Handbook Introduction
This handbook is for Training Center Instructors, Independent Instructors and Training Sites. It is
intended to supplement the current AHA Program Administration Manual (PAM) and outline all
the rules and regulations set forth by the City of Coral Springs Training Center.
It is broken out into two different sections. Training Center Operations and Independent
Instructors and Training Sites.

BLS

This part of the course is completed in a 1-day classroom session with other Instructor
candidates. AHA course outlines with target audience and completion requirements will be
discussed, along with the course DVDs, books, and other materials needed to teach the courses.
You must demonstrate your ability to correctly and effectively perform CPR, use an AED, and
provide instruction and correction to students.
Prerequisite:
The following documentation must be completed and submitted prior to the start of class for all
students:

the BLS Essentials Course online, which takes about 2 hours, and submit the course

Student BLS Instructor (6-8 hours)

Heartsaver CPR AED (3 hours)
Heartsaver CPR AED is a classroom, video-based, instructor-led course that teaches adult, child,
and infant CPR and AED use, as well as how to relieve choking on an adult, child, and infant. This
course teaches skills with AHA’s research-proven Practice-While-Watching (PWW) technique,

which allows instructors to observe the students, provide feedback and guide the students’
learning of skills.
This course is for anyone with limited or no medical training who needs a course completion card
in CPR and AED use to meet job, regulatory or other requirements.
Heartsaver First Aid, CPR AED (4 hours)
Heartsaver First Aid CPR AED is a classroom, video-based, instructor-led course that teaches
students critical skills needed to respond to and manage a first aid, choking or sudden cardiac
arrest emergency in the first few minutes until emergency medical services (EMS) arrives.
Students learn skills such as how to treat bleeding, sprains, broken bones, shock and other first
aid emergencies. This course also teaches adult, child, and infant CPR and AED use.
This course is for anyone with limited or no medical training who needs a course completion card
in first aid, CPR and AED use to meet job, regulatory or other requirements.
BLS for Healthcare Provider (5 hours for new and 4 1/2 hours for renewal)
The Basic Life Support (BLS) for Healthcare Providers Classroom Course is designed to provide a
wide variety of healthcare professionals the ability to recognize several life-threatening
emergencies, provide CPR, use an AED, and relieve choking in a safe, timely and effective manner.
This course is designed for people who need a CPR and AED class with job-related duties in
emergency preparedness and response. (You would take this class vs. the layperson Heartsaver
CPR and AED class, if you have patients, are a nurse, EMT etc.) This is a CPR and AED course for
healthcare professionals and covers 1 and 2 person Adult, Child and Infant CPR, use of an AED
(defibrillator) on both a child and adult, choking (Heimlich maneuver) for infants, children and
adults, airway obstruction, bag valve mask and how to use a breathing barrier or pocket mask.
This includes nurses, law enforcement and EMS personnel, EMT, EMT students, nursing students,
fire fighters, athletic trainers, dentists, CNA, business and industry response teams, lifeguards,
flight attendants, and others who must take action in emergency situations.

ACLS
ACLS Instructor (8-10 hours)
The purpose of an ACLS Instructor Course is to develop proficiency in teaching, organizing,
coordinating and conducting an ACLS Provider Course. ACLS Instructors must have a firm working
knowledge and understanding of the ACLS material. They are also expected to demonstrate in-
depth detailed knowledge of current emergency cardiac care. Participants learn to design a
provider course to meet the needs of a specific student population. Currently accepted principles
of adult learning, the ability to sequence instruction, the use of interactive teaching strategies
and evaluation of student learning and progress are essential facets of this course. The
recommended ratio is 6 students to 1 Instructor. One instructor to 1 manikin or station. The CPR
and AED and Management of Respiratory Arrest stations require 1 Instructor and 2 manikins for
6 students per station.
Instructor candidates will be asked to present two 10-minute presentations on a given topic,
which will be presented to the other instructor candidates during the course. The instructor will
monitor the student teacher. After successful evaluation the student teacher will be provided
with a course completion card and two year certification as an ACLS Instructor.
Prerequisite:
The following documentation must be completed and submitted prior to the start of class for all
students:

and education. Click on the ACLS Instructor Essentials and pay the $35.00 fee. Complete
the ACLS Essentials Course online, which takes about 3 hours, and submit the course
completion certificate before the day of class

