City Manager’s Update On budget and ahead of schedule, the new Virginia Beach Sports Center had its ceremonial opening Oct. 1. My thanks to the Mayor and City Council as well as the project team for delivering this incredible new addition to our city. With 54 events already booked for year oneincluding 39 that are new to the market, it is clear that sports tourism is a key to growing into a year-round destination and expanding our revenue base. The excitement of those in attendance could not be masked by the mandatory face coverings and social distancing on site. Each guest was treated to a guided tour of the facility in groups of 20. Sports center employees stationed throughout the facility provided building and booking details at each stop. Construction of the $68 million sports center began in August 2018. City Manager’s Update

On budget and ahead of schedule, the new Virginia Beach

Sports Center had its ceremonial opening Oct. 1. My thanks to

the Mayor and City Council as well as the project team for delivering this incredible new

addition to our city. With 54 events already booked for year

one—including 39 that are new to the market, it is clear that

sports tourism is a key to growing into a year-round destination

and expanding our revenue base.

the mandatory face coverings and social distancing on site. Each

Construction of the $68 million sports center began in August 2018. The 285,000-square-foot

facility, designed by Clark Nexsen and constructed by MEB General Contractors, Inc., is the

meter indoor hydraulically banked track, 12 basketball courts that can be converted into 24

volleyball courts, multiple

The deadline for the Real Estate and Personal Property Tax Relief Program has been extended to

Saturday, Oct. 31 and other relief programs have applications deadlines approaching. Please visit

emergency.vbgov.com/coronavirus#money for details about each program, including criteria,

eligibility and applications.

Applications are accepted through Oct. 12. To encourage businesses to

continue their operations and help mitigate the negative impacts of the pandemic, these grants

are intended to provide immediate financial relief for expenses already incurred.

Applications are now accepted through Oct.

31. The program provides direct relief for households where an occupant has lost their

employment, had their work hours reduced or has been furloughed due to COVID-19. Any

impacted household, whether they have paid their tax bill or not, can apply if they meet the

eligibility requirements. For more information, including necessary documents for proof of

eligibility and applications, visit VBgov.com/COVID19TaxRelief.

Applications will be accepted through Nov. 15 and

reviewed on a rolling basis until funding has been expended. This program provides grant

assistance to qualified arts and cultural 501(c)3 non-profit organizations for immediate financial

relief for unforeseen expenses due to the global health emergency.

Still available and provides financial assistance to

qualifying residential customers who need assistance for solid waste collection, storm water,

sanitary sewer and water services charges. Visit VBgov.com/CSPandemicRelief for eligibility

requirements and to apply.

Still available and provides eligible households with assistance to

help prevent foreclosure of low- and moderate-income homeowners in Virginia Beach who have

experienced loss of employment income due to COVID-19. Residents must complete a quick,

online questionnaire available at VBgov.com/mortgageassistance to see if they meet the initial

screening criteria.

The City of Virginia Beach has saved taxpayers $2.6 million by refinancing $16.7 million in

bonds, stormwater rehabilitation, roadway coordination and neighborhood projects. The City’s

strong credit rating of AAA and Aa1 on its Stormwater Utility system made the savings possible.

A Bond Resolution authorizing the distribution of the Preliminary Official Statement in

connection with the issuance of Storm Water Utility Revenue Bonds, Series 2020A and 2020B in

the maximum amount of $107.5 million, comprised of up to $90 million for new money and

$17.5 million for refunding was approved by City Council on Sept. 1. Last week, the City sold a

total of $91.5 million comprised of $77.4 million in new money and $14.1 million in refunding

Storm Water Utility Revenue Bonds. The refunding resulted in present value debt service

savings of $2.6 million over the remaining 16-year term of the refunded bonds, or 15.4% of the

refunded bonds.

Seven electronic bids were received from various investment banking, securities brokerage and

financial services firms on the Storm Water Utility Revenue and Refunding Revenue Bonds. The

bonds were awarded to Wells Fargo Bank, National Association at a true interest cost of

1.945895% – lowest rate ever for City’s Storm Water new money and refunding bonds.

Maintaining strong credit ratings allows the City to receive the lowest rates, which in turn saves

the taxpayers money.

