San Carlos City was awarded the 2015 Seal of Good Local Governance (SGLG) by the Department of Interior and Local Government (DILG) after raising the level of services for its constituents and met all the criteria of the core components and essential components of the seal in the 2014 SGLG Assessment.

ALS presents first graduates for 2015The first batch of graduates for the Department of Education (DepEd) - Alternative Learning System (ALS), Division of San Carlos City for the

first half of 2015 was presented during its graduation rites last August 29, 2015 at Brgy. Codcod gym.Thirty one (31) graduates finished the six- month Information and Communications Technology Training and Development Program offered

by ALS held at Brgy. Codcod supervised by Jovel Leduna, Education Program Specialist II of ALS with Maria Anabel Leduna, ALS Learning Facilitator.

Jovel Leduna said the 31 graduates were the first batch of said computer training at Brgy. Codcod after it was transferred from the 2nd floor of the Public Market, giving the youth at said mountain barangay and other nearby barangays including parts of Canlaon City the chance to attend computer classes near them.

Said first batch started last February 2015 while the formal sessions for the second batch of more than 70 enrollees commenced last August 24, 2015.

He added that the ALS program is a partnership among the city government of San Carlos, Dep Ed, Brgy. Codcod and the Technical Education and Skills Development Authority (TESDA).

Leduna also said that they are now working on the accreditation of ALS training by TESDA for national assessment competency since ALS is part of its Community Based Training.

He said ALS is doing well despite some setbacks and even gears for new technical/vocational trainings as they plan to propose new programs on welding, plumbing and call center agent trainings in the future to suit the needs of the ever-growing outsourcing business in the country.

City Mayor Gerardo P. Valmayor, Jr. said the computer course offered by ALS has continuously exist for quite a time already to assist the youth who opt to study vocational computer courses.

He added that the trainings in computer offered by ALS can be very useful especially that computer skills or knowledge is important when applying for work these days.

Also present at said event among others were Schools Division Superintendent Allan Yap, Public Schools District Supervisor Gerardo Limpio and District Alternative Learning School Coordinator for District III Peter Yap.

The city of San Carlos thru its City Disaster Risk Reduction and Management Office (CDRRMO) joined in the simultaneous earthquake drill held July 22, 2015.

Said drill was staged at the city hall with the cooperation of all local government employees including clients and visitors who happened to be there, simultaneous with other local business establishments and private companies in the city which lasted for about 20 minutes.

City Mayor Gerardo P. Valmayor, Jr. who acted as command officer during the exercise said that the activity enabled the city to enforce on what needs to be done when actual disaster comes especially on addressing certain situation and what strategy to apply in rescuing victims and protecting the lives and properties of the community.

City joins nationwide earthquake drill Joe Recalex Alingasa, Jr., CDRRMO

Operations Officer said that the event gaged the city’s preparedness to respond to emergency situations including how to manage the incident command post, evacuating affected populace, focusing women and children, elderly and persons with disabilities, establishment and management of evacuation areas, and provisioning medical assistance and relief.

He added that the drill roughly showed the typical earthquake scenario where concerned individuals have executed assigned tasks accordingly particularly in the evacuation and rescue operations.

Said drill was participated by all local and national agencies and other business establishments in the city including various rescue volunteers and radio communicators group such as ORCA, KabalikatCivicom, Recon Philippines, and Saver Rescue facilitated by CDRRMO.

The Northern Negros Aquatic Resources Management and Advisory Council (NNARMAC) launched its Alliance Based Coastal Reinforcement Team (AB-CRET) in San Carlos City last June 19, 2015.

During said event, a Memorandum of Understanding was signed between San Carlos City Mayor Gerardo P. Valmayor, Jr. and the rest of the mayors of the municipalities of Calatrava, Toboso and Escalante to beef up their joint forces.

NNARMAC aimed at strengthening the implementation of fisheries laws to protect aquatic life and other marine resources in the northern seas of Negros Occidental.

Marcel Irisari, Executive Director of NNARMAC said that AB-CRET was made due to the council’s determination to come up with good results in the implementation of said laws wherein the provincial government pledged to fund said group at P400,000 a year to further its cause.

Edward Burgos, Senior Aquaculturist and In-Charge of the Coastal Resources Management of San Carlos City said that thru said joint forces illegal fishing and other unlawful activities at sea and in the marketplace will now be effectively disrupted.