ACLS (Full: 10-12 hours, Renewal: 5-6 hours)
The Advanced Cardiac Life Support (ACLS) Provider Course is designed to teach providers the
knowledge and skills needed to evaluate and manage the first 10 minutes of an adult VF/VT
arrest. ACLS is an advanced, instructor-led classroom course that highlights the importance of
team dynamics and communication, systems of care and immediate post-cardiac-arrest care. It
also covers airway management and related pharmacology. This course includes skills practice
and testing.
For successful course completion, students must demonstrate skills competency in all learning
stations, pass the CPR-AED skills test, bag-mask ventilation skills test, megacode test and pass the
written test with a score of 84% or higher. Students who successfully complete the requirements
of the ACLS course will receive an AHA ACLS Provider course completion card, valid for two years.
Prerequisite:
• A mastery of BLS skills (a current BLS Healthcare Provider card is required to take this
course)
• Be able to recognize various heart rhythms
• Be familiar with different types of airway management tools and their use
• Have knowledge of the drugs commonly used to treat cardiovascular irregularities
To help students adequately prepare for the ACLS Course, the AHA highly recommends that
each student complete the online ACLS Precourse Assessment, available through the AHA
Student Website (www.heart.org/eccstudent). To access the AHA Student Website, students
and Instructors will need an access code, which is included on page ii of each ACLS Provider
Manual and ACLS Instructor Manual. An ACLS Provider Manual is mandatory to take the class.
This can be purchased from Channing Bete, Laerdal, and WorldPoint.
PALS
PALS Instructor (8-10 hours)
The purpose of a PALS Instructor Course is to develop proficiency in teaching, organizing,
coordinating and conducting a PALS Provider Course. Candidates must demonstrate satisfactory
performance of course scenarios, interactive case presentations, skills presentations, and skills

in student testing, assessment, and remediation. All instructors will review and become familiar
with all of the PALS equipment and stations during the instructor course. Candidates must
demonstrate a thorough knowledge of course organization; course content, including
appropriate BLS skills; and Instructor responsibilities; as well as the AHA guidelines for PALS.
Instructor candidates will be asked to present two 10-minute presentations on a given topic,
which will be presented to the other instructor candidates during the course. The instructor will
monitor the student teacher. After successful evaluation the student teacher will be provided
with a course completion card and two year certification as a PALS Instructor.
Prerequisite:
The following documentation must be completed and submitted prior to the start of class for all
students:
• Current PALS & BLS for Healthcare Provider Card
• Visit www.onlineaha.org, click on the course catalog on the top tabs and go under training
and education. Click on the PALS Instructor Essentials and pay the $35.00 fee. Complete
the PALS Essentials Course online, which takes about 3.5 hours, and submit the course
completion certificate before the day of class

referenced for the online PALS Essentials Course
PALS (Full: 14 hours, Renewal: 8 hours)
The Pediatric Advance Life Support (PALS) course is based on science evidence from the 2010
AHA Guidelines for CPR and ECC. The goal of the PALS course is to aid the pediatric healthcare
provider in developing the knowledge and skills necessary to efficiently and effectively manage
critically ill infants and children, resulting in improved outcomes. Skills taught include recognition
and treatment of infants and children at risk for cardiopulmonary arrest; the systematic approach
to pediatric assessment; effective respiratory management; defibrillation and synchronized
cardioversion; intraosseous access and fluid bolus administration; and effective resuscitation
team dynamics.
For successful course completion, students must actively participate in, practice and complete all
learning stations, Pass 2 PALS core case scenarios (1 cardiac and 1 respiratory or shock) as a team
leader, providing appropriate medical treatment and demonstrating effective team dynamics,

and pass the written test with a score of 84% or higher. Students who successfully complete the
requirements of the PALS course will receive an AHA PALS Provider course completion card, valid
for two years.
Prerequisite:

