BACKGROUND: On November 17, 2020, the City Council approved a final list of questions for a citizen satisfaction survey in support of City Council Goal No. 66. For background, see the November 17 staff report (Attachment A). The RPV Citizen Satisfaction Survey went live on SurveyMonkey.com on December 21 and was mailed to 15,332 residential addresses in Rancho Palos Verdes in early January 2021. In addition to a social media and email listserv campaign, the survey was promoted in the media via a press release, on RPVtv and with banners hung at major City intersections for several weeks.

By the January 25 deadline, the City received 1,504 (2,882 received minus 1,378 invalid responses = 1,504) responses online and another approximately 1,500 in the mail. More than 20 staff members from the City Manager’s Office and the Recreation and Parks Department manually entered the print responses into SurveyMonkey so they could be analyzed with the online responses. Because an RPV address was required, for the analysis, Staff excluded respondents who did not provide an RPV address, bringing the total to 2,341 survey responses. Each Thursday in January, Staff conducted a raffle prize drawing to select 10 random gift card winners. Due to the very high volume of surveys the City received in the mail just before the January 25 deadline, Staff decided to conduct an additional raffle drawing, bringing the total number of winners to 50. Staff continues to contact winners to verify residency and, as of the writing of this report, has distributed 30 $25 gift cards to RPV restaurants and personal care services businesses impacted by COVID-19-related closures. Tonight’s report includes a summary of highlights from the survey results. A more detailed summary is included as Attachment B, excluding responses to open-ended questions. An online version of the detailed summary, including responses to open-ended questions, can be accessed at the following link: https://www.surveymonkey.com/results/SM-957TZS7K9/ The City Council can use the data collected through the Citizen Satisfaction Survey when setting goals at the upcoming City Council Goals Workshop on February 22 and to help guide future policymaking. The data has also been shared with department heads and City Staff. In addition to collecting feedback on customer service and policy issues, the survey provided an avenue for residents who might not otherwise contact the City to ask questions and share specific concerns with Staff. Staff is following up with these inquiries. Supplemental public comments regarding the survey are included in this report as Attachment C. DISCUSSION: Print vs. Online Responses Of the 2,341 survey respondents, 58.9% took the survey in print and 41.1% took the survey online. Print respondents tended to be older than those who took the survey online, with half, age 71 and older, compared to 16% of online respondents. The highest represented age group for online respondents was 51-60 at 29.8%. Print respondents tended to have lived in RPV longer than those who took the survey online, with more than half having lived in the City for more than 30 years, compared to 27% of online respondents. Slightly more men took the survey online than women, while slightly more

women took the survey in print than men. Racial data was largely consistent among both print and online respondents. General Questions The overwhelming majority of respondents (95%) rated the overall quality of life in Rancho Palos Verdes as “good” or “excellent,” with 63.9% reporting quality of life in the City “stayed about the same” in the past few years. Almost 60% of respondents rated the overall condition of the City’s public infrastructure as “good.” The top five most serious concerns respondents said they would like to see the City do something about were:

1. Crime 2. Wildfire prevention/emergency preparedness 3. COVID-19 pandemic 4. Conservation/open space preservation 5. Impacts to neighborhoods of visitors to parks and trails

Customer Service at City Hall About 40% of respondents reported having interacted with City Staff in the past year. Emergency Preparedness In the Emergency Preparedness category, 82.85% of respondents said they did not have trouble obtaining or maintaining fire insurance in the past three years, and 16.68% said their home fire insurance rate increased by more than 7% in a one-year period. The percentage of respondents who reported having conducted personal and family preparedness activities and taken steps to reduce their risk of wildfire varied across the various activities and actions. However, across the actions taken to reduce wildfire risk, a higher percentage of respondents selected “have done.”

Public Safety Slightly more than half of survey respondents said they were “likely” or “very likely” to pay a portion of a cost with a neighborhood or homeowners association to purchase one or more neighborhood security cameras. Regarding services provided by the Lomita Sheriff’s Station, 34.99% of respondents said they were “somewhat satisfied” and 29.76% said they were “very satisfied.” One quarter of respondents said they were “neither satisfied nor dissatisfied.” The top three public safety concerns of respondents were:

Hello Jesse and Teri,

This is another opportunity to submit suggestions, constructive criticism and to express my dissatisfaction with the quality of the management of the City of Rancho Palos Verdes. Since I have chosen to spend my discretionary time lobbying in favor of preserving and enhancing the semi-rural "quality of life" as described in the City's General Plan, I am sorry to have to report that the quality of the service which City Staff provides has deteriorated and is trending toward getting worse.

