Mayor’s Challenge for Water Conservation:
Mayor Holland is asking residents to take or renew their pledges to “Stop the Drops” and manage water use more wisely by taking part in the annual National Mayor’s Challenge for Water Conservation. Don’t miss your chance to participate and take the pledge thru April 30 at www.mywaterpledge.com. For more information, see the attached News Release. Mayors 30/30 Challenge:
The Mayor’s Healthy Community Challenge is going on now. Mayor Holland challenges residents to get active outdoors. Residents are encouraged to move at least 30 miles in 30 days, an average of a mile a day. Don’t miss out, the challenge ends April 30th. The City’s wastewater treatment plant and staff were recognized in February’s online publication of Treatment Plant Operators (TPO) magazine. The publication recognizes the wastewater treatment plants “diverse and experienced operations team” and highlights how the City deals with hurricanes and storm events. Communications & Marketing The Division is gearing up for the Arbor Day Celebration on Saturday, May 5! The news release went out this week (see
below), and the website has been updated. We provided live social media coverage of the first Food Truck Tuesday of the
season.
A new webpage was created for the State of the City event, with the video of the event, the text of the Mayor’s address and

DEPARTMENT ACTIVITIES Please take note, if you see a wildfire/flames, walk or drive away from it immediately and call 911. Wildfires spread quickly and can change direction with the wind. Do not call the fire department, call 911! Flagler Palm Coast High School students have completed 46 hours in Ride Alongs for this week. All firefighters and certified volunteer firefighters have completed their annual physicals. This week Chief Beadle, Deputy Chief Forte, Captain Berryhill, and Lt. Mugford attended a pre-build meeting for the new fire apparatus. Healthcare Provider course is being held at Station 25 on April 20th. The course is instructed by Driver Engineer/Paramedic Robinson.

firefighters and certified volunteer
firefighters physicals. Last week
and this week the department
rotated crews to ensure that all
firefighters were completed.
This week we had two junior
firefighters with the Chelsea Maine
Fire Department visiting along
with their grandfather. Howard
Peiffer, Associate Coordinator took
them on an educational tour of
Station 25. They were excited to
learn about the Palm Coast Fire
Department and the Volunteer
Firefighter organization and
programs.
Firefighter/EMT Nemec was
recently hired from our Volunteer
Firefighter Intern Program. He is
the 5th Volunteer Firefighter Intern
to be hired on to the career side.
He is familiar with the crews and
the duties of a firefighter since he
has been an intern for just under a
year. Nemec is excited to be a part
of 25C, Palm Coast Fire
Department!

Our Recreation Specialist gave a tour of the Community Center to the students of the TRAIL transition program on
Friday, April 13.
Frieda Zamba Swimming Pool continues to be open Monday through Friday 2:30-7:30pm. The spring session of
Aqua Zumba started and there will be summer sessions available as well. We have also added a new Water
Aerobics class, which will start in May.
We were excited to finally kick off our Food Truck Tuesday season after getting rained out last month. There was
steady attendance throughout the night from 5-8pm and the weather was perfect. We also had a live band named
LUVU that performed different genres including Top 40, Pop, RnB, Rock, Reggae, and Jazz.

Palm Coast Top-Ops team, the Water Buoys, Win again! On April 17th, staff attended the Florida Water Resource Conference in Daytona Beach. The Water Buoys competed and won the state championship in top ops and will be attending the National Competition in Las Vegas in June.
The average water demand for the week was 7.634 million gallons per day.
The average wastewater flow for the week was 7.077 million gallons per day.
Crews installed 38 new water meters, 2 new irrigation meters, 5 new reuse meters and 10 new PEP tanks.
Crews replaced 3 PEP tanks.
There are 17 new PEP tanks pending and 14 PEP tank replacements pending.
Currently all new tanks are being installed within 6 days of site ready.
There are 240 new meter installations pending, with 60 cleared and an average installation time of 3 weeks.
Wastewater crews installed 7 new PEP pumps, 19 PEP electrical assemblies and 2 risers. Repaired 2 service laterals. Also replaced 26 PEP pumps, 14 floats, 3 back lids, 2 ball valves, 2 boxes, 1 PEP panel and 13 cleanout caps.
There were 70 calls after hours.
Water Distribution crews repaired 5 water service manifolds, completed 15 meter pit adjustments, replacements and repairs, and tested and repaired 230 backflow preventers.
Wastewater crews inspected via CCTV 3,724 feet of gravity sewer, completed annual maintenance of 6 pump stations and inspected 16 manholes.
Utility Services, Inc. has finished the exterior painting of Interstate 95 Elevated Storage Tank. The logo will be repainted in the near future. On Monday the contractor inspected and disinfected the tank and staff from Water Treatment Plant #1 began filling it with water and collected bacteriological sample #1.
Crews completed delivering door tags for pending smoke testing to begin next week in section 4.

