Program Specialist TSA-J Connie G. Vega of Border Regional Advisory Connell introduced Dr. Kenneth Waldrup, DVM. MS, PHD of Texas Department of State Health Services and advised City Council that he would be conducting the presentation.

Dr. Waldrup explained the purpose of his presentation was to educate the public on the Zika Virus and to ease concerns the media might have caused. The Zika Virus is primarily transmitted from an infected Aedes Mosquito biting a human being. There is no known animal reservoir. This virus can be sexually transmitted and can cause birth defects if a pregnant woman is infected. It is believed that any blood, tissues or organs harvested from acutely infected donors would be infectious for the recipient

Blood Banks are working on minimizing the transmission of the Zika Virus through a more thorough screening process.

Southern Mexico). However, there have not been any new active cases reported within the last two months.

The Texas Department of State Health Services is working with the University of Texas El Paso {UTEP), Texas A&M and Texas Tech to have more counties tested in order to track the mosquitos.

Both the Aedes and Culex Species of Mosquitos have been found in El Paso. It is likely that these mosquitos are present in Fort Stockton and haven't been documented.

As of Friday, June 10,2016,42 cases of Zika Virus were reported in the State of Texas. 41 of the cases were imported, which means those individuals had travelled outside the Country when they were infected with the virus. The other case was sexually transmitted. There has not been any documented mosquito transmitted Zika Virus cases in the State of Texas.

4 out of 5 individuals infected with the Zika Virus don't realize that they have the virus as the symptoms are usually mild.

Symptoms of Zika Virus: • Fever • Rash • Joint pain • Conjunctivitis • Possible muscle ache • Possible headache

Treatment: • Rest • Stay hydrated • Take Tylenol (acetaminophen), avoid Aspirin (non-steroidal medication)

Syndromes caused by the Zika Virus: • Guillen-Barre Syndrome

o The virus stimulates the immune system and the immune system attacks its own nerves.

o Is similar to the West Nile, but not as fatal. o Is treatable.

• Microcephaly o Is a Neurological Defect in which the baby's brain is too small. o Is most commonly associated with infection in the 1st trimester of

pregnancy. o May cause long-term disabilities for a baby born with this defect. o There are several causes other than the Zika Virus that can result

in Microcephaly. (For Example, Lack of Folic Acid) o Between 2,000 and 2,500 cases in Texas are not caused by the

Zika Virus.

Useful Facts: • The incubation period, the time from which the mosquito bites you until

the time you show symptoms, can be anywhere from 2 days to 2 weeks. • The virus typically lasts 1 week and does not have a high mortality rate. • There is no vaccine for this virus. • Female mosquitos can live up to 60 days and can lay over 10,000 eggs in

their life span. • The Zika Virus can survive in your blood stream for 1 week and can

survive up to 4 weeks in semen.

Councilman Falcon stated that the biggest issue the City of Fort Stockton has is the tires. The old salvage yard that is located just outside of city limits; within the city's Extraterritorial Jurisdiction (ETJ), has several tires stacked high. He recommended that Code Enforcement send the property owner a Code Compliance Letter requesting that they dispose of the excessive amount of tires and notify them that failure to abide would result in penalties.

Building Official Oakley stated that that particular location has approximately 1,000 tires stacked at least 8' tall. He stated that an additional concern would be that snakes could be inside some of the tires.

Fort Stockton Pioneer Managing Editor Lisa C. Hannon stated that the Longfellow Ranch was searching for some tires for their nine-mile facility. She offered to contact the Longfellow Ranch General Manager Chris Sturdevant to see if they still needed tires.

The consensus of City Council was in favor of the suggested solution.

Mayor Alexander stated that Precinct 4 Commissioner Santiago Cantu would need to be contacted to see if the proposed solution would be an option.

Discuss/Act upon Request for a 10'-15' Variance from the Reqnired 25' Front Yard Property Line for the Construction of a New Sanctuary in a Single-Family Two (SF-2) Residential Dwelling District in the 1600 Block ofButz Street; Block 29, Lots 9-12, 2ad Orient Addition, as Requested by Pastor Scott Owens & Church Member Allan Childs. (City of Fort Stockton Code of Ordinances, Section 8. Area Regulations. 4. Front Yard.)

Building Official Oakley explained that the Northside Baptist Church located down Gillis Street has a dual frontage and the Fort Stockton Code of Ordinance requires that the frontages have a 25' set back from the property line. Pastor Scott Owens and Church Member Allan Childs requested a variance to be able to build closer to the property line.

Council Member Rodriguez inquired if Building Official Oakley saw any concerns about the variance request.

Building Official Oakley responded that there was no issue with the variance request itself. He stated that the only concern he had was that there would not be enough parking to meet the needs of the church members.

Pastor Owens stated that handicap parking and a sidewalk leading to the sanctuary would be added to the property just off of 17th Street.

The variance request would be for the property off of Butz Street, where a sanctuary would be added. That area measures 28,865 sq. ft.

He stated that the issue of parking had been addressed and is in the works.

Mayor Alexander explained that the Y2 vacant block on the other side of Butz Street, to the east is owned by a gentleman who has agreed to lease the property to the Northside Baptist Church for parking for a long term.

Pastor Owens explained that that property would allow for 200-250 parking spaces. The entrance to the parking area would be off of 17th Street and the exit would be off of 18th Street.

Mayor Alexander elaborated that the sanctuary would seat 500 people with the ability to expand up to 700, if needed.

