MINUTES OF THE REGULAR SESSION

OF THE COMMUNITY DEVELOPMENT CORPORATION

NOVEMBER 8TH

2018

The Regular Session of The Community Development Corporation of the City of The Colony,

Texas, was called to order at 6:32 p.m. on the 8TH

day of November 2018, at City Hall, 6800 Main

Street, The Colony, Texas, with the following roll call:

And with 5 board members present a quorum was established and the following items were

addressed:

1.0 ROUTINE ANNOUNCEMENTS AND RECOGNITIONS

1.1 Call to Order

The meeting was called to order at 6:32 p.m.

1.2 Pledge of Allegiance to the United States Flag

The Pledge of Allegiance to the United States Flag was recited.

1.3 Salute to the Texas Flag

Salute to the Texas Flag was recited.

1.4 Announcement of upcoming civic events and activities:1

American Heroes –

This annual event is Saturday, Nov. 11th at Five Star. The festival includes a carnival, car show,

vendor expo, a silent auction with proceeds going to 22Kill and Operation Comfort Warriors, and

entertainment by Radney Foster, Restless Heart and the headliner Sawyer Brown.

Holiday in the Park –

This event is on Saturday, Dec. 1st at Perryman Park; there will be carnival games, music and

performances, and a baking contest. The Parade of Lights starts at 5:45pm.

The Colony Christmas Spectacular –

This is the light show set up at the Central Fire Station on Blair Oaks. The show will run nightly

from 5:30pm-10:30pm Sunday through Thursday and 5:30pm – 10:50pm Friday and Saturday. The

lights are synchronized to music that can be heard on channel 99.9FM.

2.0 CITIZEN INPUT

Don Beckel, 3549 Cottonwood Springs Dr., The Colony – As a participant of The Half Marathon,

Don expressed his thanks to city staff and the Parks & Recreation Dept. for their help to make the

event happen. A new race route had to be created and despite the route change, he heard a lot of

great comments from participants; they were impressed with the park and were surprised a new

route was able to be created so quickly. He added that events like this are made possible because of

the projects the CDC Board does. He also recently met a couple who moved to The Colony because

of the shoreline trail.

3.0 CONSENT AGENDA

3.1 Consider acceptance of the CDC financial reports for October 2018

3.2 Consider approval of minutes of the October 11th

, 2018 Regular Session

Motion to approve the consent agenda – Harris; second – Mahle; motion passes with all ayes.

4.0 REGULAR AGENDA ITEMS

4.1 In accordance with the Development Corporation Act, Section 505.159 of the Texas Local

Government Code, The Colony Community Development Corporation, a Type B Economic

Development Corporation, will conduct a Public Hearing to receive public input regarding

funding for proposed capital improvement projects including the following:

Aquatic Park- Grind and Re-coat Indoor Pool Surface Renovation

Parks Equipment- Truck replacement, Mini Backhoe/Trencher, Trail Sweeper and Blower

Attachments, replace Golf Carts

Park Improvements- Early Principal Bond Payment, Tennis Court Resurfacing, replacement

of park amenities including benches, picnic tables, trash receptacles, security lights, etc.,

CDC Master Plan update, Skate Park Lighting

This is the formal public hearing required before money can be spent on projects. The public

hearing was opened at 6:41pm. The public hearing was closed at 6:42pm.

4.2 Action to be taken as a result of the public hearing – No action was taken.

4.3 Consideration of approval of a professional services contract with MHS Planning & Design,

LLC, to update the 2009 CDC Master Plan –

Pam said this is not an update, this will be a new Master Plan. When staff met with Hunter from

MHS, they expressed the importance that the new plan has to be completed in time to be submitted to

Texas Parks & Wildlife for the grant application we intend to apply for October1st. Hunter assured

Pam that MHS will meet the deadline. Staff also discussed distributing a survey online and having it

available at public meetings. The grant application is a separate process, and MHS wants to do this

also; the work they do on the master plan will be very helpful in completing the application and can

improve the chances of the grant application getting approved.

Motion to approve a professional services contract with MHS Planning & Design, LLC – Harris;

second – Sohn; motion passes with all ayes.

4.4 Receive update from staff and discuss the following items –

Tree Dedication – Angels Fall Up The group is planning a ceremony and dedication at Stewart Creek Park on Sunday, Nov.

18th at 3:00pm for the caregiver and tribute trees planted at the park. The board is invited

to attend.

Recreation Center / Community Center Expansion Feasibility Study – This was approved in the budget. Staff has a proposal from a firm that is very well known in

the parks and recreation industry and is working on the scope with them; this will be

presented to City Council at the first meeting in December.

Swim Beach Relocation Project – Eve and Pam met with Hunter from MHS and reviewed some concepts with him.

Park Loop Trail – Eve continues to work on getting agreements approved with property owners for access to

easements on their property, and Encroachment Agreements completed with ATMOS and

ONCOR. The LISD Agreement was approved by City Council and will be presented to the

LISD Board on Monday for their approval; discussions are ongoing with the church. The

application for the Encroachment Agreement will be submitted to Oncor when we have

signed agreements from the church and LISD. Atmos is currently reviewing our application

for Encroachment Agreement for the section of trail off Taylor to North Colony. The

construction documents and project manual are being prepared and the project will go out

for bid when all the agreements have been approved.

Holiday Get Together – The board will have their Christmas dinner together at a local restaurant after the

December meeting.

Rain Delays – Guardrails – Due to recent weather conditions, fabrication is on hold because of the powder

coater’s lack of indoor storage. This project should start again by December 1st.

Striping & signage on South Colony slip roads – Due to the backlog of projects as a result

of recent bad weather, the tentative start date is Dec. 10th

Fishing Pier – The ADA inspection and final walk through is needed; the tentative date is

Nov. 15th.

Bag Wall – Working on the punch list. Additional seeding is needed and repair to the

erosion mat will have to be made.

Eastvale Property – Eve continues to research the requirements to sell the property on West Lake Highlands

which was a park. She discovered records do not indicate the property was intended to be a

park. She will review old zoning maps and the city attorney has given her information

regarding Texas Local Government code for park property.

4.5 Board to request items to be placed on future meeting agendas – There were no requests.