Free trees and family fun at Palm Coast Arbor Day Celebration – Saturday, May 5 Palm Coast – Palm Coast’s love of trees and commitment to the natural environmental will be celebrated at Arbor Day 2018 on Saturday, May 5 – featuring a tree give-away, butterfly release and tent, entertainment, paper-shredding service, and fun activities for all ages. The Arbor Day Celebration will be 9 a.m. to 2 p.m. at Central Park in Town Center, 975 Central Ave., Palm Coast. Admission and all activities and entertainment are free; refreshments and products from vendors will be available for purchase. Details are at www.palmcoastgov.com/ArborDay. Arbor Day is a nationally celebrated observance that encourages tree planting and tree care. “Feed a Mouth, Get a Tree, Grow a Community!” is Palm Coast’s theme. Attendees can exchange canned food or pet food items for a free three-gallon native hardwood tree. Come early for the tree – one tree per household, while quantities last. Master Certified Arborist Danny Lippi of Advanced Tree Care in St. Augustine will be in the Tree Tent from 9 a.m. to noon offering free guidance on proper pruning, placement, planting and root shaving techniques. The Native Butterfly Release will be at 11 a.m. at center stage. Create pinecone bird feeders, paint wood snakes and rocks, and plant seeds for butterfly-attracting plants at the large children’s activity tent. Other event activities include the popular butterfly tent, beginner bird walks, Critter Caravan petting zoo, “green” vendors, the hay bale maze, wildlife from the Jacksonville Zoo and Central Florida Zoo, train rides and face-painting. Take your picture in our life-size Eagle’s nest! This year’s special entertainment will be:
VertiFit Aerial Arts – 10:30 a.m. at center stage. These aerial arts performers always bring elegance, beauty, and mesmerizing performances. For Arbor Day, the performers will dress as butterflies, and their performance will lead up to the butterfly release!
Sunshine Mafia Band – 11:30 a.m. at center stage. The Mills family of Palm Coast – mom, dad and six kids – make up to the popular Sunshine Mafia Band!
DJ Vern of Pyramid Disc Jockeys and Surf 97.3 FM will host the day’s fun with music, dancing, limbo and hula hoop contests. The Avian Reconditioning Center for Birds of Prey will offer educational talks at 11:30 a.m. and 1 p.m. in the Activity Tent, and the bird exhibit will be open 11 a.m. to 2 p.m. Participants who completed the Mayor's 30/30 Challenge for fitness will be recognized by Palm Coast Mayor Milissa Holland at 9:30 a.m. and can pick up their prizes throughout the event. Back by popular demand is the free paper-shredding service, so bring your old documents for professional shredding! Plan to take advantage of this hands-free, uncomplicated process as totes will be wheeled to your car to help unload your paper and bring it to a chute that dumps all of it into a shredder. For the free shredding service, acceptable items include: staples, paper clips, spirals, notebooks, expired credit cards, check books, folders with small prongs with small amounts of metal/plastic. Unacceptable items include: batteries, three-ring binders, binder clips, hard drives, X-rays and large amounts of metal/plastic. Shredded materials will be recycled, with the ink and color removed to produce new paper towels, tissues, etc. Palm Coast’s Arbor Day 2018 is sponsored by the Palm Coast Observer.

