The team is celebrating this week – we received a 2017 Golden Image Award from the Florida Public Relations Association! The award was for the Zombie Survival Guide to Bicycle Safety video, which was judged the top Public Service Video in the Digital Tools of Public Relations category. Congratulations to Digital Communications Coordinator Jason Giraulo, Video Production Coordinator Tom Hanson and Communications & Marketing Manager Cindi Lane, APR. Cindi and Jason attended FPRA’s annual conference, “PR: It’s Personal – Research, Relate, Respond,” learning from experts including the president of People Ink, the director of business analytics & consumer insight for IKEA U.S. and the director of corporate communications for Amazon. At home in Palm Coast, highlights this week included: editing on training videos for Utility and Public Works; graphic design for Food Truck Tuesday, the Pink Army 5K, the Feet to Feast 5K; updates to PCTV’s ticker tape service and the City’s social media accounts; and coordination of media requests and advertising. The Finance Department’s Distinguished Budget Presentation Award was announced with a news release. The interns are nearing completion of the Virtual Citizens Academy components. The team took photos of summer interns before they head back to college.

Construction on the City’s 2nd Wastewater Treatment Plant started May 2016 and is expected to be completed in November 2017. The new plant is located west of US Highway 1 next to Water Treatment Plant 3. The new Wastewater Water Treatment Plant will be able to treat 2 million gallons per day, it can be expanded in 2 million gallon increments and will be capable of treating up to 6 million gallons per day at maximum buildout. Construction cost is $25,108,000.00 and it’s currently 83% complete.

On August 7, 2017 a development order for a new Taco Bell 1,961 sq. ft. restaurant with a drive-through lane was approved next to the new Starbucks restaurant which is under construction in the Shoppes of Palm Coast Shopping Center located at the S.E. corner of S. R. 100 and Belle Terre Blvd.

Executive Summary: Parks & Recreation had an eventful week wrapping up some of our summer programs before the

kids returned to school. Friday, August 4 was our last day of summer camp of which we had over 1700 kids attend

throughout the summer. The Frieda Zamba Swimming Pool was busy with 982 visitors for the week. The pool also

held a membership appreciation day as well as hosted an Aqua Zumba fundraiser for breast cancer research, which

raised $1500. Our two interns also finished up their internships with us. One returned to school while the other is

continuing on as an employee with the Parks & Recreation Department.

Jaira Jackson, Parks & Recreation Marketing Intern Jaira Jackson, a Palm Coast resident, wrapped up her last day with us on August 4. She came to us from Stetson University where she is a Sports Business major. Throughout her internship here, she worked on several projects including analysis of

Florida City/County Parks and Recreation Departments social media accounts and logos, development of a sponsorship packet and guidelines, web analysis of Palm Coast Parks & Recreation, and assisting with numerous programs.

Nick Monsanto, Parks & Recreation Athletics Intern

Nicholas Monsanto, a resident of Palm Coast, is wrapping up his time as an intern on Friday August 18th and will be joining the Parks & Recreation staff in the fall. He attended Oglethorpe University where he played soccer there on their NCAA Div.

III team for a year before transferring to Flagler College where he completed his Bachelor’s in Sports Management. Throughout the summer, Nick got the full Parks & Recreation experience working on projects, sports leagues, summer

camp, special events, and facility improvements. Some of these projects include a sponsorship package, a business plan for the tennis center, guidelines for the sports alliance, and tennis program analysis.

Utility – Richard Adams, Director

The average water demand for the week was 7.133 million gallons per day.

The average wastewater flow was 7.196 million gallons per day.

Crews installed 12 new water meters, 4 new reuse meters, 6 new PEP tanks and replaced 2 tanks. They also

installed 1 new PEP pump and 1 PEP electric assembly.

There was a total of 56 calls after hours.

Crews replaced the leaking water service line at 29 Florida Park drive. This required removal of the

concrete driveway apron. They also relocated the meter pit from the side of the house back to the right of

way.

On August third, at 1:30 pm, the 4” water main on Carol Court was damaged by a contractor affecting 10

homes for approximately 8 hours.

Staff installed new Mission Units for SCADA (Supervisory Control and Data Acquisition) at pump station

‘D’ (PC Parkway and Clubhouse) and pump station 20-1 (Lago Vista).

Staff replaced the media in the odor control unit at pump station 37-3.

To continue efforts to reduce Inflow/Infiltration, crews inspected via CCTV 1,908 feet of gravity sewer pipe

and 7 manholes.

Replaced 22 PEP pumps, 30 floats, 5 cleanout caps, 2 ball valves, and 2 valve boxes. Replaced (retrofitted)

6 water service lines and repaired 1 water service line. Also tested and repaired 94 backflow preventors.

City of Palm Coast Finance Department receives national budget award Palm Coast – For the 14th consecutive year, the City of Palm Coast has received the Government Finance Officers Association's Distinguished Budget Presentation Award for its annual budget. The award reflects the commitment of the Palm Coast City Council and Finance Department staff to meeting the highest principles of governmental budgeting. To receive the budget award, the City was required to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as:

a policy document

a financial plan

an operations guide

a communications device Budget documents must be rated "proficient" in all four categories, and the 14 mandatory criteria within those categories, to receive the award. The City received outstanding ratings in the areas of Understandability and Usability, Long-range Financial Planning, Unit Goals, Objectives and Performance Measures, Financial Structure, Policy and Process and overall as a communications device. As part of the award, a Certificate of Recognition for Budget Presentation was also presented to Palm Coast Budget Coordinator Lina Williams. The budget book can be reviewed online at http://www.palmcoastgov.com/government/finance/budget. The City budget is updated and adopted annually using a year-round process that starts with strategic action planning by the Palm Coast City Council, ties performance measures to budget priorities, and supports the City’s adopted goals and overall vision. The budget addresses day-to-day operations, as well as long-term capital improvements and strategies. “To prepare the City’s annual budget, our Finance Department guides a strategic, year-long process that takes the goals and direction determined by the City Council and puts them into a plan that provides the highest level of service possible for the citizens of Palm Coast,” said City Manager Jim Landon. “We work very hard on our budget process, and we’re honored to be recognized by the Government Finance Officers Association again this year. I want to thank and

For budgets beginning in 2016, over 1,600 agencies received the award. The GFOA is a nonprofit professional association serving some 19,000 government finance professionals throughout North America. The association’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.
