5Message from the City ManagerWater Conservation - Together We Can Meet the Challenge

The time for additional water-conservation measures is now. In response to the record drought conditions in California and the recent emergency regulations adopted by the State Water Resources

Control Board, the City of San Clemente has implemented a Level 3 Water Warning. The City Council took this action in June, while adopting an ordinance that will further restrict water usage and impose water allocations with penalties for water use above the allocation threshold. The goal is to reduce the city-wide potable water demand by 24% compared to 2013 historical water use or face fines of up to

$10,000 per day. It is important to note that the drought penalties are separate from water rates and not subject to Proposition 218. Also in June, the City mailed a letter to over 17,500 residential and commercial customers informing them of the urgency drought ordinance and instructions on how together we can reach this water conservation goal. For example, irrigation is restricted to two days per week from March 1st to November 30th and one day per week in the winter from December 1 - February 29. Customers are allowed to water on the following days based on address and type of account:

From March 1st – November 30th• Monday and Thursday for even numbered residential addresses • Wednesday and Saturday for odd numbered residential addresses

From December 1st – February 29th• Monday for even numbered residential addresses• Saturday for odd numbered residential addresses

Additionally, all plumbing and irrigation leaks must be repaired immediately. The following restrictions are also in effect and are prohibited during the Level 3 Water Warning:

• Irrigation runoff• Cleaning sidewalks or structures with water• Washing your car with a hose not equipped with a shutoff nozzle• Irrigating during or 48 hours after periods of rain• Irrigating between the hours of 9:00 a.m. and 6:00 p.m.• The use of non-recirculating water in water features• Installing turf for any landscapes• Installing new landscape for irrigation accounts from May through October• Charity car washes

Please be water wise, as the failure to comply after notification of a violation may result in a fine. Fines will be imposed for using more than your allocation of water at $7 and $10 per unit. The doors to the Outlets at San Clemente will open in mid-October. Upon opening, 70 new retailers will come onto the San Clemente scene, as will several new restaurants. Some of the fast casual dining options will include Blaze Pizza, Bowl of Heaven, Panera, Starbucks and Ruby’s Diner. At this time, the outlets are not yet releasing any names of the upscale restaurants, including the four ocean-view dining options that will sit atop the parking structure and open sometime in 2016. The outlets, situated between Avenida Vista Hermosa and Avenida Pico along the I-5 freeway will have ocean views and evoke a style and spirit of a Spanish village. In the words of managing partner of Craig Realty Group, Steve Craig, he said “This is one of the most ambitious and exciting developments in our portfolio to date. We envision Outlets at San Clemente to become a community treasure in Orange County, and I’m confident this center will redefine what consumers expect from outlet shopping.” The outlets will be managed by General Manager Susan Jennrich who, since 2007 served as the general manager of Citadel Outlets in Commerce, a 700,000-square-foot mixed-use commercial property. The Outlets at San Clemente will offer a range of resort-like services and amenities, such as a VIP loyalty program, as well as complimentary Wi-Fi, baggage check and stroller or wheelchair rentals. Q: What are group homes?A: There are many types of Group Homes. They include foster care, adult residen-tial care, elderly care, drug and alcohol treatment, sober living, and others. The majority of these homes require State licenses, and some State-licensed homes with 6 or fewer beds or co-tenants who choose to live together in a drug/alcohol-free environment can be exempt from City zoning laws entirely, Just as, for ex-ample, there would be no City regulation singling out mountain bikers or any other group of people who choose to rent a home together.

Q: What municipal rules are there to regulate group homes?A: State and federal laws to protect the disabled and fair housing laws leave little to no room for City regulation of group homes per se. However, group homes are subject to traditional “good neighbor” and nuisance laws relating to noise, property maintenance, building and fire codes, and parking.

Q: What legal protections are afforded individuals in group homes?A: Some group homes consist of people with disabilities. In these homes other laws such as the Americans with Disabilities Act and the Federal Fair Hous-ing Act come into play. Cities may have to allow reasonable accommodation requests for the homes with occupants who have disabilities that make them unable to comply with the City’s local Municipal Code.

Q: How many group homes have you identified in San Clemente?A: We have identified 81 group homes within the City of San Clemente bound-aries. There are an additional 9 that we have not been able to verify.

Q: What kind our outreach have you done in the community?A: The Code Compliance Division has conducted community outreach regard-ing these types of homes and all other uses that might create similar negative impacts in residential zones, including vacation rentals and home occupations. We have attended a number of community and Neighborhood Watch meetings to help the community better understand these homes. Some of these meet-ings have exceeded 50 people in attendance. The meetings usually consist of a small presentation from Code Compliance and then a question and answer session to address the resident concerns.

