    The procedures to follow if you address the Council are: Council requests that you express your ideas in fiveminutes or less and refrain from any personal attacks or derogatory statements about any City employee, a fellowcitizen, or anyone else, whether in the audience or not. The Mayor will limit discussion whenever he deems suchan action appropriate to the proper conduct of the meeting. At the conclusion of an open call to the public,individual members of the Council may respond to criticism made by those who have addressed the Council, mayask Staff to review a matter, or may ask that a matter be put on a future agenda. However, members of the

    Council shall not discuss or take legal action on any matters during an open call to the public unless the mattersare properly noticed for discussion and legal action.

    8.1 Liquor License Application. The Mayor and City Council shall discuss and possibly take action onrecommending approval to the Arizona Department of Liquor Licenses and Control regarding anapplication submitted by Randy Guse on behalf of Walgreens #09264 located at 21274 N. John WayneParkway, Maricopa, AZ 85139. Discussion and Action.

    8.2 Consent to Apply for Grant. The Mayor and City Council shall discuss and possibly take action onapproving a request by Grants Manager Mary Witkofski for Council to direct staff to submit a grantapplication and complete all necessary paperwork to the Arizona Department of Homeland Security,Operation Stonegarden for overtime, special equipment and mileage reimbursement to work inpartnership with Border Patrol concerning human smuggling in an amount not to exceed $520,000 anddesignate City Manager Kevin Evans to execute all necessary documents to complete that applicationprocess.There is no city match requirement. Discussion and Action.

    9.1 Transit Study Alternative. The Mayor and City Council shall discuss and possibly take action on arequest by Transit Coordinator Kellee Kelley to select a recommendation(s) for the 2010-2011 RuralTransportation Application to the Arizona Department of Transportation. Discussion and Action.

    9.2 Resolution 10-04. A Resolution of the Mayor and City Council of the City of Maricopa, Arizona,revoking Resolution number 09-57 and authorizing the sale and issuance to the Greater ArizonaDevelopment Authority of the City of Maricopa, Arizona General Obligation Bonds (Projects of 2008),Series A (2010) in one or more series and in the total aggregate principal amount of not to exceed$20,000,000; approving and authorizing the execution and delivery of a continuing disclosureundertaking with respect thereto; delegating to the City Manager of the City the authority to designatethe final principal amount, maturities, interest rates and other matters with respect to the bonds of eachseries and declaring an emergency. Discussion and Action.

    9.3 Approval of Contract. The Mayor and City Council shall discuss and possibly take action onapproving a request by Financial Services Director Cynthia Sneed to approve a contract with EnterpriseResource Planning for a financial tracking and documentation system. This contract is in an amount not

    to exceed $384,043.00 to be paid from the General Fund, Finance, Computer Software (100-41510-744). This purchase is in compliance with the City of Maricopa City Purchasing Code, Section 3-4-7,lowest responsive bidder. Discussion and Action.

    9.4 Approval of Contract. The Mayor and City Council shall discuss and possibly take action onapproving a request by Transportation Manager Chris Salas to approve a contract with Southwest SlurrySeal, Inc. for application of Microsurface seal to portions of Smith-Enke Road and Honeycutt Road. Thiscontract is in an amount not to exceed $220,885.00 to be paid from County Cent Road Tax Fund,Transportation, Repairs and Maintenance (300-43130-430) based on the City of Chandler cooperativepurchasing contract STO-745-2769, and is in compliance with the City of Maricopa Purchasing Code,Section 3-4-14. Discussion and Action.

    9.5 Donation Acceptance. The Mayor and City Council shall discuss and possibly take action onaccepting a donation from Maricopa Self Storage of the South exterior wall of their property for City useas a mural design project to promote the history of Maricopa and the Redevelopment District Area, in

    accordance with the City Planning and Zoning stipulations. Discussion and Action.

    9.6 Personnel Action . The Mayor and City Council shall discuss and possibly take action on approving arequest by City Clerk Vanessa Bueras to approve the reclassification of LeeAnne Schiratos position ofActing City Clerk to the position of Deputy City Clerk. Discussion and Action.

    9.7 Legislative Agenda. The Mayor and City Council shall discuss and possibly take action on a request by Assistant to the City Manager Paul Jepson to approve the City of Maricopa Federal and StateLegislative Agenda for 2010 in order to provide priorities and direction to City staff on legislative issues.Discussion and Action.

    10.0 Executive Session10.1 The Maricopa City Council may go into executive session for purpose of obtaining legal advice from the

    Citys Attorney on any of the above agenda items pursuant to A.R.S. 38-431.03 (A)(3).

    10.2 The Maricopa City Council may go into executive session for purpose of obtaining legal advice from theCitys attorney and to consider its position and instruct representatives regarding negotiations for thepurchase, sale or lease of real property pursuant to A.R.S. 38-431.03 (A)(3) and (A)(7).
