The Meadows Mobile Home Park wishes to expand the amenities at its existing community center located in the park’s interior adjacent to the main stormwater pond. The proposed project includes expansion of the existing one-story clubhouse by 770 square feet, addition of a new 912-square foot health club, addition of a new swimming pool, and accompanying parking lot reconfiguration.
IV. REVIEW CRITERIA - COMPREHENSIVE PLAN:
The project is located within an existing mobile home park in the Residential Urban (RU) Future Land Use Category. This category accommodates primarily residential uses. The applicant’s project is consistent with the Comprehensive Plan and Countywide Plan requirements.
V. REVIEW CRITERIA - ZONING:
The property is located within the Mobile Home Park (MHP) zoning district. That district permits mobile home parks and requires the provision of recreation facilities and area. This park’s existing community recreational amenities are being expanded with this application. The proposed site plan is consistent with the permitted uses and requirements of the MHP zoning district.
VI. SITE PLAN REVIEW PROCEDURES AND STANDARDS
The process for site plan review is set forth in Sec. 210.03 of the Land Development Code (LDC) and calls for the Planning and Zoning Board to review the site plan for compliance with the Comprehensive Plan, the Comprehensive

Zoning and Land Development Code, including the City's concurrency management system, and, the City's Building Codes and, to provide a written recommendation to the Board of Commissioners as enumerated in Sec. 210.03(C)(4) of the LDC. The Technical Review Committee has reviewed and determined the application for site plan approval to be complete and in compliance with the above-cited standards for review: 1. The application is found to be consistent with the City’s Comprehensive Plan, 2. The application is found to be compliance with the City’s Land Development
Code (LDC), 3. The project does not propose new impacts to facilities and therefore meets the
City’s Concurrency Management standards, and, 4. The project will be required to, and is expected to be able to, meet the standards
of the City’s Building Codes.
VII. LEVEL OF SERVICE ANALYSIS
Article VIII of the Land Development Code requires that public facilities be available concurrent with impacts from development. The mobile home park is already established and is not proposed to be expanded in a manner that would impact public facilities. The community center is intended to serve only the park residents at the existing approved residential density. This project proposes to expand amenities completely within the existing community center area and therefore does not propose any new impacts to public facilities.
VIII. OTHER INFORMATION
Technical Review Committee (TRC) The TRC reviewed this application at a series of meetings, the most recent on February 7, 2019, and had no objections to the request. The TRC minutes and comments from this meeting are included as an attachment.
IX. STAFF RECOMMENDATION Staff finds the application for site plan approval consistent with the applicable review criteria; and therefore the staff recommendation is to approve the site plan subject to the following:
1. The developer is responsible for meeting the minimum criteria of the Land
Development Code and for acquiring all other jurisdictional permits and approvals.
2. Construction plans shall be consistent with the approved site plan. All
requisite fees attendant to the project shall be paid in accordance with the Land Development Code.
3. This site plan shall expire at one year from the effective date unless an
application has been filed for a building permit with construction plans signed and sealed by a registered engineer licensed in the State of Florida.

X. PLANNING AND ZONING BOARD RECOMMENDATION
The Planning and Zoning Board heard this application at their March 18, 2019 meeting. The Board voted unanimously to approve the application with the conditions listed herein.

Four of the 34 required parking spaces are proposed to be sized for golf carts. Golf cart parking is not prohibited, but it cannot be counted as a parking space. If the applicant adds bicycle racks sufficient to accommodate 4 bicycles, the parking can be reduced by 10% (by 3 spaces). Another option to fulfill the parking requirement would be to use a compact parking space assigned to an employee. Please see Section 127.03(P) and Section 127.05 of the parking code for guidance on this. March 13, 2019: The site plan has been revised to reflect 3 bicycle parking spaces and 31 standard automobile parking places. This item is in compliance.
The proposed ISR of 0.72 is increased from 0.65 for this site. The ISR limit for the Residential Urban district is 0.65 and may be applied parkwide for this property. Please present a calculation on the plan set that shows that the 0.65 impervious surface ratio is met park-wide. March 13, 2019: The site plan has been revised to reflect a proposed impervious surface ratio (ISR), calculated on a park-wide basis, of 0.236. This item is in compliance.

WHEREAS, the City of Tarpon Springs has received an application for site plan
approval to improve an existing community center by constructing a 770 square foot
addition to the clubhouse, a new 912 square foot health club and a new 830 square foot
pool, located at 505 Anclote Boulevard in the Mobile Home Park (MHP) zoning district;
and,
WHEREAS, the Planning and Zoning Board held a public hearing on this
application at its meeting of March 18, 2019 and voted to recommend approval of the site
plan with conditions; and,
WHEREAS, pursuant to Section 210.03(C)(4) of the Comprehensive Zoning and
Land Development Code, the Board of Commissioners must approve, approve with
conditions, or, deny the application.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
COMMISSIONERS OF THE CITY OF TARPON SPRINGS, FLORIDA:
SECTION 1: FINDINGS
1. That the site plan, as conditioned, meets the applicable sections of the
Comprehensive Zoning and Land Development Code.
2. That the site plan, as conditioned, is consistent with the Tarpon Springs
Comprehensive Plan.
3. That the site plan, as conditioned, demonstrates that required facilities and
services will be available at the prescribed level of service standards concurrent
with the impact of the development and may, subject to Section 3 of this
resolution, during the term of this site plan approval, receive a Certificate of
Concurrency pursuant to Section 122.00 et seq.

SECTION 2: SITE PLAN APPROVAL
The site plan prepared and sealed by Allison C. Shaw, P.E., on February 19, 2019, and
attached as Exhibit A is hereby approved on property located at 505 Anclote Boulevard
with a Parcel legally described in Exhibit B, attached hereto.
SECTION 3: CONDITIONS
1. The developer is responsible for meeting the minimum criteria of the Land
Development Code and for acquiring all other jurisdictional permits or approvals.
2. Construction plans shall be consistent with the approved site plan. All requisite
fees attendant to the project shall be paid in accordance with the Land
Development Code.
3. This site plan shall expire at one year from the effective date unless an application