Roles and Responsibilities
Training Center Coordinator (TCC)
• Represents the Training Center (TC) and is appointed by the TC
• Serves as the primary contact between the TC and AHA Emergency Cardiovascular
Care (ECC) Programs
• Does not need to be an AHA ECC Instructor
• Has an understanding of AHA ECC Programs
• Handles the management and storage of TC records
• Is responsible for the security and distribution of course completion cards
• Is responsible for the security and distribution of exams to instructors
• Manages Instructors, Independent Instructors and Training Sites (TS) for the TC
• Manages Instructor alignment on the Instructor Network (IN)
• Appoints and manages all Training Center Faculty (TCF) for the TC
• Ensures instructors are current with information from AHA, including Science
Updates, Training Memos, Bulletins, and the ECC Beat
• Promotes and advertises the CPR training program throughout the area
• Manages the [email protected] email

• Responsible for the creation of marketing materials in conjunction with the Division
Chief of Training
• Schedules AHA classes for 911CPR.org

Training Center Faculty (TCF)
AHA Training Center Faculty (TCF) are responsible for quality assurance and are the educational
leadership of the Training Center. TC Faculty is appointed by the TCC. The purpose of this
appointment is to ensure the TC is able to conduct quality Instructor Courses.
The Training Center Faculty responsibilities include the following, but are not limited to:
• Serve as a mentor and resource for TC
• Conduct Instructor Essentials Courses
• Monitor instructor candidates
• Coach Instructors, provide teach back sessions, skills sessions as needed
• Assist with the quality improvement of TC
• TCF status is a TCC appointment and is an internal position
• Monitors Independent Instructors
• Monitor Training Site’s TCF’s
Instructor of the Day (IOD)
The IOD will be identified prior to the start of the class. The instructor chosen to be the IOD will
have the letters “IOD” next to their name on the CPR calendar. Not everyone is qualified to be
the IOD. IOD status is a TCC/TCF appointment and is internal.
To Be An IOD:
• No Remediation within the last 6 months
• Show Initiative
• Skills workshop within the last 6 months
• Monitored and signed off within the last year

The IOD is responsible for the following:
• Filling out all necessary paperwork
• Ensuring they have enough equipment (see equipment list for the discipline)
• Arrive a minimum of 30 minutes prior to class to ensure the classroom and the
equipment is ready for the class presentation
• Greet the site representative and verify class attendance numbers
• Instructor assignment for student groups of 12 or more
• Final thank you to site representative
• Complete a DAILY LOG of the class and all the instructors. This will be sent to payroll
at [email protected] for verification with TeleStaff/Orbund entries. It must
be sent within 24 hours of the class. No exceptions on this!
Instructors
Instructors, Independent Instructors and Training Sites aligned with the City of Coral Springs are
only able to teach the classes in the discipline they are aligned in. The American Heart Association
recommends a 1 instructor to 6 student ratio. The ratio of manikins to students should be a
maximum of 1 manikin to 3 students. There will be no movement to become an EMS instructor
for a period of 1 year from you start date with CSRIPS. EMS Instructor correlates with EMT &
Paramedic classes. If you refer a class to proceed with training with 911CPR.org, as the instructor
you will be eligible for an incentive. (See Appendix I)
Recertification
All instructors must teach 6 classes in a one-year period to be eligible to have their Instructor
License renewed. A TCF member will monitor one class in that two-year period. The TCC has a
spreadsheet of instructors and will monitor when an Instructor card is about to expire. A TCF
member will schedule a monitoring session to complete the Instructor Monitoring Tool eForm
(see Appendix H) along with filling out your Instructor/TCF Renewal Checklist eForm (see
appendix G). A BLS instructor card expires every 2 years. If the instructor does not meet the
teaching requirements as stated above, the card will expire and the instructor will be required to
retake the BLS instructor course.