Said NNARMAC AB-CRET will be responsible for the arrest of any individual, corporation or entity who will defy fisheries laws, rules and regulations including the conduct of regular sea-borne and land based operations which also includes market rounds in territorial jurisdictions to ensure that illegally caught fishes and other marine resources will not be sold to the public.

City delivers new projects

City celebrates environment weekThe city government celebrated its 5th

Environment Week with a theme “Seven Billion Dreams. One Planet. Consume with care.” which opened last June 22, 2015 at the City Auditorium.

City Mayor Gerardo P. Valmayor, Jr. said that “since people formed part of the problem on the environment, it is just right that he must find solution to it.”

He said the city government created local ordinances to effect the ways and means of protecting and conserving the environment where people should not stop at tree-planting but must see to it that trees grow.

Valmayor also called on all barangays to closely observe and instigate policies on environmental protection and also encouraged the Department of Education (DepEd) to instill into the minds of students to appreciate nature and respect its environmental value and participate in every activity that promotes its protection and conservation.

SACASOL Business Manager Riza Ferrer and DepEd Math Supervisor Antonio Uy led the official opening of the Photo Exhibits and display of the five school divisions of the city and its industries while Genesys Executive Director Ma. Rosa Solis and Sangguniang Panlungsod (SP) Member Rommel Debulgado who is also Environment Committee Chairman set off the Waste Market Fair.

SP Member Victoriana Cabili and City Administrator Gregorio A. Santillan also headed the opening of the Toxic and

Hazardous Waste Campaign booth while SP Member Fleur De Lis Mascuñana and DepEd Supervisor Antonio Uy led in opening the Forest & Fruit-Bearing Trees booth.

Several local departments participated in the event’s grand parade including the DepEd, barangay representatives, non-government organizations or industry partners and other specific groups.

Classroom BuildingsThe city government of San Carlos finally

completed its 16-classroom project in partnership with Julio Florentina Ledesma Foundation, Inc. (JFLF) for elementary schools in the upland barangay areas which used the technology of Inter-locking compressed earth block (ICEB) or the San Carlos Enviro-blox.

The two classroom buildings at Burlad Elementary School and two at Quezon Elementary Sch. completed said 16-classroom project in 3 years time and turned over to the Department of Education after its blessing ceremony last Sept. 17, 2015.

Ma. Gleen Redobles, in-charge of Finance at JFLF said that the project did not use the usual hollow blocks in construction but ICEB only which saves the city government a big amount of money since for every 2 classrooms budgeted at P1.5M, only around P900,000 was spent using ICEB which brought to P7.2M for the 16 classrooms instead of P12M.

Meanwhile San Carlos City government funded two classrooms at Tuburan Elementary School in Brgy. Prosperidad were turned over by City Mayor Gerardo P. Valmayor, Jr. to Nelly Garotte, OIC-Asst. Schools Division Superintendent of the Department of Education San Carlos last August 17, 2015.

Hilario Yago, Parents and Teachers Association President of said school promised to help take care of said classroom buildings with respective comfort rooms since their children can benefit so much from it.

RIBBON CUTTING DURING THE ENVIRONMENT WEEK -

Construction of said P1.6M classrooms started last Nov. 16, 2014 and finished Feb. 16, 2015.

New PNP Patrol Vehicle San Carlos City turned over one new patrol

vehicle unit to the local Philippine National Police San Carlos Station after its blessing last August 12, 2015.

The city funded said vehicle at P895,000 for better police mobility and visibility equipped with Patrol Vehicle Tracking System (PVTS) which was also launched during said time and Electronic Bulletin Board (E-Board) which is first in Region VI.

Said PVTS aimed at tracking exact location of mobile patrol; reviewing patrol team routes and travel time in responding to given situation; geographical fencing; over speeding alarm and voice recording while the E-board is the modern bulletin board that keeps Citizen’s Charter, frontline services, daily activities, accomplishments and other significant information and directives from

the PNP and should not be used for any other purposes.

Power TransformerA 15 kilovolt-ampere distribution power

transformer was installed at Bagonbon Nat’l. High School thru the electrical division of the local government of San Carlos last July 15, 2015.

Said project budgeted by the Sanggun i ang P a n l u n g s o d at P140,000 thru its 22 percent dev’t. fund contingency program aimed at providing enough supply of electricity to said school.

