GIZ – Nexus Project Regional Workshop
DaNang, Vietnam
June 25-27, 2014
CITY OF SANTA ROSA, Philippines
ISSUES and CHALLENGES
• Rapid conversion of
agriculture areas to
built-up areas to give
way to economic
development and
urbanization, thus an
increase in demand
for imported food
ISSUES and CHALLENGES
Philippine Growth Rate (2000-2010) : 2.07%
LAGUNA Growth Rate (2000-2010) : 3.11%
SANTA ROSA Growth Rate (2000-2010) : 4.37%
• Continuously
increasing
population due
to availability
of jobs which
translates into
a proportional
increase in
solid waste
generation
SOLID WASTE FACTS
Waste
generation
rate
0.6
kg/person/day
Estimated
waste
170.802 MT/day
(based on 2010
population of
284,670)
Waste bulk
density
297 kg/m3
Diversion
(as of
2005)
25%
GHG
emissions
from solid
waste
103,296 tCO2e
( for domestic
and commercial
wastes only)
ISSUES and CHALLENGES • Contamination of groundwater resources
from improper domestic wastewater
disposal (poorly designed septic tanks and
seepages from above ground)
• Increasing greenhouse gas emissions
from solid wastes, wastewater, use of fuel
and electricity and industrial process
emissions
ISSUES and CHALLENGES
• Extraction of groundwater resources to
subsidize the water needs of the
residents, commercial and industrial
establishments and institutions
The issues and challenges identified by the Santa Rosa Nexus
Team at the early stages of project feasibility study were
synonymous to the problems identified as above in the ‘Urban
Nexus Challenge’

PROJECT DEVELOPMENTS
May 23, 2014 ICLEI first
workshop • The workshop concluded with GIZ and ICLEI SEAS
mapping out potential future nexus activities in
Santa Rosa. It was agreed that workshop results will
be reported to the Nexus Project Manager to
determine specific activities that may be supported
by the project, particularly in terms of doing the
social preparations. After which, ICLEI SEAS will
coordinate with the Environment Office with specific
nexus activities to be matched with the city’s
indicative calendar of activities.
• GIZ has already requested for cost estimates to do
soil testing in the proposed site. It is hoped that the
project design and cost calculation will be finalized
in the coming months in order to kick off the
project’s implementation.
PROJECT DEVELOPMENT
June 9, 2014,
Meeting with
National Housing
Authority
• Designs and costing of
multi level housing (3-
storey
• Possible funding from the
NHA for construction
• Payment Scheme
CHALLENGES IN THE
IMPLEMENTATION
• Source of funds for the project.
• Cost of the housing unit per target beneficiaries
• Since this type of housing settlement is new to
Santa Rosa, some post-construction management
may arise.
CHALLENGES IN THE
IMPLEMENTATION
• The project is highly dependent on the beneficiaries’
openness to a new type of housing (i.e., a muliti-level
housing) and the integration of social SWM, waste
water and urban agriculture components in the project.
• The upcoming 2016 local elections may pose some
delay in project implementation due to change in
leadership in the event that this project has not started
before the election period.
March 18-23, 2014 visit of Mayor in Germany
• Benchmarking on
waste-to-energy
projects in Germany
