UMATILLA TOGETHER The City of Umatilla is celebrating an award presented at the annual conference of the Oregon Chapter of the American Planning Association (OAPA) in Portland, Oregon. The group of Portland State University (PSU) Graduate students who developed a Vision and Framework Plan for Umatilla downtown Vision Plan was awarded the prestigious Student Achievement in Planning Award. The competitive award was selected by a juried award committee comprised of professional planners from throughout the State of Oregon. City Manager Russ Pelleberg said, “The student’s final product is a benchmark for community involvement. In the six months they spent researching the city built environment and getting to know residents, they reinvigorated interest in redevelopment throughout the city. They hosted traditional meetings to get citizen input, as well as participated in less conventional events such as the city’s annual spring clean-up day. They were invited into homes, became acquainted with residents and worked closely with the Umatilla School District. That one-on-one approach resulted in two final work products, the Vision Document is printed in both Spanish and English. The Framework Plan is a 200 page document that will guide redevelopment of downtown in years to come.” The idea to engage PSU students was originated by county Economic Development staff, who submitted the Request for Proposal to the university. It was part of the county’s outreach to small communities. Commissioner Bill Elfering, who leads economic development for the county said, “Isn’t it amazing what great things can happen when public agencies work together toward a common good?” Both of these documents can be found on our website: www.umatilla-city.org

FIFTH SAFEST CITY IN OREGON Once again, our Police Department has done an excellent job of keeping us safe. City of Umatilla has ranked 5th safest city in the State of Oregon for 2017 by SafeWise!

While there are surveys and public polls on what cities in a state are the safest, they didn't want to rely on speculation and opinion. Instead, they looked at the hard numbers from the FBI's most recent report of crime (Sept 2015). Specifically, they analyzed the FBI’s Uniform Crime Report, which summarizes the number of property crimes and violent crimes in each city per year. They used three criteria:

Violent crimes per capita (murders, assaults, rapes, armed robberies) Property crimes per capita (thefts, burglaries, motor vehicle thefts) Property crimes per capita (thefts, burglaries, motor vehicle thefts)

UMATILLA SCHOOL DISTRICT It's been just over a year since Umatilla taxpayers approved the general obligation bond for Umatilla Schools and the District has been busy preparing for the construction phase. In January of 2017, the Umatilla School District sold its 2017 General Obligation Bonds at a premium due to strong demand in the market. Consequently, the net proceeds of the bonds, estimated at $10.2 million, actually came to $10.8 million, so the district realized an additional $600,000 in project funds with the same $10.5 million cost to taxpayers.

Also, the rate on the bonds was more favorable than anticipated, meaning taxpayers will now pay an estimated $2.77 per $1000 of assessed value when bond payments begin instead of the originally estimated $3.13 per $1,000 of assessed value. The repayment will still begin after the current UHS bond is fulfilled in 2023 and will continue until 2035.

“We are very excited about the positive bond sale – this is great news for our district and community,” said Heidi Sipe, district superintendent. “The Umatilla School District is committed to being a good steward of taxpayer money, and this is a great example of realizing the greatest value for the community dollar. We appreciate the community support and will continue to do all we can to honor the community funds with careful management.”

The District was able to save considerable costs by procuring the roofing through an AEPA contract and roofing at the High School and Elementary School is complete. The District selected Design West as the project architects and Chervenell Construction as the project builders. Final architectural work is underway for the additional space, remodeling for increased school security, and major maintenance projects at all three district schools. Construction on the remaining projects is expected to begin in spring of 2017. CITY OF UMATILLA WELCOMES NEW STAFF After sitting somewhat dormant for the last several decades the City of Umatilla is on the move! The City has created a new department, Community Development, and has hired Tamra Mabbott as the Director for the new department. Brandon Seitz has been appointed to the City Planner position. Mabbott will take the reins of the Community Development department and is responsible for City Planning, Building Services, GIS, Parks and Recreation and Code Enforcement. The Community Development department guides the growth and development of the City of Umatilla to enhance the quality of life in our community while recognizing the City’s historic and natural features. The City of Umatilla has been working on a downtown revitalization project over the last year. Graduate students from Portland State University selected Umatilla to complete their capstone project for their graduate studies. The final “Visioning” and “Framework” document that has been completed by the students will be formally adopted by the City and used as the go to document to implement the revitalization of the downtown and surrounding areas. Mabbott and Seitz will be working with consultants, property/business owners and the community to move the revitalization project forward. The City already has budgeted funding to begin removal of dilapidated City owned buildings in the downtown area and will be implementing new building codes that will address the remainder of the dilapidated/rundown buildings that dot the downtown landscape. The City is continuing to work with existing and potential new businesses in the downtown area as part of the overall revitalization project. Two new businesses are getting ready to open in downtown with the City actively recruiting several other businesses that are interested in expanding from Washington State into Umatilla City.

