CAPITAL IMPROVEMENT PROGRAM MID-YEAR REPORT

Fiscal Year 2017

INTRODUCTION Purpose and Scope This Capital Improvement Program (CIP) Report summarizes the City’s delivery of the Six-Year CIP for the period covering the first two quarters of Fiscal Year 2017. This report highlights progress made on a selection of significant projects within various program areas.

PROJECT HIGHLIGHTS

Completed Construction Projects Eleven projects were completed in the first and second quarter of Fiscal Year 2017, from July through December 2016 (see Table 1). The following are highlights of specific projects completed in that period:

• City Parking Lot 5 Lighting: The completed project consisted of removing and replacing light poles and fixtures. The upgrading of the lights in this parking lot greatly increased nighttime visibility and reduced energy consumption at this lot, which should result in better pedestrian and vehicular safety.

• Sycamore Creek at Indio Muerto Street Culvert: The completed project consisted of the construction of a debris fin, which was needed at the Indio Muerto Street culvert to minimize the risk of upstream flooding caused by debris. Sycamore Creek is a major drainage basin and is subject to excessive debris buildup during high intensity storm events. The existing culvert at Indio Muerto Street is a double box culvert.

• Hidden Valley Street Lighting Upgrade: This project replaced 96 aged street light fixtures and over 5-miles of failed underground wiring to bring street

lighting back to the Hidden Valley neighborhood. In addition, it improved lighting quality, safety, and energy efficiency.

Braemar Valve Replacement Project: The completed project consisted of replacing the suction, discharge, and check valves for the two existing pumps, and corresponding bypass pumping and traffic control.

Construction Projects In Progress

Currently, there are 24 projects under construction, with an estimated construction contract value of approximately $106.7 million (see Table 2). The following are highlights of construction projects in progress:

• Cabrillo/Alameda Padre Serra Water Main Replacement: Construction has been completed for the Alameda Padre Serra and Calle Cesar Chavez areas. The work on State Street started in early March 2017, and will move to the Cabrillo area with a scheduled completion of summer 2017.

• Mason Street Bridge Replacement: Construction of the project was substantially completed on January 6, 2017, with the reopening of the bridge to the public. Completion of minor punch list items and the plant establishment period remains.

• Cabrillo Boulevard Bridge Replacement: Crews have finished concrete work on the pedestrian areas of the new beach-side of the Cabrillo Boulevard Bridge. The majority of utility relocations are complete. The remainder of work will focus on street and sidewalk improvements leading up to the bridge.

• Zone 3 Pavement Maintenance: This project is primarily

focused in the Westside Neighborhood, but includes critical streets in other neighborhoods. Construction is anticipated to start the end of April 2017.

TOTAL 24 $106,712, 407 Design Projects In Progress In addition to the projects in construction, there are currently 30 projects in design, with an estimated total project cost of approximately $88 million (see Table 3). The projects are scheduled to be funded over several years, as generally shown in the City’s Six-Year CIP Report. The projects rely on guaranteed or anticipated funding and grants. The following are design project highlights.

• Active Transportation Program (ATP) Cacique

and Soledad Pedestrian/Bicycle Bridges and Corridor Improvements: Final design is complete and construction is scheduled to begin in June 2017.

• ATP Las Positas Road Multiuse Path: This project would construct a 2.6-mile long multiuse pathway for bicyclists and pedestrians along Modoc Road from Calle de los Amigos to Las Positas Road and along Las Positas Road from Modoc Road to Cliff Drive. The project is now moving into the final design phase, which is

anticipated to be completed in 2018. Construction funding has not yet been identified.

• ATP Lower Milpas Pedestrian Improvements:

Final design is complete and construction is scheduled to begin fall or winter 2017.

• ATP Montecito Street Bridge Replacement and Pedestrian Improvements: This project will replace the Montecito-Yanonali Street Bridge, adding a sidewalk and wider shoulders for bicyclists and fill a missing link of sidewalk on Salinas Street from Mason Street to Clifton Street. Final design is complete and construction is scheduled to begin summer 2017.

• On-Call Water Main Design Project: The design

contract has been executed. The consultant is currently working on designs for Castillo Street, Calle Cesar Chavez, and one block of State Street.

• Fiscal Year 2017 Wastewater Main Rehabilitation and Repair: The construction will start in early May 2017 to rehabilitate and repair approximately 25,000 linear feet of sewer main at 108 locations throughout the City of Santa Barbara.

SUMMARY Significant progress has been made with the opening of the Mason Street Bridge and the nearly complete Cabrillo Boulevard Bridge. Work continues at the Desalination Plant. Three Active Transportation Program projects will be under construction later this year. These large capital projects, combined with smaller, more routine CIP projects, have contributed to a robust CIP workload. Despite these projects, there remains a significant deferred maintenance backlog as well, with many unfunded CIP projects. While this is the case for certain enterprise funds, it is especially the case for general fund infrastructure. City staff continue to explore alternative funding sources to meet these needs.
