProvisionofShopmobilityservice. – Targetedcleansingregimeandstreethotwashing. – Organised removal of fly posters and graffiti – passing relevant intelligence to enforcement teamsrelatingtotheperpetrators.

– Enhancementofpavingrepairsi.e.ClaytonSquare. – MajorfootfallgeneratingPRcampaignssupportedbyhighqualityeventsandanimation. – Provisionoffreepromotionalopportunitiesacrossallmediaplatforms. – Monitoringandreportingonfootfallstatisticsonamonthlybasis. – ProvisionofannualMysteryShopexerciseanddevelopmentofskillsthroughtrainingproviders. – MaximisebusinessopportunitieswithmembersofLiverpoolCommercialDistrictBID.

We will:

8SafetyWe will ensure that Liverpool city centre continues to be one of the safest city centres in the UK – both day and night.

The BID Management Team will:

– Supportthedeliveryofthe‘CopShop’inStJohnsShoppingCentre. – SupportthedeliveryoftheShopmobilityservice. – SupportthedeliveryoftheRadioCrimeAlertSchemeandpromotionofsafetyinitiativesi.e.pursebellsandmobilephonetagging.

– EstablishanAlleygateStrategytoprotectvulnerablebusinessesandmaintainasafeandcleanenvironment. – Maintainsupportandpromotionofthechildsafezonesinitiativewithkeyshoppingcentres. – SupportLCCandNHSprojects,targetingproblemareassuchasalcohol-relatedissuese.g.begging,streetdrinking,roughsleepingandthecitycentre‘wetcentre’.

– Support delivery of key City Council services such as Street Nuisance, Environmental Health, Licensing,TradingStandards,BusinessContinuity,CityCentreManagementandSafetyAdvisoryGroup.

– SupportpromotionofNightTimeEconomytohelpmaintainPurpleFlagstatus. – Enhance ties with Further Education establishments, City Council and Merseyside Police to promoteresponsiblebehaviourwithinthesecondsafestcityintheUK.

Environment We will ensure that by 2018 the public realm environment within City Central BID is befitting of a premier European city.

The BID Management Team will:

– Continuetomanageandco-ordinateon-streetcommercialandpromotionalactivitiestomaintainawellmanagedpublicrealm.

– Establishaflexible,independently-monitoredcleansingregimetargetedatmicrolevelwithcitycentrestakeholders,plustargetedhot-washingofkeynighttimeeconomyareas.

– DevelopaVisualEnhancementStrategy–extendinghangingbasketsto‘afterdark’lightingschemesatkeylocations–StLuke’sChurchandCavernWalks.

– BenchmarkagainstnationalcleanlinessstandardsanddevelopourKeepBritainTidyrelationship. – Increaselitterbincollectionfrequency. – Identifyandremovegraffitiandflyposters. – IntroduceaVacantUnitStrategyi.e.identifyvacant‘hotspots’andintroducethreemonthsinterventionpolicy,andpro-activelyengagewithlandowners.

– ExtenduseofroamingadvertisingsiteswithintheBIDforourmemberstocreatemarketingandpromotionalopportunities-forfree.(Dailyrateis£1,200tonon-BIDmembers.)

– CampaignforhigherqualitythresholdandenforcementofstreettradingandstreetentertainmentwithinCityCentralBIDarea.

– Develop‘PromoteinLiverpool’websitetofurtherattractblue-chipcompaniesandeventstoraiserevenueandre-investinCityCentralBIDevents.

10Animation We will maintain a vibrant, family-friendly atmosphere in the city centre through a dynamic mix of events, with a focus on maximising opportunities for BID members to engage directly with potential customers.

Marketing We will capitalise on the unique character of City Central BID and to promote the true differential of the ‘Original Liverpool’ experience and expose members to new audiences.

The BID Management Team will:

– Continuetocollaboratewithmajorcitycentrestakeholdersoncreatingseasonal‘impact’campaignstomaximizerevenueanddrivefootfallfromsub-regionalcatchmentareas.

– ContinuetoprovideafreeshuttlebusservicefromthedisembarkationpointsofthecruiselinerterminaldirectintotheBIDarea.

– Maximisesignagepotentialofexistingphysicalassetsatgateways–vacantunits,buildingfacades,ChristmasLightspans,LimeStreetMediaWalletc.

– Createafreemobile‘app’topromoteyouroffers/eventsanddevelopb2bplatformswithLiverpoolCommercialDistrictBIDandmaximizedevelopmentof£600k‘freewi-fi’programmeinBIDarea.

12Financial and additional benefits

BID Levy – raised locally, spent locally – TheindependentCityCentralBIDBoardincludesprivatesectorbusinesscolleagues,propertyownersandpublicsectorrepresentatives.

– Over50%ofbusinessesintheareawillreceiverebates/costsavingsontheirBIDlevyfrompropertyownersand/orthroughtheBIDpayingforRadioAlertmembership.

– 40%ofbusinesseswillhaveanetBIDlevycostofunder£500p.a. – LiverpoolCityCouncilhascommittedinexcessof£1millioninvoluntarycontributionsforthenext5years.

– Allbusinesseswitharateablevalueabove£10,000p.a.willpayjust1.2%oftheirrateablevaluetowardstheenhancedservicesthatyouwantandrequested.

Wewillcontinuetosurveyyouandyourcustomersandvisitorstothecity,aswellasretailersandpropertyowners,toensuretheBIDlevycollectedisspentintheareasyoudeemthemostimportant.