Policies and Procedures
Code of Conduct
All City of Coral Springs Instructors will be held to a strict standard of adherence conduct within
the policies and procedures outlined by the American Heart Association and the Program
Administration Manual (PAM).
Any action or activity that brings discredit to the City of Coral Springs, Coral Springs Fire
Department or its status as an American Heart Association Training Center will be cause for
immediate removal and cessation of all AHA teaching privileges for the City of Coral Springs.
Class Process Offsite and Onsite
City of Coral Springs instructors only get paid for travel time when the location is out of the city
and it is preapproved by the TCC. For Palm Beach County Schools, each instructor will get paid
60 minutes total for travel time (30 minutes to the location and 30 minutes from the location). If
it takes the instructor longer than 30 minutes to travel to the school or from the school, prior
approval must be obtained from the TCC. The instructor who picks up the equipment off duty
will get paid an additional 30 minutes total for picking up the equipment (15 minutes before the
class and 15 minutes after the class).
The equipment used and city vehicle (if applicable) must be returned on the same day.
Before Class
• Instructors are expected to arrive a minimum of 30 minutes prior to class to ensure
the classroom and the equipment is ready for the class presentation
• Make sure the room is set up for proper learning (there are enough tables and chairs,
the room temperature, etc.)
• Put Adult manikins on the tables
• Obtain appropriate amount of iPad’s (if applicable)
• Verify all equipment is in good working order (Manikins, AED’s, DVD player, etc.)
• Verify the students have access to the student handbook and enough copies of the
first aid handout
• The class is expected to start at the required time

• Hand out Course Evaluation forms (instructor classes only)
• Hand out face shields (one for each student)
• Hand out appropriate reference sheets (The CPR First Aid Handout)
• Hand out appropriate skill sheets for the practical portion of the class
Beginning of Class
• Welcome the class and introduce yourself and your other instructors. Be energetic
and excited to be teaching!
• Make sure to speak loud and clear
• Address any concerns that the students may have and give them locations of the
restrooms
• Give a brief overview of the class and explain the difference between Heartsaver CPR
AED, Heartsaver CPR AED First Aid and BLS for Healthcare Provider classes (to ensure
that students are in the right class).
• Explain requirements to pass the class.
▪ The students must perform the skills sheet
▪ For BLS Healthcare Provider the students must perform the skills sheet and take a
written test
▪ For BLS the student must pass the test with at least an 84% (the students cannot
miss more than 4 questions)
▪ Each exam should be accounted for and returned to the instructor at the end of
the exam
▪ If the student fails the first test, the instructor is to go over the test results with
them and then the student is required to take the other version of the test and
pass with an 84%. The student is only allowed two attempts to pass the test. If
they fail the second test, they must come back another day and take the class all
over again
During Class
• Play the proper DVD pausing when necessary to let the students perform the skills
• Ensure that students master proficiency during skills sessions
• To reduce the risks to each user for exposure to contaminants, the instructor must
ensure that all students consistently place the same side of the face shield on the
manikin during use
• Be sure to monitor all students in the group while they are performing skills

After Class
• Write complete or incomplete on the roster beside the student’s name. If they passed
all skills and/or the test above 84%, write complete. If they failed any skill and/or
failed the second test write incomplete. If the person does not finish the class, write
incomplete
• Inform the students that they should be receiving their cards in about 2 weeks via e-
mail from [email protected]
• The rest of the equipment and materials should be put back in their proper places and
the sign out sheets updated
• All chairs and tables should be put back the way it was found
• All Coral Springs Fire Department employees who teach CPR must update Telestaff
within 24 hours after the class is completed
Instructor Attendance Policy
If an instructor is assigned to teach a class and cannot make it the instructor is required to do the
following:
• The instructor is required to find a replacement (Please see Appendix D for instructor
list and phone numbers)
• The instructor should notify the TCC as soon as possible that they have a replacement
at [email protected] and or by phone
• If the instructor cannot find a replacement by the day of the class, the instructor is
required to show up to teach
• If they do not show up to teach or do not have a replacement coming, the instructor
needs to notify the TCC & Chief of Training at least 24 hours in advance. The situation
will then be handled by the TCC in whatever way deemed necessary.
• In the event of an emergency, the instructor should call or text the TCC, Chief of
Training or a TCF.

