INTRODUCTIONDales Park is located on Warrigal Road in Oakleigh South in the north of the municipality. The 3.1ha Reserve includes both active sporting and passive recreational elements and was bequeathed to the former City of Moorabbin as a site for women’s sporting participation.

The 3.1ha Reserve comprises nine netball courts, a sporting pavilion, a playground, a dog off leash area and a sizeable open grassy area for informal use. The Kingston and District Netball Association is based at the Reserve and provides a competition/training venue for 16 clubs, 183 teams and over 1900 participants every week. The majority of these Clubs are Kingston based; others are from the surrounding sporting district. The Association uses the facilities at Dale’s Park Reserve 48 weeks of each year, seven days a week for competition and training purposes.

Over recent years the current tenant, Kingston District Netball Association (KDNA), has identified a range of issues which impact on the Reserve’s functionality and their subsequent ability to provide quality, safe sporting activities to members. Residents have highlighted concerns also, which relate mainly to traffic management and car parking in the residential streets which surround the park as well as their desire for the park to undergo an overall rejuvenation.

Council’s 2012 Open Space Strategy Update identifies that local planning area 2A - Oakleigh South (West), in which Dale’s Park is located, has a total population of 2333, with an anticipated 2031 population of 2542; this represents an increase of only 200 people over 20 years. It is forecast that this increase will be predominately male persons (approximately 1:4). Netball participants are drawn from across Kingston and surrounding areas however.

PROJECT OBJECTIVES

The overall objective of this project is to develop a long term vision for Dales Park which responds to existing user’s sporting requirements as well as the local community’s interests in the Park, and which considers built infrastructure, sporting facilities, public amenities and park furniture, public access, landscaping, and active and passive recreation and sporting uses of the reserve. Consideration will be given to how best these factors might be sited within the Reserve to create a space that effectively responds to the community’s sporting and leisure needs and balances environmental, financial and infrastructure requirements.

Additionally the Plan aims to incorporate best practice environmentally sustainable principles at the Reserve including water use, energy use and waste management practices and outline future management practices for the Reserve.

STUDY AREAThe study area for this Plan is that referred to as Dale’s Park (Melways reference 78D5, 78D4).

EXISTING SITE FEATURES

Dale’s Park Reserve comprises a range of infrastructure and amenities including:

• 1.36ha of open space including designated dog off leash ‘zone’

• Eight asphalt netball courts, surfaced with plexi pave (plus one unsurfaced, informal warm up court)

• One hexagonally shaped sporting pavilion including kiosk, first aid room, toilets, social room (refurbished in 2007)

• Public toilets attached to sporting pavilion (open only for KDNA use game day, training and tournament use, locked at all other times)

• Small playground area (Neighbourhood classification) including BBQ, seating and shelter

• Floodlighting on netball courts

• Adhoc spectator seating and shelter

• Formal car park at Reserve entrance (17 spaces) and an informal grass car parking area to the north of netball courts (~150-200 spaces)

COUNCIL ASSERTIONSIn line with Kingston’s 2012 Open Space Strategy Update, Dale’s Park Reserve is to remain a site of sporting and recreational significance, predominantly for use as a women’s district sporting venue. It is the only sizeable piece of open space in the local open space planning area and as such, available open space at the reserve shall not be significantly reduced. The opportunity to enhance the existing opportunities and infrastructure present within the Reserve is not limited by this fact however.

Kingston District Netball Association has indicated its desire to remain as the primary tenant at Dale’s Park Reserve; this is based on a requirement for access to eight quality netball courts plus one ‘warm up’ court in order to be able to successfully administer their competition and events over the coming ten to fifteen year period.

Council requires that the Development Plan is consistent with existing, current Kingston City Council policies and strategies. Of particular relevance to this project are:

• Kingston Open Space Strategy Update 2012

• Kingston Playground Strategy 2010

• Kingston Pavilion Development Strategy 2007

The Dale’s Park Development Plan will influence tenancy arrangements at the site – such arrangements will be reviewed and/or established following completion of the Development Plan. They do not form part of this project.

