Mayor Henderson bestowed congratulations to Councillor Bursey who spoke at the
OGRA/ROMA conference on voting reform.
His Worship then introduced Chris Hum, Brockville Young Professionals who announced that Brockville has made the Top 10 for the 2016 Kraft Hockeyville.
Mayor Henderson and Council congratulated the Young Professionals for raising over $60,000 in support of Rotary Park and thanked Councillor Deery for his
submission to Kraft which entered Brockville in the running.

RECOMMENDATION
THAT City Council provide direction to staff on facilitation towards the execution of one offour festival/special event options associated with the City of Brockville’s celebration onthe Canada’s 150 anniversary; and further,
THAT the financials, milestones and/or third party commitments on the preferred option beprovided for recommendation for the EDP April 5th meeting; and further,
THAT the City submit application for grant funding from Canada Heritage on the preferredoption to enable for enhancement of both programming and marketing of thefestival/special event once this assessment process is completed.
PURPOSE
To prepare a “refresh” of the City’s Economic Development Strategy. To providefestival/special event options for Council consideration on the hosting celebrations forCanada’s 150 Anniversary, and as such, secure funding support from both Federal andProvincial governments.
BACKGROUND
• The Tunnel Committee contracted a professional event company ,“The Works,” toprovide a concept festival outline associated with the opening of the BrockvilleRailway Tunnel in June 2017, and further, capitalize on the grant funding fromCanada Heritage for community celebrations for the 150 Canada AnniversaryCelebrations. The costing on this task was $8,200.00. A budget of $30,000 wasapproved earlier for the tunnel opening event
• The Tunnel Committee were positive on receiving the concept plan but notcommittal on being responsible for the delivery of the proposed programming andreferred back to City staff
• “The Works” introduced the concept later to the EDP committee with arecommendation for a staff report for assessment and potential options forconsideration
• The elements of the concept was a carnival program of rides and side showperformances with some elements aligned to the theme of Rail to Trails being thebranding messaging of the proposed festival.

• Appendix A outlines some of the proposed concept
• The general consensus from the EDP meeting was aligned to the need tounderstand the level of city commitment towards the festival and the related riskassessment
• The federal government funding is the time sensitive factor regarding the hosting ofa festival/special event for Brockville’s celebration of Canada’s 150 anniversary andthe application process through Canada Heritage, and related time frame topotentially secure grant funding from the $30 million fund. Currently there arecommitments of over $10 million already to communities for this special event
• The Port of Brockville was also invited to participate in a PAN AM program for majorProvincial funding support through the Celebrate Ontario Blockbuster Programbased on the relationship established with 8 other Ontario ports during the 1812Tall Ships tour in June 2013.
• The PAN AM program would provide a major sharing of provincial marketing andprogramming support of up to an estimated value of $1 million with the otherOntario ports, however, the date for Brockville’s participation would be the secondweek-end of August 2017 which coincides with the annual Brockville Ribfest
• The PAN AM program includes touring theatrical group performances, ParksCanada exhibition, naval ship visitation, demonstrations, encampments andprovincial and international marketing support
• No other Eastern Ontario port has been invited to participate in this 2017 PAN AMoffering, and as such, a valued offering of exclusivity for Brockville
• Following this announcement, the Economic Development Office convenedmeetings with Ribfest, Councilor LeSueur from Tunnel Committee and The Worksto explore the opportunity for partnerships on the execution of this concept forsecond week-end in August 2017, and thus capitalize on the PAN AM offerings.The initial date was in June 22nd week-end 2017
• The Ribfest planning committee was generally receptive to the partnership basedon the synergies and marketing support, but did wish to ensure their fund raisingcommitment was not compromised with the combined events
• There are no other community organizations such as the DBIA or Chamber that arewilling to manage the festival. The hiring of The Works for a management fee of$75,000.00 was the recommendation of the Tunnel Committee due to inability toattract a local organization to undertake a signature festival
• Based on the feedback from the recent EDP meeting and some external comments,additional options have been outlined in the subject report for Council consideration

ANALYSIS
Option I
• The Works Festival Concept with Brockville Ribfest for August 10th to 14th 2017-4day event
• To partner with existing Ribfest Committee and build on existing local and regionaltourism market with good established visitation and well organized committee oncombining the proposed Carnival concept with the food and youth programming ofRibfest is strong positive
• The Works are a solid and recognized professional event management companywith over 20 years of experience with event supplier connections in Europe andCanada
• The Works concept would have greater market penetration beyond local andregional market and essentially manage all aspects of planning and execution ofthe project in concert with Ribfest, and creating higher economic impacts andbenefits amongst the three options provided
• This option has the greatest risk assessment and any shortfalls would be theresponsibility of the City
• The initial feedback on the carnival/sideshow theme has mixed reviews with somecommentary slanted towards “dark entertainment.” This would need to be furtherrefined for appropriateness towards the Canada birthday celebration context. It is aunique and different entertainment offering not presented in this market for manydecades
• This option would capitalize on the benefits of PAN AM Celebrate OntarioBlockbuster funding and generate some excellent exposure in the Ontario andnorthern US marketplace beyond the market reach capacity of the other options
• Failure to capitalize on this PAN AM option would likely see the funding and relatedprofile being provided to Kingston
• The additional time to host this event in August provides flexibility for completion ofthe rail tunnel opening from the original June date
• The requirements from the City are similar to most of the community waterfrontfestivals being street closures, use of Blockhouse Island and Water Street ParkingLot and possible insurance coverage
• Festival costing and revenue projections have been completed and financials havesome supporting community comparisons for further review but located in largermarkets