Equipment is assigned to a class. The TCC or a TCF will inform the IOD what equipment will be
used. It will be the responsibility of the IOD to inspect the equipment prior to going to the
teaching assignment. It is the responsibility of the instructor to ensure they have enough copies
of any paperwork they need. The equipment will be handled WITH CARE and put away properly.
The equipment is located in the designated CPR room. AED’s, replacement lungs, face shields,
first aid kits, paperwork, and DVD’s are located upstairs in secured cabinets.
The instructor(s) are responsible for the care and maintenance of all CPR equipment, manuals,
and DVD’s. Any deficiencies, issues, or broken equipment must be reported immediately by
sending an email with the number located on the piece of equipment to
The equipment is to be cleaned after every use. There are disinfectant wipes in each equipment
bag and the manikin face should be wiped down properly. Cleaning properly means vigorously
wiping the manikin’s face and the inside of its mouth with the disinfectant wipe. Allow the
surface to dry. If one of the replacement lungs in the manikin is dirty or torn, please replace.
1. Manikin Storage
• The Manikins MUST be cleaned with the disinfecting wipes provided after each class
and before they are placed inside its respective storage bag.
• Each Adult and Infant storage bag fits four Manikins.
• The Adult Manikins MUST be stored facing the same way and not alternating.
Alternating the heads of the Manikins are causing the bags to tear.
• After placing the third Adult Manikin in the bag, place the inner flap over the Manikins
and secure the Velcro BEFORE placing the fourth Manikin on top.
2. First Aid Kit
Each First Aid kit includes:
• (2) Epi-Pen Trainers
• (2) 4-inch bandages
• (2) Short boards for Splinting
• (2) Triangular bandages

3. Trainer AED Storage and Maintenance
• Each Trainer AED is labeled with its own remote and storage bag and each Trainer AED
and remote MUST be properly stored in its respective bag after each class.
• Each Trainer AED must be cleaned with the disinfecting wipes provided after each class
and before they are placed inside their respective storage bag.
• A Trainer AED may need its battery replaced. Prior to storing the Trainer AED in the
CPR room, you MUST replace the batteries. There are batteries located in the labeled
bin inside the CPR room storage cabinet for your convenience.
• Make sure the Trainer AED pads are stored correctly under the AEDs lid. The wires
should be wrapped neatly in the space provided and pads placed on top. Improperly
storing the pads cause the plastic lid to crack.
• Make sure to replace worn Trainer AED pads as needed prior to storing the Trainer
AEDs in the CPR room. There are Adult and Child/Pedi pads in the labeled bin inside
the CPR room storage cabinet for your convenience.

4. Returning Equipment
• Make sure to return the Bag Valve Masks, Manikin storage bags, First Aid kit and Trainer
AEDs to its designated location.
• Fill out the “Equipment Inventory” sheet that is located in the binder found in the CPR
room. Return the completed form, DVD and any other course related paperwork to: The
DVD return/Roster box by Debbie Hattersley’s desk.

Any classes that are taught, it is the responsibility of the IOD to ensure that all necessary

If a student fails any of the skill sheets or the written exam the first time, the instructor may
provide remediation by monitoring and mentoring them to identify and resolve weaknesses.
Remediation must be provided on the same day. The student will then be able to retake the skill
sheet or written exam. They must achieve a minimum score of 84%. A student must meet all
course objectives before receiving a course completion card.

class presentation. If there is a class offered by 911CPR.org that is offsite, the required materials
may be taken to teach the class, but must be returned at the conclusion. There is a sign out sheet
for all equipment that must be filled out when taking any materials. See Appendix H. There are
instructor manuals located in the Instructor library in the TCC’s office.

PAM - This is the Program Administration Manual that details the rules and regulations of
maintaining an AHA regulated training center you can find a copy of the PAM in the AHA

Independent Instructors and Training Sites
Independent Instructors
Independent Instructor Defined
The major difference between the Training Site and the Independent Instructor is the number of
employees. An Independent Instructor is just that; a single instructor who conducts his/her own
business solo. The roster will never exceed 6 students and another instructor will never appear
on the roster.
The TC works in tandem with the Independent Instructor for administrative responsibilities.
Given that, the Independent Instructor will be subject to administrative fees that a Training Site
will not. In addition, because of the additional work entailed to assist with Independent
Instructors, the City of Coral Springs Training Center has implemented a Min/Max Policy.
Through the first come first serve process, the minimum number of Independent Instructors is
six (6) and the maximum number of accepted Independent Instructors will be twelve (12).
An Independent Instructor is a single instructor who operates outside of the TC with any two (2)
of the following:
• Has own equipment
• Develops, advertises and conducts most, if not all, courses at a location separate from
the TC
• Is a separate business, organization, etc. from the TC
• Independent Instructor Record Keeping Responsibilities:
o Independent Instructors will maintain an easily accessible file with the
following course documents for each course, filed by month and year. This
information is to be kept for three (3) years. The Independent Instructor and
TC Coordinator record keeping responsibilities include the following, but are
not limited to:
▪ Provider Course Documentation – Instructor is responsible for
creating and updating the Class Information Form for each class.
▪ Instructor Course (New and Renewal) Documentation - Documentation
is to be sent to the TC within two (2) weeks after the instructor course.
Another copy of the completed course roster and course completion
requirement forms are to be sent within ninety (90) days after the
course and should include, but not limited to instructor agreement of
affiliation with TC and instructor monitoring form.

