INTRODUCTION

ELEMENTS OF THE CITY OF LAKE ELSINORE LOGO

In addition to featuring a stylized capital "E" in its design, the City logo alsopays respect to the Ortega Mountains and the Lake, the City's two mostimpressive geographic features. More subtle graphic elements draw fromswirling thermals, a playful splash of water and other stylized detailsrepresented in the primary “E”. Symmetrical curves in the logo’s lamp-likecontaining shape honor the City’s important historic architectural stylings.The two colors, sapphire blue and copper, symbolize the environment anda clear vision for a bright and prosperous future.

USE OF THE EXISTING CITY SEAL

The City Seal represents the heritage of Lake Elsinore and symbolizes theincorporation of Lake Elsinore as a City.

The City Seal will continue to be used by the City of Lake Elsinore for officialpurposes including documents requiring the official seal, Mayor andCouncil use, on City Hall and City awards, and other uses as appropriateand approved by the City Manager.

The City Seal may only be used with special permission from the Office ofthe City Manager.

LOGO REQUEST & DISCLAIMER

The City of Lake Elsinore’s identity is a valuable organizational asset that distinguishesthe City of Lake Elsinore from other cities andorganizations. The new logo and slogan arethe most important elements of the City of LakeElsinore’s identity and, as such, their useshall be protected and carefully managed.

Because the use of the logo should reflectthe identity of the City of Lake Elsinore,authorization to use the logo and/orslogan on any printed, electronic orpromotional material is restrictedto purposes outlined in this guide.Permission to use the logo for purposes notoutlined in this guide must be obtained fromthe City Manager’s Office of the City ofLake Elsinore.

Inconsistent use of the logo will significantlylessen its distinctiveness and diminish its value.An improperly used logo may no longer beprotected by law and the owner may lose certain rights to the logo.

This guide explains the proper use and displayof the City of Lake Elsinore logo within the Cityidentity program. The use of these standardswill assist public recognition of the City’s logoby presenting it consistently and uniformly.

For companies and individuals that wish touse and/or reproduce the City’s new logoor slogan for any purpose, who may wish toacquire a digital version of the logo, or forany questions regarding the proper use ofthe City of Lake Elsinore logo or slogan inany manner, please contact:

INTRODUCTION

RATIONALE

To communicate a cohesive impression of the City’s new branded assets,the logo and the Dream Extreme slogan, it is important that thoseresponsible for implementing its use in any form become familiar with theBrand’s foundation for development.

Lake Elsinore’s new Brand consists of an entirely new logo and slogan. Thesebranding assets reflect physical features, lifestyles and historical elementsunique to Lake Elsinore.

PHYSICAL - geography and climate • Lake, mountains, thermals, views and vistas• Relation to transportation, regional cities and Southwest California

LIFESTYLE - growth and demographics • Local, regional and world-renowned recreational activities• Leisure activities and local events (include planned improvements)• Active families — existing residents and visitors• Extreme sports and recreation — water, air, land • Bountiful opportunities — business, homes, recreation, development

LOCAL HISTORY - documented and physical aspects• Architecture — Spanish arch with Moorish influence• Lampposts — being recognized and restored as valued historic features

The new logo should present a unique primary graphic, an “iconic” symbol toserve as a platform for centralized brand association in varied marketingand communication efforts. The graphic elements must be easily reproduciblein common media and materials. In time, sub-components of the logo maybe used in merchandise and assigned promotional efforts.

The new slogan communicates a compelling message across a broadaudience. It is easily personalized and evokes an enthusiastic and positiveemotion. It is forward looking. The slogan will establish an attitude representative of Lake Elsinore. Together, the new logo and slogan are bold,fresh and timeless.

LOCAL PARTICIPATION

An Advisory Panel was appointed by the Cityto incorporate a balance of local ideas, opinionsand considerations. This comprehensive mix ofqualified stakeholders, representing a range oflocal concerns, was engaged and regularlysurveyed as part of the ongoing creativeprocess. The Panel met several times duringthe creative process to review and critiquethe Creative Consultant’s work. Qualifiedindividuals representing the following sectorsparticipated:

• Business - sensitive to businesses large,small, established and new

• Recreation - stadium, lake, air andland-based activities and action sports

• Housing and related development• The Historical Society• The Chamber of Commerce• The private sector• Residents at large

CITY DEPARTMENT MANAGERSA group met to review the Creative Consultant’sdeveloped work. Their opinions, both on-siteand with some perspective, provided helpfulfeedback for additional refinement.

FONTS

The City of Lake Elsinore logo uses two fonts in its composition:MASON (modified): “LAKE ELSINORE”TRAJAN PRO: “City of” and “Dream Extreme”

PROPORTIONS

The logo is proportioned using a unit measurement system. One unitis equal to the x-height of the “I” in city (see above). These proportionsmust always be adhered to.