November 2017 Noviembre 2017 In addition to business recruitment and retention, the new Community Development department will be working on making major park improvements throughout the City. These improvements will consist of the construction and development of a soccer complex, adult softball complex, restroom and playground upgrades and expanding the City’s current pathway system. All new improvements will include upgrades to include A.D.A. access which currently does not exist at any of the City facilities. The City currently has several multi-million dollar projects that are funded and will begin construction in 2018. The “6th Street” project will be a street enhancement project that will improve the sidewalks and street lighting through the downtown area. The “Phase 1 Re-use” project will be constructed in the McNary area and will take discharged cooling water from the Amazon Data Centers and put it into irrigation canals for beneficial use in the agriculture sector. There City currently has numerous projects in the planning and design phases as well as several new sub-divisions under construction that will ensure continued growth in our community and allow our City to prosper. The timing is right for the City of Umatilla to be on the move. With community support, a growing business atmosphere and forward thinking, the City is shaking off that decades old feel of a stagnated community. City staff are dedicated to making Umatilla a very livable community for our citizens and a great place to visit for those who travel to our town.

UMATILLA JUNTOS La ciudad de Umatilla está celebrando un premio presentado en la conferencia anual del Capítulo de Oregon de la Asociación de Planificación Estadounidense (OAPA) en Portland, Oregon. El grupo de estudiantes graduados de la Universidad Estatal de Portland (PSU) quienes desarrollaron un Plan de Visión y Marco para el Plan de Visión del centro de Umatilla recibieron el prestigioso Premio al Logro Estudiantil en Planificación. El premio de la competencia fue seleccionado por un comité de adjudicación jurado formado por planificadores profesionales de todo el estado de Oregon.

El administrador municipal Russ Pelleberg dijo, "El producto final del los estudiantes es un punto de referencia para la participación de la comunidad. En los seis meses que pasaron investigando el entorno construido en la ciudad y conociendo a los residentes, revitalizaron el interés en la reurbanización en toda la ciudad. Organizaron reuniones tradicionales para obtener comentarios de los ciudadanos, y participaron en eventos menos convencionales como el día anual de limpieza de la ciudad. Fueron invitados a las casas, se familiarizaron con los residentes y trabajaron estrechamente con el Distrito Escolar de Umatilla. Ese enfoque de uno a uno resultó en dos productos finales de trabajo, el Documento de Visión está impreso en español e inglés.

El Plan Marco es un documento de 200 páginas que guiará la reurbanización del centro en los años venideros”.

La idea de involucrar a los estudiantes de PSU se originó por el personal de Desarrollo Económico del condado, que envió la Solicitud de Propuesta a la universidad. Era parte del alcance del condado a comunidades pequeñas. El comisionado Bill Elfering, quien lidera el desarrollo económico del condado, dijo: "¿No es sorprendente lo que pueden suceder cuando las agencias públicas trabajan juntas para lograr un bien común?"

QUINTA CUIDAD MAS SEGURA DE OREGON

Una vez más, nuestro Departamento de Policía ha hecho un excelente trabajo al mantenernos a salvo. ¡La ciudad de Umatilla ha sido clasificada como la quinta ciudad más segura del estado de Oregón para 2017 por SafeWise! Si bien hay encuestas y encuestas públicas sobre qué ciudades en un estado son las más seguras, no querían depender de la especulación y la opinión. En su lugar, analizaron los números duros del informe de delincuencia más reciente del FBI (septiembre de 2015). DISTRITO ESCOLAR DE UMATILLA Ha pasado poco más de un año desde que los contribuyentes de Umatilla aprobaron el bono de obligación general para las escuelas de Umatilla y el distrito ha estado ocupado preparándose para la fase de construcción. En enero de 2017, el Distrito Escolar de Umatilla vendió sus Bonos de Obligación General 2017 a una prima debido a la fuerte demanda en el mercado. En consecuencia, los ingresos netos de los bonos, estimados en $ 10.2 millones, llegaron a $ 10.8 millones, por lo que el distrito realizó $ 600,000 adicionales en fondos de proyectos con el mismo costo de $ 10.5 millones para los contribuyentes.