Q: What are some of the next steps?A: Recently there has been a concern regarding some of the unlicensed homes that residents complain are negatively impacting their neighborhood. Code Com-pliance is following up on these complaints and ensuring these homes are abid-ing by our laws. We are also looking at what others cities are doing to mitigate this issue. We are working with the Department of Health Care Services and the Department of Social Services to better understand these homes and the State regulations they are required to abide by. The City Attorney’s office is also actively working with Code Compliance to deal with group homes and other residential uses who fail to comply with the State and City laws in residential zones.

Q: If residents experience problems with group homes or similar uses in their neighborhoods what should they do? A: Be vigilant! Report issues or violations you observe within your community. Oftentimes I hear neighbors say they feel bad about calling in violations because they feel they are minor compared to more serious violations of the law. This is not the case. We take all complaints seriously and investigate. It is the cumula-tive effect of a lot of small violations that create a large effect on the community.

As plans are underway to decommis-sion the San Onofre Nuclear Generating Station (SONGS), the Nuclear Regulatory Commission (NRC) has taken steps that has allowed the plant’s owner, Southern California Edison (SCE), to proceed with implementing its revised emergency plan at the plant. The new emergency plan reflects the plant’s permanent shutdown sta-tus. With the reduced radiological risk at the station, SCE no longer is required to maintain off-site emergency plans or the 10-mile emergency planning zone around the plant. Specifically, the NRC has issued certain exemptions for SONGS from emergency preparedness requirements that are designed for op-erating nuclear plants with operating nuclear reactors. The nuclear reactors at SONGS ceased operation on June 7, 2013 and all nuclear fuel has been removed to the spent fuel pools or dry cask storage. With the NRC’s approval, SCE implemented their new Permanent-ly Defueled Emergency Plan on Monday, June 8, 2015. The emergency plan changes were deemed appropriate because most po-tential radiological accidents related to an operating plant are no longer possi-ble at decommissioning nuclear plants, like the case of SONGS. However, the revised emergency plan will maintain many of SCE’s current emergency plan-ning elements, including:• Staff trained in emergency planning

and response procedures to address unanticipated events for a perma-nently defueled facility

• Radiological and environmental monitoring at the site

• Close coordination and communica-tion with our off-site partners and ongoing participation in the Inter-jurisdictional Planning Committee

• Frequent on-site emergency pre-paredness drills, including some with our off-site partners

• Routine fire, medical and emergency communication drills with off-site partners

• Routine inspections by the NRC As San Clemente citizens are well aware, the City’s number one priority is the health and safety of its residents and visitors. The City’s Emergency Op-erations Center (EOC) staff is highly trained and prepared for emergencies related to the plant, having participated in years of drills and exercises that were regularly evaluated by the Federal Emer-gency Management Agency. The City will maintain its nuclear annex as part of the Emergency Operations Plan, continue to train EOC staff for emergencies, main-tain the ability to activate the EOC, main-tain the City’s evacuation plan, continue to participate in drills and exercises, and continue to participate in the Interjuris-dictional Planning Committee to coordi-nate emergency planning and response efforts with other off-site jurisdictions and agencies. The City’s EOC staff re-mains ready to respond to any and all emergencies and natural disasters. The City retains an Emergency Planning Co-ordinator, Katie Carpenter, who can be reached at (949) 361-6109 or [email protected]. The NRC’s decision is a culmina-tion of more than one year of review of SONGS’s proposed emergency plan. The plan was one of five key NRC regulatory

submittals briefed at SCE’s first Com-munity Engagement Panel (CEP) meet-ing in March 2014 and was updated by members at subsequent meetings. It is important to note that the proposed changes are related to the emergency preparedness process at SONGS, and do not have an impact on the plant’s overall physical security plans. The NRC requires that nuclear plants be decommissioned within 60 years. SCE intends to dismantle and decom-mission San Onofre Units 2 and 3 near term. When factoring in up-front plan-ning time, SCE expects decommission-ing of SONGS can be completed in ap-proximately 20 years. SCE is continuing preparations to ensure plant equipment is de-energized and ready for major dis-mantlement which we expect to begin in 2017. After SONGS is dismantled the land will be returned to the Navy. SCE leases the San Onofre land from the Navy and will return to it once decommissioning is complete, subject to NRC approval. Once San Onofre’s license has been ter-minated and the NRC has released the site for unrestricted use, the area can be used in any way permissible by federal, state and local laws. Daniel Klevit | Senior, Class of 2016 This upcoming fall the San Cle-mente High School Theatre Arts program will put on the production of The 25th Annual Putnam County Spelling Bee. This musical comedy is centered around six young people in the prime of puberty, who are overseen by grown-ups who bare-ly managed to escape childhood themselves, as they learn that win-ning isn't everything and that losing