Always remember to use the logo.

COLOR SPECIFICATIONS

The two color (2c) versions use the City of Lake Elsinore city colors in the spot color process called the Pantone MatchingSystem (PMS). These colors are to be used when producing print material. The full or four color process (4c or CMYK) versions use a process where the City of Lake Elsinore's two city colors are achieved using four process colors. These filesare to be used when producing print material in full color (i.e., brochures or magazine ads). The two color, solid PMS versions are to be used when screens are unachievable. For example, vinyl for vehicle graphics or embroidery. These versions may be converted to solid black for use in black and white (1 color) printed materials.

FILE FORMATS

ADOBE ILLUSTRATOR (EPS)Adobe Illustrator is a vector based program that is compatible with bothPC and Macintosh. EPS files can be scaled to any size without losingquality. Use this version if you are sending the image to a printer or service bureau that uses this program.

ADOBE ACROBAT (PDF)Adobe Portable Document Format (PDF) lets you capture and viewrobust information — from any application, on any computer system —and share it with anyone around the world. This format is best used fore-mail.

JPEG, TIFF, GIFJPEG, TIFF and GIF are pixel or bitmap based files. They are composedof individual pixels rather than vector graphics; therefore, they are more difficult to scale. Each of these file types can be e-mailed and viewedon any platform and can be compressed to keep file size down.

WINDOWS METAFILE (WMF)The Windows Metafile versions should be used for any internal applicationssuch as faxes, memos, PowerPoint presentations and internally producedpromotional material, though JPEG may be used for these purposes also.

Select Insert...Picture...Click on From File (will open selections)2. Click on folder required...Click on required picture...click on insert3. inside picture...Right click and select Format Picture. Select Sizetab...(be sure lock aspect ratio and relative to original picture sizeare checked to ensure no distortion to trademark)...then increase ordecrease picture from 100% to percentage needed for document.

DIGITAL MEDIAIn conjunction with this City IdentityStandards Guide, you will find a CD-ROM containing the City of Lake Elsinore logo invarious digital formats. These formats willbe compatible for use in print and Web, forapplication on vehicles and signage, andfor use on merchandise (embroidered andprinted). The formats on the disk include:Adobe Illustrator (EPS), Adobe Acrobat(PDF), Windows Metafile (WMF), high resolution (300 dpi) JPEG and TIFF, webquality (72 dpi) JPEG and GIF.

APPROVED LOGOS

Five logo variations have been approved for use:

1. Full Logo (Marketing)2. Official Logo (with City Department name)3. Redevelopment Agency4. Lake Elsinore Police Department5. Commercial and retail uses (signs, architecture and print)

Department logos may be used on printed material such as brochures,advertisements and reports.

Each respective department logo will be used to identify specific City facilities and vehicles.

CRITERIA FOR USE OF A DEPARTMENT LOGO

Departments will only have their own logo if its usage meets oneof the following criteria:

• Where significant brand equity has been built up.• For marketing purposes where substantial cost recovery is expected.• For Emergency Operations to identify emergency personnel

and equipment.• For major partnerships where a joint decision has been made

to develop a logo with regard to that particular partnership.

PROCESS FOR DEVELOPING A NEWDEPARTMENT LOGO

If a City department or operation wishes to develop a new logo theymay develop a case based on the above criteria. The City Manager’sOffice will make a recommendation regarding the use of a logo. There willbe no new department logos except with permission from the City Manager.

USE OF THE CITY OF LAKE ELSINORE LOGO

BY CITY DEPARTMENTS

The City of Lake Elsinore logo will appear on any printed or electronicmaterial produced by a City of Lake Elsinore department or division including:print and electronic advertising, forms, newsletters, vehicles, displays,brochures, flyers, maps, ID cards and signage.

Use of the City of Lake Elsinore logo on printed materials and electronicmedia will comply with the examples contained in this City IdentityStandards Guide.

A department with permission to use its own logo will, as may be applicable, also use the City of Lake Elsinore logo on all logo’d materials.

The City of Lake Elsinore logo will receive prominent placement comparedto any separate department logo and will appear on the first page of anyCity publication.

BY CONTRACTED AGENCIES

Agencies contracted to perform work on behalf of the City of Lake Elsinorewill use the logo when identifying projects or work directly related to theCity of Lake Elsinore. When using the City of Lake Elsinore logo,contracted agencies will use the phrase:

• for the City of Lake Elsinore

TO IDENTIFY SPONSORSHIP

It is the intent of the City to be formally recognized for official sponsorshipor co-sponsorship role(s). When using the City of Lake Elsinore logo toidentify sponsorship, it should be accompanied with the appropriate phrase:

• sponsored by the City of Lake Elsinore• co-sponsored by the City of Lake Elsinore• in partnership with the City of Lake Elsinore

These brochures and publications have beendesigned specifically to reflect the City ofLake Elsinore’s identity. Use this template for allCity of Lake Elsinore brochures and publicationsthat are designed in house.