o Miscellaneous Documentation - The Independent Instructor will keep the
following documents easily accessible for review:
▪ Signed original of the current TC Independent Instructor contract.
▪ Appropriate documentation that the Independent Instructor has

insurance coverage and a deductible no greater than $25,000.
▪ Memos from the AHA.
▪ Any correspondence from the AHA ECC Committee and the AHA office.
▪ Semi-annual Statistical Reports.
▪ Manikin cleaning instructions and records.
▪ Records of grievances and complaints (including reconciliation).
▪ Course schedules.
▪ Schedule of Fees.
▪ Any other information deemed appropriate by the TC.

Independent Instructor and Training Site Process and Policy
Requirements to Become Aligned
Regardless if you are an Independent Instructor or a Training Site, you will need to complete an
Application for Alignment with the City of Coral Springs Training Center. All information on the
Application along with the supporting documents must be completed for the application to be

considered. The Application for Alignment can be found on the 911CPR.org website under
Training Center Alignment. Upon acceptance, an Independent Instructor Agreement or a
Training Site Agreement will be sent to the contact on record to complete. As part of the process,
your equipment will be inspected and you will need to be monitored. Alignment is not complete
until agreements are signed by both parties.
Compliance
The City of Coral Springs Training Center, the Independent Instructors and the Training Sites all
have an obligation to remain compliant with the AHA rules and regulations as outlined in the
most recent Program Administration Manual (PAM). Any violations can results in a shutdown of
the TC and immediate suspension of all businesses aligned with the TC. You can affect each
other’s livelihood and business!
In addition to the PAM rules and regulations, each Independent Instructor and Training Site must
abide by the rules and regulations set forth by the TC. These rules exist to ensure all aligned
businesses are operating legitimately.
Violations
Along with compliance come violations. Should an Independent Instructor or Training Site violate
any rules or regulations in regard to the AHA compliance or the TC compliance, a penalty will be
incurred. Because of the possible impact to all businesses align under the TC; the penalties carry
a significant weight. Each and every affiliate, training site and internal instructor has an obligation
to conduct their business in the utmost professional manner and within the guidelines under AHA
and the City of Coral Springs. Any compliance violation in regard to a class, including but not
limited to instructors, ratios and equipment, will result in penalties.
• 1st occurrence $250.00
• 2nd occurrence $500.00
• 3rd occurrence 6 month suspension- TS unused eCards will be reclaimed and will not be
reimbursed
• 4th occurrence termination of alliance

Dispute Resolution Policy
Should an Independent Instructor or Training Site need to dispute a violation, a Grievance and
Appeals Form will need to be completed and submitted within 2 business days of notification of
the violation. The TCC will investigate and review the grievance and will return a decision within
3 business days.
Class Information
Independent Instructors and Training Sites will be responsible for keeping the TC informed of all
scheduled classes. This is accomplished using the electronic Class Information Form, see
Appendix A, located in your Orbund account. The form is broken into 3 steps and then an Office
Use Only section. Please follow the directions on this form to ensure your compliance. You will
need to create a form for each class you have scheduled. These forms are due by the 20th of each
month for the following month.
Any additional classes added to the schedule must be done with no less than a 48 hour notice.
Anything less than 48 hours will result in a $25 fine.
Electronic Account
eCards can only be purchased after the completion of class, Step 1 and Step 2 of The Class
Information Form is completed and lastly a compliance check by the TCC. Assuming all is in
compliance, the TCC will add the fees to the Orbund record. eCards will be distributed only after
payment of the invoice.
eCard Distribution
For Independent Instructors, upon successful completion of the class, all steps of the Class
Information form and a valid compliance check, the TCC will distribute the eCards to the students.
Please allow up to 10 business days from the time of the compliance check for eCard distribution.
Training Sites will be responsible for sending eCards to their students.