doesn't necessarily make you a loser. Its appealing cast of lovable misfits, nerds, neurotics (and no jocks), The 25th An-nual Putnam County Spelling Bee hilariously captures the angst, exhilaration, and heartache that makes growing up so painful and so wonderful. With the addition of this fall musical, this now allows the high school to put on three different productions instead of two. The show will run on the schools campus in the Triton Center, on the days of September 17th, 18th, and 19th. This lovable show is perfect for all ages and we can’t wait to see you there!

Theatre Program Debuts Additional Fall Show - Rehearsals to begin in August at High School

Cecilia Gallardo-Daly is well on her way to getting things done since taking the reins as the City’s new Com-munity Development Direc-tor on May 26th. Cecilia was selected from a competitive group of 52 applicants. What stood out most among the others, was Cecilia’s strong leadership, strategic plan-ning, customer service, and

problem solving skills, in addition to her collaboration with com-munities. During her 12-year tenure with the City of San Diego, she held increasing levels of responsibility overseeing discretionary engineering, zoning review, CEQA implementation, historic pres-ervation, transportation planning, and the implementation of a Local Coastal Plan. She also has proven experience with engag-ing communities through community planning initiatives. In ad-dition to her time with the City of San Diego, she has worked for the cities of Sierra Madre, Rosemead, Rancho Cucamonga, and Austin, TX. Cecilia graduated with a bachelor’s degree in political sci-ence from the University of California, Los Angeles. She also re-

The City of San Clemente’s Community Development Depart-ment, with an annual operating budget of $4.7 million, is re-sponsible for the City’s building inspections and constructions permits, coastal processing, land-use planning, countywide mapping database, zoning and subdivision regulations, historic and environmental preservation, among other responsibilities. The community development director position acts as a liaison between the department, the City Council and planning commis-sioners by providing information and counsel. Cecilia’s main goal is to address community priorities and needs that improve the quality of life in San Clemente. “I want to ensure an interactive and coordinated working relationship among the Planning, Building and Code Enforcement divisions and facilitate the community’s vision for San Clemente through the implementation of the General Plan,” said Cecilia. “San Cle-mente is an invigorating place. The neighborhoods, beaches and people provide a delightful quality of life for those who live, work and play here. I made a great decision in coming here and I look forward to successfully working with my staff, the City Council and commissions, and serving the public,” added Ceci-lia. San Clemente’s teachers, hair stylists, prep cooks, business owners and other service industry employees will benefit immensely from the new 19-unit complex known as Las Palmas Workforce Development which is set to officially be occupied by new tenants at the end of September 2015. Las Palmas Apartments, formally known as Avenida Serra Apartments, has been under construction for the past sixteen months. Since beautiful palm trees will be planted in the parkway and on site as a landscape feature, the Rancho Cucamonga developer, National Community Renaissance, chose the project name “Las Palmas.” Since 1998, the City’s Community Development staff and housing advocates have worked tirelessly on creating a conveniently located housing option for residents that work in town, especially those that work in the Downtown Village area. According to the Census data, the average commute time to work for San Clemente residents is 30 minutes or more, depending on traffic and Caltrans construction. Orange County rents have climbed steadily year after year for the past 4½ years. Housing advocates surveyed found that rent rates for one-bedroom apartments rose the fastest – up 6.7% to $1,575 a month. The ongoing demand for affordable units is clearly a community concern as well. The typical, well designed, one-bedroom units are 620 sq.ft. to 665 sq.ft. Four of these units have direct walk-up access from Avenida Serra through a private courtyard entry feature. Conveniently located within walking distance of downtown’s Avenida Del Mar, the 100% affordable housing project has an average rent of $800 per month with the lowest rental rates at $465 and the highest at $954. The complex, with Spanish Colonial Revival design influences, includes amenities such as a parking garage, a community room, private patios, an outdoor center courtyard for community activities, and laundry facilities. These fall ocean safety tips are brought to you by Marine Safety Lieu-tenant Rod Mellott. Rod began his lifeguarding career at the age of 20 and has proudly served San Clemente for 27 seasons at our local

beaches. As the Lieutenant, he is primarily responsible for overseeing the day-to-day life-guard operations, recruitment and training of staff. He also oversees the Prevention/Educa-tion Program, including Junior Lifeguard and the School Outreach Program.