TRI-FOLD (letter size)All brochures will follow the template to theleft. The full City or department logo must beprominent at the top center. The title shouldappear in the branded blue and centeredbelow the logo. The font size should notexceed the letter height of Lake Elsinore in thelogo. Any sub-head or Department title shouldappear in the branded copper, positionedbelow the title at approximately half thepoint size of the title. Use the font Trajan Pro(Bold) for both. The City Website and phonenumber should typically be seen on the frontcover as shown.

Usage Details: The graphic header, footerand logo’d E should be kept consistent onall general information brochures and flyers.Changes or enhancements to any printedCity-branded materials must be approved bythe City’s Information/Communications Managerprior to reproduction.

LAKE USE PASSES

One of these two Lake Use Passes are to bedisplayed on all vessels on the Lake at alltimes. They clearly feature the City of LakeElsinore’s identity, year and a serial ID number.

The Annual Lake Pass decal (below) is 2” x 3” and should be made of a durablewaterproof adhesive-backed material andprinted in the City’s new PMS blue.

The Daily Lake Use Pass (left) will be 3-2/3” x 8-1/2” and may be printed 4/1using the approved CMYK versions for thelogo, on standard bulk card stock. It will display a serial ID number and providespace for a date stamp.

STREET & TRAFFIC SIGNS

This signage has been designed specifically to reflect the City of LakeElsinore’s identity. Street and traffic signs must be approved by the CityEngineering Department.

In the case of street and traffic signs, the logo will be presented as a solidversion on a reflective background. Street and traffic signs will use a versionof the ‘Crest’ logo. Traffic signs include ‘City of Lake Elsinore’ beneath thestreet name.

Existing signs may be updated by use of a reflective sticker placed overany existing logos (as seen above).

Use same layout for reflective sign type or for illuminated sign type. Streetand traffic signs will use a version of the ‘Crest’ logo. Traffic signs include‘City of Lake Elsinore’ beneath the street name.

Street and traffic sign standards illustrated above are for representa-tional purposes only; actual lettering will comply with DOT and othertransportation signage standards on approval from the EngineeringDepartment.

SITE IDENTIFICATION SIGNSMONUMENTSSurface on sign should be of consistent color ontexture(s) for all installations. Logo and brandrelated graphics are standard, while parkname and street address are unique for eachinstallation. The four versions of Monumentor precast concrete signs are:

Dual sided sign (I-A and I-B may either usethe ‘E’ motif or the ‘Wave’ motif on both sides).

Type I-A. Two-sided ‘E’ sign is used for CityParks that are not adjacent to the Lake (e.g.,Lincoln Street Park).

Type I-B. Two-sided ‘Wave’ designs are usedfor City Parks that are near or associatedwith the Lake (e.g., Seaport Boat Launch,Elm Grove Beach).

Type II and Type III are single-sided signs.

VANDALISM ABATEMENTIn case of graffiti and/or vandalism, pleasefollow the color specifications listed on page 5for re-paint. Quick Crete Products Corp.may be contacted for professional servicesat 800.230.1377.

PANEL SITE IDENTIFICATION AND DIRECTIONAL SIGNAGEDirectional signage will always use a solidcolor logo on a light color, reflectivebackground. The logo must be used withthe City slogan “Dream Extreme”. The signinformation must use the font Trajan ProBold. The width of the information on the signshould never exceed the width of the Citylogo.

TEMPORARY CONSTRUCTIONSITE SIGNS

A standardized design has been establishedfor all City project site identification signs. Thisdesign, including colors and fonts, proportionsand textual content, is to be used for all Cityprojects. Construction sign artwork files maybe requested from the City Manager’s Officeor found inside the network LOGO folder.

The examples shown are major freewaymonuments or retail anchor signs, showing howthe City logo and brand components shall beused for such applications. The City’s logo,whether Full or Crest, may incorporate the colors and materials used in sign constructionbut may not be distorted or manipulated.

APPROVED LOGO VARIATIONSBranding elements should be used in propertyperimeter, monument and/or primary directionalsignage for all new commercial and retail sites.

Full Logo (1) - should NOT use ‘City of’ butmay include ‘Dream Extreme’ in the Trajanfont, and only when pre-approved by the City.

Crest Logo (2A and 2B) - may be usedalone or paired with ‘Lake Elsinore’,stacked or in-line and only in the Mason(modified) font as shown.

• Example (A) - light-colored logo on adark surface for backlit installations, bestfor can lettering or laser-cut panels.
