BackgroundSEMI Hockey (formerly WR Minor Hockey Association) and White Rock South Surrey Skating Club (WRSSSC) have been serving the Peninsula as community partners since 1966, this season celebrating our 50th Anniversary. Combined, the Associations have approximately 1,300 members primarily ranging in age from 5 to 18. Based on our current ice allocation, we cant grow beyond our current membership.SEMI Hockey has been working with both City partners looking for viable solutions. In 2013, options were presented; including building new, to a temporary fabric structure, and finally re-purposing an existing facility. In late 2013, SEMI Hockey approached Peace Arch Curling Club to develop a plan to assess the feasibility of shared use at their facility. This proposal was rejected.

Quality of LifeOur ice needs are now met across multiple private and municipal facilities with rates ranging from $114 to $472 per ice time. Families are often required to drive more than 30-35 minutes for a practice or home game.As a commuter community many of our members work off the Peninsula and are often racing from work to pick up their children and deliver them to a practice or game in another municipality.Lack of ice being allocated to WRSSSC on the Peninsula has forced competitive skaters to leave or seek added ice at other skating clubs in North Delta and Richmond. WRSSSC only receives 22 hours of ice per week compared to upwards of 40 in other communities.If our ice needs could be met inside the Community we would expect to see an increase in our registration and growth in both of our Associations. One only needs to compare the number of local arenas in our community relative to Richmond or Langley with similar size Associations.City of White Rock - 20153

An enhanced partnershipThere is a continued growth opportunity for ice sports on the Peninsula. With additional ice, we will have the flexibility to offer innovative new programs. Skate Canada has already approached WRSSSC to run a pilot project with SEMI which cannot be accommodated because of a lack of local ice.A new ice surface provides up to 91 ice times per week that could be shared across multiple user groups. Currently both Associations face limitations on growth and hosting opportunities which would bring business into our Community. Both Associations have opportunities to host events that would bring hundreds of visitors to the community.City of White Rock - 20155

Looking ForwardWith a joint membership (WRSSSC and SEMI Hockey) of close to 1,300 and a shared self funded pool of capital of approximately $350,000, our options are limited.Our Associations can vastly benefit from an additional ice surface in our local community. The effort to make this undertaking happen would be significant and would require a sizeable private/public partnership. We continue to pursue this option.After reviewing our short and long term needs, we believe that the best option is to develop an ice sports strategy in partnership with the City of White Rock.The goal of both of our Associations' is to see our kids play their sports in their own community. We will continue to push for more ice time so families can enjoy quality time together as they should.City of White Rock - 20156
