Dear Mr. Mankowski:
As a follow-up to your discussion with our environmental consultant, ASTI Environmental, on Friday November 20, 2015, this letter has been prepared to request your assistance in evaluating and mitigating a potential public health concern associated within three debris piles (approximately 4,000 to 4,500 cubic yards of debris) located at the former DURA Convertible Systems facility in Adrian , Michigan. These piles contain bu ilding debris left on-site after demolition activities by a previous owner.
The property is currently owned by Lenawee County who received the property through tax reversion . The Property is, however, located in the City of Adrian , and the city has been receiving complaints about its presence and concerns over potential environmental contamination possibly included within the debris. While the site is in an industrial area, there are residential homes contiguous to the site. To address the potential for the presence of asbestos in the debris, the City of Adrian Brownfield Redevelopment Authority retained ASTI Environmental to assess the three piles. We received ASTl's report and noted numerous samples contained asbestos.
We believe the presence of this debris is both a physical and health hazard to the community, and in particular since the property is not secured, the City is requesting your assistance in assessment and removal. Neither the county nor the City of Adrian has the funding to address it, and neither participated in the demolition activities. We have attached our consultant's report for your review. RE: Asbestos Sampling of Debris Piles, 1365 Beecher Street, Adrian, Michigan (AST/ Project No. 9408)
Dear Mr. Miller:
ASTI Environmental (ASTI) was retained to evaluate the stock piled debris at the former Dura facility and collect discrete samples from the debris for asbestos testing. ASTI observed three debris piles on the Property. Refer to attached figure for an approximate location and volume of the debris piles observed. Refer to Attachment A for photographs of the debris piles sampled. For this evaluation, ASTI visually evaluated building materials within the piles and collected samples to identify the presence and condition of any potential asbestos-containing materials (ACMs). Visual evaluation of the debris piles revealed each of the materials sampled, as well as the other debris present, were generally in poor condition and appear to have been exposed to the elements for an extensive period of time.
During the evaluation, ASTI personnel collected a total of 19 samples for asbestos testing. Samples were collected in accordance with applicable local, state and federal regulations. The samples were collected by Robert C. Anderson, PG, EP, State of Michigan Certified Asbestos Building Inspector (Accreditation No. A22206). Mr. Anderson's resume and accreditation are provided as Attachment B.
Following collection, the bulk samples were transmitted under chain-of-custody protocol to SanAir Technologies Laboratory, Inc. (SanAir) in Powhatan, Virginia for asbestos analysis using polarized light microscopy with dispersion staining (PLM/DS) in accordance with the US Environmental Protection Agency's (US EPA's) "Interim Method for the Determination of Asbestos in Bulk Building Materials" (EPA 600/R-93/116), December 1993).

The fo llowing material types were identified within the debris piles and sampled during the evaluation:

On November 3, 2015 ASTI received the asbestos test resu lts. Refer to Attachment C for a copy of the laboratory test results. Review of the results revealed the following materials were identified to contain asbestos:

Review of the asbestos sample results revealed the identification of asbestos in each of the three debris piles. Accordingly, ASTI recommends that the debris be handled as friable asbestos-contaminated waste and care should be rendered to minimize disturbance of the material and the resulting potential release of asbestos fibers , including controll ing fugitive dust. According to classification guidelines set forth in NESHAP, the pipe insulation and surfacing material are regulated materials, therefore these materials must be addressed by a licensed abatement contractor using Class I remova l techniques and engineering controls to control dust.

Work included completion of Phase I and II site evaluations including review of tank monitoring data, review of historical corrective actions conducted on-site, and completion of soil and groundwater testing. Following completion of field studies cost-toclose evaluations were conducted at each location where release was identified. Work was completed with no delays or injuries
Hoist Decommissioning Program - Automobile Dealership. Southeastern Michigan Project manager for environmental due diligence and hoist decommissioning at a large automobile dealership. Work included completion of a Phase I ESA and Phase II testing, followed by the removal of 26 in-ground hydraulic hoists, one oil/water separator and approximately 1,200 cubic yards of petroleum impacted soil. Following soil removal soil verification samples were collected for chemical testing and the site was restored.

Polarized- light microscopy is not consistently reliable in detecting asbestos in floor covering and similar non-friable organically bound materials. Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing.