City Central BID provides real benefits to all businesses through:

– Asafeandsecureexperience. – Cleaner,moreattractivestreets–acleanertradingenvironmentwithtargetedadditionalcleaningandhot-washing.

– Betterpromotionofqualityevents–radioandpressadvertisingandPRcampaignstoincreasefootfall. – TheBIDManagementTeamwillbebasedonLordStreetoperatingan‘opendoor’policytomembers,reportinganddealingwithissuesrangingfrombeggingtolittertopavementrepairs.Youwillbeabletocalltheteamwithanyproblemandwewillassistinresolvingit,orprovideyouwithaccuratecontactinformation.

– AsamemberyouwillbeabletobookmeetingsintheBIDofficeboardroomforfree. – Partnershipworkingtoassistinpromotingkeyseasonalretaileventse.g.ChristmasByLiverpoolwithkeyCityCentralbusinessesandpartners.

This will all be delivered via core activities of the BID team which, as a minimum, include:

– LiaisingwithLiverpoolCityCouncilandotherpartnerstoensuredeliveryofcore,baselineservices. – Reviewingnewandimprovedsafetyinitiatives. – MaintainingthecleanlinessofthecitybymonitoringdeliveryofBIDfundedactivities,suchasstreethot-washing,workingcloselywiththenewcitycentrecleansingteam.

– Workingwithalltransportinfrastructureproviderse.g.carparking,railandbusservicesandJohnLennonAirporttoensureaccesstoandfromCityCentralBIDareaflowsseamlessly.

– Workingwithlocalandnationalpartnerstoagreeastreetmanagementpolicy. – LiaisingwithMerseysidePolice,StreetNuisanceTeamandStreetPastorsregardinganti-socialbehaviour.

– Workingwithexternalagenciestoincreasefootfallandvisitorspende.g.LiverpoolACC,cruiselinerterminal,VisitLiverpooletc,toensureBIDareaisrepresentedasadestinationofchoiceforallvisitors.

Future of Liverpool city centre: ThedevelopmentsseeninLiverpool’sretailsector,coupledwiththemanynewtouristandleisureattractionsandtheUNESCOWorldHeritagestatusLiverpoolnowenjoys,givesthecitycentreadistinctadvantageovermostofourregionalandnationalcounterparts.

– Forever21–completionof£25mnewUKflagshipstoreonChurchStreet–Summer2013. – CentralVillage–£120mnewresidential,retailandleisuredevelopment–tocomplete2014. – StJohnsShoppingCentre–re-developmentofshoppingcentrefromSummer2013.

Andby2016:

– UpgradeofLimeStreetcorridorthroughtoClaytonSquare. – UpgradeofWilliamsonSquareandWhitechapeltomeetdemandsformodernretailaccommodationandstrengthenlinkstoStGeorge’sQuarter.

– UpgradeofQueenSquareBusStation.

14Financial Management

A BID levy of 1.2% rateable value will be charged on all hereditaments with a rateable value of £10,000 or more listed in the most recent local Non-Domestic Rating list and which are located within the geographical area of the BID.

TheBIDlevycalculationwillbebasedontherateablevalueshownon1NovemberineachofthefiveyearsandappliedtothatsubsequentBIDlevyyear.TheBIDwillcommenceon1November2013andrunforatermoffiveyears.

TheBIDlevyhereditamentswillbeupdatedatthestartofeachBIDyearonlytoaccountforanychangesinratepayer,ratepayerappeals,additionsandremovalsfromthelist.

TheBIDlevywillbebilledasasinglepaymentinNovemberofeachyearandcollectedbyLiverpoolDirectLimited,operatingonbehalfofLiverpoolCityCouncilandasanagentfortheLiverpoolBIDCompany.

LiverpoolCityCouncil,throughLiverpoolDirectLimited,willpassovertheBIDlevyraisednetofprovisionsandtheagreedcollectioncoststotheLiverpoolBIDCompany.

TheLiverpoolBIDCompanywillprovidequarterlyincome,expenditureandcashflowupdatestotheLiverpoolBIDCompanyExecutiveBoardandLiverpoolCityCouncil.

Externalaccountantswilloverseetheproductionofannualaccountsandwillconductanindependentauditoftheaccounts.

Alteration of BID Arrangements:

TheBIDarea,theBIDlevypercentageandthecriteriaofbusinesseligibilitycannotbealteredatanystageduringthefive-yearlifetimeoftheBIDwithoutafullAlterationBallot.ThisistoprotectratepayersandprovidecertaintyoftheBIDlevycosts.

The Liverpool BID Company is a ‘not-for-profit’ company limited by guarantee with the specific principal remit of establishing and delivering Business Improvement District (BID) areas within Liverpool, driven by the business community.

TheLiverpoolBIDCompanyhasanExecutiveBoardwhichisultimatelyresponsibletothelevypayer(s)forensuringtheBIDbudgetisspentassetoutinitsbusinessplan.

CityCentralBIDwillestablishitsownOperatingBoardandsubsequentgovernancestructuresinordertocontrolthedeliveryoftheBIDprogramme.TheOperatingBoardwillhavefulldelegatedauthorityfromtheCompanyDirectorstocontrolallactivitiesandtheuseofbudgetsrelatedtotheBID.EverylevypayerwillbeamemberoftheCompanyandwillbeeligibletovoteattheAnnualGeneralMeetingfortheelectedpositions.

TheabovestructureensuresBIDbusinesseshaveamajorityposition,thatkeystakeholdersarerepresentedandthattheBoardhassufficientmembershiptoensureappropriateattendancelevelsateachmeeting.
