1 Mayor Tran, Vice Mayor Grilli and Council Members, Senior Leadership Retreat: The Senior Leadership Team participated in a retreat this past Tuesday, June 26 th . During the session, the group celebrated key accomplishments from FY 2017-2018, discussed strategic values, and began to prioritize work planned in FY 2018-2019. The group also kicked-off a Management Systems Review Project. In that, study the leadership team will evaluate the array of policies and practices used to plan, manage and assess the work of our organization. The team will review the full range of processes that our management team uses to operate the City of Milpitas and seek opportunities to optimize the effectiveness of those systems. Joint City/Milpitas Unified School District Grant Application: The Joint City/MUSD Grant application for $1M to the County of Santa Clara’s All-Inclusive Playground Grant (AIPG) Program has been well received. The complex and robust proposal for the Mabel Mattos Elementary school, and McCandless Park locations, will provide interconnected all-inclusive elements at both locations. Confirmation of grant awards are scheduled for a Santa Clara County Board meeting in August. Red, White and BoomJuly 4 TH Concert and Fireworks! The day’s events start with the free “Waving the Red, White and Blue” pool party from 1:00PM – 4:00PM at the Milpitas Sports Center Pools. At 5:00PM gates open for presale ticket holders to the “Red, White and Boom” Concert and Fireworks! Once inside, event goers can visit and enjoy “eats” from various food trucks, a children’s play area, entertainment from DJ Raymix, special medley performance by our own Center Stage youth Performers at 6:30PM on the Main Stage, followed by a concert from “No Water After Midnight” at 7:00 PM. Fireworks shoot off around 9:15pm - lasting about 22 minutes! There are two entrances to the event; Milpitas Sports Center and Cardoza Park. We have arranged for (1) reserved parking space each for you at the Sports Center Entrance. A map is attached to show you the location of those spaces. Staff will be stationed in the parking lot to direct you. Reserved seating in the stadium bleachers will be held for you until 8:00PM. A volunteer will be there to greet you and your guests. I do recommend that you arrive to the event no later than 7:45PM for an easier parking and entry experience. We will provide you dignitary wristbands for easy entry. Please let me know how many wristbands you need and I will put in your Council boxes Monday July 2 nd by 4:00PM. The City will receive word shortly on the amount of grant award allotted to the City of Milpitas. Monies awarded will afford the Milpitas Police Department the opportunity to run programs on underage tobacco sales, education and enforcement. The application of this grant was a joint effort between the Recreation and Community Services Department and the Milpitas Police Department. Update on Adobo Festival (August 4 & 5, 2018) Special Event Coordination: Staff worked with Mr. Joey Camins the week of June 11 th on his concerns for the number of required security guards, to which Mr. Camins was happy (2 paid through a company and 4 assigned volunteers). Mr. Camins joined the City staffs DRC meeting and discussed outstanding event items with Recreation, Planning, Fire, Public Works, and Police Departments. At this DRC meeting, staff went through his estimated costs for the event (city fees) that are standard: mainly inspections, i.e. food booth fire extinguishers, generators, tents. he is required to make a deposit into a project account to cover these costs. Any funds not used on fees will be refunded after the event. Staff will continue to work with him on the event map and logistics. Planning staff has created him his own spreadsheet with all of those deadlines and due dates to keep him on track (traffic plan, trash, county food permits, etc., notification of event to surrounding businesses.) Interest from candidates for the November 2018 municipal election continues: City Clerk received document from 1 more person who intends to run for City Council in the fall. Garry Barbadillo filed FPPC Form 501 with the City Clerk on Friday, June 29. The Councilmember joins others who have indicated intent to run for elective office on the November 6 ballot:

For the office of Mayor (4): Jose Esteves, Voltaire Montemayor, Bob Nuñez, and Richard Tran. For the office of City Councilmember (4): Karina Dominguez, Marsha Grilli, Suraj Viswanathan and Van Lan Truong.

Candidate filing will open on Monday, July 16, 2018 and close on Friday, August 10, 2018. Planning Commission Meeting Announcements At the June 27th Planning Commission, Planning & Neighborhood Services Director Brad Misner, informed the Commissioners of Ms. Elia Escobar’s part-time status and will be involved remotely to note the meeting minutes. He also announced his resignation and thanked the Commissioners for their service. Deputy City Manager Steven McHarris spoke about Mr. Misner’s achivements and added that Planning Manager Jessica Garner will be the Acting Planning and Neighborhood Services Director while the City recruits for the position. Big Al’s Conditional Use Permit Application, 15 Ranch Drive At the June 27th Planning Commission meeting, they approved Big Al’s at 15 Ranch Drive for a Conditional Use Permit and Minor Site Development Permit for a Type 47 liquor license and modifications to the exterior of the façade. AM/PM Arco Gas Station Site Development and Conditional Use Permit Application, 1575 Landess Avenue In the same June 27th Planning Commission meeting, the commissioners approved the Site Development Permit and Conditional Use Permit for the AM/PM Arco gas station at 1575 Landess Avenue to demolish the existing building and replace with a new 3,180 square foot building and fuel canopy upgrades, new landscaping and site work, and to sell beer and wine for off-site consumption. Summer Lunch Program The Recreation and Community Services staff is proud to kick off the second year collaboration with the MUSD for “Free Summer Lunch for Kids!” This year, Recreation Services is a host site out of our Sports Center Snack Shack location. This site will help provide nutritious lunches to our youth on the east side of Milpitas during their summer break. The program served over 200 lunches on the first day of the program.

