City Council Meeting Tuesday, May 28, 2019 - 7:30 PM

MINUTES

CALL TO ORDER - Acting Mayor William Dittmer INVOCATION The invocation was given by Sandra Spaldi - Chapel of the Divine Spirit. PLEDGE OF ALLEGIANCE - Acting Mayor William Dittmer ROLL CALL - Sal Licari, City Clerk APPROVE COUNCIL MINUTES 1. CCM 5.14.19

A motion was made to approve the 5.14.19 City Council minutes. The motion was made by Councilman Bloom and seconded by Councilwoman Sorrell. Voting Yea: Councilwoman Sorrell, Councilman Dittmer, and Councilman Bloom.

COMMENTS FROM THE GENERAL PUBLIC

Thomas Brown - 7436 Candlelight Court: He commented about fencing in Candlelight Court and spoke about a recent water main break in Candlelight Court. He also spoke on CRA funds being used for dredging and not for blighted areas. The City Manager commented on CRA funds and his efforts to reduce the dependency of CRA for personnel salaries. Leonard Lord - 8114 Leo Kidd Avenue: Advocated Council for donations and or support for school backpacks for 2019-2020 school year. Dave Muller - 5439 Bluepoint Drive: He started with thanking Council for allowing citizens to come forward with questions and concerns. He asked the Council about answering questions at the next Council meeting that would provide complete closure. He concluded that Council should strive for a more positive outcome between the Council and the City residents.

The City Manager responded about the progress of the Hike & Bike path into the state park. He also spoke on the new water bill format that will provide more information to City residents. Matthew Todd - 8301 Congress Street: He spoke highly on the revised Utility system, the dredging project, and stated he would like more transparency from staff to show how the City has recovered. He urged the Council to make efforts to control flooding with dredging for the upcoming hurricane season.

COMMENTS FROM THE CITY MANAGER

The City Manager began with reading an email to Council concerning the work submitting the new Community Rating System paperwork and its positive impact on insurance rates for City residents. He commented about the positive work of the Utility system and the status of well seven from a monitoring well to a production well. He distributed a department projects update list to Council and went over in detail every current project that is either completed or ongoing. He also provided a call report with information from the Police and Fire departments. Chief DeCanio explained in detail about the recent fire rescue vessel grant and the installation of free fire alarms for City residents. He thanked the owners of 8000 Brighton Drive for the use of their home for training before the home was demolished. Chief DeCanio concluded with going over the Police Department calls in detail.

Vice Mayor Dittmer asked about noise complaint calls. Chief DeCanio stated that he would research and produce a more detailed report on noise complaints.

COMMENTS FROM THE MAYOR & CITY COUNCIL

Councilman Richard Bloom began with discussing the CRA funds and the possibility of those funds being extinguished. He asked the City Manager how projects would be funded without CRA funds. The City Manager responded that decisions about the CRA fund are made by the CRA committee and the budget cycle. The City Manager also stated that when CRA funds become unavailable, continued funding may have to come from Ad Valorem taxes. Councilwoman Sorrell mentioned the City Police and Fire Facebook pages. Vice Mayor Dittmer thanked the staff for work on the "piggyback" bid of the Washington Street project.

A motion was made to approve the 5.28.19 Consent Agenda. The motion was made by Councilman Bloom and seconded by Councilwoman Sorrell. Voting Yea: Councilwoman Sorrell, Vice Mayor Dittmer, and Councilman Bloom.

COUNCIL BUSINESS 3. Second Reading of Ordinance 19-668 regarding changes to the Waterfront Overlay District The City Attorney read ordinance 19-668 to Council for a second reading.

A motion was made to approve Ordinance 19-668 which amends the regulations of the Waterfront Overlay District. The motion was made by Councilman Bloom and seconded by Councilwoman Sorrell. Voting Yea: Councilwoman Sorrell, Vice Mayor Dittmer, and Councilman Bloom

4. Police Department Impound Surplus

The City Manager presented to Council the list of impounded vehicles provided by the Police department for surplus and will be offered for sale at a public auction through Tampa Machinery Auction. A motion was made to approve the list of vehicles from the Police department as surplus property and offered for sale through the Tampa Machinery Auction. The motion was made by Councilwoman Sorrell and seconded by Councilman Bloom. Voting Yea: Councilwoman Sorrell, Councilman Dittmer, and Councilman Bloom

5. Consideration of Exterior Painting of Water Plant Facilities

The City Manager presented to Council to approve the vendor Five Star Painting to paint the Water Plant Facility. Councilman Bloom inquired about the other bids that were submitted. The City Manager read to Council the other vendors and their bidding price for the job. A motion was made to approve Five Star Painting as the vendor to complete the exterior painting work on the Water Plant facilities. The motion was made by Councilman Bloom and seconded by Councilwoman Sorrell. Voting Yea: Councilwoman Sorrell, Councilman Dittmer, and Councilman Bloom.

6. Consideration of Contract Award for the Washington Street Pavement Settlement Project The City Manager explained to Council that previous bids for this project had to be rejected due to being over budget price. He introduced the alternate funding for the project by piggy backing with the City of Largo and contracting with Asphalt Paving Systems for the amount of $125,181.25 A motion was made to award a contract to Asphalt Paving Systems for the Washington Street pavement settlement project for $125,181.25 The motion was made by Councilwoman Sorrell and seconded by Councilman Bloom. Voting Yea: Councilwoman Sorrell, Councilman Dittmer, and Councilman Bloom.

7. Consideration of Dredging Workshop

Vice Mayor William Dittmer introduced this to Council by inviting citizens, staff, and County officials.

A motion was made to have a dredging workshop on 6.25.19 before the Council meeting. Dave Muller - 5439 Bluepoint Drive: He asked about using other line item monies for dredging. Pat Rogers - 4838 Sunset Blvd. She asked if a dredging workshop can be scheduled on a different day. She also inquired when the water and sewer lines in the City will be refurbished. The City Manager responded that the Council could schedule several workshops and the utility projects are discussed during the budget process. Matthew Todd - 8301 Congress Street: He stated to Council that he would be willing to donate equipment for dredging. He stressed to Council to reach out to Pasco County for additional funding. The motion was made by Councilwoman Sorrell and seconded by Councilman Bloom. Voting Yea: Councilwoman Sorrell, Councilman Dittmer, and Councilman Bloom.

8. Nomination and Appointment of City Resident to Vacant City Council Member Seat

Vice Mayor Dittmer introduced appointing a City resident to a vacant Council seat.

Councilman Bloom made a motion to select Joseph Parisi for the vacant Council seat. The motion failed for lack of a second.

OLD BUSINESS

Councilwoman Sorrell asked Chief DeCanio about the status and completion of the dispatch system. Chief DeCanio responded that it is still a work in progress with completion, possibly in August. Councilwoman Sorrell also commented about the number of pets allowed in City homes. She stated that the City or Pasco County does not have any reference in the code about several pets and unless the Council wants to move forward to consider the issue dissolved.

ADJOURN A motion was made to adjourn the 5.28.19 City Council meeting. The motion was made by Councilman Bloom and seconded by Councilwoman Sorrell.