Allan B. Yap, Schools Division Superintendent thanked the city government for its continuous support to the Department of Education thru the provision of various projects and needed facilities to different schools in the city and challenged teachers to provide quality and dedicated service to their students in return.

City Mayor Gerardo P. Valmayor, Jr. said that whatever the city government has been doing is for the development of students so they should focus more on improving their knowledge and skills and not to engage in any unlawful activities to become better members of the community.

San Carlos City Tourism creates tourism planThe city government thru its Tourism

Office introduced the draft report for the tourism plan of the City of San Carlos last August 3, 2015 at the SP Session Hall.

Author and Professor Carlos Libosada, Jr. of the University of the Philippines, Dilliman who was the Tourism Consultant for said project presented the whole proposal of said tourism plan which showcased various tourist attractions in the city already validated since last year.

He said the plan aimed at creating a solid tourism development program that could help enhance the present tourism resources of the city and help boost its industry and economy.

Various tourist destinations in the city that need to be developed were grouped into five called Tourism Development Areas (TDA) which include the sights located at the city proper and vicinity as TDA 1; Sipaway Island as TDA 2; Prosperidad Sights and Adventure-

Nabatang, Punod View Deck, and Choco Hills Viewing area as TDA 3; Lapus Cave at Brgy. Palampas as TDA 4; and, Quezon and Codcod Sights and Adventure as TDA 5.

Libosada said that improvements to said sights include physical intervention or development of access roads for safety and

Barangay Quezon won in the very first interbarangay rescuelympics, search for Barangay Disaster Preparedness conducted by the city thru the City Disaster Risk Reduction Management Office (CDRRMO) held September 11, 2015 at Bo. Fiesta, San Julio Realty, Inc. grounds.

Said contest was made to enable the barangays to handle and respond to incidents of disaster whose evaluation include bandaging, transfer and carry and extrication of victim in cases of vehicular accident.

Brgy. Quezon received a P250,000 worth of projects for the barangay. Brgy. Rizal in the 2nd place received P150,000 worth of projects and Brgy. One which ranked 3rd got P100,000 worth of projects.

All winners also received plaques of recognition while all 16 participating barangays were given certificate of participation, first aid kit complete with medical supplies and long boards. Barangays Bagonbon and Buluangan were not able to make it to the contest.

Members of the evaluating team for said event include FO2 Ricardo Catalan of Bureau of Fire Protection-San Carlos, PO2 George Acuin of the Philippine Nat’l. Police-San Carlos, Engr. Arthur Batomalaque of City Environment Management Office and CDRRMO staff Ruel Reantoco and Arnold Palma.

During said event, the City Waterworks Department headed by Engr. Edward Sanchez turned over to the Bureau of Fire Protection coupling equipment and adaptor for water stub outs to be used during fire incident as fire hydrant.

Judges of said contest include Shardy Hofileña of Red Cross, Bacolod; Robert Lorca, Jr. of Provincial DRRM; FO1 Jed Antoni Cartagena of the Bureau of Fire Protection (BFP) San Carlos and First Aid Instructor PO2 Carlo Mahinay of Philippine Nat’l. Police San Carlos and Local Government Operations Officer II Rita Tingson of the Department of Interior and Local Government.

ease of travel particularly in going to said caves and safety facilities inside said caves as well as identification of target market for various attractions.

He said that the city’s mountain caves have big chambers as big as the cathedral and can even be compared to the underwater caves of Palawan which are really worth seeing. He also described the coral reefs in Sipaway Island as comparable with that of the Tubattaha reef.

Libosada added that the tourist market is just always there waiting for new destinations to explore so San Carlos City should make ready with its array of tourist sights because it has an easy access point of destination from the three major cities of Cebu, Bacolod and Dumaguete which are big potential local tourist market.

Various recommendations and suggestions on the presented plan were noted by the consultancy staff for the improvement of said plan.

Said event also introduced for the first time the Police Tour guide, a contest on tour-guiding with police officers acting as tour guides whose winners include PO3 George Acuin who won 1st prize followed by PO2 Jose Zanny Boy Algarme, 2nd prize and PO3 Elizabeth Lopez, 3rd prize.

PO3 Acuin went on to represent the city in the provincial Tourism Week celebration in Bacolod for Police Tour guiding contest the following week and bagged the 2nd prize.

Various winners of tour guiding competition in the elementary category include Bea Lou Jarabe of the School of the Future (SOF) as 1st prize; Kimberly Claire Nillama of Cong. Vicente Gustilo Sr. Memorial Sch. as 2nd prize; and, Franz Sybil Samson of Tandang Sora Elem. Sch. (TSES).