Yelp Workshop for Small Businesses – On August 3, 2018, the City of Milpitas Economic Development Division will cohost a Yelp Workshop with the Milpitas Chamber of Commerce, Economic Development Commission, and Senator Bob Wieckowski. The event will be held at the Embassy Suites in Milpitas from 8:30am to 10:30am with light refreshments. The speaker, Matt Donzella, is the Bay Area Local Business Partner at Yelp. Mr. Donzella will assist businesses in utilizing Yelp to market their business and manage reviews, both positive and negative. The City of Milpitas Economic Development Division is leading the effort in coordination with the Milpitas Chamber of Commerce, Economic Development Commission, and Senator Wieckowski’s Office to market the event to local businesses through social media and direct mail.

Visit California China Ready Seminar – On June 19, 2018, the Great Mall, together with Visit California, held a seminar at Dave & Buster’s to discuss Chinese tourism and marketing to Chinese visitors. Chinses tourism to the United States will continue to grow as only a very small percentage of Chinese have travelled abroad. Technology is incredibly important to the Chinese shopping experience including WeChat and Union Pay. Cultural understanding is also crucial, for example the importance of gift giving and recognizable brand names. Milpitas is in a unique position to capture this market because of the Great Mall and residents who have relatives visiting from China. Other Facts about Chinese tourists in the United States:

$3.1 billion spent in 2017, projected $4.74 billion by 2021 1.4 million visits to California in 2017, projected 2.1 Million visits by 2021

Healthy Vending Pilot Program at Sports Center In an effort to support healthy vending options in City facilities, the Sports Center is the pilot site with a new vending company, S & B Vending. The contract will allow for 80% of the snacks and drinks will be healthy. If this model is successful, additional healthy machines will be put in other City facilities! Milpitas North Valley Bobby Sox Tournament The Milpitas North Valley Bobby Sox league hosted the “All Star Softball Tournament” this weekend with over 22 teams coming from Vacaville, Fairfield, Salinas, Rio Linda and Porterville. Teams played throughout Milpitas on City fields, which include Roger Yee Softball Complex, Cardoza Park, Sports Center and Gill Park. Thousands of girl athletes and their families enjoyed the weekend’s competitions and spending time in our great City!

UrbanPlan for Public Officials – On September 28, 2018, the Silicon Valley Economic Development Alliance (SVEDA) will be hosting an UrbanPlan for Public Officials training with ULI San Francisco at Wilson Sonsini in Palo Alto. SVEDA is sponsoring this session and it will be open exclusively to elected and appointed officials. This event will be all day, and there will be refreshments and lunch provided to attendees. UrbanPlan for Public Officials workshops are ideal for local decision makers who would like to learn more about the fundamental forces that shape and affect the built environment and the important leadership roles that elected and appointed officials play in the real estate development process. The workshop will enable public officials to better understand the trade-offs and risk at play in the entitlement and negotiation process associated with land use, especially in public/private partnerships.

Building and Occupancy Permits: Building permit was issued to:

1. Anton Building Company, for the construction of 6-story parking garage for the future 266 multi-family unit’s residential development located at 730 East Capitol Avenue at an estimated construction cost of $15.9M.

2. Pulte Homes developer of Metro Flats & Rows, 303 townhome and single family units’ development located at 1401 South Milpitas Boulevard (formerly known as Milpitas Station) for the construction of one building consists of 6 units at a total estimated construction cost of $1.85M.

3. Technology Credit Union, an existing bank for tenant improvements at their facility located at 360 Cypress Drive at an estimated construction cost of $757,322.

4. Flextronics, an electronics manufacturing company, for tenant improvements at their facility located at 677 Gibraltar Drive at an estimated construction cost of $600,000.

5. The Diamond Ring Co., a jewelry store, for tenant improvements located at Great Mall at an estimated construction cost of $235,000.

Building permit applications were submitted by:

1. Irvine Company, for tenant improvements at the vacant building in preparation for future tenant move-in located at 490 North McCarthy Boulevard at an estimated construction cost of $800,000.