City of Palm Coast Utility team wins 12th Top Ops State Championship
Palm Coast – Palm Coast Utility Department’s national-champion “Water Buoys” team won its 12th Top Ops State Championship on Tuesday, winning the title after a hard-fought contest against two other water treatment teams from around Florida. Team members Fred Greiner, Tom Martens, Peter Roussell and Jim Hogan (coach) correctly answered more questions than any other team competing at the annual Florida Water Resource Conference (FWRC) in Daytona Beach. FWRC is a joint conference of the American Water Works Association, The Florida Water Environment Association (FWEA), and the Florida Water and Pollution Control Operators Association (FWPCOA). Questions in this competition covered a broad range of operational topics including basic science, chemistry, hydrology, water distribution, public health and sanitation, plant maintenance, safety and process control. The annual contest recognizes and promotes excellence in all aspects of water operations, giving operators the opportunity to showcase their knowledge and talents. The Palm Coast team has won the state championship for 12 of the past 14 years. “The Top Ops team is excited to win another state title, and now we’re preparing for nationals, where we hope to defend our national title,” said Hogan, Palm Coast Utility Systems Manager of Water Operation. “The competition is fast-paced and covers all technical aspects of water treatment. The team is dedicated and driven, and this gives us the opportunity to stay on the cutting edge of advancements in our industry. That benefits the citizens of Palm Coast by having a better, more-motivated and highly trained operating staff for the City’s water treatment plants.” The Top Ops Team, which won both the Florida and the national competitions last year, will compete for the top national honors at the American Water Works Association Annual Conference and Exposition (ACE) to be held in Las Vegas in June. Since 2005, the Water Buoys have won the national competition seven times – including in 2017. The Florida Section of the AWWA awards expense-paid trips to the winners of the state competition, so no City funds will be used toward the national competition. Team members pay
for the competition out of their own pockets and then receive financial reimbursement from the Florida Section. Smoke testing of sewer lines planned for Clubfield, Coral Reef and connecting streets
To improve sewer service to citizens, the City of Palm Coast will be smoke testing the sanitary sewer lines for the homes on Clubfield Drive, Coral Reef Court and all connecting streets. This smoke testing will be done from Monday through Friday, April 23 to 27. This test, which involves forcing smoke into the sanitary sewer lines, will check for leaks, breaks and defects in the system.
The smoke is odorless, creates no fire hazard and will not enter your home or business unless you have defective plumbing or dried-up sink traps or floor drains. The smoke test should only affect your home for approximately 15 minutes. Homes affected by smoke testing will find a door tag hanging on the front door.
The smoke used for this test is manufactured strictly for this purpose, leaves no residuals or stains and has no effect on plants and animals. Direct contact with the smoke may cause minor respiratory irritation in some people.
If people in your building suffer from a heart condition, asthma, emphysema or some other respiratory condition and are planning to stay in the building during testing, notify the City of Palm Coast at 386-986-2371 to discuss your specific case.
Prior to testing, please pour two gallons of water in the seldom-used sinks or floor drains to prevent sewer gases, smoke or odors from entering the premises. If smoke does enter your home during testing, immediately remove yourself from the building, notify the crews that are conducting the test or call the City. Again, if smoke enters your home, it is an indication of a plumbing defect, so you should also notify a plumber. While we can assist in the location of any defects on private property, the correction of any defects are the responsibilities of the property owner.
Smoke that you will see coming from the vent stacks on houses is normal. However, smoke coming from holes in the ground IS NOT normal and is considered a defect. All such defects will be photographed and logged. The City will then contact the property owners if a defect is located on private property.
This smoke testing is part of the City's continuing effort to provide a safe, economical, efficient and environmentally sound sewer system throughout Palm Coast. The smoke testing procedure has been recommended by the U.S. Environmental Protection Agency as an effective means of identifying problem areas in the sewer system. Eliminating system defects and illegal
connections will help our community remain in compliance with the new federal legislation regarding sewer systems maintenance and sanitary sewer overflows.