COMMUNITY INSPIRED DESIGN PRINCIPLESThe following community values regarding the future of Dale’s Park were identified via two rounds of resident and stakeholder consultation and have been used to guide the development proposals:

• A balance between provision of opportunities to participate in active leisure, non-active leisure (such as rest/relaxation/escape/social family recreation) and sport should be achieved.

• Provision of vehicle access and parking within the reserve must be balanced with a significant community desire to retain a sizeable area of open space for dog off-leash activities and informal recreation.

• Vehicle parking adjacent to the park (off-site) should be managed in a way that minimises impacts on residential amenity but which acknowledges and is befitting of the car parking requirements of a regional sporting venue.

• Personal safety must be considered in the design of the park and should include security lighting and open sight lines from all areas within the park.

• The park is reserved for female sporting activities and should continue to be used in this way; facilities which support this should be renewed where necessary including supporting amenities.

• A theme should be developed for Dales Park which includes a consistent approach to provision of park furniture, seating, signage and vegetation.

ACKNOWLEDGEMENTSThe Final Development Plan is based on two rounds of public consultation, user group and key stakeholder submissions, relevant Council/state government sport and recreation principles, a traffic study completed by GTA Traffic Consultants, traffic management advice from VicRoads and professional advice from relevant Kingston officers.

During each round of consultation 1000 residents and stakeholders as well as Kingston District Netball Association and its member Clubs, were invited to ‘have their say’ about Dales Park; individuals and groups who have taken time to provide information about the way they currently use the park, what value the park holds for them/their family as well as provision of their opinions about the proposed future of the park has contributed to the Final Development Plan.

Council acknowledges and appreciates the involvement of these groups and individuals in the planning for their local open space.

Park furniture and amenitiesPark furniture and amenities will be upgraded and improved and a vegetation theme will be introduced to suit the proposed use of the park.

Based on resident and stakeholder survey responses; tenant and user group submissions; and relevant Council and State Government sport/recreation and open space strategies, it is proposed that the following be incorporated in the future design of Dales Park (2014-2024).

COMMUNITY RECREATION INFRASTRUCTURE

1. Retain area of significant public open space for non-programmed and ‘social, family recreation’ activities.

2. Continue to provide designated dog off-leash area in north section of park.

3. Develop a network of 2.5m wide granitic sand shared paths throughout the park (including a circuit path) to provide access around, within and across the reserve.

4. Provide a series of exercise stations, at strategic locations around the reserve which are accessible from the path network.

5. Redevelop the playground area to incorporate a District Level playground and hard surface for informal ball games, wheeled toys and netball warm up area (Saturdays only).

6. Provide picnic table, BBQ facilities and shelter adjacent to the play area.

SPORTING INFRASTRUCTURE

7. Remove the existing 8 netball courts and replace them in their current location, in a north/south orientation. Replace associated sporting amenities including netball posts and rings, player shelters/seating and PA. The new courts will be of the size and standard prescribed by Netball Victoria in their Facility Planning Guide.

8. Expand the existing sports pavilion in its current location to a Municipal Level standard, including a spectator viewing area under shelter attached to the building and other elements such as Umpires Room, First Aid Room, meeting room, social space, kiosk/canteen, change facilities (as prescribed within Netball Victoria’s Facility Planning Guide).

9. Provide training floodlights on courts 1 and 2 (the two netball courts adjacent to the sporting pavilion). Provide training floodlights on courts 4 and 5 only if demand/usage warrants additional future provision.

CARPARKING & TRAFFICMANAGEMENT

10. Provide 144 formal vehicle spaces within Dales Park, in the southern section of the reserve only. Create a vehicle access road within the park from Washington Drive (this access road shall comprise vehicle parking, will be two way and shall be the only means of vehicle movement throughout the park).

• Parking outside the Park to be considered through a separate process.

LANDSCAPING & AMENITY

11. Enhance the public toilets provided within the existing sporting pavilion to ensure there is access to toilets for all park users.

12. Introduce a ‘theme’ to the park and provide new park furniture and signage. Provide seating in key locations around the park, accessible from the path network as well as in more vegetated areas. Enhance vegetation throughout the park.