• Reference to the submitted financials, there is a projected surplus of $182,455.00based on revenues of $672,855.00 and expenditures of $490,430.00
• The revenues are aggressive and greater than revenue projections of the two mostsuccessful Brockville festivals being Riverfest and Tall Ships. Revenues for TallShips was just under $500,000.00 for the two day event in 2013 generating asurplus of over $100,000.00
• Specifically, the proposed revenues for government grants are attainable andrealistic
• Revenues from corporate sponsorship are marginally higher than traditional normsby up to 25%, but due to the significance of Canada’s birthday, are achievablebased on some early feedback as reported by The Works
• The advanced fundraising target at $50,000.00 will be a challenge due to thenumber of current and proposed fundraising campaigns for community. Event fundraising takes a lower priority compared to health and social causes. Additionally,Ribfest does rely on their own corporate fundraising and sponsorships for BigBrothers and Big Sisters
• The remaining revenue generation of $343,000.00 from all admissions, rides,merchandising and vendor rentals will be challenging, and again, beyond the normof previous festivals. These projections for a small market area like Brockville willrequire further assessment and comparatives to establish a better comfort zone. Abest case scenario would be a break even proposition with the government grantscovering the reduction in admissions to a more reasonable level
• The expenditure estimates are realistic and quotations on same have beensecured by The Works
• The Side Show item of $147,000.00 is excessive for value added. This may be onearea of further negotiation to ensure a higher and suitable degree of entertainment,a better alignment to the anniversary theme and to provide an entertainmentoffering that can generate a great consumer draw from the target marketplace. Thiscomment is however subjective and again, consumer feedback could provide abetter assessment of this type of show
• Close communication with Ribfest partner necessary to ensure an equitable sharingof festival expenditures and to avoid conflict between sponsorship sourcing
• The Works have positive response from the Railway Association of Eastern Ontarioand the Brockville Museum for guidance and public relations support
• No confirmation at this time that tunnel will be opened as no construction schedulehas been announced. This could be identified in coming weeks. The August timedoes allow more flexibility to complete tunnel than the June dates

• Brockville Hydroplane Races and Canada Day Celebration for June 30, 2017 toJuly 02, 2017
• To partner with the Hydroplane committee and expand on the programmingassociated with a June time frame hosting of their event andincorporating/expanding upon the Mayor’s annual Canada Day celebration format
• Incorporating a June Tunnel opening ceremony program may be an issue as noconstruction schedule has been introduced at this time
• Hydroplane races are well timed and during a high traffic June/July visitor periodand already connected with the Canada Day week-end with existing annualscheduled fireworks
• The 2015 races were successful and noted higher visitation levels compared toprevious years
• A festival during this time would not be able to capitalize on the funding from theBlockbuster/Pan Am program offerings
• Less economic impact benefits than Option 1, but more sustained based of existingtourism activity compared to an Option 3 scenario
• City would require the assignment of a staff individual or department to beresponsible for the project
• More time might be needed for completion of tunnel as no construction schedulehas been identified at this time
Option 3
• New Concept, Different Date and another Partnership
• A Mayor’s Task force be established to review other concepts, dates and potentialpartnerships with purpose to minimize risk and proceed with funding applications fora festival/special event for the community celebration of the 150 CanadaAnniversary Program
• Scale of the event likely much smaller due to time restrictions
• “fresh start” with no existing event committee committed
• Level of external grant funding would be more limited

• Program could be more refined and manageable with low risk and less financialcommitments

• More flexibility on incorporating an official tunnel opening ceremony with newconcept festival based on longer time frame required to complete the capital workon the tunnel
• Would require separate fireworks programming as not part of Canada Day
• City would require the assignment of a staff individual or department to beresponsible for the project
Option 4
• Combination Hybrid RibfestlPAN AM/The Works Program August 10th to 14th 2017
• A signature festival is maintained through the offering of the PAN AM program inconcert with Ribfest/The Works while deleting the more costly and risk elements ofthe Trails to Rails theme such as sideshow from the budget
• The stage programming of the Sideshow would be replaced with the complimentaryPAN AM elements and possible some minor features of the original Rails to trailsconcept.
• Retention of significant marketing exposure and branding is maintained through theBlockbuster grant which also ensures the exclusivity for Brockville as the onlyEastern Ontario community participating in this program.
• The August date enables more timing for completion of the Tunnel and the openingceremonies can be incorporated into the festival with benefit of larger crowds for thehistoric recognition program of the tunnel
• A new budget would need to be created and approved prior to any grantsubmission
• Retention of The Works to revise the proposal and write the grant application isrecommended due to the lack of community group/organization to manage thefestival