Improve your swim stroke in four-week program at Frieda Zamba Swimming Pool Palm Coast – Are you a swimmer looking to improve your swim stroke technique? April 16, 2018 Temporary road closure: Raintree/Rae (north entrance to Rivergate Community) Palm Coast – The north entrance to the Rivergate Community – at the intersection of Raintree Circle and Rae Drive – will be closed for two weeks beginning Monday, April 23, while the City of Palm Coast Public Works Department does a drainage pipe replacement project. In addition, during the project there may be temporary lane closures on Rae Drive in the vicinity of its intersection with Raintree Circle and Raintree Place. The State of the City webpage also includes the text of the State of the City address and a link to the Annual Progress Report for 2017. Palm Coast Mayor Milissa Holland gave the State of the City address, highlighting the successes and achievements of the City over the past year and sharing plans for the coming year and beyond. With the theme “Making Our Future Together,” Mayor Holland emphasized the importance of community partners – both public and private – in advancing Palm Coast’s goals as the City grows and develops. She focused on three major themes, public safety, quality of life, and downtown and innovation, and she announced plans for a Downtown Innovation District to carry out the City’s many innovative, strategic initiatives. Also at the program, the Mayor presented three special awards:

In addition to seeing the State of the City video and reading the address, residents can review the 2017 Annual Progress Report on the website. The City produces the annual report to provide citizens an overview of accomplishments, achievements and progress based on the goals set by the Palm Coast City Council. There is a section on each of the six goals: Expansion, Economic, Finance, Environmental, Quality of Life, and Workforce Talent. It provides highlights from the National Citizen Survey, and includes a feature on the re-opening of Holland Park after a major renovation. Traffic signal work to affect signalized Belle Terre/Parkview intersection Palm Coast – The City of Palm Coast Public Works Department will be doing traffic signal work at the signalized intersection of Belle Terre Parkway and Parkview Drive from 9 p.m. Tuesday, April 24, to approximately 5 a.m. Wednesday, April 25. (This is the intersection near Wadsworth Elementary School.) Belle Terre will remain open both northbound and southbound, but traffic flow will be affected for the southbound Belle Terre left turn onto Parkview, and for the westbound Parkview left turn onto Belle Terre. A detour will be in effect. The Flagler County Sheriff’s Office will be on-site for work zone safety and public safety. Teams now forming for Adult Basketball League, new Adult Sand Volleyball League Palm Coast – Palm Coast Parks & Recreation’s Adult Basketball League and new Adult Sand Volleyball League are starting in early June, and teams are now forming. Super Early Bird pricing is good through May 7. Adult Basketball League Register as a team for this 5-a-side style play, with games on Mondays and Wednesdays June 4 through July. Games will be played at 7, 8 and 9 p.m. at Buddy Taylor Middle School, 4500 Belle Terre Pkwy., Palm Coast. This league is for ages 18 and up. Compete for the title of league champions and a $100 voucher for next year’s league! Registration includes:
Eight regular-season games
Max of 11 players per team
One game played every hour
Single-elimination tournament with top 10 teams making tournament
Two FHSAA-certified officials per game

Should you be able to buy reptiles online and have them delivered to your front door? This is part of a growing debate over whether it is appropriate to keep reptiles as pets. Many people don’t fully understand that they are getting into and the animals are left to suffer because of it. The fact that people can impulsively buy a reptile online is startling to experts that are concerned with animal welfare. The Flagler Humane Society receive those reptiles that are impulse buys and from those owners that are not ready or willing to provide them the proper home. We never turn away an animal in need of a good home and this includes those in the reptile family. We then find appropriate homes for them with experienced reptile keepers, rescues, or wildlife facilities. If you are in possession of a reptile that you are unable to properly care for – please seek out a new home for them as they can be fragile and can’t handle maltreatment for long. Donation Opportunities: The Flagler Humane Society Thrift Store always accepts donations. They cannot take in any computers/printers or large appliances. Call 386-597-2839 and leave a message. We are collecting shoes again! Bring your used shoes (any condition) to us to turn in for money! “General Donations” can be dropped off anytime at your convenience. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter.