To help ensure that you have a safe day at the beach, Rod would like to offer the

following ocean safety tips.

When swimming during the fall, the pri-mary thing to remember is that although the water can still be very warm and the weather is very nice; lifeguard staffing is at a minimum with the majority of part time lifeguards back in school. Therefore, it’s im-perative that you take extra precautions to watch out for yourself and others. Prior to coming to the beach, please take time to check conditions. For beach weather and surf conditions, call (949) 492-1011 or visit our web site for condi-tions at san-clemente.org/sc/inf/Weather/Beach/BeachReport.aspx When you get to the beach, try to find a location with a lifeguard on duty. In San Clemente this means near either side of the pier, since the pier tower is open every day, year-round. Next, please always swim with a partner – someone who can watch

out for you and vice-versa. Always use a leash when body boarding or surfing. Know how to spot a rip current and know how to get out of rip safely on your own. You can identify a rip because the water becomes choppy, brown, and a murky color. If you are caught in a rip current, don’t fight it by trying to swim directly to shore. Instead, swim parallel to shore until you feel the cur-rent relax, and then try swimming to shore. Whatever you do, don’t panic and don’t fight the current. These are just a few tips to help make sure you and your family stay safe. San Clemente. Recreation Leaders provide a safe and secure setting for children to

explore and develop beyond classroom walls. They are City employees and are selected for their positive energy and enthusiasm for the healthy San Clemente lifestyle. Leaders are hired based on their background, skills,

and talents and how these abilities compliment the community and City recreation programs. From active

sports to fine arts, and coaching to cooking, Recreation Leaders introduce an array of activities and enrichment for children to grow

Fall semi-private lessons begin September 11 and run through November 21. This program is designed for families and friends of all ages and abilities. Pre-registration is recommended. Registration cannot be accepted at class. Spaces are filled on a first-come, first-served basis. Should the course be filled, we will notify you, place your name on a waiting list and return your payment. If classes do not reach their minimum, the class will be cancelled.

When registering online, please assume that you have been accepted into the class. Registration confirmation will be sent via e-mail when you register by fax or mail. We will advise you by phone of any changes.

The City of San Clemente complies with all applicable laws, including the American Disability Act. If you need special assistance, please call (949) 361-8264 or (949) 429-8797.

Refund InformationCity Cancelled Class: When courses are cancelled by the City, a full refund, in the form of a check or a credit on your city account, will be issued.

Participant Cancellation: To drop a class, complete a refund request form available through the Recreation Division. If notification is received before the second class meet-ing, a refund (less an $8 withdrawal fee per class) will be processed. No refunds will be granted after the second class meeting.

Camps: Call the Recreation office for information on camp withdrawals and refunds at (949) 361-8264.

It takes motivation and commitment to fuel the habit of living a healthy lifestyle everyday. Start the fall sea-son off right and join the City of San Clemente TODAY and enroll in fitness classes (page 29-31), join an Adult Sports League (page 27), enroll your children in swim lessons (page 11) and play in the park with your family (page 36), do whatever inspires you to move everyday, eat healthier, play

harder, and make health happen in your life everyday and inspire your family and friends to join you.

This fall the Recreation Division offers a wide selection of new and returning favorite activities. A sample of the new classes include: Barre Sculpt (page 29), Tennis Clinics as well as Private and Semi-Private Lessons (page 32). Some of the favorites include classes like Jazzer-cise, the group that is jazzed up about fitness. Many of the jazzercis-ers have been taking the class for 40 years and continue to enjoy the health benefits of regular exercise and class camaraderie.

Need to take it easy from an injury or joint pain? Visit the San Cle-mente Aquatics Center for a variety of water classes from Aqua Ton-ing, Aqua Zumba, Twinges in the Hinges, Water Aerobics, Swim Like a Mother, Masters Swim Program, and Triathlon Training. As fall moves to winter, the pool maintains the same water temperature, year round.

For children there is a wide variety of healthy before and after school activities from preschool (page 14-17, elementary school (page 18-23), to middle school (page 24-26). Need a friend to exercise with? Adopt a pet and have a reason to move everyday ( page 33).

Special events this fall will feature the final concerts of the annual se-ries (page 9), the Playschool Harvest Festival (page 14), and SC Open Skateboard Contest (page 21).