The most noticeable drop in quality has been in Staff's communications with the public. Staff's statements and reports produce a lot of questions. In of itself, that is a poor business practice. The high Staff turnover is something of an excuse. What is so disconcerting is that Staff does not provide timely and accurate answers. The most common question has become… Who should I ask who will both understand the context of the question and is authorized to provide a clear and factual answer? Even upper Management doesn't seem to know which of their co-workers might have the answers.

The new protocol is that Council and Staff no longer ask the people for input before some "deal" has been made. City Planners and City Engineers are not in a position to negotiate what is "appropriate" in any given situation because they are not familiar with how they are each supposed to support the other in order to produce ideal outcomes. A "workshop" when the schematics and/or the draft text has been completed is too late to fix the errors and omissions in an RFP, Grant Application or "Complete" Development Application.

That leaves the search for improved day-to-day communications. The City's web site search engine is terrible. The Notify Me program is not maintained nor utilized when appropriate. Staff doesn't even have a template for how to compose a consistently complete "out of office automatic reply email".

So, you two are the ones who have been designated to receive this information. RPV has become known as the "Black Hole City Hall" and Ara became known as the "man who speaks with a forked tongue" long before he became our City Manager. I know all this is not your fault. Please do what you may to help your coworkers learn to solicit info from the public in a timely fashion and apply it, so that we all can work together to maintain the expected Paradise level quality of life around here.

People, including the City Council, ask questions when they have been "blind-sided". The reason why the people incorporated this City and hired a staff was so that our health, safety and welfare would be provided for within a very strictly defined scope of what is "appropriate development" as opposed to what the County had in mind. It has become very clear that the hired help has taken on a different "vision". At the Federal level that situation is now referred to as the Dark State. At the State of California level, what we have is called a Mommy State billed as saving us from the dastardly mandates of the Dark State. Both RPV and the County are getting stuck with more State mandates to address a variety of "crises" like homelessness.

Using the Trails Network Plan as an example, it is still unclear as to whether Staff is not implementing it because Staff is conscientiously and surreptitiously supporting the goals of the Dark State and the Mommy State or that you people are incompetent in the general business side of each of your specific professions. Each of you have been asked specific questions which include… Since your job appears to be only to provide certain information to other Staff Members, the Council and Citizen Advisory Committees, who is the Staff Member who is actually working on presenting recommendations based on said information? I want to know:

1. Who is working with the Fire Department to establish their CRITERIA for fire roads and other disaster mitigation circulation corridors in relation to proposed infrastructure work on both private and City owned property? (Council Action Item.)

2. Who is working with the Public Works Department to assure that the on-going maintenance of existing trails and unpaved roadsides are funded and not deferred? (Public Records Request.)

"I'll get back to you" and "Your comment has been included in late correspondence" both mean that the issue is not going to be addressed. I am considering taking the time to put together a log similar to the one which appears in the Weekly Administrative Report which tracks Public Records Requests. Mine will track when Staff tells the Council… "I'll get back to you." "I'll look into it." And, "It will be done by…" Council Goals are a joke.

Unless Staff gets directed to spend your time communicating via something besides more "isolated Plans", my log will be an equal exercise in futility.

That is my response to the Satisfaction Survey. I would really rather that the money was spent on training Staff about how to write complete notices and keeping records up to date. Oh dear. That is micro-managing and Council has no say in that.

I thank you both for trying to respond. If the answers to my two questions are "nobody" at least everybody, including the City Council will know why our City's Budget is balanced on deferred maintenance.

May 2021 be a whole lot different than 2000 through 2020 despite the virus crisis. …S

Hi There, The survey ended yesterday! Darn. The only thing I wanted to say was that I wish RPV would move all power lines underground. As we have seen with other communities in California, a hot season plus a sparky or downed powerline can cause a devastating outcome. My street looked into doing this on its own years ago but the power company said it would need more area for it to be "worth it" and our neighborhood couldn't "rally" the hillside. Considering many seniors are far from wanting to take on extra charges it leaves the hill at risk. I believe this should be a top priority for our community's safety. Fires season is only going to become worse unfortunately - any and all things we can do to prevent devastation should be done. Could you forward this note to the appropriate party? Dear Sir:

I have mailed my survey to the City a while back, but I would offer a supplement if that is allowed? Perhaps my doing the survey in a quiet evening was my mistake, but I did omit my no. 2 problem (and not far behind no. 1 ), which is the infernal everyday noise from home gardeners.

In my neighborhood, Silver Spur, everyone has a service gardener, myself included. The noise pollution created travels blocks, so as a result you will hear this noise about 99& 44/1 OOo/o of the time. The machinery, everything gasoline powered, is incessant noise, 6 days a week, 8 to 5 and sometimes later! I live only 11 houses off Hawthorne Blvd, but this noise is 20 decibels worse than traffic!

As we move towards a new normal with so many more working at home, we badly need some real noise abatement rules- and then enforcement.