A negotiated agreement would be required between and City and The Works tocontinue this process should Council prefer this option
FINANCIAL CONSIDERATION
The financial impacts associated with a festival hosting will be identified once Councildirects staff on the preferred option for further assessment and consideration.
CONCLUSION
Staff recommends Option 4 as the most viable and cost effective option towards hostingthe special anniversary celebrations for Canada’s 150th. The City is behind othercommunities on the application process for the subject federal fund and should proceed inearnest to ensure adequate and equitable contribution for the special federal funding.Negotiations with The Works to continue to refine the concept with partnership with Ribfestis suggested, and further, to proceed with contracting this firm to complete grant fundingwriting for both levels of government funding and corporate sponsorship. Funding for thispurpose needs to be confirmed utilizing contributions from the City, Tunnel Committee andthe DMF.
Any City support for this project and future festivals should be conditional on securing afinancial commitment from the Destination Marketing Fund (Bed Tax), which is to bemanaged by the local hoteliers and hopefully initiated within the next few weeks.

RECOMMENDED
THAT Council authorize the release of $25,000 from the Tunnel CapitalAccount for incremental expenditures by the Railway Tunnel Committee inaccordance with the City of Brockville’s Purchasing Bylaw under thesupervision of staff.
PURPOSE
To release funds from the Tunnel Capital account for incrementalexpenditures (non-capital related) by the Brockville Railway TunnelCommittee (BRTC).
BACKGROUND
In March 2012 upon the establishment of the Brockville Railway TunnelCommittee, Council authorized the BRTC to spend up to $10,000 in total forpurchases that were for the terms of reference and the BRTC business plan.
Since 2012, the $10,000 has been expenses as follows:

At a meeting held on March 10, 2016, the Brockville railway TunnelCommittee passed a resolution requesting that Council release $25,000 forincremental expenses.

These additional funds will allow the committee to continue moving theproject forward. Anticipated expenditures include marketing materials andstationery, promotional items, further website changes, expenses to setup astore front office, etc.
ANALYSIS/OPTIONS
The release of the funds will permit the committee to continue with itsactivities.
FINANCIAL CONSIDERATIONS
The funds would be released from account 970 1101-9037001 which has acurrent balance of $159,000.

CHAIR’S REMARKS
Councillor Fullarton welcomed everyone stating that it was a good thing for people to come out and discuss the proposed bicycle lanes on Laurier Blvd.
Mayor Henderson read an announcement that the City will receive a $325,000
grant under the Ontario Municipal Cycling Infrastructure Program.

2016 Capital Campaign

Ms. Baril explained the CPHC Capital Campaign. She stated that they have a
deficit of over $2.5 million. They are asking the City for $2,000 per year for 5 years.
Councillor Baker suggested using the funds from the City's Legacy Fund. The Mayor agreed that this would meet the requirements of the Legacy
Fund.
Councillor Fullarton feels the City should commit to the $2000 per year. She would like to see it as a pledge and be paid out of the fiscal policy reserve
for the first year and then put into the budget for the next 4 years.
Councillor Bursey suggested that the Legacy Fund should be looked into first
to ascertain what amount of money there is this year to disperse. He felt there could be more than is originally thought to be.
Councillor Baker wants a motion to go forward to Council to support the
request and that the timing and the location of the funds be recommended by staff.

Mr. Campbell read a number of e-mails that Transition Brockville had
received from people who support the bicycle lanes on Laurier Blvd.

Mr. Johnston read statistics on other cities with bicycle lanes.

Ms. McNamee stated that she had over 2000 names on a petition opposed to the bicycle lane on Laurier Blvd.
Councillor Fullarton restated the motion that was passed by Council at the December 2015 Council meeting concerning the proposed bicycle lanes on
Laurier Blvd.
Councillor Baker stated that he was concerned with the bike lanes taking up the curb side parking on the street. He is not against the bike lanes on
Laurier Blvd. He would like to see a plan "B" that shows a reduced cost than was originally suggested and also a different location for the lanes on Laurier
Blvd.

Councillor Baker reminisced about how years ago the designated reserve
funds were closed to establish the fiscal policy reserve, where all surplus' and deficits are funded from. He noted that the Brockville Police Service
have had a surplus for the past few years but prior to that, they were able to fund a deficit from the fiscal policy reserve. Council has few processes to
use to limit funding to the Brockville Police Services. He stated that by denying the request and having the surplus' go to fiscal policy reserve, is
one control over the expenditures.
Mayor Henderson noted that this is being proposed to protect, not to keep and use for funding other programs. He agrees with Councillor Baker that
the fiscal policy reserve is working well. If it is felt that the risk management of record checks is a concern, then the fiscal policy reserve
should be bulked up to cover it.
Councillor Fullarton noted that the fiscal policy reserve is working and is
appropriate.

Councillor Earle said he would like to find a smaller more fuel efficient
vehicle.
Deputy Police Chief MacArthur stated that the OPP are using Ford Taurus'.
He stated that the ergonomics of the vehicles have to be taken into
consideration because of equipment and space for the officers. The Fleet Division undertook a review that indicates that fuel mileage in the Tahoe is
better than the previous used Crown Victoria’s.