In the high school level of same competition winners include Rachel Lynn Agravante of Julio Ledesma National High Sch. (JLNHS) for the 1st prize; Cheryl Dinglas of Sipaway National High Sch., 2nd prize; and, Justine Joy Quezon of Colegio de Sta. In the Tourism Quiz, Elementary level Claire Coyola of TSES won the 1st prize; Jelou Gako of TSES, 2nd prize; and Charyll Inez Romanillos of Florentina Ledesma Elem. Sch., 3rd prize while in the high school level the 1st place was won by Elliji Aligway of JLNHS; 2nd place by Joseph Andre Azcona; and, 3rd place Alexa Baguio of CSR.

In the college level for Tourism quiz, winners include Jhanil Lim of CPSU for 1st place; Jessa Cantilado of CSR for 2nd place; and, Alek Daniel Sy of CSR, 3rd place.

In the Tourism Photography open category contest Nicole Heaven Tolcidas of CSR bagged the 1st place followed by Denise Birondo of JLNHS, 2nd place; and, Joselito Labrador, Jr.

The Essay Writing contest was also dominated by Jude Allen Dela Torre of CSR in the 1st place; Monica Marie Longno of CSR, 2nd place; and, Julie Marie Marondo of JLNHS, 3rd place.

In the Brochure-Making contest CSR topped followed by JLNHS, 2nd and Quezon National High Sch. as 3rd prize.

All winners except the Habichuelas Cooking contest winners received gift certificates worth P1,500 for the 1st prize, P1,000 for the 2nd prize and P500 for the 3rd prize.

The City of San Carlos mourned for the loss of one tower of strength in the Sangguniang Panlungsod when SP Member Dr. Emmanuel “Noli” J. Baguiro, 68, succumbed to cerebral infarction at the Riverside Medical Center in Bacolod City last Sept. 21, 2015.

His 38 years of being a public servant started when he was hired as a Junior Physician at Corazon Locsin Montelibano Memorial Hospital in Bacolod City in 1973 where he also became a Resident Physician and Medical Specialist, to be later promoted as Chief of Hospital at Vicente Gustilo Memorial Hospital in Escalante City in 1980 up to 1992.

In 1995, Dr. Baguioro started serving the people of San Carlos City as a surgeon at the City Hospital department where he also

became a Medical Specialist IV (Surgeon) and later became City Government Department Head I, this time, as chief of the City Hospital until his retirement in December 20, 2011.

Dr. Baguioro made his way back to the government service in July 1, 2013 as an elective official in the SangguniangPanlungsod.

As part of the City Legislative body, he was responsible for the passage of various city ordinances including ordinances No. 14-04-Promoting a 100% Smoke Free Environment in San Carlos City, Neg. Occ., Banning of Tobacco Advertisement, Restricting Access to Tobacco Product Imposing Penalties for Violation Thereof, and For Other Purposes; No. 13-34- Amending the Revenue Code of the San Carlos City, Neg. Occ. Providing For New Rates and Fees for City Hospital Services; No. 13-35-Enacting the San Carlos City Sanitation Code of 2013; No. 14-57-Implementing the Zero Open Defecation; No. 14-18-Amending Ordinance No. 27 Series of 2006 “An Ordinance Enacting the City Hospital Code-Medical Practice”; No. 14-20- Institutionalizing Revolving Fund System at the San Carlos City Hospital Pharmacy for the Procurement of Drugs, Medicines and Other Medical and Surgical Supplies and For Other Purposes; No. 15-07- Providing for Deworming To Be An Option of the Required Routine Fecalysis; and No 15-15- Promoting Drug-Free Work Place in the City Government of San Carlos and Providing Sanctions Thereof.

Being a doctor, his SP reign was focused on the management of certain committees as chairperson on Hospital Services and that of Health, Sanitation and Social Services while actively involved in the committees on Senior Citizens and Veterans Affair, Public Utilities and Integrated Land Transport Terminal, and City Disaster Risk Reduction Management Council as member.

SP Member Victoriana Cabili fondly remembered

him as a committed, hardworking and persistent city councilor yet full of great humor who always made everyone laugh.

“He was a man of many ideas, who was like a soldier always geared up for battle, and he has done so much on earth and will do so much in heaven” said SP Member Fleur De Lis Mascuñana.