Every October, the National Fallen Firefighters

Foundation sponsors the National Fallen

Firefighters Memorial Weekend, the official

national tribute to firefighters who died in the line

of duty during the previous year. To kick off NFF

Memorial Weekend, Fire Departments and

municipalities across the nation will light up

select facilities in red to honor the fallen and

“Light the Night” this weekend. Virginia Beach

and the Virginia Beach Fire Department will

participate in this annual event by lighting the

Emergency Operations Center (Bldg. 30) in red

light Friday through Sunday night. At the Oceanfront, King Neptune will be illuminated in red

on Saturday and Sunday night. Citizens can also show their support by putting a red light bulb in

the porch light at home to honor our fallen firefighters. For more information on this nationwide

School Alumni and Friends Association

and Teens with a Purpose for the

ImmortALL: Performance Poetry

Project, which pairs local African

American history with the lively art of

performance poetry.

Virginia Beach teens age 13-19 will

connect with alumni from PACTS/UKHS,

as well as professional poets from TWP, in

monthly online and small in-person

sessions from October 2020 through April

2021. Teens will engage with alumni from

the classes of 1943-1969, visit and view footage from the VBHM’s Princess Anne County

Training School/Union Kempsville High School Museum and attend TWP performance poetry

workshops. They will also re-interpret local oral history through the lens of their own

experiences with current events. ImmortALL: Performance Poetry Project will tentatively

conclude in spring of 2021 with a final public performance

PACTS/UKHS alumni will begin the program with My Story, Our Story, a two-part online

presentation, at noon on Oct. 10 and Oct. 17. The conversations will be the foundation from

which the teens will eventually create their performance poetry. Once per month from November

through April, teens will have an opportunity to attend TWP’s limited, socially distanced

performance poetry workshops (locations TBD) or attend online via Zoom sessions. Poetry

workshops will help students explore the stories shared by alumni, as well as their own

experiences. This will help work towards a goal of immortalizing the ideals and history of the

community that built PACTS/UKHS while sounding the call for further understanding, equity

and social change.

All interested teens can register now to participate in this unique retelling of local African

American history. Teens and their parents/guardians can download registration forms and learn

more about this free program at museumsvb.org or TWPTheMovement.org.

The Virginia Beach Historic Preservation Commission recently added three properties to the

Virginia Beach Historical Register: Winston Cottage (205 23rd Street), Musick Mansion (209

59th Street) and Church Point Manor (4001 Church Point Road).

The Winston Cottage is a traditional beach cottage built in 1926 by Henry and Agnes Winston.

Historically it was used by the Winston’s as a single-family home with an upstairs apartment.

Additional bedrooms were added to the house in the 1940s. Agnes Winston lived in the cottage

into the 1990s. The building has been adaptably reused as a restaurant (Tautogs).

The Musick Mansion is a Colonial Revival style home built in the mid-1930s with a dune top

view of the Atlantic Ocean. The builder is unknown, but the Musick family lived there from the

1940s to the 1960s. It has cedar shake siding and interior pine paneling. The entrance foyer

features a curved staircase with original balustrade. Its grand front portico with open second

story and Chippendale railing is a visually distinguishing feature.

Church Point Manor was built circa 1860 by G.G. Garrison. The

property eventually became part of the adjacent Bayville farm. It is a

vernacular Victorian farmhouse constructed of brick with Italianate

detailing. A large, but visually separate, addition was added in the

1990s and the house was converted into a bed and breakfast

operation. Guests included President Barack Obama and

Ambassador Caroline Kennedy. It is currently a private residence.

Created in 1999, the Virginia Beach Historical Register recognizes historic buildings in Virginia

Beach that are important to our local heritage. Property owners must apply for their building to

be considered for listing, which is honorary and does not provide any protections or restrictions.

There are currently 78 historic properties listed in the Register. Information and applications are

available online at VBgov.com/historicpreservation. The program is administered by the

Planning and Community Development Department and the Virginia Beach Historic

The Old Cape Henry Lighthouse reopened to the public today, having

been closed to the general public since March due to the COVID-19

pandemic. The lighthouse will be open seven days a week from 10 a.m.

to 5 p.m. General admission is $10 for adults, $9 for seniors, military

and AAA members, $8 for students and free for children under 42

inches tall. General admission includes access to the lighthouse’s new

“visitor plaza” at the base of the tower. Climbs of the lighthouse tower itself are limited in availability

and are included in a combination ticket at $14. To aid in social distancing and allow for cleaning in

between groups, climbs of the tower must be reserved online at www.preservationvirginia.org/tickets.
