Office & Initiative Created in 2014
• Council approved funds for the creation of the Office in October 2014
• Chief Performance Officer started in November 2014
• Office officially launched May 27, 2015
“Best Managed Local Government in the Country”
• Goal: Use initiatives to be the best managed local government in the country by using our resources better, faster, and smarter
• The office will have a cumulative impact that pays for itself over time via:– Improved quality of customer service and reduce turnaround times– Direct cost reductions– Revenue enhancements
• Efforts will not be perfect but the impact will grow and evolve over time
Comprehensive, Fully Integrated Approach
Specific Initiatives• Establish the Office of Performance & Data Analytics to develop and lead
performance initiatives
• Strategic Planning and setting administrative priorities
• Performance Management Agreement with each director to set priorities and expectations
• Outcome Based Budgeting for tying priorities and performance to funding recommendations
• Innovation Lab for process streamlining (think LEAN and six sigma)
• Bi-weekly CincyStat performance management sessions
• Open Data for posting municipal datasets to the public
• Predictive Analytics to apply data science tools to increase effectiveness

FY16 Performance Agreements Complete
• Agreements published in the FY16 budget recommendations
• 100 department level priority initiatives identified
• Over 1500 initial data points identified for regular collection and reporting by city departments
Launch Innovation Lab• Collaborative facility to help re-
design and streamline municipal processes to deliver better, faster, cheaper, and smarter service.
• Identify & scope projects prior to event.
• Facilitators used to help apply lean & six sigma principle to reduce waste

Streamlining Building Permit Review & Approvals
• Reducing City approval time in half from 10.5 weeks down to 3-5 weeks
• Conducting permit fee analysis to ensure fees are competitive and target fee increases towards complicated projects in order to add resources devoted to streamlining inter-agency coordination
Eliminating Utility Bill Late Penalties
• On track to eliminate $133,000 in annual late fees by processing and paying utility bills quickly

Performance & Data Analytics – Innovation Lab
• CitiStat is a leadership strategy to mobilize city agencies to produce specific results.
• It is based on a series of regular, periodic meetings with the City Manager and leadership team and each city department’s leadership.
• The meetings use data to analyze past performance, set new performance objectives, and examine overall performance strategies.
What is CitiStat?
• Modeled after a similar program in New York City, the Baltimore City Police Department initiated weekly ComStat meetings to improve crime-fighting efficiency.
• CitiStat represents the extended application of the same basic principles to the management of all municipal functions.
• First Meeting in Baltimore held on June 29, 2000
• Since then cities, counties, states across the country as well as federal agencies have launched stat programs