City Health Office Administrative Officer Alexis Tugbo kept in mind Dr. Baguioro’s formidable partnership with specific programs especially his persistence on improving the public cemetery.

City Mayor Gerardo P. Valmayor, Jr. also recalled that many of Dr. Baguioro’s patients who were his constituents were never charged of fee. “He was a humble, happy man who touched many lives by serving many of the poor and sick people of San Carlos”, he said.

Doc Noli’s remains which arrived at the city hall, Sept. 23, 2015 from Bacolod City was welcomed by the city officials and local government employees while a tribute was offered him by friends, co-workers and family during the necrology on the 24th before he was transferred to the Garden of Saints where he stayed until the final rites at the San Carlos City Memorial Park last Sept. 26, 2015.

Dr. Baguiro who was born in San Carlos City is survived by wife Helenita and five sons Atty. Emmanuel Jr., Simon Peter, Joseph, Chris and Greg Paul.

City Hall employees undergo random drug testing

Local government employees of San Carlos City are now in hot seat ever since City Mayor Gerardo P. Valmayor, Jr .effect every now and then a surprise random drug testing of employees which started at the City Mayor’s Office last Sept. 24, 2015.

Said action sprung from the recently approved Ordinance No. 15-15 titled “A DRUG-FREE WORKPLACE

ORDINANCE IN THE CITY GOVERNMENT OF SAN CARLOS OF 2015” subjecting local government employees to a random drug-testing any time.

San Carlos City Mayor Gerardo P. Valmayor, Jr. warned that said move was part of the city’s drive of cleaning the local government of those employees alleged to have indulged in illegal drugs to let everybody know that the city government is serious in its campaign against it.

He said during the peace congress held in the city last June 3, 2015 that all local gov’t employees of the city including regular, co-terminus, contractual, job orders and those in the barangay level will be subjected to said test where the city government will hold no mercy for those found to be positive of said prohibited drugs.

He even told the assembly attending said congress that he will urge the SangguniangPanlungsod members to create a program for the barangay level particularly a contest for a drug-free barangay wherein a barangay that will be proclaimed by the

Philippine Drug Enforcement Agency (PDEA) as drug-free barangay will be awarded with P250,000 cash.

The city mayor said that everybody should work hand in hand to fight against any criminality in the community in order to have lasting peace and encouraged everybody to coordinate with the police or directly to PDEA of any suspected illegal activities they know in their area particularly drug-related ones.

Said random drug testing was done by a private drug testing center identified thru a public bidding duly accredited and monitored by the Department of Health to safeguard the quality of test results and whose results will be treated confidentially.

The local ordinance cites that permanent local gov’t. employeesfound positive of prohibited drugs will be subjected to a disciplinary/administrative and criminal sanctions while immediate dismissal for co-terminus, job order personnel, contractual and temporary employees shall be imposed after release of confirmatory result.

Various gift-giving and share-a-meal activities were among the target goals of the city government of San Carlos thru the Office for Human Resource Management (OHRM) in commemorating the 115th Civil Service Anniversary during the whole month of September 2015.

Packed groceries, meals and useful items were distributed to almost 700 local beneficiaries including indigent children, senior citizens, hospital patients, prison inmates, garbage collectors, pedicab drivers, special children and physically challenged persons in different barangays in various specified occasions during said month.

The OHRM also staged activities for the local government employees to uplift their physical and spiritual self which include bible sharing, fun-walk, sports-fest and various advocacy campaigns on blood-letting, anti-smoking ordinance, and healthy lifestyle.

Said office also led the local government to a coastal clean-up drive last Sept. 19 at different coastal areas of the city and actual blood-letting where a total of 47 employees donated blood last Sept. 18, 2015.

An oath-taking for the newly appointed and promoted local government employees and awarding of the winners for the sports-fest last Sept. 28 capped said month-long event followed by a two-day re-orientation seminar for the new entrants to public service, Sept. 29-30, 2015.

Gift-giving marks city’s CSC anniversary celebration

City takes BUB projectVarious projects funded

by Bottom-Up Budgeting (BUB) thru the Department of Social Welfare and Development (DSWD) Reg. VI were received by San Carlos City government last September 16, 2015.

Social Welfare Officer II Ma. Gerla Espinosa who is in-charge of the BUB Program at DSWD Reg. VI in lieu of Regional Director Evelyn Macapobre turned over playground devices and learning equipment/manipulative toys to the city thru the City Social Welfare and Development Office (CSWDO).