Además, la tasa de los bonos fue más favorable de lo anticipado, lo que significa que los contribuyentes ahora pagarán un estimado de $ 2.77 por cada $ 1000 de valor tasado cuando comiencen los pagos de bonos en vez del estimado original de $ 3.13 por cada $ 1,000 de valor tasado. El Distrito pudo ahorrar considerables costos al adquirir el techo a través de un contrato AEPA y el techo en la Escuela Secundaria y la Escuela Primaria está completo. El Distrito seleccionó a Design West como los arquitectos del proyecto y Chervenell Construction como los constructores del proyecto. El trabajo final de arquitectura está en marcha para el espacio adicional, la remodelación para una mayor seguridad escolar y los principales proyectos de mantenimiento en las tres escuelas del distrito. Se espera que la construcción de los proyectos restantes comience en la primavera de 2017. LA CUIDAD DE UMATILLA DA LA BIENVENIDA A NUEVO PERSONAL ¡Después de estar algo inactivo durante las últimas décadas, la ciudad de Umatilla está en movimiento! La Ciudad ha

creado un nuevo departamento, Desarrollo Comunitario, y ha contratado a Tamra Mabbott como Directora para el nuevo

departamento. Brandon Seitz ha sido nombrado para el puesto de Planificador de la Cuidad.

Mabbott tomará las riendas del departamento de Desarrollo de la Comunidad y es responsable de la planificación de la

ciudad, servicios de construcción, SIG, parques y recreación y aplicación de códigos. El departamento de desarrollo de la

comunidad guía el crecimiento y el desarrollo de la ciudad de Umatilla para mejorar la calidad de vida en nuestra

comunidad y al mismo tiempo reconocer las características históricas y naturales de la ciudad.

La ciudad de Umatilla ha estado trabajando en un proyecto de revitalización del centro durante el último año. Los

estudiantes de posgrado de la Universidad Estatal de Portland seleccionaron Umatilla para completar su proyecto final

para sus estudios de postgrado. El documento final "Visión" y "Marco" que han sido completados por los estudiantes será

formalmente adoptado por la Ciudad y utilizado como documento para implementar la revitalización del centro y las

áreas circundantes.

November 2017 Noviembre 2017 Mabbott y Seitz trabajarán con consultores, propietarios de propiedades / negocios y la comunidad para avanzar en el

proyecto de revitalización. La Ciudad ya ha presupuestado fondos para comenzar la remoción de edificios en ruinas

propiedad de la Ciudad en el área del centro de la ciudad y estará implementando nuevos códigos de construcción que

abordarán el resto de los edificios ruinosos / derruidos que salpican el paisaje del centro de la ciudad.

La Ciudad continúa trabajando con nuevos negocios existentes y potenciales en el área del centro de la ciudad como parte

del proyecto general de revitalización. Dos nuevos negocios se están preparando para abrir en el centro con la Ciudad

reclutando activamente a otros negocios que están interesados en expandirse desde el estado de Washington a la ciudad

de Umatilla.

Además del reclutamiento y la retención de empresas, el nuevo departamento de Desarrollo de la Comunidad trabajará

para realizar mejoras importantes en los parques en toda la ciudad. Estas mejoras consistirán en la construcción y el

desarrollo de un complejo de fútbol, un complejo de softbol para adultos, baños y mejoras en el patio de recreo y la

ampliación del sistema actual de senderos de la ciudad. Todas las mejoras nuevas incluirán actualizaciones para incluir

A.D.A. acceso que actualmente no existe en ninguna de las instalaciones de la Ciudad.

Actualmente, la Ciudad cuenta con varios proyectos multimillonarios financiados que comenzarán a construirse en 2018.

El proyecto "6th Street" será un proyecto de mejoras de calles que mejorará las aceras y el alumbrado público a través del

área del centro de la ciudad. El proyecto de "Reutilización de la Fase 1" se construirá en el área de McNary y tomará el

agua de refrigeración descargada de los Centros de Datos de Amazon y la colocará en canales de riego para su uso

benéfico en el sector agrícola.

Actualmente, la cuidad tiene numerosos proyectos en las fases de planificación y diseño, así como varias subdivisiones

nuevas en construcción que garantizarán un crecimiento continuo en nuestra comunidad y permitirán que nuestra Ciudad

prospere. El momento es adecuado para que la ciudad de Umatilla esté en movimiento. Con el apoyo de la comunidad,