eCard Replacement
For Independent Instructors, the TC is responsible for eCard replacements. Students can search
for their e-cards to re-print at: https://ecards.heart.org/student/myecards. Students can also go
go to www.911cpr.org to request a replacement card.
For Training Sites, the Training Site Coordinator is responsible for eCard replacements.
Monitoring of TCFs
Independent Instructors will be monitored by the TCF from the Training Center. The TCF will be
scheduled by the TCC based upon the class schedule submitted by the Independent Instructor,
and the AHA Monitoring Form will be used.
For Training Sites, only the Training Site TCF’s will be monitored by the City of Coral Springs
Training Center faculty. The Training Site TCF will have the responsibility of conducting the
monitoring for their instructors. Training Sites must utilize the AHA Monitoring Form.
Monitoring fees will be charged at a rate of $42.00 /hour and added to your account.
Training Site Instructor Employee - Transition to their own Training Site
Should an instructor who is aligned with a Training Site conduct a class on his/her own, the
Training Site will be subject to disciplinary actions. In addition to the mandatory implemented
fine paid by the Training Site, the instructor will have 3 options moving forward.
1. Maintain alliance with the Training Site and no longer teach independently
2. Formalize their own Training Site
3. Apply to become an Independent Instructor
Maintain Alliance with the Training Site
The instructor decides to maintain their alliance with the training site and conduct no further
classes on their own. It is at the discretion of the Training Site if they wish to implement any
further disciplinary action.

Become a Training Site
Should the instructor decide they wish to keep teaching on their own outside of their Training
Site, the instructor will need to form their own Training Site. The instructor will be required to
contact the City of Coral Springs TCC and complete a Training Site Agreement. We will need to
inspect your equipment and monitor a class. In addition, the instructor will also need to follow
the procedures for their current Training Site.
Apply to become an Independent Instructor
Should the instructor decide they wish to keep teaching on their own outside of their Training
Site, the Instructor has the option of applying to become an Independent Instructor. We will need
to inspect your equipment and monitor a class. Please refer to the Independent Instructor
definition to determine if this is the right course of action for you.
Independent Instructor Transition to Training Center
An Independent Instructor has the option at any time to close their business and apply as a CPR
Instructor with the City of Coral Springs. In addition, should an instructor choose this option and
refer and secure his/her clientele to proceed with all future training with 911CPR.org, the
instructor will be eligible for an incentive. Please see Appendix I for the incentive information.
The class will need to be booked through [email protected] for all classes. The
instructor will need to provide a contact name and number for the TCC to schedule.
Independent Instructor Transition to Training Site
As an Independent Instructor, you are a single entity. Meaning, you do not teach with anyone
else, another instructors name will never appear on your rosters, and your rosters will never
exceed 6 students. Should you decide to expand your business or potentially partner with
another instructor, you will need to change your status to Training Site. In order to start the
process, you will need to complete a Training Site Application on 911CPR.org, along with the
supporting documentation. Upon a successful review by the TCC, a Training Site Agreement will
need to be completed.

Non-Compete
A Training Site or an Independent Instructor aligned with the City of Coral Springs cannot
conduct business in the City of Coral Springs nor the City of Parkland.

APPENDIX I – Incentives
Incentives
Instructors who refer a client to us and the business is signed and conducted, will receive an
incentive.
If the class is:
• 6 or more students
o The referring instructor is IOD eligible
▪ $36/hour if you teach a class of 6+ students
o The referring instructor is not an IOD or is an Intern Instructor
▪ First hour of instruction: the instructor will receive $36
▪ Each additional hour: regular pay rate
o The referring instructor does NOT teach the class
▪ You will earn $36 for 1 hour as an incentive
• Less than 6 students (minimum of 3 students)
o The referring instructor is IOD eligible –
▪ $31/hour if you teach a class of less than 6 students
o The referring instructor is not an IOD or is an Intern Instructor
▪ First hour of instruction: the instructor will receive $31
▪ Each additional hour: regular pay rate
o The referring instructor does NOT teach the class
▪ You will earn $31 for 1 hour as an incentive.
You must contact Debbie Hattersley to schedule the class and the incentives will be paid upon
submittal of a completed roster.