Espinosa said that San Carlos City is one of the best implementing agents of BUB projects and it also endorsed unique and notable projects needed for dis-advantaged children so that it got a big chunk from BUB even if BUB had just started and still a very young program.

Said learning devices were funded by BUB at P1M.

City Mayor Gerardo P. Valmayor, Jr. said that he was delighted with the kind of projects organized by the City Social Welfare and Development Office headed by Cynthia Mirande which took them two years to

prepare.Mirande on the other

hand said not all daycare centers were provided with said playground devices. Only those 17 daycare centers with fence were afforded to secure said learning equipment which only daycare children may use but all the rest received cooking devices and other kitchen utensils.

Earlier, the city received financial assistance from BUB-DSWD Reg. VI last August19, 2015 in the amount of P1.8M for two checks of P900,000 each for the construction of two daycare centers in Brgy. Codcod.

Said daycare centers will be put up at Sitios Katwang and Napaturan whose construction starts in November.

BUB targets rural development programs

thru funding of projects whose agencies were involved in BUB community plans including Department of Agriculture, DSWD, Department of Agrarian Reform, Department of Environment and Natural Resources, Department of Education and Department of Health.

Aside from school to school campaign, San Carlos City strengthened its drive against illegal drugs thru a Mural Painting Contest conducted by the San Carlos City Anti-Drug Abuse Council (SCCADAC) whose winners were awarded last Oct. 15, 2015 at the SP Session Hall.

Participants to said contest painted the walls facing the national hi-way of the School of the Future in Ramon Magsaysay Elem. School with the contest’s theme and council’s advocacy on the “Value of Healthy Lifestyle & Social responsibility on the Prevention and Control of Drug Problems”.

Colegio de Santo Tomas-Recoletos (CST-R) won the first prize of said contest and received a plaque, 1 unit cellular phone, P1,000 worth of gift certificate and a cash prize of P2,500.

Both the second and third prizes were bagged by Julio Ledesma National High School (JLNHS) which include a plaque, 1 unit cellular phone, P500 worth of gift certificate and P2,000 cash for the second prize. The same prizes went to the third placer except for the cash which was P1,500 only.

Other participating students from Don Carlos Ledesma National High School and Tañon College also received consolation prizes of P500 worth of gift certificate.

SCCADAC has been all out in its

City’s anti-drug campaign continues

information drive against illegal drugs and has gone through different schools in the city encouraging students to focus on their studies and avoid illegal activities particularly those that involved prohibited drugs.

City Mayor Gerardo P. Valmayor, Jr. said that the community must be very vigilant and coordinate immediately with the Philippine National Police and other government authorities should there be any suspected illegal activities in their area.

The mayor added that every citizen must help in the battle against bad elements especially illegal drugs and not rely too much on what the police can do since it is also the responsibility of the people to guard its own community as the city government is also working to address said issue thru SCCADAC.

Public school authorities including Bagonbon National High School Principal Mrs. Jocelyn Sumilhig said that they welcome SCCADAC’s effort to reach out to the graduating high school students thru various symposia on RA 9165 or the Comprehensive Dangerous Drugs Act.

She said that graduating high school students who are in the prime of curiosity are the most vulnerable to the lure of illegal activities so they need to be guided continuously.

San Carlos City hosted a Fish Catch Monitoring training in the Visayas as part of its joint project with RARE Philippines called Fish Forever Pride Campaign Program last August 24-27, 2015 after its grand launch.

RARE Philippines Senior Director Don Sucalit said the training aimed at teaching fisher folks how to monitor fish catch; the right fishing tools; kinds of fish caught; quantity of catch; right time to fish or Catch Per Minute Effort including not to fish on marine protected areas or “No Take Zone”.

Other places in the Visayas which took part of said training include the municipalities of Tayasan, Ayungon, Manjuyod, Bindoy in Negros Oriental, Culasi, Libertad in Antique and Inabangga-Bohol and those fronting Tañon Strait.

FishForever at Sipaway takes off

The Fish Forever program in San Carlos City had its grand launch, August 19, 2015 at Sipaway Island with a foot march from Dapdap Wharf to San Juan Elementary School (SJES) followed by a short program.

Part of said activity was the oath-taking of nineteen members of the Fish Forever

Pride Campaign Team and Technical Working Group represented by different local government agencies including the Department of Environment and Natural Resources (DENR) of the province, Department of Education and Genesys Foundation, Inc., a non-government organization and fisher folks.

