Attorney Serrano and the MJRx Executive Management Team:

After our December visit and inspection of the MJRx management and facilities in the city of Adelanto, we were

impressed and pleased to see the level of professionalism and commitment to excellence exhibited. We have

decided Adelanto is the premier city for Full Spectrum Omega, Inc. (FSO) to partner with to conduct

Phytocannabinoid research and development with our federal partners.

MJRx passed the rigorous inspection with 100% compliance and is to participate in developing a patented product

line in conjunction with FSO project partners, including the National Institutes of Health (NIH), National Institute of

Allergy and Infectious Diseases (NIAID), the U.S. Army Institute of Surgical Research (USAISR), the Louisiana State

University Health Sciences Center (LSUHSC), and the Armed Forces Radiobiology Research Institute (AFFRI) and

other potential future sponsors and research partners including Southwest Research Institute (SWRI).

Beginning with the Radiation Countermeasures medical research program, our research and development activities

directed at FDA approval as botanical drugs will require the production of a number of Phytocannabinoid products

that will be used in federal studies to establish their efficacy. Beyond approval of a radiation countermeasure product

by the FDA, additional approved indications will be sought and many unique permutations will be manufactured and

distributed nationwide to authorized federal programs and commercially. This cooperation will streamline design and

simulation within the product lifecycle management (PLM) process and make it easier for patients and veterans to

access safe and effective Phytocannabinoid medicine.

Additional indications being studied and to be manufactured in Adelanto are Burn and Wound Healing, Traumatic

Brain Injury and Non Opioid Analgesics for pain management. This research will create products that will benefit

terminally ill patients, soldiers and first responders to nuclear events. Phytocannabinoids for untreatable diseases

and forms of cancer will improve the palliative care and lengthen the duration and quality of patient’s lives.

We look forward to begin working together. We are proud to have the support and firm commitment from the City of

Adelanto.

Looking forward to working with you and your team.

LETTER OF RECOMMENDATION THIS IS A TEXT VERSION OF LETTER, LOGO AND SIGNATURE ON FILE

December 10, 2018

City of Pasadena:

As Mayor of the City of Adelanto I am proud and pleased to present this letter of recommendation in support of Marcella Castaneda, her cannabis licensing management firm MJRx Corp. and her company GreenDot Pasadena’s (GDEI) cannabis application. GDEI is a woman/minority-owned business from the city of Adelanto where she demonstrates great integrity, operational success and full legal compliance operating MAUCRSA licensed cultivation, manufacturing T7 (volatile solvent), T6 distribution and dispensary/delivery facilities.

I have come to know GDEI’s CEO Marcella Castaneda during the past two years she has operated cannabis operations and I endorse her MAUCRSA dispensary Jet Room, Inc. in Adelanto, and MAUCRSA Cultivation, Extraction and Distribution cannabis operations on Beaver Farms and the important work in the field of cannabinoid therapy and research they are doing with Full Spectrum Omega in the federal program they’ve brought to our proud city.

FSO’s federal approach and unique formulas will be a major contribution to the world of science and medicine. The City of Adelanto supports FSO research and development and federal programs will create jobs and generate commerce for The City of Adelanto, and I expect, the city of Pasadena.

FSO will develop Federal testing, cultivation, manufacturing, distribution and analytical facilities in Adelanto. These facilities will be housed alongside a training center called Cannabis Career Institute (CCI). CCI will provide training for the licensed operations and recruit professionals across the country to our city. The result will have an increase in both our population and additional job opportunities in the City of Adelanto.

The training program was created and is spearheaded by MJRx VP of Human Resources Robert Calkin who is also on the application as an owner of GDEI. With these powerhouses all on the same application, FSO and the Federal government found it to be a “no-brainer” in their national search and selection of the applicants Marcella C. Castaneda and Robert Calkin and their MJRx executive management team.

Marcella, MJX INC., Beaver Freight Inc., La India, Inc., Beaver Farms, FSO and CCI are welcome and are community assets and financial contributions to The City of Adelanto. We look forward to helping FSO provide a platform to produce, distribute and market their DEA licensed and FDA approved formulas manufactured at Beaver Farms to the US Government. We will assist FSO in working with the Federal Government to achieve a fully compliant program. CCI will provide a training program for our licensed entities’ employees and both Beaver Farms and FSO have hired 70% of its employees from Adelanto.

I am grateful for the many opportunities all the above entities bring to our city and would recommend them wholeheartedly to any municipality contemplating awarding licenses creating training programs for cannabis licensees, education, training and management.

Sincerely,

Adelanto Mayor Rich Kerr

Re: Prior Successful Experience: The Jet Room Inc.

To: Pasadena Selection Committee

The Adelanto City Council is pleased to provide this letter of recommendation for the Jet Room Inc. retail dispensary and the MJRx executive management team.

The Jet Room obtained their city and state license for operation in Adelanto in June 2017 and has open since January 11th, 2018. The quality of their building exterior/interior, service and the level of their professionalism has been stellar. Everything that was forecast and promised to us was executed in a timely and effective way. The Jet Room is a successful community involved, well-respected tax-paying entity and we are proud of them.

The MJRx Executive Management team has attained a high level of performance excellence. MJRx has by use of annual and operations plans/SOPs/job descriptions been instrumental in training others the standard that must be met in the cannabis industry. They helped the city of Adelanto to get answers to questions about state policy that were impeding our ability to move forward with different issues on a number of occasions. We like working with the MJRx team as they always have the right information and submissions that don’t need corrections. This is the kind of team any city would like to have by their side, being 100% compliant and in addition helping the city to be their best too.

The Adelanto City Council is pleased to recommend Jet Room Inc. without hesitation.

Sincerely,

Ed Camargo John Woodard Joy Jeanette Charlie Glasper Richard Kerr
