RICH GROSCH Age: 46 Retired Teacher!

Community Leader Married, Two children

It's Time for New Leadership on City Council. Our Council is in chaos. We need leadership, not broken promises. Our present Council has

failed us. They are more concerned with BIG BUSINESS, than in serving neighborhoods. Streets go unrepaired while $60,000,000.00 is wasted on Jackson Drive.

Make City Government Work for YOU! Rich Grosch believes in Neighborhood Empowerment. Local leaders making local

decisions. This insures that community priorities are fOllowed. For example: Pacific -Beach I Mission Beach· Protection of our Single Family Neighborhoods. Ocean Beach I Pt. Lorna • Close Lindbergh Field. We are tired of living in the

crash zone. . Mission Hills I Hillcrest I University Heights· More police. There are less officers on

the street now, than four years ago. Nestor· Complete the sewage clean up. Sllm the Border. Airport.

Experienced Rich Grosch is a retired teacher, former City Council Representative, and former Director

of Alumni Development. F\ich has been active for years in civic activities and youth sports. Rich has fought to protect our communities. Rich can represent our neighborhood concerns.

REPORTED ROBBERIES ARE UP 21% AGGRAVATED ASSAULTS ARE UP 19%

REPORTED RAPES ARE UP 12"/0 HOMICIDES ARE UP 11.5%

I HAVE A PLANI I have a plan to take back our community. I will personally help turn your neighborhood around, close down drug houses. and confront gang members. Together we will:

• Insist City. County. and State agencies Do Their Job providing services to which we are entitled.

• Develop neighborhood councils throughout the District to improve citizen participation. • Make our children's education a top City priority by providing safe places to learn and

encouraging young people to-stay in school.

A 25 YEAR RECORDI . I bring to the Council a track record of leadership. commitment, and achievement. I have delivered. In Emerald Hilts, where I am president of the neighborhood council, Crime Dropped 66% after we implemented my plan to take back our community.

VALERIE STALLINGS Researcher, Salk Institute Community leader

Endorsed by the Sierra Club

CITY GOVERNMENT PARALYZED City Council is the least respected government body in San Diego. The incumbent and his fellow councilmembers are more interested in their political careers than in solving our problems. I'll work for IQ!,!, not higher office.

NEIGHBORHOODS NEGLECTED The incumbent told voters he was "the neighborhood protection candidate" but rated dead-last by the Sierra Club in protecting our neighborhoods from growth and traffiC. As a Planning Group member and Town Council director, protecting neighborhoods is more than a slogan for me.

MORE POLICE We have fewer police per resident than other major cities. Yet, the City Council voted against increasing the ratio of police. I am committed to increasing the number of police per citizen.

STOP SEWAGE POLLUTION The incumbent blocked efforts to clean-up San Diego's sewage. As a result, millions of gallons of partially treated sewage will continue to pollute our ocean and bays daily. I will work to stop ocean pollution without exorbitant costs.

REFERENDUM ON CITY COUNCIL PERFORMANCE If you agree it's time for a change at City Hall, please give me your vote on September 17.

Fellow citizens. We need a commitment to Seeking an equal distribution of resources from the City of San Diego to District 8. We need a budget broken down by district that will assure us we are on equal footing with the other seven districts.

We need a commitment to find a solution to the illegal alien problem. We need to stop the robbery, rape, murder and extortion of Mexican citizens as they illegally cross our border. If the political reality is that we want and/or need Mexican citizens in our country let us make their trek into our country a legal act. We could then attempt to stop the drugs, control the disease and have the opportunity to screen out the criminal element that crosses our border. We need a commitment to treat all minorities equally, as if we were members of that minority.

Brown Field, NO! Twinport, yes if we mitigate the problems, compose a satisfactory Mexico-United States agreement and District 8 receives the full benefits of an airport. If we want prosperity, respect and empowerment in our District 8 community, we need a project like Twinport.

We are not without challenging issues and opportunities .

Fighting for us!

'People should not be shut out of City Hall decisions. Everyone deserves a voice at City Hall. "I've worked hard to be that voice. I'm fiercely independent, determined. and willing to shake

I'm taking strong action. 'We have had many successes. But much remains to be done. Join me in our fight to protect ;