Said group will be responsible in the implementation and management of said project for three years (2014-2017) which aimed at conserving marine resources at Sipaway Island particularly the 451 hectares of coral reefs located at barangays San Juan and Ermita which were already officially declared by the DENR as marine protected areas.

Said project is expected to introduce fisher folks in the island to other forms of livelihood so they will be provided another sustainable source of income while said fishing ground is recuperating from damage brought about by climate change and too much fishing.

Arnold Mancao, Principal of SJES and member of said team expressed his joy about said project, being a native of Sipaway. He said the project will create a positive attitude change among the islanders particularly in fishing approach since marine resources around the island is slowly depleting.

SJES teachers also showed their support to the project and pledged to promote its advocacies to their pupils so that they may also become advocates to their parents and neighbors.

Brgy. San Juan Captain Sadilleto Gadiane said that thru said project the local fisher folks will now be empowered to implement the Territorial User Rights for Fisheries (TURF) to protect the marine protected areas if other fishermen from outside Sipaway will come to fish there.

Said project implemented by the City Environment Management Office (CEMO) thru its Coastal Resources Management (CRM) was funded at P15M by Rare Philippines, a non-profit organization focused at marine conservation and counter-parted by the city at P5M.

RoelAlmoneda of the Provincial Department of Environment and Natural Resources said that Fish Forever is one of a kind project by RARE. So far there were only 12 sites in the Philippines recipient of said project where San Carlos City was privileged enough to become one of its beneficiaries.

Melvin Maglayon of CRM who is one of the project’s Conservation Fellows who was tasked to lead in the implementation of Fish Forever in the city said that among the more than 200 MPA’s in the country, Sipaway Island already belonged in the Top 15, hence, it deserved to be taken care off more against further damage.

City Mayor Gerardo P. Valmayor, Jr. said that every stakeholder must cooperate to make said project work and whose responsibility began on that very day.

The CRM also gave out various items as souvenir for said project launch and also announced the poster making contest for the official slogan of Fish Forever campaign.

Said activity was attended by representatives of the different provincial and local government agencies headed by the city mayor. Also present were Vice-Mayor Edgar Quisumbing, SP Member Rommel Debulgado, SJES students and teachers, Brgy. Officials of Ermita and San Juan and the fisher folks of Sipaway Island.

City Mayor Gerardo P. Valmayor, Jr. on the other hand said that since the BBBs as Barangay Public Safety Officer at the same time already know all these laws, they only have to be reminded in order for them to carry out their duties well particularly in apprehending violators.

The mayor also announced that the city government has already increased the honoraria for tanods for every barangay starting January of 2016 of which the city allocates P50,000.00 per year including uniforms and tools.Framework Seminar

The city thru the Cooperatives and Livelihood Development Office (CLDO) conducted a three-day Community Organizing and Community Development Framework seminar last August 3-5, 2015 to 26 CLDO employees who handle various livelihood projects for the community.

Said seminar aimed at enhancing concerned employees’ skills and competence in identifying and handling livelihood projects for different communities that will create economic impact.

Reynic Alo, Executive Director of Multi-Sectoral Alliance for Development (MUAD) Negros who served as resource speaker said that employees in-charged of livelihood programs play a great role in economic development so they should be well-equipped with the right knowledge since not all projects are designed equal.

Said group underwent project illustration during the first day of seminar to measure how practical and sustainable it is to beneficiaries.

At least 22 Persons with Disability (PWD) availed of the free skills training on Basic Swedish Massage and Basic Reflexology held June 22-24, 2015 at Alger’s Community Center, Brgy. Rizal.

Said training aimed at strengthening PWDs capacity when it comes to massage and reflexology activities which are their basic source of income and for the safety and wellness of the community that benefit said services.

Said activity enhanced PWDs vital requirements for massage and reflexology, manipulation and massage techniques, stroking and pressure manipulation, head massage, hand massage, foot and legs massage, back massage, frontal massage, different kinds of massage for healing, ethics for massage and reflexology, and the “do’s and don’t’s of massage and reflexology.

The City of San Carlos thru the City Social Welfare and Development Office hosted the National Disability Prevention and Rehabilitation (NDPR) Week with cultural and sports competitions held July 21-22, 2015 at the city auditorium.