2. Mesa Energy Systems Inc., for tenant improvements at the vacant building in preparation for future tenant move-in located at 690 North McCarthy Boulevard at an estimated construction cost of $380,300.

Occupancy permit applications were submitted by two new businesses moving to Milpitas:

1. Sugon US Systems Inc., an IT research and development office located at 920 Hillview Court. 2. Persis restaurant Inc. / Paradise Biryani Pointe, an Indian restaurant located at 560 North Abel Street.

The following businesses have received final inspection and are now open for operation:

i. The Paradise Spa, a spa business located at 200 Serra Way. ii. Milogen Fabrications, an online retailer of car parts located at 116 Minnis Circle. iii. Thu Le State Farm Insurance, an insurance company located at 127 South Milpitas Boulevard. iv. Luis Mobile automotive, an automotive repair business located at 51 East Carlo Street. v. Motus Vision, an electronic assembly business for motion picture industry located at 1110 Wrigley Way. vi. Standard Party Rental, a party rental equipment warehouse located at 901 Cadillac Court.

Constructions Update:

Centre Pointe Townhomes, 241 townhomes development by DR Horton located at 1501 Centre Pointe Drive: One more 3-story building with total of eight units were finaled at the development, bringing it to a total of sixty nine completed units in the development. See photo on the right.

McCarthy Creekside Development, 5 single story high pile storage warehouse use shell buildings, total of 926,000 sf and 1 retail/restaurant building of 6,000 sf by McCarthy Ranch developer located at 625 North McCarthy Boulevard: Three out of 5 single story high pile storage warehouse use shell buildings are finaled. See photos below.

Metro Towns & Rows, 149 townhomes development located at 1401 S Milpitas Blvd.: One more 3-story building with total of 10 units were finaled at the development, bringing it to a total of fifty one completed units in the development. See photo on the left.

Car accident at N. Milpitas Blvd.: The Building and Safety Department responded to a request by dispatch on Monday, June 18, 2018 at around noon to access the damage caused by a car that ran into a restaurant at N. Milpitas Blvd. See photo below of the damage to the exterior storefront.

Events this week and scheduled Citywide Special Events: Dancing Through the Decades – Senior Center Dance On Friday, June 22, the Senior Center held a “Dancing Through the Decades” afternoon dance. The event featured music from the 50’s, 60’s, 70’s and 80’s and included some contests (“Best Dressed,” “Best Actor/Actress Impression,” ”Dance Showdown” and a game of “Bring Me”). The majority of planning and running this event was done by four student interns working at the Senior Center this summer. The interns did a wonderful job putting on the successful dance that were enjoyed by the many Senior Center members who attended. Movie Night Out Update – June 22 The first of the summer Movies Night Out was held at Murphy Park. The inaugural movie for this year was Beauty and the Beast. The movie kicked off around 8:45p.m. and had over 150 people attend this free event. Staff provided free popcorn and families enjoyed our wonderful showing. Summer Concert Series Update June 12: The first summer concert kicked off on June 12, 2018 featuring the band “Country Cougars” and there were over 200 people attendance. The band was very upbeat and created a fun atmosphere. Patrons brought dinner, listened to good music, got up and danced. Also available were fun tailgate games for families to compete on and it was a perfect evening in our Milpitas Murphy Park. June 26: The second summer concert was held on June 26 and featured the band “The Houserockers” and had over 150 people in attendance. The band is a Rock & Soul band, which made for a very exciting and energized concert. Patrons enjoyed the music and an upbeat vibe as they listened in Murphy Park. This week also had our fun tailgate games for families to compete on as usual and it was a very enjoyable evening.

On Monday, June 25, 2018, Police Chief Armando Corpuz recognized Officer Justin “Cory” Pankratz, who is retiring after serving almost 30 years of service. Cory spent his entire career in the Milpitas Police Department’s Field Service Division. Cory delivers a high level of customer service and is incredibly efficient with his work. We wish him well in his retirement! See photo on the right.

On Wednesday, June 27, 2018, oral boards were held at the Milpitas Police Department for the position of Communications Dispatcher. Eighteen (18) applicants were interviewed and we currently have three (3) vacant positions.

Day trip to The Walt Disney Museum: On Wednesday, June 27, 20 members to the Walt Disney Museum located in San Francisco. They enjoyed a docent-led tour of the life and times of Walt Disney. They learned about how he pioneered many groundbreaking technological advances in sound, color, and storytelling. On Friday, June 29, 2018 at 11:00am, Chief Corpuz, Captains Sequeira and Kwong, and several members of the Milpitas Police Department attended the Police Academy Graduation of new Police Officer Cassandra Munoz. The event took place at the Family Community Church in San Jose. Officer Munoz will start her in-house training on Monday, July 2nd. Senior Center Upcoming Events
