Minutes of March 25, 2019

Chairwoman Johnson called the meeting to order at 5:00 p.m. at the Bayfield City Hall.

Present: Sharon Johnson, Bob Durfey, Tina Nelson, Rob Riemer, and Dionne Johnston – Deputy Zoning Admin. Absent: Sheryl Burkel, Bill Cornelius, Mike Eldred, and Sandy Paavola (Alt.) Others: Jamie Klema Durfey/Nelson made a motion to approve the agenda. Motion carried. Nelson/Durfey made a motion to approve the minutes of February 25, 2019. Motion carried. Public Input: None. Building permits: 1. David Carlson/Karen Radtke – 28 North Eighth Street, Permit Application #03-09. Jamie Klema – Dahl

Construction was present representing David Carlson/Karen Radtke with a request to build a garage. Durfey/Nelson made a motion to approve the application as presented. Motion carried.

2. Tom Murtha – 621 Rittenhouse Avenue, Permit #25-18. Tom Murtha would like an extension to his building permit. Nelson/Riemer made a motion to grant a 6-month extension to September 24, 2019. Motion carried.

Zoning Administrator Report: Placed on file. Other Discussion: 1. Committee training session Monday, April 15, 2019, 9 a.m. – Noon at Bayfield Lakeside Pavilion.

Johnson encouraged all committee members to attend the upcoming training session.

Discuss Next Meeting Date and Time: The next regular meeting will be April 22, 2019, 5:00 pm at City Hall. Durfey made a motion to adjourn at 5:07 p.m. Motion carried.

Dionne,  FYI on plan for stairs and ramp.  We are still not sure what the walls will be. Currently we will try to match the retaining wall at the West building  next door. CF Design called for concrete but Dykstra thinks a retaining wall will work just fine.  Once we get in the field to see the grade there may or may not be railings on the west and south sides. We could do just a curb on the ramp?? It appears that once the need for railing is determined that it all would be 4" oc cable.  Tim Dykstra will be getting me some ideas and prices soon on how this all  may be accomplished.  I understand that once I pick a design that I may have to come back to ARB for final approval. For now let us go with this design.  Thank you,

See attached for our proposal about how we would incorporate ramps and stairs for the entrances.  At the north entrance because the slope of the concrete walk will be greater than 5% we need handrails on both sides between 34”‐38” above the finished surface.  On the building side we are proposing to hang the handrail off of the building.  The handrail and top cap are proposed as wood..something resilient like IPE would be ideal.  The balusters and remaining pieces of the rail are proposed as weathering steel along with the skirt around the ramp.  The ramp and stair surfaces are all proposed as concrete.  Along the front (Broad Street) side of the building around to the south side the walk slope is less than 5% and therefore does not require a handrail or guard rail (as long as the finished grade is less than 30 inches measured vertically to the floor or grade below at any point within 36 inches horizontally to the edge of the open side), although we believe it would be a prudent design decision to at least provide some sort of fall protection on those sides and a hand rail on the open side.  Although we are trying to minimize the visual impact of the rail in front of the large windows.  At the stair portion and any portion where grade is more than 30” below within 36” horizontally we will need a guard in which case we are proposing to infill the steel “frame” with stainless steel cable at 4” o.c. to comply with that requirement.  The amount of risers at the South side stairs will need to be determined on site by how much we can reasonably slope the finished grade from the sidewalk toward the building.  The south stairs are oriented toward each other to allow for one concrete walk off of the main sidewalk.  Landscaping can be used in front of the ramp and stair to lessen the impact from the sidewalk and street..similar to the drawings.  We propose a decorative reed grass as a simple screening element.  Please have a look at the attached and feel free to call to discuss.
