Management Interim Executive Director, Escambia County United
Way County Administrator, Escambia County, Florida.
Provide administrative oversight for over 1300 employees with an annual budget of over $550M.
Assistant County Administrator, Escambia County, Florida. Provide managerial oversight for over 500 employees who provide service in infrastructure maintenance, design and construction, growth management, all aspects of permitting, code enforcement, land fill operations, environmental mitigation, neighborhood services and support, Community Redevelopment (CRA), Brownfield redevelopment, Superfund Site remediation, Geographical Information Systems, information technology, budget and long range planning. Annual budget of over $75M.
Acting Parks and Recreation Director, Escambia County, Florida for six months. Completed a multi million dollar equestrian center with seating for 3000 and stalls for over 200 animals.
Managed the road maintenance, bridge repair and storm water system for the county with a department of 147 persons and an annual budget of
$5M. Managed a Road Prison with 142 inmates who provided labor for the Road Maintenance Department. Implement Self Directed Work Teams (SDWT) concept to increase efficiencies to meet dwindling revenues.
Led a Public Works Directorate of 550 civilian personnel. Provided all maintenance and repair, design and construction support, managed all utilities (gas, water, sewage refuse collection, landfill and electricity) and fire protection for both installations with 6 active companies for Fort Stewart and Hunter Army Airfield. Annual budget was $55M.
Managed a 24-hour command center for a major US Forces Headquarters. The facility was a component of the National Military Command Authority. Built a team and facility so the Center could obtain nuclear, chemical and biological weapons authority.
Information Resources & Communications Provided administrative direction and coordination
for the continued modernization of the county’s financial system. ($2.4M)
Developed and coordinated the installation of a 250 unit NOVELL LAN. System included wireless file servers linking computers over 50 miles away. Initiated installation of a cellular linked pen based PC system to improve reporting, cost accounting and database accuracy of remote sensor data gathering. Provided oversight in the installation of a major utility conservation system of over 2900 buildings.
Provided management oversight for an upgrade to a WAN system, which covered all of Japan and Okinawa. System provided over 200 customers with current information of all construction projects in the western Pacific.
Contract Management and Administration
Standardized the county’s land acquisition process by making it more open to the public.
Developed and implemented an expedited contracting process for CIP projects.
Government contracting officer with an unlimited warrant. Responsible for all service contracts, requirements type contracts and all construction contracts for Fort Stewart and Hunter Army Airfield.
Developed and coordinated the implementation of the County’s first training in contract management.
Customer Service Provided managerial oversight for a $200M
hurricane debris clean up effort. Coordinated the efforts of county contractors, state and federal disaster support agencies.
Initiated an engineering public relations program utilizing television and the local newspaper to publicize the efforts of the County’s CIP efforts.
Developed and implemented a partnership agreement with all contractors and architect-engineers for all CIP projects. Effort has expanded and an agreement is a standard addendum of every CIP project over $500K.
Initiated several meeting formats with residents on CIP projects, monthly utilities coordination meetings, semi annual meetings will all contractors and other partners who work with the Engineering Department.
Process Improvement Initiated a process improvement methodology for all
CIP projects. Methodology includes after action reviews, neighborhood meetings, surveys, questionnaires, scheduling with residents, construction contractors, A-E firms and commissioners.
Team leader for a countywide initiative to streamline the Development Review (DRC) process and electronic document management system (EDMS).
Have taught classes in leadership, process improvement and team building to county employees.
Community Redevelopment
Coordinated staff efforts to develop a long range plan to revitalize a blighted neighborhood by focusing resources on community leadership, economic revitalization, small business incubation and public health and safety