Delegates of 337 Persons With Disability (PWD) from the cities of Bago, La Carlota, Silay, Cadiz and Kabankalan and towns of Pontevedra, La Castellana, Toboso and Murcia were welcomed with a motorcade around the city.

Merle Garcia, Provincial Social Welfare and Development Officer and PWD Focal Person officially opened said 2-day event with the theme “Health and Wellness Opportunities for Persons with Disabilities toward an Inclusive for all.”

During the program, Vice-Governor Eugenio Jose Lacson expressed his high respect for PWDs and cited Mark Joseph Escora and Leah Delgado, both PWDs who never failed to make impacts and changes in their lives despite disabilities.

He said, Escora, a polio victim, started out as a jeepney barker for seven years then trained at the Technical Education and Skills Development Authority, is now working at an outsourcing business in Bacolod City as a supervisor while Delgado despite dwarfism syndrome finished a degree as cum laude and is now working as a call center agent.

Said PWDs willingly participated in the various sports events prepared for them with winners include Larry Orbiso of Cadiz City as 1st prize for The Voice of PWD followed by Rommel Pineda of Kabankalan City as 2nd prize and Aleli Llanos of EB Magalona, 3rd prize; District 1 won 1st prize followed by District 2 as 2nd prize and District 4 as 3rd prize in the Sitting Volleyball tourney; Loto Managsik Burgos of Toboso bagged the 1st prize for Table Tennis while EslawTuma-ob of La Carlota ranked 2nd and Al James Madrid of Cadiz City, 3rd.

In chess, the first, second and third prizes were won by Jordan Topaz of Talisay City, Jovani Villarus of Manapla and Rene Tambolero of Cadiz City, respectively while in the Wheel Chair race, Eric Molabin of Silay City won 1st prize, Dorel Padilla of Bago City, 2nd and Joey Santillana, 3rd.

Also part of said celebration was the Search for Mr. and Ms. PWD vied by 8 pairs of PWD from different areas who gladly shared their talents in singing, dancing, monologue and painting using the mouth.

Kabankalan City’s Charesse Grace Arce, a speech impaired who danced won the Ms. PWD 2015 while Dorel Padilla, a cripple from Bago City who sang earned the Mr. PWD 2015title.

The 1st runner-up for said Ms. PWD 2015 was seized by Helen Grace Gonora of Murcia, a deaf who did a monologue while the 2nd runner-up prize went to Marianne Teodoro of Pontevedra , another cripple who sang.

In the Mr. PWD 2015, 1st runner-up prize was won by Edmi Baro of Cadiz City, a mute who painted using his mouth while the 2nd runner-up prize was bagged by Andro Burbano of Cadiz City, a cripple that danced.

The series of activities during said NDPR week aimed at making PWDs model among their fellows to encourage them to become more productive members in society.

City hosts NDPR Week

Various local government employees of the city government of San Carlos thru the public Employment Service Office (PESO) learned how to combat illegal recruitment and trafficking in person last August 20, 2015. PESO Manager Delia Jarabe-Camasura said it was the first time they have invited resource persons from Philippine Overseas Employment Administration (POEA) to talk about issues under Republic Act 10022 or the Law on Illegal Recruitment.

She said the local government employees can be a big help in disseminating information about the modus operandi of certain illegal groups especially to those who wants to go abroad so they will not fall victims of illegal recruitment.

Atty. Hernando Reyes, Director of POEA Legal Research Division talked about the right application process and how to identify legitimate recruitment agencies where he stressed that an applicant for a domestic helper abroad should not be charged of more than P300 pesos.

Atty. Eric Dollete of POEA Operations and Surveillance Division discussed about the various schemes designed by illegal recruiters to lure applicants including any kind of maltreatment from employers abroad and how and where to file complaint against them.Re-Echo on Environmental Laws

The Forestry Division of the City Environment Management Office facilitated a re-echo training workshop on Environmental Law Enforcement and Paralegal Matters for San Carlos City’s Bantay Bukid Brigade (BBB) last August 4-7, 2015.

Said training workshop aimed at improving BBB and the Mount Kanlaon Natural Park (MKNP) Green Brigade’s knowledge and maximizing their duties as guardians of the city’s protected areas or the mountainous sites including Barangays Rizal, Quezon, Prosperidad, Guadalupe, Buluangan, Punao, Palampas, Nataban, Bagonbon and Codcod where the MKNP Green Brigade belonged.