Code of Ordinances of the City of Fort Stockton & Repealing All Other Ordinances or Portions Thereof In ConOict, A Severability Clause and Providing for an Effective Date.

City Manager Rodriguez informed City Council that there had been several requests from oilfield haulers to dump trash into the landfill. As previously discussed with Republic Trash Services, it was suggested to increase the Gate Fees from $45 to the Market Value of $65 a ton. The Septic disposal fee was included as well, it is charged by the gallon, so the tonnage is converted to pounds.

Council Member Falcon stated if companies are travelling more than 60 miles to dump the trash into the City Landflll it is because the Landfill is underpriced in comparison with the surrounding areas.

6. Discuss/Act upon Resolution No. 16-107R, Authorizing the City of Fort Stockton to File a Grant Application for the Local Border Security Program for FY 2017.

Chief of Police Art Fuentes informed City Council that he had noticed that the Resolution contained some typos and apologized for the late notice. He explained that this grant was previously brought before City Council; however, the resolution was only signed by the Mayor. The Edward Byrne Justice Assistance Formula Grant (JAG Program) requested that every member of City Council sign the resolution authorizing the City of Fort Stockton to file a grant application for the JAG Program for FY 2016. He inquired if the motion could be made to reflect the necessary changes or if the item would have to be brought before City Council again at their next Regular Meeting.

City Attorney Frank Lacy stated that the motion could be made to reflect the changes if the resolution was needed to meet their deadline.

7. Discuss/ Act upon Initiating the Process for the Voluntary Annexation of a Tract of Land Out of Section 17, Block 146, T&STL Ry Co. Survey, described by Warranty Deed in Volume 557, Page 226, Deed Records of Pecos County, Texas, Tract D called 5.78 Acres and Found to Contain 5.75 Acres as petitioned by Property Owner Vimallmmar Bhakta for the Contraction of an Arby's Restaurant in Commercially Zoned "Sanchi Plaza" Addition.

Building Offi.cial Oakley explained that this property is a Tract of land that is approximately 5.78 Acres located near the comer of State Hwy 18 and Interstate 10 and is backing on the west side of North Gillis Street. Property Owner Vik Bhakta would like to annex the property into the City of Fort Stockton for the purpose of building an Arby's Restaurant at that location. The Proposed Subdivision name of the Addition would be the "Sanchi Plaza Addition" and it would be zoned Commercial (C-1).

Council Member Jackson inquired where the property was located.

Building Offi.cial Oakley replied that the property was located behind the vacant Apache Filling Station just off the service road.

8. Discuss/ Act upon Interlocal Agreement between Pecos County and City of Fort Stockton for the Hazardous Mitigation Planning Grant.

GrantWorks Grant Writer Andrea Wilson stated that the purpose of a Hazardous Mitigation Plan is to examine all the hazards in your area and develop action items that could be done to fix your community. (For example, addressing areas that continuously flood ... you could also identify facilities such as the Wastewater Treatment Plants, Fire Stations or EMS Stations as critical facilities which would allow you to apply for generators for those facilities)

The Interlocal Agreement with Pecos County states that the City of Fort Stockton is willing to participate in developing the Hazardous Mitigation Plan if the grant is awarded. The Fort Stockton Economic Development Corporation has agreed to pay the match for this grant so there would be no expense to the City of Fort Stockton. However, should Fort Stockton choose to do it on their own $20,000 is the match that would be needed to meet the federal share.

Council Member Falcon inquired who would be included in Hazardous Mitigation Plan.

GrantWorks Grant Writer Wilson responded that Iraan, EDC and Pecos CoUnty would be the individuals included in the grant.

She mentioned that the Interlocal Agreement contained a 30 day termination statement, which would allow the City the option to pull out of the agreement if they chose to do so; however, she informed City Council that the Interlocal Agreement was needed in order to apply for the grant.

9. Discuss/Act upon Solicitation of Request for Proposals for the City of Fort Stockton's Combined Employee Group Medical, Dental, Vision, Life & AD&D Insurance.

Interim Director of Finance Maria Rodriguez stated that the deadline to receive proposals was changed from the 8th of July to the 15th of July, which would give everyone an extra week to submit their proposal.

She informed City Council that the City's Insurance Agent Ken Roberts would send out the packets for the bids.

She stated that TML was contacted and they advised the City's Finance Department that the City of Fort Stockton would have to go through their Insurance Agent.

Council Member Falcon inquired if Ken Roberts was affiliated with a certain insurance company.

Interim Finance Director Rodriguez explained that Ken Roberts is an independent agent and does not represent a specific company.

Mayor Alexander further explained that Insurance Agent Ken Roberts would bring several insurance options before City Council. City Council would then have the opportunity to select the best options.

Motion was made, seconded and carried unanimously to approve the Solicitation of Request for Proposals for the City of Fort Stockton's Combined Employee Group Medical, Dental, VJSion, Life & AD &D Insurance, as modified to change the deadline to receive proposals to July 15,2016.

She stated that the deadline to receive proposals was changed from the 8th of July to the 15th of July, which would give everyone an extra week to submit their proposal.

City Attorney Lacy stated that the date for which the proposals would be reviewed would need to be changed to the accurate date of July 25, 2016 as the 24th of July fell on the weekend.

Mayor Alexander abstained from the motion, as he is the property owner of one of the properties at hand.

Motion was made to Authorize City Manager Rodriguez to negotiate the purchase of the properties adjacent to the City's Public Work's Facility, with a cap at the appraised value.
